The aerial objects that created a flutter at the Mumbai airport on Saturday when two Jet Airways flights were asked to abort take-off and landing could be weather balloons, officials of the aviation safety regulator said on Monday. Sources in the directorate general of civil aviation (DGCA) said the Indian Meteorological Department’s airport bureau in Santacruz had set off balloons to collect weather data. “The weather balloons travelled from the southwest owing to the current wind pattern. The flight paths match with the location where airport staff spotted the aerial objects,” said a senior DGCA official re-

questing anonymity. On Saturday evening, 5 small parachute-like objects were observed approaching from the southwest direction of the Mumbai airport moving towards northeast along with the wind. The airfield staff alerted the air traffic control (ATC) tower which in turn asked pilots lined up for take-off and landing to be cautious since they

were crossing the runway intersection. As a result, a Jet Airways flight 9W326 from Ahmedabad was asked to abort landing at the last minute and another Jet Airways flight 9W-323 to Ahmedabad was asked to hold its position on the airstrip. IMD officials said that weather balloons are set off every day, but such an incident has never occurred.


2 / Dt. 26-05-2015, Tuesday Editors’ Picks TUESDAY, MAY 26, 2015 AAP, anarchy and the Constitution The Aam Aadmi Party’s (AAP) penchant for creating crises out of thin air is well known. What was a routine matter of appointing an acting chief secretary has blown up into a fake constitutional crisis in the past three weeks. When it assumed power in Delhi, one of its early demands to the Union government was conferring of full statehood on Delhi, something that was not acceded to. The current situation should be seen as an attempt by AAP to get what it wants. It should not be allowed to do so. If this happens a terrible precedent will be set, weakening the Union government’s hold over matters that are in its domain. The outlines of the story are simple. The chief secretary of Delhi went on leave and in his absence, a list of candidates for appointment as acting chief secretary was forwarded by the state government to the lieutenant governor (LG). The LG has exclusive control over certain matters—such as public order, land and police—in Delhi. In this he acts as a representative of the President. The LG, acting on the list of names sent to him, picked Shakuntala Gamlin, an Indian Administrative Service (IAS) officer of the Union territory (UT) cadre. The Delhi government did not agree to this officer’s appointment. Soon enough, allegations of corruption and Narendra Modi interfering in Delhi’s affairs began to fly thick and fast. It may seem incongruous that an elected government should not have control over all the subjects under its jurisdiction. But there is nothing unusual in this. The world over, there are examples of capital cities with overlapping jurisdictions between the local and federal governments. In India, UTs fall in this class and have special constitutional provisions for them. Delhi has a separate article that clearly spells out the legislative limits on its assembly—article 239AA. The merits and demerits of these provisions is a separate issue. But any party that contests elections for assuming power at the local level knows its limitations. It cannot agitate its way into seeking what it wants. The arena for that contest is Parliament and not the streets of Delhi, or for that matter the local secretariat. In spite of all this, the Union government issued a notification on 21 May, in the name of the President, that spelled out the constitutional position clearly. It requires considerable legal acumen to turn a clear constitutional and administrative position on its head. Unfortunately, in this instance this kind of creativity has gone too far. Even a cursory reading of the controversial notification shows that there is no way that AAP can interpret the law and seize power in matters over which it has no control. The content of the notification is clear: The Delhi assembly has no power to legislate on matters of public order, police, land and administrative services. It is a schoolboy lesson in civics that where there is no legislative power, there can be no executive power (unless a tyranny prevails). Yet it took a Union government notification to spell this out.

Agency | New Delhi Country’s largest private lender ICICI Bank on Monday said it has launched a service where customers can make transactions using just their voice, without using other means of authentication like a password. The voice recognition service authenticates customers based on their speech patterns and allows them to execute banking transactions through the bank’s call centre, the bank said in a statement issued here. Customers, in general, use various means of authentication like entering card numbers, answering security questions and entering a personal identification number (PIN) to carry out a phone banking

transaction. “Their voice will now act as the password for banking transactions through the call centre,” the statement said, adding that the service is secure. Over 33 million savings bank and credit card customers will be able to use the service. “Our decision to invest in this new technology was primarily driven by the objective of enhancing the everyday banking experience of our customers,” its managing director and chief executive Chanda Kochhar said. She added that customers using smartphones find it difficult to enter the 16 digit card number and the 4 digit PIN with accuracy and the hands-free alternative has the potential to increase security and convenience.

Govt clears 21 FDI proposals worth Rs 281 cr, defers Kotak Bank proposal

Agency | New Delhi The government has cleared 21 foreign direct investment (FDI) deals worth Rs 281 crore but deferred Kotak Mahindra Bank’s proposal to hike foreign investment limit in the bank to 55 percent. “The government has approved 21 proposals of foreign direct investment (FDI) amounting to Rs 280.70 crore,” a finance ministry statement said today. FDI proposals under approval route are cleared by the Foreign Investment Promotion Board (FIPB). However, those proposals involving investment of more than Rs 3,000 crore are given final clearance by the Cabinet Committee on Economic Affairs

(CCEA). The proposal of pharma firm La Renon Healthcare to invest Rs 100 crore in a brownfield project was cleared by the FIPB in its meeting on 30 April. The inter-governmental panel, chaired by economic affairs secretary, also cleared Blue Dart Express’s proposal to acquire shares in Blue Dart Aviation Ltd and hike shareholding to 74 percent from 49 percent. This would entail investment between Rs 52.8 crore to Rs 69 crore. The proposal of Quickjet Cargo Airlines to increase foreign shareholding in the company to 74 percent from 62.34 percent has also been cleared. The deal will entail FDI worth Rs 14.40 crore.

If you frequently buy and sell Android smartphones (or review a different one every few weeks), it’s likely that you’re leaving traces of personal data even if you use the phone’s factory reset feature, before passing on the phone to someone else. According to a new study titled ‘Security Analysis of Android Factory Resets’ by Cambridge University, Android’s factory reset option does not let you get rid of all your personal data. As part of the study, researchers tested 21 smartphones made by

five different device makers running Android 2.3 to 4.3. They found that all devices retained a part of the users’ old data which included SMS, e-mails, pictures and videos and contact information from third party apps such as Facebook and WhatsApp. What’s more worrying was that this data was accessible even if fulldisk encryption was used. Also, in most smartphones, researchers were even able to get access to the master token to access the user’s Google data. The study estimates that about 500 million Android phones are at risk.

Prime Minister Narendra Modi’s thrust on solar power has found a place in Ahmedabad airport. In a bid to bring down operational expenses and save on power costs, Airports Authority of India (AAI) is planning to install solar panels on the roof of both domestic and international terminals of Sardar Vallabhbhai Patel international airport in next one year.Besides installing solar panels, AAI will put in LED lights, solar powered street lights, and five star rating energy appliances and conduct periodic energy audits to with

an aim to save 6% energy this year. “AAI has decided to implement energy saving initiatives at few airports in the country including Ahmedabad. This year we expect to save 6% energy compared to last year through our energy saving plan. Next year we are targeting at least 8%,” said senior AAI official. Ahmedabad airport’s current consumption is 25,500 megawatt per year which on an average costs around Rs 21 crore. “The process has already begun. Lights on runway have already been replaced with LED lights for energy saving. Next

Sai was booked under various IPC sections, including rape, unnatural sex, molestation, wrongful confinement, unlawful assembly, rioting armed with deadly weapon, criminal intimidation and criminal conspiracy. The younger of the two sisters had in her complaint accused Sai of repeated sexual assault between 2002 and 2005 when she was living at his Surat ashram.
