Suicide attack on Turkish diplomatic vehicle kills two in Kabul KABUL A Taliban suicide attack targeting a Turkish diplomatic vehicle belonging to the Nato mission killed two people in Kabul Thursday, highlighting the fragile security situation as the Afghan government presses for talks with the militants. The blast came shortly after 8.00am (0330 GMT), not far from the Iranian embassy. Police said the victims were a Turkish national and an Afghan passerby. Police initially said the vehicle was from the Turkish embassy, but a spokesman for the Nato mission in Afghanistan later confirmed it was part of a coalition convoy. A statement from Nato's Resolute Support mission said "one service member died as a result of an attack in Kabul today". The coalition said however that Nato's Senior Civilian Representative in Afghanistan Ismail Aramaz, who is Turkish, was not

Rail budget: a low-impact wishlist Anew government at the centre gets only 60 months to perform credibly. A credible performance requires a clear package of deliverables, emphatically declared and controlled with a top-down approach. Sadly, even in its second rail budget, the government is still learning to fly. The budget essentially contains a set of incoherently packed, low-impact wishlists of various directorates of Rail Bhavan. Some big ticket projects will take a long time to mature into action plans. The high-speed rail project, for instance, which was to run across the Diamond Quadrilateral, has been truncated. This will hardly lead to the transformation that Prime Minister Narendra Modi envisioned. Instead, railways minister Suresh Prabhu used this budget to build a favourable background for seeking Parliament’s tacit approval for various future announcements and, in particular, resource mobilization through creative extra budgetary resources. Much like his predecessors, Prabhu reminded Parliament about the long list of pending commercial railway line projects. Most of these are un-remunerative, new railway lines to nowhere. Their fast-track completion would only push the presently profitable Indian Railways into losses. The impact of this on the performance of the railways has not been considered a major issue to be shared with public through this budget. Perhaps it is reserved for the Comptroller and Auditor General of India to discover in future. To finance an investment of Rs.1 trillion in 201516, extra budgetary resources are pitched at Rs.17,136 crore from institutional finance, and Rs.17,655 crore from market borrowings. The targeted operating ratio of 88.5% in 2015-16, on a revenue base of Rs.1.83 trillion, yields a surplus of Rs.14,265 crore. This has to be now compared with the debt service burden that will be imposed on the railway system from investment on business-as-usual, lowreturn and long-gestation projects. Borrowing of Rs.40,000 crore entails annual repayment liability of at least Rs.4,800 crore per annum over a period of 15 years for an internal rate of return of 8% for the lender (including return of principal).The budget unfortunately veers drastically away from Modi’s commitments to the nation and even the railways. The strategic advantage of the prime minister’s bold announcements has been lost. Railways is still keen to project itself as a mere transporter, in competition with road and air, rather than an industry and technology leader capable of becoming an engine of growth in line with the prime minister’s vision. Railways continue to add institutions upon institutions to a list of public sector undertakings, societies and bodies, which instead of adding value, only further sub-divide the revenue basket. The core of the station re-development philosophy is getting lost in pursuing disproportionately heavy investments for station buildings where passenger stay is but temporary in nature, instead of focusing on the train—where the passenger spends more time. Would it not reap more goodwill and business to improve the travel experience?

Beijing A black hole, 12 billion times as massive as the Sun that grew to gargantuan size in the universe's first billion years, is by far the largest yet spotted from such an early date, researchers said. The object, discovered by astronomers in 2013, is six times greater than its largestknown contemporaries. Its existence poses a challenge for theories of the evolution of black holes, stars and galaxies, the scientific journal Nature reported. Light from the black hole took 12.9 billion years to reach the Earth, so astronomers see the object as it was 900 million years after the Big Bang. "That is actually a very short time for a black hole to have grown so large," said astronomer Xue-Bing Wu of Peking University in Beijing who led an international collaboration

Wu and his colleagues spotted the black hole using the Lijiang Telescope in Yunnan, China. The object appeared as a bright, red, point-like source. The brightness and spectrum of its light revealed it to be an ancient quasar: a large black hole that occupies the centre of a galaxy and causes interstellar gas to overheat and shine brighter than any star as it spirals into the hole's gravitational sink. Supermassive black holes are thought to lurk at the centre of most galaxies, and some have been seen that are as many as 40 billion times the mass of the Sun.

"India should be the Asia-Pacific region's bright spot," S&P said and revised steeply upwards its growth estimates. The rating agency said economic growth will rise to 7.9 per cent in FY 2016, up from its previous estimate of 6.2 per cent, and will go up further to 8.2 per cent in FY

2017 as against 6.6 per cent estimated previously. The agency, which rates India among the lowest in the investment grade at 'BBB', said the rising investment and low oil prices are the primary factors boosting the chances for the economy. It may be noted that the government had earlier this month changed the methodology of computing GDP, which showed a dramatic increase in GDP growth to 6.9 per cent from the earlier 5 per cent in FY2014, and 7.4 per cent for this fiscal year, up from a projected 6 per cent. In a brief note sent to the press by the rating agency, it is unclear if Standard & Poor's is re-pegging its estimates based on the revisions in GDP computation or not.

Flu claims 8 in Guj as more districts impose Section 144 Ahmedabad With eight more fatalities due to swine flu, the toll has reached 239 in Gujarat leading two more district collectors to invoke Section 144 (Unlawful Assembly) of the Criminal Procedure Code to prevent mass gatherings in order to curb swine flue infection, officials said here today. “Ahmedabad, Kutch, Patan, Gandhinagar, Sabarkantha, Morbi, Tapi and Botad registered a death in each district today while the total number of swine flu fatalities reached 239 since January this year,” an official statement issued by the Gujarat state government said. The state recorded 242 new cases swine flu cases, it said, adding, that the total number of cases have gone upto 3,769 from January this year. In its statement, the Gujarat government also claimed that 2,341

patients who were infected with swine flu have been cured. Meanwhile, after the Ahmedabad district administration imposed Section 144 prohibiting public gatherings without permission, two more districts in Gujarat including Rajkot and Bharuch also issued such notifications, invoking Section 144 of the Criminal Procedure Code. Today, Rajkot District Collector Manisha Chandra invoked Section 144 prohibiting mass gatherings without prior permission to prevent swine flu infection. Beniwal had invoked Section 144 yesterday to curb swine flu. The neighbouring Mehsana district collectorate also issued a circular directing that permission to hold any mass gathering would be given after organisers assure that masks would be provided to each and every person. “However, we have not invoked Section 144. We have merely issued a circular to our mamlatdars directing them to give permission to mass gatherings only after getting an assurance that the organiser will provide masks to every person attending,” Mehsana Collector Lochan Sehara said.

Delhi HC to Centre: Post Rajnish Rai in police

AHMEDABAD Delhi high court has directed the Centre to give IPS officer Rajnish Rai a posting as an IG in a central police organization within three weeks. On Monday, a bench of Justices Kailash Gambhir and I C Mehta gave the Centre three weeks to give Rai a posting, after the government communicated that it would appoint him in the police. Earlier, on two occasions, the Centre had not replied to the court's insistence to give a clarification, said Rai's counsel I H Syed. Last year, Rai was transferred and posted as chief vigilance

officer in Uranium Corporation of India Ltd in Jaduguda, Jharkhand, but he moved the Central Administrative Tribunal against his appointment. The CAT agreed with Rai but did not order his transfer to a police organization. Rai then moved Delhi HC stating he had sought deputation in a central police organization and not a central PSU. The HC kept further hearing of the case on March 20. In 2007, Rai had investigated the Sohrabuddin fake encounter case and arrested three IPS officers, including D G Vanzara.

during their Gujarat visit will have smoother access to permit On eps.gpeonline.co.in website, an applicant needs to file an online form. After submitting scanned(or photographed) documentary evidences, an applicant needs to make online payment. Once the applicant has print out of epermit, he/she can visit any

approved liquor shop in the state to purchase liquor. Government appointed person at liquor shop will check documents, identity proof and conduct physical verification and allow purchase of liquor. It is interesting to note that online payment service will not be effective for foreigners. However they will get online permit.

AHMEDABAD Around 26.37% posts in five government hospitals in the city are vacant. Even among the posts that are filled up, 33% are those occupied by fixed-salary earners. According to the data tabled in the state assembly, the UN Mehta Hospital is worst off as more than 50% of its posts are vacant. In reply to a question from Congress MLA from Danilimda, Shailesh Parmar, the state health minister admitted in a written reply that there are 1,471 vacancies at UN Mehta Hospital though it has

2,902 sanctioned posts. Sources at the hospital said that out of the 1,431 posts that are filled, the occupants of 1,395 posts are employees appointed on fixed salaries. Official sources said that in all the five hospitals, there was a shortage of nursing staff. For example, in the UN Mehta Hospital, out of the sanctioned 1574 posts for nursing employees, 890 are vacant. There was, however, no shortage of nursing staff at the Institute of Kidney Diseases and Research Centre (IKDRC) and M&J Institute of Ophthalmology.

Outside AMC limits, Ahmedabad district had another 6,745 malnourished children out of which 595 were grossly underweight. As per data available for 17 districts, Ahmedabad topped the chart with 32,896 malnourished children followed by Panchmahal with 24,111 kids.
