Mohan Bhagwat on Four-day Tour of Bihar Agency News: Bihar Rashtriya Swayamsevak Sangh (RSS) chief Mohan Bhagwat is undertaking a four-day tour of Bihar. The organisation’s ‘sarsanghchalak’ arrived in Patna on Friday evening. He was scheduled to spend the night at the RSS office in Rajendra Nagar locality of the city and leave for Buxar on Saturday morning. Bhagwat had last visited Buxar a fortnight ago to attend the inauguration of a nine-day-long religious conclave. On Saturday, he is scheduled to attend a function held in the memory of ‘Mama ji Maharaj’, a religious leader.

The national capital today recorded a minimum temperature of 8.3 degrees Celsius, three degrees below normal, according to the India Meteorological Department. The air quality in Delhi was recorded in the ‘poor’ category. According to the Central Pollution Control Board (CPCB), the Air Quality Index (AQI) at 9 am stood at 322. An AQI between zero and 50 is considered “good”, 51 and 100 “satisfactory”, 101 and 200 “moderate”, 201 and 300 “poor”, 301 and 400 “very poor”, and 401 and 500 “severe”. The weather office has predicted mainly clear sky throughout the day while the maximum temperature is expected to settle at 28 degrees Celsius. The humidity was recorded 90 per cent at 8:30 am. Friday’s minimum temperature was the lowest in the month since November 23, 2020, when the city recorded a low of 6.2 degrees Celsius.

Agency News: New Delhi The Gujarat Cooperative Milk Marketing Federation (GCMMF), which markets milk under the Amul brand, has no plans to increase prices of milk in the near future, its MD R S Sodhi said. The GCMMF mainly sells milk in Gujarat, Delhi-NCR, West Bengal and Mumbai markets. The cooperative sells more than 150 lakh litres of milk per day, out of which Delhi-NCR accounts for nearly 40 lakh litres. Earlier this week, Mother Dairy hiked prices of full-cream milk by Re 1 per litre and token milk by Rs 2 per litre in the Delhi-NCR market, citing a rise in input cost. Asked whether GCMMF has any plans to increase milk prices following Mother Dairy’s rate hike, Sodhi said: “There are no plans in near future.” He further said input costs have not gone up much since the last retail price increase by GCMMF in October. In midOctober, GCMMF raised the

prices of Amul Gold (full-cream) and buffalo milk by Rs 2 per litre each across all markets except for poll-bound Gujarat, where assembly elections will be held in early December. Amul Gold price was increased from Rs 61 to Rs 63 per litre. Buffalo milk price was raised from Rs 63 to Rs 65 per litre. GCMMF has hiked milk prices thrice this year, while Mother Dairy has done it four times. Mother Dairy is one of the leading milk suppliers in DelhiNCR with volumes of more than 30 lakh litres per day. Both Mother Dairy and Amul pass on about 75-80 per cent of prices paid by consumers to the milk producers.

RBI turns down Paytm’s application for payment aggregator licence, asks to resubmit plea in 120 days The Reserve Bank of India (RBI) has turned down Paytm Payments Services Limited’s application to seek licence to operate as a payment aggregator within the country, the company said in a regulatory filing. The central bank has now asked PPSL to re-submit its payment aggregator (PA) services application within 120 calendar days, i.e. four months. It is to be noted that One97 Communications (OCL), which owns the Paytm brand, had proposed to transfer the payment aggregator services business undertaken by it to Paytm Payments Services (PPSL) in December 2020 to comply with payment aggregator (PA) guidelines of the Reserve Bank of India (RBI). The fintech company re-submitted the required documents in September 2021. The RBI has now responded to the application. The fintech company will require necessary approval for past downward investment from One97 Communications Ltd (OCL) into PPSL, to comply with the country’s foreign direct investment (FDI) guidelines. Till the approvals are cleared, the fintech company will not onboard new online merchants. Paytm spokesperson said, “The RBI has not rejected our application, but has simply asked us to reapply in 120 days. We are taking all the necessary steps and are hopeful of getting the required approvals soon.” The company clarified that RBI has not noted any other “material observations”. “This has no material impact on our business and revenues since the communication from RBI is applicable only to onboarding of new online merchants. We can continue to onboard new offline merchants and offer them payment services including all-in-one QR, Soundbox, card machines,” PPSL’s statement said. RBI’s PAs guidelines state that a single entity cannot continue to provide an e-commerce marketplace along with payment aggregator services. Such payment aggregator services must be separated from the e-commerce marketplace business. A payment aggregator offers various payment services to merchants and e-commerce sites by a bunch of payment instruments from customers. With such payment aggregator services, merchants need not create a separate payment integration system of their own. The services provided under this are transactions by cash and cheque, - Kapilkumar M. Hirpara online and offline touchpoints, and others.

Scholar-activist Anand Teltumbde, an accused in the Elgar Parishad-Maoist links case, was on Saturday released from the Taloja central prison in Navi Mumbai, a day after the Supreme Court rejected the National Investigation Agency’s (NIA) plea challenging the bail granted to him, an official said. Teltumbde, 73, who spent twoand-a-half years behind bars in the case, walked out of the jail around 1.15 pm, he said. “On Friday, the apex court had dismissed the NIA’s plea challenging the Bombay High Court’s order giving bail to Teltumbde. Accordingly, he was released after the completion of bail formalities,” he said. On November 18, the high court had granted bail to Teltumbde, who was arrested by the central agency on April 14, 2020, after he surrendered before the NIA, the official said. Teltumbde is the third of the 16 accused arrested in the

An unidentified man allegedly fired a shot at a worker after he was not allowed to smoke a cigarette inside a convenience store in Gurugram, police said on Saturday. An FIR has been registered at the Palam Vihar police station under Section 307 (attempt to murder) of the Indian Penal Code. The entire act was captured in the CCTV footage and police are trying to identify the suspect with the help of the vehicle’s registration number, investigating officer Ashok Kumar said.

Politics over stubble burning cases continue to heat up Punjab’s political landscape. After having been at the receiving end of the opposition over deteriorating air quality in Punjab and Delhi, the AAP has now hit back saying the Bhagwant Mann-led government’s awareness campaign was successful with claims of reduced farm fires this year. The AAP released the data of stubble burning cases in Punjab claiming that they had dropped by 50 per cent in the worst-affected five districts of the state. “With the efforts initiated by

the Bhagwant Mann government, stubble burning cases in Sangrur, Moga, Ferozepur, Ludhiana and Patiala have gone down by as much as 50 per cent compared to last year,” the Punjab AAP said in a tweet. In Sangrur, as against 8,006 cases last year, only 5,239 cases were reported this year while in Moga, the number stood at 3,592 as compared to 6,557 last year. In Ferozepur, 4,282 cases were reported this year, dropping from 6,268 reported last year while in Ludhiana, the number of farm fires was 2,668 this year as compared to 5,817. Cases in Patiala stood at 3,332 as against 5,368. According to the data presented by the AAP, across Punjab a little over 49,000 cases have been reported this year as against over 71,000 cases.

J&K: Govt announces winter vacation for Kashmir schools in phased manner Agency News: Srinagar The government of Jammu and Kashmir has announced the closure of schools for winter vacations in a phased manner in Kashmir and winter zones of the Jammu division from December 1 to February 28. The vacation order came after a proposal for winter vacations was sent to the government by the School Education Department, an official from the Directorate of School Education Kashmir (DSEK) told. The department earlier forwarded the proposal to the government for approval and the government decided to announce the closure of schools in a phased manner. Schools up to class 5th shall observe winter vacation from December 1 to February 28, the classes from 6th to 8th will observe from December 12 to February 28 and those from 9th to 12 standard from December 19 to February 28, the official said. “The

The 48th GST Council meeting will be conducted on December 17 through videoconferencing. Dilip Kumar’s 100th birth anniversary: Film Heritage Foundation to hold film festival in partnership with PVR Film Heritage Foundation on Saturday announced a film festival to celebrate late cinema legend Dilip Kumar’s 100th birth anniversary. The festival, titled Dilip Kumar Hero Of Heroes, will be held on December 10 and 11, the not-forprofit organisation, founded by filmmaker and archivist Shivendra Singh Dungarpur, said in a press release. During the film gala, organised in partnership with leading multiplex chain PVR Cinemas, Kumar’s critically-acclaimed movies, including Aan (1952), Devdas (1955), Ram Aur Shyam (1967) and Shakti (1982), will be screened in over 30 cinema halls and 20 cities across the country. Dungarpur said the festival is an incredible opportunity to bring back “one of the greatest actors of Indian cinema on the big screen”.
