Moreover, there are questions regarding the government’s ability to raise financial resources to fund the aggressive capital investment plan outlined in the rail budget. However, the positive takeaway is that the government has shown a clear intent to considerably increase the capital outlay for infrastructure projects and we could see a similar policy push in the Union Budget for 2015-16.

Most of the gains are attributed to better implementation, since state politicians are generally more answerable to voters. In this vein, the most encouraging news to come out of the budget process may already have been revealed. Earlier this week, India’s finance commission— a nonpartisan body that decides every five years how national tax revenues should be divided between the central government in New Delhi and India’s states— made a radical suggestion. The commission recommended raising the share of revenues handed out to the states by a full 10 percentage points, from 32% to 42%. Governments traditionally accept the body’s suggestions, and Modi was quick to endorse the generous new formula. As the former longtime chief minister of Gujarat, Modi should understand better than anyone how important it is to give states more financial autonomy. Grand, national schemes—announced with great fanfare in New Delhi but then left up to poorly funded local leaders to implement—have generally fared poorly. The problems are twofold: First, India’s states are diverse, at different stages of development and therefore have quite different priorities. The needs of industrialized Gujarat needs are quite different from those of highly educated Kerala, which are in turn different from those of poverty-stricken Orissa. One-size-fits-all policies are doomed to failure. Second, India’s public delivery systems are rife with corruption and leakages. According to consultants McKinsey, as much as half of government spending on basic services doesn’t add up to real benefits for citizens. The problem grows worse when schemes are directed from distant Delhi, with little accountability for outcomes. The BJP has already talked about forging ahead with land and labor reforms—difficult to pass in Parliament—in the states it controls, although progress has been slow. The party would be smart to press all states to focus on finding more innovative ways to deliver government services. For instance, government-run schools are a disaster almost everywhere.

Agency : New Delhi Competition Appellate Tribunal has set aside a CCI order against cricket governing body BCCI for alleged abuse of dominance, saying the regulator relied on "legally unsustainable" information downloaded from internet for nailing the Board. In its order passed in February last year, the Competition Commission of India (CCI) had imposed a penalty of Rs 52.24 crore on the Board of Control for Cricket in India (BCCI) after finding it guilty of

indulging in anti-competitive practices in organisation of Indian Premier League (IPL). Stating that BCCI had abused its dominant position, the CCI had also directed it to "cease and desist" from any practice in future that denies market access to potential competitors. The order had followed a complaint filed by an individual against BCCI way back in November 2010. The Centre has sent one 1,000 Oseltamivir to Assam government to deal with possible outbreak of the seasonal influenza virus and these have been sent to the relevant treatment centres, a senior health official said.

Officials said that the registration process, including distribution of forms and PIN numbers, will begin from first week of May. In a related development, the technical education board has decided to allow students who have not appeared in the mandatory entrance test to be admitted against seats left vacant after the regular admission process is over. The decision was taken at a meeting between representatives of SFIs and the director of technical education. Students who have been unable to pass or appear in the joint entrance

They could well be in colleges located away from urban centres, said a source. Educationists say this will benefit 'self-financed institutes' (SFI) which have had to bear the burden of empty classrooms for the last couple of years. More than 15,000 seats were vacant in engineering colleges in 2014 alone. Gujarat high court on Thursday granted bail to a second convict in the 2002 Naroda Patia massacre case, Kripalsingh Chhabda, who sought release citing former minister Maya Kodnani's bail. Chhabda was Kodnani's assistant and was accused of distributing weapons on the day of

massacre. A bench of Justice R R Tripathi and Justice R D Kothari suspended sentence of 24 years and granted bail to Chhabda on furnishing bail of Rs 25,000 and on two sureties of equal amount as well as on other conditions including not tampering with evidence. The court had earlier refused

bail to him, but now this bench concluded that Chhabda has got more than an arguable case. This bench analysed evidence and observed that the weakness of two witnesses, who have implicated him in this case, could not be highlighted during the arguments last time. The court also said that the prosecution could not point out how release of Chhabda on bail would change any consequences in this case. Moreover, he has been in jail for more than last five years. The HC also took into consideration that the witnesses had not named Chhabda in 2002, but took his name first time six years after the incident, particularly when the probe was handed over to SIT by the Supreme Court.
