Water as weapon: Risks in cutting off Indus waters to Pakistan The logic of cutting off Pakistan’s supply of Indus waters seems compelling, but the dangers in it for India are clear. The diplomatic offensive is having some success, especially because the strategic manipulation of the subcontinent (whether for good or bad objectives) is being challenged by terror strikes in America and Europe and the real threat of IS going global. But diplomacy takes time, and may not be seen as an effective way to address Indian anger at Uri. Surgical strikes must calculate the incalculable: Pakistan’s shaky nuclear finger and its suicidal malevolence. Let us therefore ignore the fact that the Indus Treaty has worked better than some of our domestic interstate ones, and through wars at that; put aside ethical considerations, since it is indeed true that the Treaty is premised on mutual goodwill; and ignore the fact that cutting off water would be a crime against humanity no less deplorable than terrorism. If all’s fair in war, that still leaves interconnected practical and strategic considerations. The possibility of Kashmir being flooded is being perceived as the biggest obstacle. Kashmir’s recent floods were arguably a natural disaster; this would be a government-made human tragedy and a huge setback to peace in the Valley. Assuming we find an unlikely way of avoiding this, say flooding Pakistan instead of parching it, we face other difficulties. Some years ago Hafiz Sayeed and the Pakistan army/ISI/terrorist complex sought to deflect popular unrest arising from inter-provincial water problems while adding another quiver to their arsenal by saying that these problems were arising because of India’s actions. They have not been entirely successful. This would be playing into their hands. Our prime minister has been rightly circumspect and strategically intelligent in distinguishing the Pakistani people, who are increasingly reaping the whirlwind of terror, from their de facto rulers who sowed the wind. By making the populace suffer, we would ourselves be fomenting widespread anti-India radicalisation and empowering the terror masters beyond imagination. We would also lose the strategic benefits of whatever high moral ground we have been acquiring internationally: Pakistan would now be in the news as a war victim rather than a terror state, and the old humbug of equating the two neighbours would find new takers. This, when America and Europe finally show some signs of passing resolutions or imposing sanctions against Pakistan. Abrogating treaties and weaponising water also have implications both domestically and perhaps vis-à-vis Bangladesh. Indirectly, they strengthen the idea that circumstances may compel Karnataka to defy the Supreme Court’s orders, and are likely to lead to a replacement of Bangladesh’s nascent goodwill by reawakening that country’s fears over the Ganga, especially given the Inter-Linking of Rivers gaining impetus. Are these pusillanimous fears or bogeys? I think not. If we are thinking strategically, we must do so in all contexts. The Indian people and our gallant armed forces have shown tremendous restraint and dealt with great frustration in the face of a barbaric enemy. But a wise general strikes wisely, not in anger. As India reviews Indus Waters treaty to put pressure on Pakistan after the Uri terror attack, Pakistan on Tuesday said that its neighbour cannot unilaterally separate itself from the agreement and insisted that revocation of the treaty can be taken as an “act of war”.

Agency | Mumbai Stocks got back on their feet after two sessions of losses in early trade on Tuesday as the Sensex recovered by over 138 points driven by a fresh round of buying amid a firming trend in other Asian markets. The benchmark, which had surrendered 478.85 points in the previous two sessions, was trading higher by 138.46 points, or 0.48 per cent at 28,432.74 with all the sectoral indices led by realty, consumer durables and healthcare supporting the recovery, rising by up to 0.92 per cent. The 50-share NSE Nifty was quoting higher by 45.45 points, or 0.52 per cent, at 8,768.50. From the Sensex pack, Power Grid, Adani Ports, TCS, Tata Steel, Tata Motors, Hero MotoCorp, Bajaj Auto, Sun Pharma, RIL, Infosys and Asian Paints stayed in the spotlight, rising by up to 1.03 per cent.

The U.N. health agency said in a new report that 92 percent of people live in areas where air quality exceeds WHO limits, with southeast Asia, eastern Mediterranean and western Pacific regions hardest hit. The country-by-country figures come from new satellite data over rural areas to complement traditional ground measurements of pollution, mostly in cities, in about 3,000 places worldwide. A similar WHO report released in May that said 98 percent of residents in large cities of low- and middle-income countries face excessively high air pollution. WHO says one in nine deaths worldwide is linked to indoor and outdoor pollution. Turkmenistan has the highest rate of deaths per capita due to ambient air pollution in the WHO’s classification, followed by Tajikistan, Uzbekistan, Afghanistan, Egypt and China. Tuesday’s report focuses on outdoor air pollution, which is estimated to kill about 3 million people per year based on 2012 figures, the most recent available.

As per the figures released by the Ahmedabad Municipal Corporation’s health department, as many as 722 cases of dengue have been registered in all city hospitals, including private ones, between January and Sep-

Out of the 10 resident doctors of VS Hospital, seven have been discharged while three are still undergoing treatment at the hospital, AMC’s hospital committee chairman Bharat Patel said. “At least 10 resident doctors, who live in the adjoining hostel, were admitted to hospital after they fell ill due to dengue during last two months. The agricultural advances extended to farmers in the state stood at Rs 69,100 crore at the end of June 2016, which is 11 percent more when compared to the quantum of credit during the same period, last year. The agriculture advances during the first quarter of 2016-17 financial year was over Rs 7,000 crore more when

compared to Rs 62,081 crore in June 2015, states the State Level Bankers’ Committee release last week. “In the state, the growth in agriculture credit for the quarter ended June 2016 is about 12.47 percent more compared to March, 2016. Now, good agriculture credit off-take can be expected in the subsequent quarter of the year, since the state has received satisfactory monsoon from July onwards.

It is possible that the perpetrators could have held the animal by the neck before maiming while it was alive.”

While a nod from police to organise it at Dudhara Dairy Ground in Bharuch was still awaited, VHP, Bajrang Dal, Shiv Sena, and Hindu Jagran Manch held separate rallies against the event and submitted memoranda to District Collector Sandip Sagale in this regard.
