CPI leader Prabodh Panda passes away

Kolkata: Veteran CPI leader and West Bengal state secretary Prabodh Panda passed away following a massive heart attack today, a party leader said. “He suffered a massive heart attack in the morning when he was working at the party office,” a senior CPI leader said. He was 72 and is survived by his wife, son and daughterin-law. Panda was a three-time CPI MP from Midnapore Lok Sabha constituency since 2001 till 2014. Known for his organisational skills, Panda was elected as the state secretary of CPI in the last party conference.

There is no perceivable presence of the Islamic State on the ground in Kashmir but it (the claim) needs to be investigated further,” director general of state police SP Vaid said over phone. “It could be possible that an individual militant, influenced by the Islamic State, carried out the attack. We are investigating it. But there is no evidence to suggest any presence of the outfit in the Valley,” he added. PNB Scam: Nirav Modi’s Company Files For Bankruptcy In US

New Delhi: Firestar Diamond Inc, the flagship company of billionaire Nirav Modi currently at the centre of the Punjab National Bank (PNB) scam, has filed for bankruptcy in the United States. The company has listed the total worth of its assets in the range of of $50 million to $100 million, according to a Reuters report citing a court filing in the Southern District Of New York on Monday. Nirav Modi, and the firms he controls had allegedly leveraged the loopholes in the banking system by seeking letters of undertaking (LoU) and raising credit from foreign banks to pay its merchants. The scam which became public earlier this month, could amount Rs. 12,700 crore, PNB said. Initially PNB had estimated the fraud to be around Rs. 11,400 crore - already one of the biggest frauds in the country’s banking system. Modi, founder of Firestar Diamond, and his uncle Mehul Choksi, who owns Gitanjali Gems Ltd, are suspected of colluding with PNB employees in the fraud. The scam which has been allegedly going on for the past seven years, involved Nirav Modi and his three firms-Diamond R Us, Solar Exports and Stellar Diamonds. The companies were allegedly procuring the LoUs from the PNB’s Brady Road branch. These bank guarantees allegedly helped Modi raise the short-term loans from foreign branches of Indian banks to pay to its suppliers of raw material (rough stones). Meanwhile since February 14, when the fraud was first disclosed by the bank, PNB shares have lost nearly 40 per cent of their value.

Davanger : Continuing his tirade against the Siddaramaiah government in Karnataka, Prime Minister Narendra Modi on Tuesday termed it as “seeda Rupaiya sarkar” (money first) which should not be allowed to continue ‘even for a minute’. Mocking the Siddaramaiah government as “a seeda Rupaiya sarkar”, PM Modi charged that everything was happening for a price in Karnataka. “You have such a chief Minister here. Incremental policy progress, one fraud at a time

Science is said to progress one death at a time. Public policy makes progress, one fraud at a time. Yes, amid all the anger and hand-wringing over the scam involving Punjab National Bank (PNB), it is important to recognize that frauds help systemic improvements. In a country of 1.3 billion people, with systems and incentives rife with exploitation, fraud is inevitable. When it is exposed, one more loophole is plugged even as several others remain open for exploitation. In a recent speech, Y.V. Reddy said the problem of non-performing assets (NPA) was not a banking crisis. He said there was no run on the banks and, second, with the owner and capital provider being the state, bank solvency was not in doubt either. Hence, he said, NPA was a problem but not a crisis. Fair enough. But the PNB scandal might make him rethink. Even if the fraud and the amount involved are not of crisis proportions, public anger suggests that it be deemed a national crisis. Predictably, many have spread the blame-net wide and some have concentrated their firepower on specific stakeholders. There are axes to grind. The Reserve Bank of India (RBI), being the regulator, is one of the targets of criticism. There is a view that if a fraud occurred in a company, it is a problem for the management, the board and the owner, in that order. In this instance, can the regulator change the owner? No. The state is the owner. The board? No. The owner appoints them. Can the regulator order the chief executive officer (CEO) replaced? No. Public sector banks do not need the regulator’s approval to appoint CEOs, whereas private sector banks do. The regulator is responsible for financial stability and consumer protection. However, it may not be so simple. Former RBI deputy governor S.S. Mundra had said in a speech in 2016 that the RBI had come across instances of fraudulent messages, confirming documentary credits being transmitted using Society for Worldwide Interbank Financial Telecommunication (SWIFT) infrastructure. He added, “Although the latter incidents were mainly a result of failure of internal controls and non-adherence to ‘four eyes principles’, it is also on account of reliance on disparate systems whereby SWIFT transactions could be done without originating a corresponding transaction in the CBS (core banking solution).” So, the RBI was aware of this gap in controls. If it was aware, it was its job as the regulator to ask the auditors to double-check, and its own supervisors to check that this lacuna was fixed. In fact, even before this scam broke out, Reddy, in his speech, had suggested that the RBI hold an internal inquiry “to fix the responsibility for excesses in NPAs in recent years”. Does this fraud nail the argument for ending government ownership of the banking system? Yes, it does. In fact, the government should have used the NPA problem (in deference to Reddy) to make systemic changes to - Kapilkumar M. Hirpara the banking system. Editor

New Delhi : Bollywood actor and celebrity chat show host Simi Garewal has tweeted after Sridevi’s sudden demise. She finds similarities between the deaths of American singer Whitney Houston and Sridevi. While Houston died by drowning after drug intoxication, Sridevi accidentally drowned on Saturday night. Sridevi died in the bathtub of room number 2201 at the Jumeirah Emirates Towers Hotel. The police said that there was no clear criminal motive with regard to her death, neither did she suffer a cardiac arrest like how it was reported earlier. Her death certificate, issued by the Ministry of Health and Prevention’s Preventive Medicine Department also stated that her death was due to accidental drowning. New Delhi: Retirement fund body EPFO has launched the facility of linking Aadhaar with universal account number, through UMANG mobile app, the labour ministry said Tuesday. “Employees’ Provident Fund Organisation (EPFO) has introduced UANAadhaar linking facility for the convenience of members using EPFO link in UMANG app,” it said in a statement. The new facility is in addition to the existing one on the EPFO website. The facility on e-KYC portal has added a new feature to link UAN with Aadhaar online using biometric credentials. Moving towards Digital India, the EPFO has also launched e-nomination facility. This facility is available at Member Interface of EPFO Unified Portal. Any member with activated and Aadhaar-

Mumbai: Companies are getting more prudent while finalising their pay budgets. This year the industry is projecting a pay increase of 9.4 per cent, as per the Aon India’s Salary Increase Survey. This is almost similar to last year salary rise projections at 9.5 per cent. The study analysed data across 1000+ companies from more than 20 industries. Anandorup Ghose, Partner at Aon India Consulting, says: “Despite an improvement in macro-economic forecasts - salary increases remain at the same level as was projected in the last fiscal. With increasing maturity, HR budgets are being realigned towards top performers as opposed to the broader population.” This marks a departure from the double digit increments given by organizations since the inception of this study. However, a clear trend is compensation increase to top performers. More and more companies are ready to keep their key talent happy with higher salary increase at an average of 15.4 per cent, approximately 1.9 times the pay increase for an average performer. But, they are also making the bell curve competitive and narrowing the pool they recognize as top performers. Sectors such as Professional Services, Consumer Internet Companies, Life Sciences, Automotive and Consumer Products continue to project a double digit salary increase for 2018.

Mumbai: The partnership formed last year between Reliance Jio and Samsung entered its next leg at the 2018 Mobile World Congress with something new thrown into the mix internet of things (IoT). The Mukesh Ambani-led Jio and the Korean tech giant have joined hands to deploy a nationwide cellular IoT network in India. Both companies have also agreed to extend their collaboration to bring LTE coverage to 99 per cent of Indian population and improve network capacity across the country. The commercial NB-IoT (narrowband internet of things) has already been established in Mumbai by Reliance Jio and Samsung in February this year. Gandhinagar: In the last two years, the Gujarat government had given employment to 12,869 persons in the state, the government said in the Assembly on Monday. In written replies to questions raised in the Question Hour, the government stated that the total number of unemployed (educated and semi-educated) in the state stood at around 5,37,562. As per the figures, in the last two years, over seven lakh youths have got employment in the state. However, most of these are jobs in private sector. The number of jobs in the government sector has come down to 12,869. Narmada district provided most government jobs to the educated and semi-educated youths in the state, the government said. A total of 2,576 youths have got government jobs in Narmada district, it said. In Navsari, Panchmahals and Kheda districts, nobody got a government job in the last two years, the government said. In Ahmedabad and Gandhinagar districts, a total of 411 and 1,460 youths, respectively, got government jobs. Criticising the Gujarat government for failing to give government jobs to youths, the Congress said, “These figures have exposed the state government’s tall claims of being a leader in the country in employment generation.”

A scam that grew in ahmedabad municipal corporation’s garden Ahmedabad: If you have been to the Riverfront Garden near Subhash Bridge on a two-wheeler and paid Rs 15 as parking fee, here’s a piece of news. You have been conned! For last two years, the contractor who has been assigned the work of maintaining parking space outside the garden has been collecting thrice the fee sanctioned by Ahmedabad Municipal Corporation. It recently emerged that two-wheeler owners had to pay Rs 5 instead of Rs 15, while those with fourwheelers had to shell out Rs 40 instead of Rs 15. The scam had been going on for last two years and rough estimates peg its worth as several lakhs. It was a Congress councillor, Shah Nawaz Sheikh, who discovered the malpractice and alerted the corporation authorities. Immediately, the fee was brought down to the originally decided figure. In March 2016, AMC had awarded the contract

to a private firm for the pay-and-park facility at the garden. As per the terms and conditions, the fee for two-wheelers was to be Rs 5. But for last two years, the contractor had been collecting Rs 15. Sheikh deposited the parking receipt and relevant documents to the commissioner on February 16 during the board meeting. After assessing the documents, the fee was reversed to the original amount. Sheikh said, “I want to know who will reimburse the lakhs of rupees that have been wrongly collected from the public. Ahmedabad: A30-yearold woman died after a BRTS bus rammed into her two-wheeler and ran over her at Akhbarnagar Circle in Nava Vadaj. The driver of the bus fled the spot. Police have begun a manhunt for him. The deceased has been identified as Neha Sharma, a resident of Mount Abu in Rajasthan. She worked at a private firm in the city. According to police, the incident occurred around 2.30 pm when Sharma, who worked as a medical representative, was on her way to Pragatinagar. She was riding her twowheeler. When she reached Akhbarnagar Circle, a BRTS bus rammed into her two-wheeler from behind. She fell onto the road and the tyres of the bus ran over her head.
