Caste matters everywhere: schools, jobs or life

The suicide of research scholar Rohith Vemula has triggered a debate on caste discrimination in India. There is factual evidence (here and here) showing the existence of caste-based inequalities in terms of asset holdings, education and employment. Sure, it can be argued that these are the results of historical discrimination/deprivation and caste- based discrimination does not exist anymore, given the constitutional equality all citizens enjoy. Is it possible to find out whether caste is still used as a basis for discrimination in India? The question is not easy, as it involves capturing a subjective phenomenon. Various works of research in economics show that caste continues to act as a basis of discrimination in many aspects of life in India. Research shows that students sometimes perform better or worse in exams because their teachers expect them to do so. This is referred to as the Pygmalion Effect. Often, this effect can manifest itself on account of their characteristics, such as race and gender. In a 2012 paper, Rema N. Hanna and Leigh L. Linden, economists at Harvard University and University of Texas, Austin, tested this effect for caste among schoolchildren in India by conducting a grading experiment. The experiment involved inviting schoolchildren with diverse caste, age and gender attributes to take a multi-subject exam with a sizeable monetary reward. The answer scripts were duplicated after the exam. After recording original attributes, one set—without caste and other details—was given to evaluators from within research team. Another set was assigned to locally recruited teachers (also from diverse caste, age and gender backgrounds). In the second set, random caste, age and gender information was assigned to the answer scripts to test how evaluators would react to the information while assigning grades. The scores assigned by the locally recruited teachers were compared with the ones assigned by the evaluators from the research team. In a 2007 paper published in the Economic and Political Weekly (EPW), S.K. Thorat, former professor of economics at Jawaharlal Nehru University, New Delhi, and Paul Attewell at the City University of New York, conducted an experiment by sending three applications each in response to newspaper advertisements for jobs. The applications were sent in the name of an upper-caste Hindu, Dalit and Muslim applicant. The authors found that the chances of a Dalit or Muslim being called for a job interview were significantly lower in comparison with an upper-caste Hindu.

Bollywood actor Salman Khan filed a caveat petition in the Supreme Court today asking to be heard when the Maharashtra government’s appeal against his acquittal in the 2002 hit-and-run case comes up for hearing. The case dates back to September 28, 2002 when the actor’s SUV hit five people sleeping on a pavement in Bandra, Mumbai leading to the death of one person. Four others were injured in the incident. In May last year, a trial court had found the actor guilty handing him a five-year sentence, but the Bombay High Court overturned the trial court order in December letting the actor walk free. The company, which is present in India via a wholly-owned subsidiary, currently sells models like EcoSport and Endeavour in the country. “First time in 50 years we have right handed Mustang. We will launch this iconic model in India in second quarter of 2016,” Ford India Managing Director and President Nigel Harris told reporters here. The coming of Mustang to India is like icing on the cake considering the company’s current product range in the country, he added. “The new Mustang is a modern interpretation of the American icon and we are thrilled to be giving our customers in India the opportunity to experience this piece of automotive history for the first time,” Harris said. The company, however, did not share price details. Since the Mustang went on sale in 1964, Ford has sold more than 90 lakh units. The controversial anti-terror bill passed by Gujarat State assembly has been has been withdrawn by Home Ministry after it was sent to President Pranab Mukherjee for approval. The law was passed in the Gujarat Assembly in March 2015 despite opposition. The Gujarat Control of Organised Crime (GUJCOC) Bill, which was earlier returned by the President thrice to the state government for reconsideration, was passed by a majority vote amid stiff resistance from Opposition Congress, which walked out of the House over its controversial provisions. The contentious provisions of the bill included admissibility of evidence collected through telephonic interception and confession made before police officer as evidence in court. Section 14 of the Bill said, “Notwithstanding anything contained in the code or in any oth-

Yadav was of Superintendent of Police (SP) rank then. Today, after 17 years, he remains on the same post. Yadav, a controversial IPS officer, moved two different petitions before the CAT in 2013 and 2014, stating that his promotion was delayed by the state government due to two inquiries pending against him since 1998.
