One or fewer daily deaths in 18 states, UTs for 7 days Eighteen of India’s states and Union Territories (UTs) have reported one or fewer Covid-19 related deaths a day on average in the past week, and eight have not seen a single person die of the viral disease in the same period — statistics that underline a remarkable turnaround in the country’s coronavirus trajectory.At the other end of the spectrum, Maharashtra alone reported nearly a third (32%) of all Covid-19 deaths in India in the last seven days, according to data analysed by HT. Seven out of every 10 people (70%) who have died of the coronavirus disease in the country over the past week have been residents of just six states — Maharashtra, Kerala, Chhattisgarh, Punjab, West Bengal, Delhi and Uttar Pradesh.The seven-day average of deaths, also known as the death trajectory, in India on Thursday touched 140 — the lowest this number has been in 250 days.“India has flattened its Covid-19 graph,” Union health minister Harsh Vardhan said on Thursday after chairing the 23rd meeting of the group of ministers (GoM) on Covid-19.“A total of 146 districts across the country have no new cases for the last seven days, 18 for the last 14 days, six for 21 days and 21 districts have not reported fresh cases of the coronavirus infection in the last 28 days,” Vardhan said. Of the over 700 districts, 20% have not reported any Covid-19 case in the last one week. Average daily deaths have dropped to one or below in 18 states and UTs. While a majority of these are UTs.

18,855 COVID-19 cases, 163 deaths reported in a day in India Agency News: New Delhi The health ministry on Friday informed that 18,855 fresh cases of COVID-19 have been reported in India in the past 24 hours. The addition of the fresh cases has taken the COVID-19 case tally past 1.07 crore.The ministry also informed that over 29.28 lakh healthcare workers have been vaccinated so far. Of it, over 5.72 lakh people were vaccinated on Thursday.So far, the biggest single-day surge of 97,894 COVID-19 cases was reported in India on September 17. The second-highest surge of 97,570 COVID-19 cases was recorded on September 12. It is followed by 96,551 cases reported on September 11.Notably, India has already surpassed Brazil in terms of cases. It is now the second-worst hit nation due to the coronavirus pandemic after the US. 163 COVID-19 related deaths were reported by the ministry during this period. The addition of the fresh fatalities has taken India’s death toll due to the deadly virus to 1,54,010. Previously, biggest surge of over 97,894 cases.

Delhi University To Reopen For Final Year Students From February 1 Agency News: New Delhi The Delhi University (DU) announced on Sunday that it will reopen all its colleges for final year students with 100 per cent staff strength from February 1.The decision of reopening colleges of DU for final year students was taken after a meeting where all the heads of the departments of the university and principals of colleges were present.“Only final year students, in small batches, are allowed to visit their respective colleges, centres and departments for their laboratory, practicals, skill, library and related activities, as per the discretion of the respective principal, director or head in line with the UGC guidelines and SOPs,” University said in a notification.The university said the section in-charge or unit head may plan the timings of the staff in a staggered manner to avoid crowding at entry and exit gates.“Accordingly, the staff may be called to discharge the duties in the slot of 09.00 am to 05.30 pm and 09.30 am to 06.00 pm,” it added.

Supreme Court seeks Centre’s response on uniform adoption & guardianship law

Re-Shifting Focus To Smart Testing And Tracing: Lessons For Kerala t has been nearly a year since Kerala registered the first cases of the novel coronavirus in India, with its first positive case reported on January 30, 2020, when a student living in Wuhan returned home. Although Kerala had the initial head start in quelling the surge of active coronavirus infections, which earned the government worldwide accolades, the flagrant complacence during Onam and continuous mismanagement thereafter has been a cause of distress among epidemiologists and health authorities.With the detection of new mutant strain of Covid-19 and the steady spurt in the number of cases in Kerala adding to the woes --- especially when there is a rapid decline in the overall fresh infections across the country, calls for a thrust on a smart testing and tracing strategy which is effective and equitable. As Kerala now stands at the fifth position in the list of states with highest confirmed cases and tops the chart with the highest number of active cases in the country, the government ought to up its game and move towards a strengthened approach to manage the pandemic. The government’s ineptness to control the pandemic has resulted in the gradual increase of fresh infections in the state. The recent spike in the caseload can be ascribed to the justconcluded local body elections at the district level where the turnout was reported to be approximately two crore.But, this was not the first time where the government lost sight of the plausible increase in cases. Before this, it had failed to control the infections during the Onam celebrations and repatriation operation as the strategy and technology deployed by the government to curtail its first wave was ineffective in the subsequent times.To conceal its failure, the government is also reported to have indulged in the fabrication of the Covid-19 data as evident from the numbers presented below. The figures uploaded on the state dashboard are manifestly incongruent with the data released by the district collector’s office in several districts.Taking examples of Pathanamthitta, Malappuram, Wayanad, and Kasargod districts- the state dashboard has ignored more than 400 deaths in these 4 districts as evident from the discrepancy in the data released by the district authorities and the state government.Apart from the glaring discrepancies pointed out in the reported data, a group of local volunteers led by a general physician have collated a datasheet which suggests massive undercounting of Covid-19 deaths by the government. The data bank which is exclusively based on reliable news reports suggests that Kerala’s actual death toll is at least 4,396 (as on December 29, 2020). It is pertinent to note that these volunteers were able to track only media reported deaths and that there is a great likelihood that the data for many more deaths is absent from public glare. This investigation has even led a former bureaucrat to confess the under reportage which completely strips away the transparency that the government vouches for.The state is reportedly leveraging antigen kits to test its populace, even when its reliability is low as compared to the RT-PCR tests. As of January 5, 2021, the antigen tests constituted approximately 66 per cent of the total testing samples taken by the Kerala government. Since these kits are stated to be more prone to indicate false negatives, the official data released by the government remains questionable. In October 2020, the government was planning to enhance the testing numbers to one lakh per day but have not yet done so. As of January 6, 2021, Kerala has cumulatively tested 81,60,890 samples which accounts for roughly 23 per cent of the population. While on one hand, states like Delhi, Maharashtra, Karnataka and Tamil Nadu have kept their testing consistent, Kerala still lags behind with its testing numbers going down sharply on weekends and the numbers oscillate between 30,000 and 65,000. To add to this distressing situation, private labs in Kerala continue to charge Rs 2,100 for RT-PCR tests (at the time of writing) while other states like Delhi, Maharashtra, Rajasthan, etc. have significantly slashed the prices to Rs 800. This has enabled more people to take tests on a voluntary basis making tests accessible and reliable.As India gears up for the rollout of vaccines, testing will remain crucial in detecting the new cases of coronavirus. Since at the outset, we plan to vaccinate healthcare and other frontline workers, it is essential that tools of testing and tracing are continued for the rest of the population, especially in cluster zones and rural areas. Additionally, the new strain of coronavirus with greater transmissibility has made it patently clear that the virus will continue to mutate and may potentially pose challenges to the current crop of vaccines. 2 Indian-origin paediatrician kills doctor, himself Agency News: Houston A 43-year-old Indianorigin paediatrician recently diagnosed with terminal cancer stormed into a medical facility, took five people hostage and shot dead another paediatrician before turning the gun on himself in the Texas capital of Austin on Tuesday, police said. The armed man was identified as Dr Bharat Narumanchi, police said, adding that he was recently turned down for the position of a volunteer at the medical facility. Police received a call at 4:30pm on Tuesday, saying a man walked into the offices of Children’s Medical Group (CMG) with a gun, and held hostages inside the building, reported, citing the Austin Police Department. “He displayed a gun and told the hostages to tie themselves up,” Austin Police lieutenant Jeff Greenwalt said, according to US media reports. Four of the five hostages — all employees at the facility — managed to escape, except Katherine Dodson, also a 43-year-old paediatrician. The hostages who escaped told officers at the scene that the man was armed with a pistol in what appeared to be a shotgun, police said.

while the total expenditure was lower at Rs 15,596 crore as against Rs 16,089 crore. They would offer loans on low interest and get the victims to share their social security numbers.The arrested youth has been identified as Manoj Sharma, Ratan Karan, Vicky Singh, and Sahil Oad, all residents of Ahmedabad, who had recently moved to Rajkot. The Gujarat High Court on Wednesday has asked the state government to file an affidavit within six weeks about the e-publication of the gazette on its website.A PIL filed before the Gujarat High Court has sought a direction to the state to upload the official gazette on the e-portal. The advocate appearing for the petitioner submitted that 22 state governments along with the Centre upload their notifications online, while the Gujarat government is not complying with the same.Government pleader – Manisha Lav Kumar on behalf of the state submitted that they are aware of the issue and it has already got the attention of the concerned department. A committee is already constituted which has submitted its preliminary report and very soon the government would be coming up with relevant rules, regulations, and the website, placing all gazetted notification on e-portal, the pleader said.We are in coordination with the NIC, as the volume of gazetted documents is huge, the pleader said.
