News Brief Civic poll victory an answer to rival forces: Mamata Agency : Kolkata, Apr 28

Refuting allegations of violence and malpractice in the recently-held West Bengal civic polls, Chief Minister Mamata Banerjee today said the TMC's massive victory was a befitting reply to the rival forces who carried out a "malicious" campaign against her and her party. Main opposition Left Front countered Mamata's view, claiming that the election results were not the true reflection of public opinion as in most places "malpractices and violence had stopped voters from exercising their free democratic rights".

Rahul Gandhi today took his fight against the contentious land acquisition bill to Punjab as he travelled by train to the grain bowl of the NDA-ruled state and met farmers to see their condition "with my own eyes". Dressed in a brown tee and jeans and sporting a stubble, the Congress Vice President reached Ambala in Haryana bordering Punjab this evening sitting in a general compartment of the Sachkhand express before he drove down to the local Anaj Mandi in Fategarh Sahib district.

Nepal PM says quake toll could hit 10,000 Anger among survivors as food and water in short supply, while rescue teams warn they are yet to reached ‘flattened’ villages in remote regions Agency : Kathmandu The death toll in Nepal’s earthquake could reach 10,000, Prime Minister Sushil Koirala has said, as survivors’ despair turned to anger at the government’s slow response to the humanitarian crisis unfolding in the country, with food, water and other essentials in desperately short supply. “The government is doing all it can for rescue and relief on a war footing,” Koirala said in an interview with Reuters. “It is a challenge and a very difficult hour for Nepal.” The death toll in Nepal alone rose

to 5,057 on Tuesday, according to the country’s Emergency Operation Centre, which said more than 10,000 people have been injured. There are warnings the full extent of the tragedy will not be known until rescue teams have reached “flattened” villages in remote regions. “The death toll could go up to 10,000 because information from remote villages hit by the earthquake is yet to come in,” Koirala said. In neighbouring India 61 people were killed and China’s official Xinhua News Agency said 25 people had

Not opposed to Rahul Gandhi as party president, says Amarinder Singh

Agency : Amritsar Congress leader Amarinder Singh today said that he was never opposed to the elevation of Rahul Gandhi as the party president. Talking to reporters here Singh said, he believed "Rahul is a dynamic young leader with a vision for the party and the nation." Singh clarified that he had only said that given the personality driven politics prevailing in the country today, Sonia Gandhi was doing an

excellent job. "Nowhere, whether on the television or in the print media have I ever opposed Rahul Gandhi's elevation as the Congress president," he said. Rahul had not only made his point but scored a point in the Parliament while raising the issues related to farmers, Singh said. Earlier, on April 11, Amarinder Singh had said that the leadership should remain with Sonia Gandhi as a generational change cannot be done with a knife. "You cannot just make a generational change with a knife and cut them through. You have to gain experience by individually meeting people across the country and maintain people-to-people contact," Singh had said.

died in Tibet. Eighteen others were killed in avalanches on Mount Everest. Another avalanche hit a village in the district of Rasuwa, north of Kathmandu, on Tuesday, leaving up to 250 people missing. Ghodatabela, about a 12-hour walk from the nearest town, is along a popular trekking route, but it was not clear if the missing included trekkers. Health

workers said they feared a major health crisis was unfolding among survivors of the quake who are living in the open or in overcrowded tents with no access to sanitation or clean water. On Tuesday helicopters crisscrossed the skies above Gorkha, close to the epicentre of Saturday’s magnitude 7.8 quake, ferrying the injured to clinics and

taking emergency supplies back to remote villages. Aid workers who had reached the region described entire villages reduced to rubble. “In some villages, about 90% of the houses have collapsed. They’re just flattened,” said Rebecca McAteer, an American physician. Udav Prashad

Timalsina, the top official for Gorkha, warned that people were not getting food and shelter. That grim assessment was supported by World Vision aid worker Matt Darvas, who reached Gorkha on Monday. “It does not seem aid is reaching here very quickly,” he said. “Further north from

here the reports are very disturbing,” he said, adding that up to 75% of the buildings in Singla may have collapsed. There has been no contact with that village since Saturday night. In the town of Dhulikhel, the main hospital, one of only two serving the Kabre district, with a population of 380,000, was due to run out of diesel fuel for its generator at midnight on Monday.

Bihar hospital pastes 'bhukamp' stickers SC stays breach of privilege on injured, removes after being exposed Agency : Darbhanga charge for relief work for notice against Shobhaa De Darbhanga Medical ColDarbhanga district

Agency : New Delhi A breach of privilege notice sent to author Shobhaa De by the Maharashtra State Assembly 16 days ago was stayed by the Supreme Court on Tuesday. The breach of privilege notice was issued to De for her tweets over the state government order on Marathi films. De was directed to file her written submission by Monday. However, an apex court bench comprising of Justices Dipak Misra and P C Pant, after going through all her tweets, said her views was against the government's decision and

wondered how it violated the privilege of the state assembly. After a brief hearing, the court stayed the proceeding initiated against the writer by the assembly. The notice was issued on April 12 asking Shobhaa De to explain her tweets about the state government's decision to make it mandatory for multiplexes to screen Marathi movies during prime time.

lege and Hospital (DMCH) kicked up a row on Tuesday by pasting stickers on the foreheads of injured persons in the earthquake for identification, which were later removed. Zee Media highighted the issue that the injured patients in a separate ward of the DMCH earmarked for earthquake victims were marked with stickers reading 'bhukamp' (earthquake) on their foreheads. Superintendent of DMCH Shankar Jha on Tuesday expressed regret and said it would be immediately removed. However

no action has been taken against individuals who showed such brazen insensitivity. BJP leader Shahnawaz Hussain speaking to Zee media has demanded strong action against the guilty. He branded the incident as sad and as something which shows Bihar in bad light. quoted minister in-

Baidyanath Sahni as saying, "I inquired with the DMCH Superintendent on the issue and directed him to get it removed at once." Sahni said he had asked the Superintendent to probe the matter and fix responsibilities. "I am at present in the interior areas of Darbhanga district and on return, will visit DMCH to look at the matter," he said. Nearly 15 earthquake victims had come to the DMCH initially for treatment, out of whom six are still being treated at the hospital.

Fake law degree row: Tomar denies Trinamool Congress secures massive victory charges as oppn demands his ouster in West Bengal civic polls, Opposition routed Agency : New Delhi Delhi Law Minister Jitender Singh Tomar on Tuesday faced demands for his ouster amid a row over allegedly "fabricating" his law degree, but he rejected the charge of any wrongdoing and refused to step down. He said the controversy was a BJP ploy to sully the image of Aam Aadmi Party and contended that since no FIR had been registered against him nor any court had made any observation "there is no question of stepping down". He also met Chief Minister Arvind Kejriwal and was understood to have given an explanation over the whole issue. Despite demands by the BJP and Congress for Tomar's ouster, Kejriwal is believed to be backing him in this case. Responding to a petition which alleged that

Tomar had enrolled himself as an advocate on the basis of a "false and bogus" degree, the Tilka Manjhi Bhagalpur University in Bihar had yesterday submitted an affidavit in the Delhi High Court stating that his provisional certificate was "fabricated". Seizing upon the opportunity, main opposition BJP accused Kejriwal of adopting "double standards" on the

issue of corruption and demanded that he dismiss Tomar from the government. "He (Kejriwal) has continuously been adopting double standards. After the affidavit of Bhagalpur university in the Delhi High Court what are they waiting for," Delhi BJP chief Satish Upadhyay said and warned that his party will take to streets if Tomar was not dismissed.

Agency : Kolkata Ruling Trinamool Congress led by Chief Minister Mamata Banerjee on Tuesday inflicted a crushing defeat on BJP and the Left scoring a a landslide victory in the Kolkata Municipal Corporation (KMC), clinching 114 of the 144 wards and also winning 69 of the 91 civic bodies in districts across West Bengal. The BJP, which was hoping to replace the Left as the main opposition in the KMC, failed miserably, managing to increase its tally from three to just seven seats. The TMC, which in the last KMC polls had won 95 seats, increased its tally to 114 while the main opposition CPI(M)-led Left Front was reduced to just 15 from 33. Independents bagged three seats in the KMC. The victory in the

municipal polls, which was billed as the semifinal before the Assembly polls due early next year, will act as a shot in the arm for the TMC, which recently faced serious allegations of corruption, including alleged involvement of some of its leaders in the Saradha Chit Fund scam. CM Mamata Banerjee took to Twitter to dedicate party's victory “to the people of Bengal”. She also asked party workers to stay away from victory rallies in the wake of Nepal earthquake

disaster. She tweeted that the party will “dedicate the victory to Rabindranath Tagore on 9 May through Rabi Pronaam across Bengal .” Congress, which was fast becoming insignificant in state politics, managed to win five seats, down from eight in 2010. Although the TMC scored a big win, it got some blows too as several heavyweights bit the dust. Chairman of the outgoing KMC board Sachidananda Banerjee, deputy mayor Farzana Alam of TMC besides

prominent party councillor Paresh Pal were defeated. On the part of CPI(M), the leader of opposition in the outgoing KMC board Rupa Bagchi was defeated by her nearest TMC rival. Contrary to KMC, the results in the Siliguri Municipal Corporation showed the CPI(M)-led Left Front has managed to regain some of its lost ground capturing 23 of the 47 seats. TMC bagged 17 seats in Siliguri Municipal Corporation, which was regarded as a prestige fight for TMC leader and state minister Gautam Deb and CPI(M) leader and former minister Ashok Bhattacharya. For the Left which suffered major electoral reverses in recent years, the victory in Siliguri Municipal Corporation came as a morale booster.

China Aids Nepal in Humanitarian, Diplomatic Push Beijing With an energetic effort to deliver assistance to earthquake-ravaged Nepal, China is pushing both humanitarian support and its own diplomatic goals. China has said it will provide $3.2 million in aid to its quakestruck neighbor. It has also sent dozens of medical and search-and-rescue personnel and four People’s Liberation Army aircraft to aid in relief efforts. The first batch of 186 tons of emergency supplies arrived Tuesday. In its response, China is hoping to show Nepal the benefits of closer cooperation and demonstrate to the world Beijing’s willingness to take on a role as a responsible power, according to experts. “They are really keen to build up this image for the world of being a responsible stakeholder,” said James Char of Singapore’s S. Rajaratnam School of International Studies. Sandwiched between China and India, Nepal shares a history of cultural and linguistic ties with India. But Beijing has for decades seen the Himalayan country as a strategic priority, in part as contested ground in its tussle with India for regional primacy and in its efforts to discourage Tibetans from fleeing Chinese rule and supporting their exiled spiritual leader, the Dalai Lama. India’s Prime Minister Narendra Modi has emphasized Nepal’s importance to India since he came to power last year and has offered $1 billion in loans to build infrastructure in Nepal. Since Saturday’s earthquake, India has flown nearly 600 relief workers to Nepal, has set up four field hospitals and has army helicopters flying sorties into remote areas. Teams of Indian army electrical engineers are working to repair Katmandu’s power grid. An editorial in state-run Chinese tabloid Global Times on Chinese relief efforts after the quake cited Nepal’s “geopolitical significance.” It said that despite the fact that “Dalai Lama supporters see Nepal as an outpost from which to project influence into Tibet,” efforts by Katmandu to suppress what it said was anti-Chinese activities are appreciated. Beijing has significantly stepped up its investments in Nepal in recent years. In 2013, bilateral trade volume grew 12.82% over the previous year, to $2.25 billion. Nonfinancial outbound direct investment meanwhile ballooned to $46.09 million from just $1.57 million in 2012. That economic outreach mirrors that to other South Asian neighbors and has been intensifying under President Xi Jinping, who has launched programs to revive the Silk Road trade routes that connected China to the region for centuries. Mr. Xi visited Pakistan earlier this month and pledged billions in infrastructure spending. Late last year, he stopped in Sri Lanka and Tajikistan before making his maiden state visit to India. “China is trying to get a foothold with India’s neighbors, and I think it has been successful to a large extent,” said B.R. Deepak, professor at New Delhi’s Jawaharlal Nehru University. Since the quake, state media have broadcast a steady stream of footage and photos of Chinese rescue teams clearing rubble and locating survivors, met by cheering crowds.

Facebook Messenger launches free VOIP video calls

F

Agency : New York

acebook Messenger has launched free VOIP video calling over cellular and wi-fi connections on iOS and Android platforms. The services will be available in the US, Canada, England and 15 other countries, TechCrunch reported. With 600 million Messenger users and 1.44 billion on Facebook, the new VOIP video feature has a massive built-in audience. Messenger already accounts for 10 percent of global mobile VOIP calls, according to Mark Zuckerberg, one of five co-founders of the social networking website Facebook. He believes that free, high audio quality VOIP will displace traditional phone-calling and video calling could accelerate that. Messenger won't be charging for audio or

video calling. If you have access, you'll see the video camera icon in the top right corner when you're having a Messenger chat with a friend, who can be called. Tapping it starts a video call, which opens when the recipient accepts. Cameras start in selfie mode but you can toggle to the backside camera to show a friend what you're doing. Messenger will adjust the quality of the call according to your connection. It's easy to switch to just VOIP audio, and Facebook will notify the users if the connection weakens to where video won't work. One smart thing Messenger allows is for one person to turn off their video feed to make the other person's high quality. This way, if you're sitting at home and a friend is on a mountain in Norway, you can give them the extra bandwidth because what matters is seeing their scenery, not them seeing your bedroom.

70 banks yet to pass on benefit despite two cuts by RBI Agency : New Delhi

A

s many as 70 banks,

including 23 public sector lenders, have not passed on the benefits to their consumers from RBI's two rate cuts so far in 2015. Reserve Bank of India cut the repo rate by 0.25 per cent on January 15 and further by 0.25 per cent on March 4. Out of 91 scheduled commercial banks in the country, a total of 21 banks have lowered their base rates after RBI's rate cut decisions, Minister of State for Finance Jayant Sinha said today. These include four public sector banks, six from the private sector and 11 foreign banks. The reduction in base rates has been in the range of 0.1-0.5 per cent so far. This leaves as many as 70 banks that have not lowered their rates, despite RBI easing its monetary stance twice. "Following the reduction in the policy rate, out of 91 scheduled commercial banks, 21 banks reduced their base rates in

the range of 0.1-0.5 per cent so far (up to April 15)" Sinha said in written reply to a Rajya Sabha question. Accordingly, he said, the weighted average lending rates on fresh rupee loans sanctioned by banks for housing and vehicle loans have also come down in the range of 8.53 basis points during the same period. There are 27 public sector banks, 20 private sector and 44 foreign banks with scheduled commercial bank license in the country. The PSU banks have 70 per cent market share. In RBI's last monetary policy meeting earlier this month, Governor Raghuram Rajan was very critical of banks for not passing on the rate cut benefits to the borrowers.

It is an opportunity to showcase what you have in terms of talent, infrastructure, systems. More importantly, it's a golden opportunity to network. There was much excitement in Pune in 2008, when then IOC Chief Jacques Rogge visited the venue of the Youth Commonwealth Games. His successor Thomas Bach's visit in comparison was subdued and largely a very hushed affair. A Special General Body Meeting is being planned to move a no-confidence motion against Ramachandran. The opposing group needs 2/3rd majority of the votes to pass it. IOA officials, headed by Hockey India president Narinder Batra, is confident that they will be able to garner the numbers against Ramachandran very easily.

Their prime concern, however, will be the bowling, with their spin wizard Sunil Narine being reported for suspect action. Cricket: Bangladesh reach 150 for 2 at tea in first test against Pakistan Agency : Khulna Bangladesh remained patient in reaching tea at 1502 off 59 overs against Pakistan in the first cricket Test on Tuesday at Khulna . Opener Imrul Kayes made a steady 51 and was the only wicket to fall in the second session on a placid Sheikh Abu Naser Stadium pitch, against disciplined Pakistan bowling. At the crease were Mominul Haque on 35 and Mahmudullah on 31. Kayes and Tamim Iqbal shared a watchful 52 runs in a 27over opening stand, after Bangladesh won the toss. Pakistan generated some genuine chances. Kayes offered an easy catch off leftarm spinner Zulfiqar Babar, but Yasir Shah failed to take the catch and the ball eventually crossed the boundary rope for a four.
