Residents near Virgaon in Ghansali block, around 180 km from capital Dehradun, described the rains as a cloudburst - extremely heavy rains lasting few minutes and often causing devastation - but weather officials said there was no concrete proof of such a weather phenomenon.

There was no report of any loss of life, police said. A cloudburst on June 16, 2013 had devastated Kedar Valley -home to the famous Kedarnath Temple - killing more than 5,000 people and displacing thousands of others besides causing extensive damage. Hundreds of bodies were never found, either

washed away by the raging waters or buried under millions of tonnes of earth displaced in landslides, exposing the vulnerability of the state to extreme weather conditions. “We cannot call it a cloud burst as it needs heavy shower of 10 cm in an hour,” said Bikram Singh, director of the MeT centre at Dehradun.

Actor Amitabh Bachchan faced quite a poser today while interacting with a group of school children during the NDA gala at Delhi’s India Gate. “I want to know about your childhood. How did you become the Big B?” asked a seventh-grader, who introduced herself as Sugam. But Mr Bachchan, who had just hosted a segment on the government’s “Beti Bachao Beti Padhao” programme, was unfazed. “Who says I’m Big B? Here, look, I am smaller than you,” Mr Bachchan replied promptly, sitting down on the floor. As her friends burst out laughing, Mr Bachchan said, “Big B

The five-hour programme will showcase the achievements of the Narendra Modi government over the last two years, during which cabinet ministers are participating in panel discussions to explain the progress they have made.

Evaluating Narendra Modi’s two years of governance

If Monsoon 2016 is as expected, then the first three years of the Modi government will be the best three years for India’s economy since 1996, and possibly the best three consecutive years since Independence. Two years and counting is what Prime Minister Modi and the BJP are saying. After their unexpected victory in May 2014, and the change in course they have attempted for the Indian economy since, two years is enough of a time to begin to pass judgment. How good, or bad, economically speaking, have these two years been? But how does one evaluate performance? One criteria could be that performance is measured as the difference between reality (what actually happened) and expectation. If the difference — let us call it Delta — is positive, then performance is better than expectation; if it is lower, then performance will have to be deemed as worse. Now, whose expectations are we considering as the benchmark? If one peruses the outpouring of literature on the second anniversary, it is clear that expectations are different for different people. Some people mention that acche din were promised, and if one looks out of the window, and two successive droughts, it is “clear” that the good news days are not here. But is this the correct method of evaluation? It isn’t. It is like saying that Djokovic wanted to win the Grand Slam but lost the French Open, and, therefore, clearly is not the “best” tennis player. Yet another method would be to evaluate what we, the “judges”, expected Modi to do, policy wise, in the last two years. Here, besides looking at success, we should also look at failures. For example, the BJP has been unable to pass legislation regarding the Goods and Services Tax (GST). But can we really blame the BJP for non-passage of the GST? It is a failure, but whose failure is it? Could it not be deemed the failure of the Congress for deviously obstructing the bill? Blaming the BJP for non-passage of the GST reminds me of that evocative phrase, ulta chor kotwal ko daante. It is instructive to look at two other factors. The nature of the economy inherited by the two regimes (UPA I and Modi I) and rainfall. On both counts, UPA I was decidedly luckier. The economy was booming and inflation low when the UPA came to power in May 2004. The economy was in a shambles and inflation very high when Modi assumed office. Further, average rainfall during UPA I was five per cent below the long run average (the normal range is +/- 6 per cent from the average); during Modi 1, it was 13 per cent below the long-run average.

Phobia review: The film rides on “Mohenjo Daro” one of my best the blazing talent of Radhika Apte films till date: Hrithik Roshan Agency | Mumbai

Agency | Mumbai Late one night, a woman is assaulted. Mehek, a painter, develops agoraphobia, an irrational fear of public spaces. She refuses to step out of the house. After four months of cajoling and therapy, a friend shifts her into a new apartment, which he hopes will enable her to heal. But the apartment seems to have a life of its own. It sounds like a standard-issue horror film. In fact, a quick search on IMDB and Wikipedia reveals two

other films named Phobia — one of which also deals with agoraphobia. The basic premise also has shades of Ram Gopal Varma’s Kaun? But don’t be deterred. Phobia is a smart, sassy and spooky thriller written and directed by Pavan Kirpalani, who earlier made Ragini MMS and Darr @ the Mall. Frankly, I had gone in with zero expectations because Hindi film horror mostly alternates between cheerfully cheesy and unintentionally funny, but Pavan scores big with Phobia.

Bollywood star Hrithik Roshan feels that his upcoming movie ‘Mohenjo Daro’ will turn out to be one of the best films of his career. Directed by Ashutosh Govarikar, the film is an epic love story, set in the Indus Valley civilization. “For ‘Mohenjo Daro’, I am travelling back in time. It has been a great journey, It will make you jump. great experience. I really Unexpectedly, it will also believe it is going to be make you laugh out loud — in scenes that are actually meant to be funny. The modest scale of the film is balanced by its big ambitions. Most of it is shot in one location with a handful of actors. The elfin Yashaswani Dayama plays a kooky college girl who befriends Mehek. Satyadeep Mishra, one of Bollywood’s most underrated actors, is Shaan, the man who loves Mehek but is exhausted by her unpredictable and uncontrollable mind.

A federal jury found Thursday that Google didn’t need permission to use a rival’s programming tools as it built Android, now the world’s leading smartphone operating software and a key part of Google’s multi-billion dollar Internet business. Software competitor Oracle claimed Google had stolen its intellectual property and reaped huge profits by copying pieces of an Oracle programming language called Java. But the jury in US District Court found that Google made “fair use,” under copyright law, of Java elements that help different software programs work together. Oracle, which had sought $9 billion in damages, immediately said it would appeal.

State Bank of India (SBI) on Friday reported a net profit of Rs 1,264 crore in the March quarter of FY16, down 66% from a year earlier, on the back of higher loan loss provisions. Provisions for bad loans more than doubled on a year-on-year (y-o-y) basis to Rs 12,139 crore in Q4FY16. SBI chairman Arundhati Bhattacharya said the bank had put upfront much of the pain that may have occurred. “I have said conservatively we expect around 70% of the assets on the watch list to turn bad. However, we believe that if the economy starts doing better and if demand comes back, the slippage into non-performing assets could be as low as 30%,” Bhattacharya said. The bank has created a watchlist of accounts worth R31,352 crore and expects 70% of it to slip into non-performing category. The chairman observed that not all the accounts on the watch-list are manufacturing units that are closed down or roads on which nobody is driving. “These are actually accounts which are still functional but stressed because they don’t have enough cash generation,” she said.

Agency | New Delhi As mobile users continue to grapple with call drops, telecom regulator Trai on Friday said current norms are “inefficient” to provide any relief to consumers and it will finalise in two weeks its “position” in the wake of Supreme Court quashing a penalty provision. The Telecom Regulatory Authority of India (Trai) had put in place a new set of rules mandating telecom operators to pay Re 1 for each dropped call, subject to maximum Rs 3 per day, but this provision was quashed by the Supreme Court after telecom operators appealed against the regulatory diktat. “We are reviewing the situation internally as to what should be the way forward.
