NHRC finds anganwadi food substandard

NHRC has found that the food supplied in anganwadis and government-run primary schools in Kendrapara district was substandard, their sanitation condition “pathetic” and has sought an action-taken-report from the district administration. An NHRC team had during field inspection detected the presence of insects in uncooked food grains earmarked for cooking food for children. The downpour since yesterday disrupted normal life even as the National Disaster Response Force (NDRF) and the State Reserve Police (SRP) teams were dispatched to Banaskantha in North Gujarat in the view of flood-like situation. As per the information given by the Disaster Control Room and police, of the 11 deaths

due to rain-related incidents, four were reported from Banaskantha district, three each from Rajkot and Patan districts, and one was from Sabarkantha. “At least four persons were killed in Banaskantha district

when the jeep in which their were travelling was washed away in heavy flow of rain water,” State Disaster Control Room official Bhavesh Varshaj said. He said three rain-related casualties were reported from Ra-

A.P.J. Abdul Kalam redefined the Indian Presidency

Former A.P.J. Abdul Kalam redefined the Indian Presidency. When he came to the office as the 11th president in July 2002, the head of state was seen to be the titular head who drew attention to himself and his office only when sombre Constitutional questions were thrown up in the aftermath of an uncertain electoral verdict. For the rest, the President of India was to be wrapped and enclosed in dignified and ceremonial hauteur. The year 2002 had also been a particularly fraught year. The Gujarat violence had exposed deep communal faultlines in the nation. In that divided political moment, in a masterstroke, the Atal Behari Vajpayee government selected Kalam as its presidential candidate, the Congress lent him its support and Kalam was elected with just a little less than 90 per cent of the valid votes. Barely a month after assuming office, President Kalam visited riot-ravaged Gujarat over the objections of the government of the day. And almost from Day One he began to open up the presidency to the people. He was the Thiruvalluvar-quoting scientist who became head of state, opening wider the possibility of the non-politician, and the outsider to the political system, presiding over it. Long before discontent with the political class would spill on to the streets of the nation’s capital in the form of the Anna movement and become the propulsive force for the meteoric rise of the Aam Aadmi Party, it was Kalam, perhaps, who answered the need, in cynical times, for the role model who had no axe to grind. He could quote from the Gita as from the Koran. He spoke directly, with child-like enthusiasm, to the young, many years before it had become fashionable to invoke and refer to India’s “demographic dividend”. He embodied a positive solution-centric approach that made people believe that despite the hurdles, the prejudices and the political turbulence, greatness was at hand — it just needed ignited minds and a Vision 20:20. In 2005, in Moscow, in the dead of night, President Kalam unquestioningly approved the Union Cabinet’s decision to impose President’s rule in Bihar. That was a low point in his presidency, which his then secretary would later record in his memoirs, almost led him to resign. A year later, in 2006, President Kalam returned a controversial bill, expressing concern over the lack of “unambiguous” definition of what constitutes an “office of profit”. He signed it later after it was sent back to him but he had made his point. The “people’s president” was someone who had an acute sense of the moral authority his post vested in him even though it gave him only limited powers. To maximise the synergy between the grids, leading to maximisation of the GDP and productivity, there is a need for inter-grid connectivities, which may be called the societal grid. Knowledge-sharing, utilisation and reuse is vital by all constituents of the society for promoting non-linear growth.

Agency | New Delhi Indian budget airline SpiceJet Ltd reported on Tuesday a net profit of 718 million rupees ($11.2 million) for the three months ending June, after cutting costs and flying more passengers. SpiceJet made a net loss of 1.24 billion rupees in the same quarter a year earlier. India’s second biggest budget carrier by market share, which last quarter made its first profit since 2013, is in the midst of a recovery plan after it almost collapsed late last year. Under new

A man wanted for 13 years in connection with the burning of Sabarmati Express at Godhra in 2002 was arrested Monday from Dahod railway station by officials of the Ahmedabad Anti-Terrorism Squad (ATS). ATS officials arrested Kasam Ibrahim Bhameri when he was waiting for a train to visit his home town Godhra. This is the third arrest in the case this month, even as 12 accused are still absconding. ATS inspector B M Desai said Bhameri was being tracked since last one month, and found to be hiding at different locations in Madhya Pradesh. “We

received a tip-off that he was planning to visit his family in Godhra, and when was on the way to his home town, our team arrested him from Dahod railway station,” Desai said. Bhameri, a resident of Signal Falia in Godhra, stayed in

According to the 2011 Census data on Marital Status of Scheduled Tribes and Scheduled Castes released on Monday, there were over 35,000 children who were married when they were between 10 years and 14 years of age. The instances of child marriages, as per this data, is higher among Scheduled Tribes where 25,508 persons in the 10-14 year age group are married (9,878 Males and 15,630 females). Among them 1009 are widowed, 526 are separated and 285 are divorced. While the problem seems to be more widespread in the rural areas of Gujarat, the 2011 Census figures show that the issue is more serious in some of the local tribes like Bhils,

Dhodia, Halpati, Gamit, Kokna, Nayaka, Rathawa and Varli. For instance, among Bhils — who constitute 40 percent of the total tribal population of the state who largely reside on “poorvi paati” or the eastern belt, stretching from Banaskantha in the North to Dangs in the South — the number of married persons in this age group is over 11,500. The presence of many married persons in this age bracket is in violation of the Prohibition of the Child Marriage Act, 2006, which lays down the minimum age for marriage for all Indian citizens, as 21 years for men and 18 years for women. “It is surprising to know that there are so many married tribals in this age bracket in Gujarat. Normally, some of the tribals of the

Gujarat became the first state to have a provision for compulsory voting with the state government on Monday putting out a notification in this regard. Besides making voting mandatory in the local body elections, the communiqué, backdated to July 17, reserves 50 per cent seats for women in municipal corporations, municipalities, and village panchayats. With the government notifying the Gujarat Local Authorities Act (Amendment) 2009, a voter in the state would now invite punitive action in case he or she fails to vote in the local body elections without any acceptable reason. The local body polls in the state are likely to be held in September and October. However, the notification has not specified what punishment would be meted out those who fail to exercise their franchise. The notification issued by the Urban Development

Gujarat high court on Monday asked Ahmedabad Municipal Corporation to issue fresh notice for sealing of 819 buildings that are illegally used for commercial purpose in the Walled City. The civic body sealed 165 buildings in and around Manekchowk area and issued show-cause notice to 254 people giving them a 30-day period to explain why the buildings shouldn’t be sealed in case they fail to establish legal use of the structures
