What Economic Survey says about V-shaped recovery post Covid-19 Agency News: New Delhi A resilient V-shaped recovery is underway for the Indian economy, the Economic Survey for the year 2020-21, which was tabled by Union finance minister Nirmala Sitharaman in both the Houses of Parliament on Friday, has said. The survey credits the recovery of the Indian economy to the Covid-19 vaccination drive carried out by the Centre and states across the country as well as a rebound in consumer demand.“The V-shaped economic recovery is supported by the initiation of a mega vaccination drive with hopes of a robust recovery in the services sector and prospects for robust growth in consumption and investment,” the Economic Survey reads.The survey mentions that in line with the government’s anticipation, the lockdown resulted in a 23.9 per cent contraction in GDP in Q1 but the recovery has been a V-shaped one as seen in the 7.5 per cent decline in Q2 and the recovery across all key

economic indicators. “Starting July, a resilient V-shaped recovery is underway, as demonstrated by the recovery in GDP growth in Q2 after the sharp decline in Q1,” the survey states.Citing factors driving the Indian economy after the coronavirus pandemic, the survey mentions: “As India’s mobility and pandemic trends aligned and improved concomitantly, indicators like E-way bills, rail freight, GST collections and power consumption not only reached pre-pandemic levels but also surpassed previous year levels. Dissecting the impact of Covid-19 on various sectors of the country, the survey said that India’s economy witnessed a palpable V-shaped recovery in industrial production over the year. “Manufacturing rebounded and industrial value started to normalize. Indian services sector sustained its recovery from the pandemic driven declines with PMI Services output and new business rising for the third straight month in December.

News Mumbai Local Train Services to be Opened for General Public from Feb 1 Suburban train services in Mumbai will resume to full service from Monday, February 1, according to an announcement made by the Maharashtra government on Friday. General public will be allowed to travel in Mumbai locals starting Monday, reported Times Now.However, it was earlier reported that the local trains will resume almost fully from Friday, January 29.According to the state government’s announcement on Friday, passengers can travel on the trains till 7 am from the start of the first local train. Later, they can avail the service from 12 noon till 4 pm and then post 9 pm will the end of the service. During rest of the hours, the trains will be open only for those in essential services - such as frontline workers, healthcare staff and others. Women travellers are allowed to avail the services freely during peak hours. Chief Minister Uddhav Thackeray had recently chaired a meeting to discuss the complete resumption of local train services. The meeting was attended by state government officials, Railway officials and the Brihanmumbai Municipal Corporation (BMC) officials. The Mumbai traffic control department reportedly sent a letter to station masters informing them to resume the train services on full schedule from the date declared by the government. Several models of resuming the train services were reportedly deliberated by the state government. Full services will only be resumed during non-peak hours.

Agency News: New Delhi A low-intensity explosion was reported few metres away from the embassy of Israel in Delhi on Friday, police said. The blast took place at Dr APJ Abdul Kalam Road near the Israel embassy, officials of Delhi Police confirmed. While initial reports said there were no injuries to people in the vicinity, the impact of the explosion shattered the windscreens of at least three cars in the area.Close-circuit television (CCTV) cameras on Dr APJ Abdul Kalam Road are being checked to ascertain the sequence of events, officials said. Forensic experts of Delhi Police are at the spot to lift the samples of the explosive.According to preliminary reports, the Police Control Room was informed of a “bomb blast” in the area and senior officials, including deputy commissioner of police (DCP) Pramod Kushwah, rushed to the spot, officials said.Officials said that it is too early to say anything about who could be behind the blast.This is the second explosion in eight years near the Israel embassy. A similar explosion was reported on February 13, 2012, when a sticky bomb was placed on the car of an Israeli diplomat, Tal Yehoshua Koren. She had sustained injuries in the blast. While the only person arrested in the case - a journalist - is out on the bail, the accused bombers in that attack are yet to be caught. The special cell of the Delhi Police had visited Tehran to investigate the February 2012 terror attack but there has been no headway in the case.

What went wrong on Republic Day?

It was meant to be the moment in the sun for Indian farmers. After two months of protesting in the freezing winter cold, this was a chance to celebrate their identity in a truly unique manner. The tractor was the farmers’ badge of pride, their version of the mighty tanks that would roll down Rajpath on Republic Day. As one of them, furiously waving the tricolour, told us: If jawans can march at Rajpath, why can’t we kisans also have our tractor parade? Every jawan is after all also a kisan!”It didn’t take long for the reverie to be shaken. By forenoon, it was clear that there were a section of the farmers who had turned a potentially momentous occasion into a recipe for violent confrontation. Breaking police barricades, changing the agreed route, and heading straight towards central Delhi, the farmerprotester was now transformed into an ugly street thug.It wasn’t as if every farmer was part of the mob. There were enough farmers who, dressed in their colourful shirts and striking headgear, were still determined to make this a joyful occasion. Some were being showered with flowers along the route even as others more menacingly wielded lathis and swords. Whereas some adhered to the great Sikh tradition of offering langar food to those passing by, others were driving their tractors straight at the police pickets.So why would farmer groups, all seemingly driven by the same goal of a repeal in farm laws, react so differently? Why did some groups turn rogue, break all rules, eventually pushing their way into the hallowed Red Fort area? Only a transparent inquiry will reveal the truth, but it is increasingly apparent that to treat farm protestors as a monolithic entity which would act in perfect unison was always a misreading of the ground situation.The farmers, after all, represent more than 30 small and large unions, different jathas, and come from varied groups across different regions. A call for repealing farm laws may have united them, but their political ideologies stretched across the spectrum. Like with any large movement, this was akin to a Shivji ki baarat, a real disparate gathering of just about anyone who wished to join the bandwagon. What, for example, did a psephologist-turned-activist neta like Yogendra Yadav have in common with actor, Sunny Deol groupie and a Khalistani sloganeer such as Deep Sidhu? Just where did a dyed-in-the-wool Leftist such as Hannan Mollah fit in with an aggressively ambitious political farm entrepreneur like Rakesh Tikait of the Bharatiya Kisan Union?To have then expected thousands of tractors to conform to a rigid plan of action was always being unrealistic. Why the Delhi Police, despite their better judgment, allowed the political leadership to overrule their objections to a tractor rally of this magnitude is still a mystery. The Delhi Police, to its credit, acted with professionalism and showed extreme restraint in the face of grave provocation by an unruly mob. But facing the dual task of manning capital security and dealing with an unprecedented tractor rally, an over-stretched police force was out-numbered.If the police perhaps underestimated the tractor rally, the farm leaders overestimated their ability to rein in such a large and diverse grouping. For two months, the farmers, quite remarkably, kept their peace, perhaps hoping that the sheer symbolism of their peaceful protest would force an all powerful Centre to relent. They almost succeeded in the last week, it was apparent that the government was under pressure to concede to most of the farmer demands. Perhaps carried away with their success, farm unions overplayed their hand.In a sense, farm leaders must accept moral responsibility for the violence that has de facto delegitimised their unique protest. This farm movement was driven by an ethical code until now, a wider public acceptance that the “kisan as annadatta” (food provider) cannot be taken for granted. But the deeply troubling images of the protesters forcibly entering Red Fort, attacking the police at various places and threatening mediapersons have shaken the romantic illusion of the hardworking farmer as men and women of honour. By breaking the law, the tractor became a weapon of self-destruction. The Centre, too, needs to course correct. For the longest time, the government has been trapped in hubris, a state of mind which views any street protest as “anti-national” and a challenge to its dominance. - Kapilkumar M. Sunvilla News: Ahmedabad A Debt Recovery Tribunal (DRT) bench of Ahmedabad on January 27 imposed a fine of Rs 2,000 on a witness for not following Covid-19 norms while being present physically in an advocate’s chamber during a virtual hearing.The bench further directed the witness to submit the penalty amount in the account of National Defence Fund. Presiding officer Vinay Goel of DRT-1 in Ahmedabad was hearing an application moved by Dena Bank in 2018 through the applicant’s advocate Bhavesh Suthar. A witness in the case, Vijay Sharma – chief manager at Bank of Baroda – who was present virtually before the presiding officer for his deposition, through Suthar’s chamber, was found not wearing a mask, although the witness wore a mask when he was to appear in the virtual hearing. Goel not only felt it to be “fair” to impose a penalty of Rs 2,000 on the said witness, but also held that litigants such as the Sharma “are responsible” for the “sufferings” of advocates.

“The conduct of the witness is liable to be depreciated, because he is/was seated in the chamber of the advocate, just near to the advocate, without proper mask and has failed to follow social distancing norms…Need not to say that many advocates have suffered due to Covid-19 pandemic and in fact such type of litigants are responsible for their sufferings…I feel fair to impose cost of Rs 2,000 on witness Mr Vijay Sharma, Chief Manager, Bank of Baroda for not observing social distancing norms,” Goel’s order stated. harma has been directed to deposit the penalty amount with the National Defence Fund, in a New Delhi branch of State Bank of India bank account, within two days, while adjourning the application for hearing to February 4. Notably, the same presiding officer – Vinay Goel – in November 2020 had fined an advocate Rs 10,000 for attending a virtual hearing before the DRT bench from his car. Similarly, the advocate too was instructed to deposit the cost with the National Defence Fund.

A 40-year-old developer was injured when two unidentified assailants opened fire at him in Ivapark on Lalpur road in Jamnagar on Thursday morning. The assailants later escaped from the spot.According to police,

Jaysukh Pethadiya was at the construction site of his house on Lalpur bypass road on Thursday morning,when two men on a bike reached the spot and fired at him before fleeing the spot. Pethadiya received bullet injuries on hismouth and was taken to the hospital. Sources say that Pethdiya’s condition is stable. Later the victim told the police that he suspects Jayesh Patel, a wanted criminal involved in a dozen cases including Rs 100crore land grabbing case as well as murder of advocate Kirit Joshi, to be behind the firing on him. Congress’ young leaders in Modasa in Aravali have joined the AIMIM. The Modasa Nagarpalika is with the BJP for the last 25 years. The second phase of civic body polls will be held on February 28 and will cover nagarpalikas, district panchayats, and taluka panchayats. The results of the same will be declared on March 2.

Gujarat: Rs 5 lakh fine for provocative social media messages Agency News: Rajkot The Kolis and Bharwads in Surendranagar have mutuallydecided to slap Rs five lakh as penalty from any person from eithercommunity who circulates provocative messages on social media or rumours that could lead to violence and spread animosity between the two communities. This was one of the rules framed in the momentous truce struck between the two communities after years of bitter animosity, which saw murders, mass exodus of people and perpetual tension in 11 villages around Thangadh town. Around 200 people from both communities gathered at Gebi Ashram near Thangadh on Thursday and decided to end the enmity and live in harmony. Notably, the compromise has been brokered ahead of the district,

taluka and municipalities elections scheduled next month. The panch comprising Kathi Darbars, a neutral caste, met on Thursday with five members from each of the three castes -Chuvaliya Kolis, Talpada Kolis and Bharwads - and the peace was brokered in presence of local religious leaders. Two persons from three castes will exclusively hold the responsibility of ensuring that no member of their communities resort to inciting enmity by using social media as a tool. “If anyone is found indulging in such action, the responsible members will have to cough up Rs five lakh as penalty. The amount will be used for religious activities,” Versi Dethaliya, a Chuvaliya Koli leader, told TOI. “This is a historic day for all of us as the warring communities have come on one platform and decided to live in peace.
