Cabinet approves plan to create 100 smart cities The Atal Mission for Rejuvenation and Urban Transportation (AMRUT) will now replace the JNNURM Agency : New Delhi The union cabinet on Wednesday approved government plans to create 100 smart cities and a new urban development mission for 500 cities with outlays of Rs.48,000 crore and Rs.50,000 crore, respectively. The new urban development plan is called Atal Mission for Rejuvenation and Urban Transportation (AMRUT) after former prime minister Atal Bihari Vajpayee. The scheme replaces the Jawaharlal Nehru Urban Renewal Mission

(JNNURM), which was introduced by the previous United Progressive Alliance government. AMRUT will be implemented in 500 cities and towns, each with a population of 100,000 and above. Under AMRUT, states will be given the freedom of designing their own schemes. They will only need to submit an annual action plan to the Centre for broad concurrence, based on which funds will be released. The central government will not appraise individual projects. “Central assistance

will be to the extent of 50% of project cost for cities and towns with a population of up to 1 million and one-third of the project cost for those

with a population of above 1 million. Central assistance will be released in three instalments in the ratio of 20:40:40 based on

BJP lawmaker and Bollywood actor to stage a play for Parliament Agency : New Delhi Popular Bollywood actor Paresh Rawal, a BJP lawmaker from Gujarat, will stage a Hindi play Kishan vs Kanhaiya along with his troupe at the Balyogi auditorium in Parliament complex on Wednesday. The show is exclusively for the MPs and is reportedly on the theme of film Oh My God, a satirical comedy. Notice to MPs The urban development ministry has issued notices to as many as 32 lawmakers who have not vacated their rooms in the Ashoka Hotel when they are not staying in Delhi. These lawmakers usually have been allowing their staff or relatives to use the rooms when they travel to their constituencies. This is against the rules. MPs will

be provided five star hotel accommodation only if they are not allotted government houses. The notice had some sobering effect on the erring parliamentarians as many of them have discontinued the practice. Shivraj Singh Chouhan has more reasons to cheer now.

At the meeting of the BJP parliamentary party, the MPs were asked to step up the offensive against the Congress over the Vyapam scam as the special investigation team (SIT) probing the case had found that the evidence provided against the Madhya Pradesh

chief minister and his wife were fake and fabricated. In Tuesday’s meeting, Union Finance Minister Arun Jaitley and Parliamentary Affairs Minister Venkaiah Naidu briefed the MPs about the party’s strategy with the Parliament session entering a crucial phase and the government reiterating its commitment to ensure the passage of the Land Acquisition Bill. Tea break debate Justice Anil R. Dave of the Supreme Court has utilised the adjournment plea filed by defence lawyer Manohar Lal Sharma in the Nirbhaya case to drive home a point. He said judges never got time for tea break once a proceeding starts unlike lawyers who are free till their case is heard or after it is over.

Nepal earthquake: India rescues more foreign nationals under 'Operation Maitri' Agency : Kathmandu Rescuers in Nepal have pulled a man from the wreckage of a building where he was stuck for a staggering 80 hours after the devastating earthquake that hit the country Saturday. His survival is unusual, as experts say it’s rare for injured people who are trapped to hold out for longer than 72 hours after a disaster. The man, Rishi Khanal, was saved after a French search and rescue team found him under the rubble on the outskirts of Kathmandu, the capital, around noon Tuesday, said Pushparam K.C., a spokesman for the Armed

Police Force of Nepal. The team used specialized gear that detects signs of life, he said. But it took about 10 more hours for the French team and police officers to dig him out, the spokesman said. A police video of the rescue showed the teams

drilling through concrete to reach Khanal’s location and then hauling him up through the hole. They then carried him out of the ruined building on a stretcher. “It seems he survived by sheer willpower,” said Akhilesh Shrestha, a doctor who

treated Khanal, according to the Reuters news agency. Khanal, 28, was possibly suffering from a broken leg, Reuters reported. His story of survival isn’t the only one to emerge from the terrible destruction wrought by the quake, which has killed more than 5,000 people. A 4-month-old baby was rescued from a destroyed building in the town of Bhaktapur at least 22 hours after the quake struck, the newspaper Kathmandu Today reported. A Nepali military team had failed to notice the child during its search but returned after his cry was heard, the newspaper said.

achievement of milestones indicated in State Annual Action Plans. AMRUT seeks to lay foundation to

enable cities and towns to eventually grow into smart cities,” said a government statement. Under the smart city mission, an election promise of the Bharatiya Janata Party (BJP), each of 100 cities will get central assistance of Rs.100 crore per year for five years. The cities will be selected through a ‘city challenge competition’. “Each state will shortlist a certain number of smart city aspirants as per the norms to be indicated and they will prepare smart city proposals for further evaluation for

extending central support,” said a statement released by the ministry of urban development. Key focus areas of the mission include clean water supply, sanitation and solid waste management, efficient mobility and public transport, affordable housing and governance. The Cabinet Committee on Economic Affairs (CCEA) also approved central funding under AMRUT to the projects sanctioned under JNNURM that have not been completed.

Marital rape: Government of India says it’s legal for a husband to rape his wife! Agency : New Delhi The government, in all their infinite wisdom, today deemed that marital rape cannot be made a crime in India. Minister of State for Home Haribhai Parathibhai Chaudhary said: ‘It is considered that the concept of marital rape, as understood internationally, cannot be suitably applied in the Indian context due to various factors, including level of education, illiteracy, poverty, myriad social customs and values, religious beliefs, mind-set of the society to treat the marriage as a sacrament.’ He was replying to a written question of DMK MP Kanimozhi in Rajya Sabha. So basically what the GOI is telling us is f#ck a woman and her basic rights, the

values that society holds dear, no matter how regressive, are far more important! ‘The Law Commission of India, while making its 172nd Report on Review of Rape Laws did not recommend criminalisation of marital rape by amending the exception to Section 375 of the Indian Penal Code and hence presently there is no proposal to bring any amendment to the IPC in this regard,’ the

Minister said. I’ve said it before and I will say it again but our legal system is a complete ass. How else do you explain the fact that it’s a crime for two consenting adults of the same sex to engage in coitus but a husband can do whatever he wants with his wife! Who needs Fifty Shades of Grey and the liberal west’s concept of BDSM when our Indian values could put Christian Grey to shame!

Train pe charcha: Rahul’s PR timing is perfect but will it win Punjab for Cong? Agency : Chandigarh It was an image makeover exercise alright. And for a change neither the Congress nor Rahul Gandhi made a mess of it. The fact that BJP chose to launch a personal attack on him after Rahul visited the grain markets in Punjab, dodging the questions he raised on the plight of farmers should be a matter of satisfaction for both. So what was different this time? The party kept it simple, unostentatious. Congress refrained from allowing the personality of the Gandhi scion overwhelm the issue on hand. Farmers had their space with Rahul without local Congress leaders falling over each other to be seen close to him. If there was a bigger

message to be conveyed to people, the party did it subtly. Perhaps it was a deliberate move at providing a contrast – BJP’s mascot Narendra Modi’s flamboyant, overconfident approach to the easy-going, straight from the heart one from Rahul. He did not fly to Punjab. He didn’t even take the ‘elite’ Shatabdi Express. Instead, he travelled in the general bogey of the ‘ordinary’ Sachkhand Express to interact with the Punjabis. He was dressed simply. During the journey, he was photographed talking

with fellow passengers. He even held a child in his lap. This seemed to go well with the co-passengers and the media. He got down from the train at Ambala station and continued the rest of the journey to Punjab by road. He appears to have got the timing right. Earlier, he would have been ridiculed for putting up a show of simplicity. This time it’s different; there’s context. When he visited Dalit houses earlier or spent nights in homes of the poor, it was more of a private matter. The farmers’ issue makes his trips across the country more politically meaningful. It also helps that he is in the opposition. It allows him more elbow room to operate.

Those with multiple wives are 'five times more likely to suffer heart disease' Having a wife can improve a man's chances of a long life - but having more than one can seriously damage his health, research shows. A study into the health effects of polygamy has found men who had up to four wives were nearly five times more likely to suffer heart disease. Previous research has shown that people who are married suffer less stress, are physically more active and have a better diet. But very little research has been done on the impact of polygamous marriages allowed by Islam or even the Mormon church. Dr Amin Daoulah, a cardiologist at the King Faisal Specialist Hospital and Research Centre in Jeddah, Saudi Arabia, said: 'There is evidence that married people have better overall health and longevity but until now no study has assessed the effect of polygamy on cardiovascular health. 'Men who practice polygamy have up to four concurrent wives who can reside in the same or different regions but do not normally reside in the same house. 'Polygamy is practiced mainly in North and West Africa, the Middle East, Central Asia and Southeast Asia.' The study, presented at the Asian Pacific Society of Cardiology Congress 2015, examined the relationship between the presence and severity of coronary artery disease and number of wives. Researchers analysed patients suffering from angina referred to five hospitals in Saudi Arabia and the United Arab Emirates. The 687 married men in the study had an average age of 59 years. Of them, 56 per cent had diabetes, 57 per cent had high blood pressure and 45 per cent had a past history of coronary artery disease. Roughly twothirds of the men had one wife (68 per cent) while 19 per cent had two wives, 10 per cent had three wives and 3 per cent had four wives. Men with more than one wife were more likely to be older, live in a rural area, have a higher income and have a history of coronary artery bypass grafting. Dr Daoulah said: 'Polygamy may be more frequent in rural areas because it is more culturally acceptable and getting married at a young age is more common. 'Also there was a higher percentage of national citizens residing in rural areas compared to urban areas. 'Men with multiple wives have to be well supported financially, and although Saudis and Emirati people are supported by their governments, polygamists may need more than one income. 'They may therefore take on extra employment or have the added pressure of travelling daily to urban areas for higher paid work.' The research showed that men who practiced polygamy had a 4.6-fold increased risk of coronary artery disease and a 3.5-fold increased risk of Left Main Disease - narrowing of the left main artery. They also had a 2.6-fold elevated risk of Coronary Microvascular Disease, which effects the walls of small blood vessels in the heart. Dr Daoulah said: 'We found an association between an increasing number of wives and the severity and number of coronary blockages. 'This could be because the need to provide and maintain separate households multiplies the financial burden and emotional expense.

I gifted Remo D'Souza the ABCD title: Terence Lewis

Agency : Mumbai Ace choreographer and reality show judge, Terence Lewis is back with Jugnee a contemporary dance festival that starts today and will run till May 3. Ahead of his workshop, Terence took out some time to discuss all things dance. Actually, with so many reality shows on TV, we feel it's become easier

for people to get platforms to showcase their talent. But what about the people who do not want to face the camera? Thinking about them, I thought I needed to do something. I wanted to do something to take it further. I am already part of the largest dance festival in Vienna and they helped me put all this together.

QUOTE OF THE DAY

“It is considered that the concept of marital rape, as understood internationally, cannot be suitably applied in the Indian context due to various factors, including level of education, illiteracy, poverty, myriad social customs and values, religious beliefs, mindset of the society to treat the marriage as a sacrament,” - minister of state for home, Haribhai Parathibhai Chaudhary said.

Why is Priyanka Chopra followed by someone?? Agency : New Delhi Beautiful actress Priyanka Chopra is currently busy in shoots for her upcoming film ‘Bajirao Mastani’ directed by Sanjay Leela Bhansali, where she plays as a role of a Marathi princess Kashibai. But from our trusted sources it is reported that Priyanka Chopra has a follower who follows the actress whenever she goes out, even on the sets or dubbing. He is none other than Priyanka’s diction trainer. Priyanka has to learn the slang and Marathi language clearly. Since Priyanka is playing as a role of a Marathi princess in this film, She has to attend Marathi lessons before the shooting starts. But Priyanka has to minimize even minute mistakes to play this role perfectly in this film. So she was always

followed by a Marathi diction trainer. A trusted source close to film unit says, “Priyanka’s trainer is always present on the sets whenever she is shooting. Since her training was intermittent because she was shuffling between India

and the US for her other commitments, Priyanka took special permission from the makers to allow her trainer to be present during her dubbing sessions for the film to ensure her diction and pronunciations are authentic.”

I'm both Hindu and Muslim: Salman Khan tells court while deposing in Arms Act case Agency : Jodhpur Bollywood star Salman Khan was nonplussed when a judge in Jodhpur asked him on Wednesday about his caste but he quickly gathered his wits and replied that he was both “Hindu and Muslim”. Khan also told chief judicial magistrate Anupama Bijlani that he had been framed in a case registered against him under the Arms Act over the shooting of some endangered animals in 1998. The actor appeared in the court to record his statement in the case. As part of the process, Khan was required to answer questions about his father’s name, profession and caste. The court witnessed an interesting exchange when the judge asked Khan to state his caste. Khan was confused by the judge’s question and someone in the court suggested he should say he was a Muslim. The actor then said he was both Hindu and Muslim. “My father is Muslim and my mother is Hindu,” Khan said, speaking in Hindi.

Deepika Calls Kangna To Clear Misunderstandings, Ends ‘Cold War’

Later, the judge read out the statement of four prosecution witnesses and asked Khan for his statement. Khan told the judge he was innocent and had been framed by officials of the forest department. His counsel sought more time from the court to present witnesses in Khan’s defence. The court fixed May 4 as the date for the next hearing. During the last hearing on April 17, the judge had directed Khan to appear in person. Khan arrived in court at around 10 am as a large crowd thronged the premises to get a glimpse of the star. His bodyguards entered the courtroom but were pushed

out by policemen. The case under the Arms Act pertains to an arms licence for two weapons, a revolver and a .32 rifle, that Khan was carrying during the shooting of the film “Hum Saath Saath Hain” in 1998. The prosecution contended that Khan’s arm licence expired on September 22, 1998 and he had not renewed it. Khan and some other members of the cast of the film were accused of shooting three Chinkaras and a Black Buck at Kankani, near Jodhpur, on October 1, 1998. The prosecution contended that Khan used the two weapons to shoot the animals, a charge denied by the actor.

Agency : New Delhi Bollywood’s leggy lass Deepika Padukone has apparently called ‘Queen’ Kangna Ranaut to clear the misunderstandings between the duo. If reports are to be believed, Deepika called up Kangna who is currently in Manali with her parents to end the ‘cold war’. It all started early this year when

Deepika dedicated her award to Kangna for her highly acclaimed performance in ‘Queen’, which didn’t go well with Kangna who was expecting a personal acknowledgement from Deepika. Kangna was even heard quoting that most of her contemporaries and the members from the film fraternity called her person-

ally to congratulate her including Priyanka Chopra, Shah Rukh Khan, Salman Khan, Aamir Khan and Amitabh Bachchan. But seems that Deepika wanted to end this misunderstanding and so she took the initiative to call Kangna. According to a report in a leading daily Kangna confirmed the news.

BCCI bans KKR's Sunil Narine from bowling offspinners in IPL 8 Agency : Chennai Sunil Narine's return from a bowling ban didn't last too long. The spinner, who made his comeback to cricket with Indian Premier League (IPL) side Kolkata Knight Riders, has now been banned from bowling offspinners after being reported for suspect action on 22 April. Narine, who has played five times for KKR this season, made a return to competitive cricket with a new action and hasn't been very successful either — picking up two wickets at an average of 73.50. Narine was praised by players and the media alike for retaining his 'mystery' despite the change in action — but the officials spotted something

awry in the match against Sunrisers Hyderabad. The subsequent verdict is: "Pursuant to this report, Mr. Narine visited the Sri Ramachandra Arthroscopy and Sports Sciences Centre (SRASSC) in Chennai for a biomechanical analysis of his bowling action. The BCCI Suspect Bowling Action Committee? has reviewed the evidence of the match footage and the analysis provided by SRASSC. Following the provisions of the IPL Suspected Illegal Bowling Action Policy, the committee has concluded that Mr. Narine’s bowling action for his off-spinner, contravenes Law 24.2 (as read with Law 24.3) of the Laws of

Cricket and therefore the player is now banned from bowling the off-spinner in matches organised by the BCCI, including the IPL. He may however continue

to bowl his other deliveries (the knuckle ball and the quicker straight ball)," said a BCCI statement. Narine wasn't picked for KKR's sixth match and it remains to

be seen whether he plays again for the defending champions. If Narine bowls the offspinner again this season, then the on-field umpires would apply Law 24.2 and call no ball and, at the end of the match, would issue a further report. "Pursuant to clause 3.4 of the IPL Suspected Illegal Bowling Action Policy, the player would in such circumstances automatically be suspended from bowling in BCCI-organised matches," the statement added. Narine may undergo a course of bowling rehabilitation and take corrective measures to ensure that his action does not contravene Law 24 and may then request a further official assessment by the committee.

Oberoi Realty Q4 profit seen Enjoy bowling to Indian batsmen up 19.5% to Rs 92 cr: Poll because they really test your craft: Hogg

Agency : New Delhi Oberoi Realty's fourth quarter consolidated profit after tax is seen rising 19.5 percent to Rs 92 crore against Rs 77 crore in the year-ago period, according to a CNBC-TV18 poll. The Mumbai-based real estate company will announce its earnings on Thursday. Revenue is likely to increase 14 percent to Rs 250 crore during January-March quarter compared to Rs 220.5 crore in the corresponding quarter of last fiscal. Operating profit (EBITDA) may climb 19.7 percent year-on-year to Rs 150 crore and margin may expand 420 basis points to 61 percent in the quarter

gone by. Analysts expect another stable quarter, broadly in line with Q3. They expect cash flows to improve on the back of better pre-sales during the quarter. In Q4, pre-sales are expected at Rs 1,100 crore against Rs 300 crore in Q3, driven by strong response to Mulund launches (Eternia and Enigma). Also, revenue recognition may come from Prisma project in JVLR during the quarter. Even first tenants of Commerz II are expected to generate rentals in Q4 onwards. The realty company is awaiting approval for launch of projects at Andheri and Borivali, which is likely in H1FY16.

Black Money: ED attaches assets worth over Rs 9,000 cr Agency : New Delhi In a major action against black money hoarders and money launderers, the Enforcement Directorate (ED) has attached assets to the tune of Rs 9,003 crore and filed 173 charge sheets in the financial year 201415. The agency, as part of its efforts to crack down on illicit funds in India and abroad, in the last year registered a mammoth 400 percent rise in the numbers of assets attached, over 500 percent increase in the number of criminal FIRs lodged, over 600 percent more numbers of arrests made of people suspected to be involved in laundering crimes and more than 200 percent jump in the filing of prosecution complaints or charge sheets as compared to the 2013-14 fiscal. The agency which probes financial crimes under two prime laws of the Prevention of Money Laundering Act (PMLA) and the Foreign Exchange Management Act (FEMA) along with some old cases pending under the repealed Foreign Exchange Regulation Act (FERA) has broken all records of lodging complaints and prosecuting the accused of financial frauds, hawala and

money laundering. A report prepared in this regard, also accessed, has been submitted to the Special Investigation Team (SIT) on black money and the Finance Ministry. The report states the ED, under PMLA, attached assets to the tune of Rs 9,003.26 crore, registered 1,326 PMLA FIRs, arrested 52 people on laundering charges and filed a total of 173 charge sheets during 2014-15. Also, it issued a total of 492 attachment orders and got 355 confirmed from the Adjudicating Authority of the PMLA, the first appellate body against an order issued by the ED authority. The value of attachment of assets in the last year saw a 407 percent rise as compared to 1,773.41 crore during 2013-14, over 600 percent rise in arrests made as compared to seven during the last corresponding period and 214 percent rise in filing of charge sheets as compared to 55 during 2013-14. The agency is one of the most important departments on the high-powered panel of the SIT with ED Director Rajan Katoch as its Member.

Agency : New Delhi Kolkata Knight Riders' (KKR) Australian spinner Brad Hogg on Wednesday said he enjoys bowling against Indian batsmen who test the mettle of spinners owing to their traditionally superior technique against tweakers. "I really enjoy bowling to Indian batsmen because they really test your craft. In the last 20-30 years there hasn't been an Australian spinner who has come here and dominated

the batsmen," "It is good to test your skills against the best and that is why you play the game." His team, KKR, were beaten by 2 runs by Chennai Super Kings (CSK) in an Indian Premier League (IPL) match here on Tuesday. When asked if bowling in powerplay is tougher than in the slog overs, he said, “I am not sure what it tougher, each scenario has a different set of challenges. It depends on what kind of wicket there

is.” "This one was conducive to spin and I got away with it. Sometimes when you bowl in the first six overs, the batsman takes extra risk and you can get rewarded. It can also damage your bowling figures. One common factor in both scenarios is keeping your nerve," the 44-year-old added. When he took the field in Chennai for KKR, at 44 years and 81 days, Brad Hogg became the oldest cricketer to play in the IPL. "It is amazing to be back playing in the IPL. I am just fortunate to be still playing at my age. I have had a stop-start career and it has been a bit of a fairytale to still keep going," he said. "My teammates at KKR are a great bunch of blokes and I am enjoying being a part of it all." He termed his tryst with KKR an enriching experience.

BCCI mulls early SGM to oust N Srinivasan as ICC chairman

Agency : New Delhi The BCCI's new regime under Jagmohan Dalmiya's leadership is exploring the option of an early Special General Meeting (SGM) in its bid to oust N Srinivasan as the Board's representative in ICC. In order to reach a decision on ousting Srinivasan, an SGM needs to be called and Dalmiya along with Secretary Anurag Thakur is exploring that op-

tion. However, they are yet to decide on a date as of now as the members need to be given three weeks of called on May 24, the day of IPL final. Incidentally, Lalit Modi was suspended after the final of IPL 3 in 2010. This comes a day after the internal feud within the BCCI took an ugly turn with Board Secretary Thakur launching a stinging attack on ICC Chairman Srinivasan, saying

that he should actually share information on bookies with his own family members "whose involvement in betting has been proved". A day after ICC issued an advisory to Thakur to stay away from suspected bookies, the BCCI secretary hit back at Srinivasan through an open letter in which he questioned the timing of the "counter offensive" initiated at the behest of the ICC Chairman.

Mohammad Hafeez’s ton helps Pakistan end Day 2 on high against Bangladesh in 1st test at Khulna

Agency : Khulna Pakistan finally came out of their mild poor start to the Test series on the opening day of the first Test of the two-match Test series against Bangladesh, at Sheikh Abu Naser Stadium in Khulna on Wednesday. Mohammad Hafeez‘s century and Wahab Riaz‘s three-wicket haul put Bangladesh on the back foot on Day 2 as both the team are well positioned to win this encounter, at present. Earlier, Bangladesh batsmen, Mushfiqur Rahim

and Shakib Al Hasan started the day with the score on 236 for the loss of four as they finished on Day 1. However, they lost wickets in a flurry at the closing stages before lunch and were eight down for 325. Shortly after the lunch, they were bundled for 332, with Mohammad Shahid dismissed for 10 by Wahab Riaz and Rubel Hossain, being the last man to be dismissed by the same man. Imrul Kayes was the highest scorer of the team with 80 runs, while Wahab was the

highest wicket-taker in the innings with a figure of 3 for 55. Following Bangladesh’s innings, it was Pakistan’s turn as the openers, in the form of Hafeez and Aslam walked out and batted good as they put-up the opening 50-run stand. However, Aslam was dismissed shortly after the stand and it was the pair of Hafeez and Azhar Ali, who took charge for rest of the session as Hafeez also scored his 11th half-century and Pakistan finished on 84 for the loss of one at tea.

We got the team balance correct: David Warner Agency : Bengaluru Humiliated in their previous face-off this season, table toppers Rajasthan Royals will be desperate to seek revenge against resurgent Royal Challengers Bangalore in their IPL 8 fixture at Bangalore on Wednesday. In the earlier meeting between the two teams last week, RCB mauled Rajasthan Royals by nine wickets with 23 balls to spare after restricting the Shane Watson-led side to a paltry 130. And come Wednesday, the crushing defeat would be high on the

minds of RR. Rajasthan Royals are presently sitting atop the table with 11 points from eight games with five wins, two loses and one no result. RCB, on the other hand, are lying fourth with six points from as many games. After registering five consecutive wins, Rajasthan Royals suffered two backto-back defeats and would be keen to return to winning ways. For RR, Ajinkya Rahane, the leading rungetter this season, and Australian Steve Smith have been in fine form with the bat and the team would look on
