ary Pressures On Indian Economy All is not well when it comes to India’s trade deficit and value of Indian Rupee. While thetrade deficit has widened to a record $25.63 billion in the month of June, latest datasuggests Indian Rupee for the first time has crossed 80-mark against US dollar.There are two aspects to this story: why the rupee is falling, and why the fall is not benefitingour exports and increasing Current Account Deficit (CAD). But let us take the second point –of whether the rupee fall helps us—first.Some optimists hold the view that rupee depreciation is good for our exports. Here, datasuggest otherwise. A look at our major export items suggests these are income elastic, thatis, they tend to perform well when there is an upsurge in foreign income. In case of India,there is a change in composition of exports from price sensitive items such as leatherfootwear, dairy products, beverages, textiles and apparel products, to more income sensitiveitems such as refined petroleum products, iron and steel, chemicals, machinery andtransport equipment (engineering goods), and pearls and precious stones such asdiamonds.For example, the share of refined petroleum products (high-seed diesel, motor spirit,aviation turbine fuel, naphtha, etc.) in India’s export basket increased dramatically fromaround 2% in 1993 to around 17% in 2021. The surge in exports in the case of petroleumand metal items is because of India’s potential in oil refining and mining activities. However,the Russia-Ukraine war and the onset of weak global economic growth meant a lowerdemand for income elastic items that comprise a major chunk of India’s exports basket.As per July 2022 estimate, Real GDP in the Euro Area is expected to fall from 5.4% in 2021to 2.3% in 2022. Government debt as a percentage of GDP increased from 83.8% in 2019 to96.4% during the first two quarters of 2022. In China, India’s another major trading partner,GDP growth rate is likely to come down from 8.1% in 2021 to below 5% in 2022. The US isalso witnessing a surge in inflation (above 9% mark) denting the growth in real GDP. And allthese explain why India’s income elastic exports items are suffering.Even considering the price sensitive items such as leather footwear, textiles and apparel,etc., we find that India is losing out to its competitors such as China, Vietnam, andBangladesh, because of qualitatively ‘low value’ export items. This is particularly true fortrade in similar commodities that is, ‘intra-industry trade’ (IIT). With the gradual lowering ofthe industrial tariff across countries, the incidence of overlapping trade flows within productcategories have become a common phenomenon. So in case of India, while the exportswere growing, imports were growing even faster resulting in a growing CAD. The share ofdomestic value-added content in foreign final demand went up by 6.2%, from 32.6% in 2005 to 38.8% in 2020. Take the case of the pharmaceutical industry, an important sector in IIT trade. Indiacontinues to sustain higher trade deficits in certain segments of Active PharmaceuticalIngredient (API), and medical equipment segments. In fact, India lacks comparativeadvantage in manufacturing other COVID-19 related medical items, such as medical andnon-medical wearable, disinfectants and sterilization products. Similar is the case with textileand apparel industry. Government on its part has undertaken a series of interventions to make Indian industry andproducts competitive. Some of the key initiatives include establishment of the NationalManufacturing Competitiveness Council (NMCC) in 2004, launch of the ‘NationalManufacturing Policy’ in 2011, introduction of the ‘Makein-India’ scheme in 2014 and‘Atmanirbhar Bharat Abhiyan,’ in 2020. However, the impact of these initiatives in making ourexports competitive is yet to bear fruit. On the contrary, India’s CAD is likely to increasefurther as crude oil, precious metals, and coal still contribute to bulk of our imports, and arenecessary items for a growing economy like India.Under a floating exchange rate regime, the market determines the exchange rate. Ineconomics, there are two ways to determine the correct value of the exchange rate. First, isthe goods market approach where an attempt to find the correct value of exchange rate isbased on the assumption of ‘law of one price’ (LOOP), using - Kapilkumar M. The Union Cabinet on 27.07.2022 had approved the project for saturation of 4G mobile services in uncovered villages across the country.1) The total cost of Project is Rs. 26,316 Cr.2) The project will provide 4G mobile services in 24,680 uncovered villagesin remote and difficult areas.3) The project has a provision to include 20% additional villages on account of rehabilitation, new-settlements, withdrawal of services by existing operators etc.4) In addition, 6,279 villages having only 2G/3G connectivity shall be upgraded to 4G.Last year Government approved a project for providing 4G mobile services
in 7,287 uncovered villages in 44 aspirational districts across 5 states.The project will be executed by BSNL using Atmanirbhar Bharat’s 4G technology stack and will be funded through Universal Service Obligation Fund. The project cost of Rs. 26,316 Cr includes capex and 5 year opex. BSNL is already in process of deployment of Atmanirbhar 4G technology stack, which will be deployed in this project as well.The project is a significant step towards thevision of the Government to providemobile connectivity in rural areas. This project will promote delivery of various e-governance services, banking services.
