SUNVILLA SAMACHAR Amendment Of Forest Rights Act 2006 To Help Only Big Corporations While nominating Smt Droupadi Murmu, the ruling BJP boasted as a saviour of tribal people.However, by proposing changes to Forest Rights Act, 2006, the Narendra Modi governmentis doing quite the opposite by subverting the interests of tribal people to benefit bigcompanies.During the current monsoon session of Parliament new rules are proposed to the presentForest Rights Act 2006.These changes run against the interests of tribal people,conservation of forests and only serve large corporations. These amendments are beingintroduced to handover community-owned forests to private mining and pharmaceuticalcompanies. The Union Environment ministry is introducing a bill to make amendments to theForest Rights Act 2006. The Act was enacted in Parliament in 2006 by the then UPAgovernment with active support from left parties to protect the interests of the tribalpopulation. Indian forests are home to nearly200 million people, who are directly dependenton forests for primary livelihood, while around100 million people live on land classified asforest. In short, Adivasis living in forests are the true custodians of biological resources.In the new 2022 Forest Conservation Rules, environment ministry introduced the rule 6(b) (ii)that liberalizes diversion of forest land to private parties with no compliance with the ForestRights Act 2006. The changes empower the district collector overriding the approval of GramSabhas and transfer the forest land to private parties after charging from them a nominal feeper hectare. The acquired parties will have unlimited proprietary rights to fell trees, displacewildlife to develop the acquired land for uses that include underground mining andconstruction of buildings.In British colonial times, the Indian Forest Act of 1878 was brought to regulate the movementand transit of forest produce, and duty leviable on timber and other forest produce tofacilitate large scale tree felling and export of enormous forest wealth to England. Over thedecades, the forest cover shrunk by nearly 40 per cent between 1810 and 1950, resultingchanges in monsoon patterns, droughts and famines in Indian subcontinent. Many of thetribes, the centuries-old natural custodians of these forests lost many of their ancestral andcultural rights and were driven away from forests by colonial masters.Primarily Forest Regulation Act 2006 was brought by the then UPA government to undo thehistorical injustice mooted to Adivasis from colonial British Indian Forest Act of 1878, andempower them. The 2006Act recognizes the rights of the forest dwelling tribal communitiesand other traditional forest dwellers to forest resources, on which these communities weredependent for livelihood, habitation and other socio-cultural needs. Also the entities insection 6(1A) and (1B) proposed in the 2022Forest Act Amendment Bill run against the spiritof United Nation’s Convention of Biological Diversity and the Nagoya Protocol on Accessand Benefit Sharing (article 5) to which India is a party. The new 2022 Forest ConservationRules affirm that “clear felling” is indeed “removal of all natural vegetation” from land of size up to 40 ha and above and that the present NDA government abdicating its Constitutionalduties to protect the rights of STsand other traditional forest dwellers.In the name of ‘Ease of doing business’ the ministry has now replaced Gram Sabhas, stategovernments, various(affected) people’s committees with a ‘lean machinery’ consisting ofafew designated officers and an advisory committee at the ministry. In summary, the forestbureaucracy controls all the approvals for forest land diversification proposals. Also, theproposed amendments violate the203 judgment of the Supreme Court mandating GramSabha’s approval for diversion of forestland.The tribal affairs ministry castigated the environment ministry, asserting that it was the nodalbody for the Forest Rights Act, and that such orders of the environment ministry shouldn’t beconsidered. At this point, the Prime Minister’s Office(PMO) over-ruled the tribal affairsministry’s objections. And on the PMO’s instruction, the environment ministry drafted thepresent amendments to the FRA2006.Indian forests are home to about17,000 species of flowering plants and wild animals.Opposing the amendments, - Kapilkumar M. Agency News:New Delhi Retail inflation for industrial workers eased to 6.16 per cent in June from 6.97 per cent in May this year due to lower prices of certain food items and petrol. “Year-on-year inflation for the month stood at 6.16 per cent compared to 6.97 per cent for the previous month (May 2022) and 5.57 per cent
during the corresponding month (June 2021) a year before,” a labour ministry statement said. It said the food inflation stood at 6.73 per cent in June against 7.92 per cent in the previous month and 5.61 per cent in June 2021. The all-India CPIIW (consumer price index for industrial workers) for June 2022 increased by 0.2 points and stood at 129.2 points.

Asia-Pacific prime office rents remain resilient in Q2 despite rising inflation Bengaluru recorded the highest annual office rental growth in the APAC region in Q2 2022 Knight Frank, in its recent edition of the Asia-Pacific Prime Office Rental Index for Q2 2022 noted Delhi-NCR as the 10th most expensive commercial real estate market in the APAC region. The annual prime headline rent of commercial office space in the city was recorded at US$ 51.6/sqft/ year). Hong Kong SAR continued to be Asia’s most expensive office market with an annual rent of US$ 175.4/sqft/year.In terms of annual growth, Bengaluru witnessed the highest prime office rental percentage increase of 12.1% YoY in Q2 2022. YES BANK today announced raising equity capital of ~$1.1Bn (~INR 8,900 crore) from funds affiliated with two global private equity investors - Carlyle and Advent International, with each investor potentially acquiring upto a 10.0% stake in YES BANK. This will be raised through a combination of ~ $640Mn (~INR 5,100 crore) in equity shares and ~ $475Mn (~ INR 3,800 crore) through equity share warrants.The capital raise is subject to shareholders’ approval at the EGM of the Bank to be held on August 24, 2022 and relevant regulatory / statutory approvals.The capital raise will further bolster the
capital adequacy of YES BANK and aid the Bank’s medium to long term sustainable growth objectives. Once approved, this would be one of the largest private capital raises by an Indian Private Sector Bank. JK Lakshmi Cement Ltd., one of the cement majors of India, records a very satisfactory growth in its net sales by about 26% to Rs. 1551 crore in April-June 2022 from Rs. 1231.51 crore in the corresponding quarter AprilJune 2021. Despite considerable pressure from the cost, mainly because of unabated increase in global fuel cost, JK Lakshmi Cement could achieve marginal increase in the operating profit at Rs. 217 crore in April-June 2022 from about Rs. 216 crore in April-June 2021. This could be achieved by improved operational efficiencies, increased volume, optimizing product mix and higher sales of premium products. The Operating Profit Margin however, declined to 14% in Apr-Jun.22 from 18% logged in a year ago in the corresponding quarter of Apr-Jun.21 due to cost
