Delhi polls: AAP manifesto is flight of fancy If there is one thing you can be sure of in the Delhi assembly polls of 7 February, it is this: it will not depend on how much effort a party has put into its manifesto. Election trends usually pivot around one or two central issues. The micro-casting of small benefits to every segment of the electorate is hardly relevant. The 2014 Lok Sabha election was probably decided on two basic issues – the aura of competent leadership personified by Narendra Modi (in contrast with the effete Manmohan Singh and his bumbling UPA government), and the promise of development and achche din. The Congress party had, in fact, come up with a bettercrafted manifesto. The BJP was the last to come up with one, and that too when the election process was well underway. The BJP manifesto had no impact on the result. Beyond the media, no one gave it much importance. The BJP still won. The Aam Aadmi Party (AAP) has fallen into the trap of believing that offering 1,000 promises is better than focusing on the one or two things that really matter in an election. It has built up an entire laundry list of what people from various parts of Delhi want and aggregated these into a manifesto. The BJP, perhaps wisely, has abandoned the idea of launching a full-fledged manifesto, though a vision document is certainly planned. On the other hand, AAP has given its manifesto the full treatment. It is all things to all people, and has such lofty aims that it is essentially delusion posing as vision. If elected, AAP tells us, it will demand full statehood for Delhi, seek control of the Delhi Police (now under the home ministry), and run the city-state with the help of nearly 3,000-3,500 mohalla sabhas (each comprising around 500-1,000 households). It will build Delhi’s own power plant, create 500 new schools and 20 new colleges, quadruple the number of secondary and tertiary public hospital beds, recruit 4,000 doctors and 15,000 paramedics, build two lakh public toilets, invest in public transport, and generally abolish contract labour everywhere. In other words, Arvind Kejriwal plans to build a socialist paradise in Delhi at huge cost. And yes, he will do what he did the last time in his 49-day government: give every household 700 litres of free water and cut electricity tariffs by 50 percent. And, of course, he will legislate the draconian Jan Lokpal bill so that the corrupt are reined in. In a 42page manifesto, the question of how all this extravaganza is going to be funded gets almost no mention. The only indication that AAP will somehow try and marry finite resources with infinite promises comes towards the end, where it solves the equation with two glib statements. First, the manifesto claims (unconvincingly) that “the common theme across all policy interventions is the following motto: big change without big spending.” It is good to know that power plants, hospitals and schools can be built without much moolah. Then comes the humble admission: “However, we know our limitations, and realise that the only way to deliver our promises is to look for innovative solutions, spend efficiently and raise revenue.”

WhatsApp voice calling feature reportedly arrives in India

WhatsApp has reportedly introduced its new voice calling feature in India. According to online reports, the voice calling feature is available on invite-only basis. However, WhatsApp has not released this officially and it seems the new feature is still being tested. With this users can make calls for free to their WhatsApp contacts. GSMArena reported that a Reddit user called pradnesh07 got this new feature on his Nexus 5 smartphone running on Android 5.0 Lollipop. Recently, WhatsApp had introduced its web client on Google Chrome browser which enabled it’s users to chat from their PCs. It seems WhatsApp users will have to wait for the new voice calling feature to be officially available. While, it may sound amazing, the new WhatsApp calling service is nothing new. Free voice calling is already offered by main stream social networking apps like Hangouts, Skype, Facebook and others.

Apart from deploying policemen at important points in the town and the periphery, two companies of SRP have been brought in to maintain law and order. The situation is under control," Singhal said.

New Delhi You can now book a rail ticket online and get it delivered at home where the payment can be made. Initiating this “cash on delivery” (CoD) system rail ticketing, IRCTC is targeting those customers who are reluctant to use their

credit or debit cards as well as those who don’t have net-banking facility. “One has to just book the ticket online and payments will be made at the time of delivery of tickets,” said a senior IRCTC official involved with the project. This scheme has been launched on pilot basis and the service will be available in more than 200 cities initially. Customers can book a ticket 5 days prior to commencement of journey. While Rs 40 will be charged for the delivery of each Sleeper Class ticket, Rs 60 will be

charged for an AC class ticket. Anduril Technologies through their website and their App – BookMyTrain.com is authorised for providing CoD services. This is another attempt to move people away from the ticket counters and decongest the booking windows, the official said. Post the preparation of the charts, the cancellation can only be done through filling a TDR. The terms of cancellation are same as IRCTC. The money will be credited to you respective bank account as mentioned above.

City's Kosovo visa crooks also ran racket in Borsad AHMEDABAD Two of the three accused arrested in the Kosovo visa scam - Chirag Bhat and Ghanshyam Nakum - are also wanted in another visa fraud case registered in Borsad town of Anand district a few years ago. In the Borsad fraud, the scamsters swindled visaseekers of Rs 39 lakh. Sources in the crime

branch said Chirag Bhatt was arrested by the Ellisbridge police in 2009 in connection with a similar scam. Later, Jaipur police had also arrested him in another visa scam. the institution for Startups. Rs. 10,000 per month sustenance allowance for one year will be provided to the innovator whose project is recommended by institution as approved by Committee. Upto Rs. 5 lakhs assistance will be provided to the institution for mentoring service. Upto Rs.10 lakhs assistance will be provided for Cost of Raw material, I components & other related equipments required for the innovative process for the new product development based on approval of the Committee.
