News Brief Delhi Police constable killed in accident New Delhi, A 50-year-old Delhi Police constable was killed and a home guard injured when a car rammed into the police picket they were posted at in East Delhi's Ghazipur area, police said today. Constable Ajmer Singh and home guard Krishan Pal were severely hurt yesterday when a car, bearing a Uttar Pradesh number plate, ran into the police picket at the UPDelhi border. They were rushed to a private hospital where Singh died during treatment, police said.

The green budget In the aftermath of the Republic Day India-US summit and against the backdrop of global warming and weak oil prices, what rabbits must the finance minister pull out of his hat to lend credence to the pronouncements made by the prime minister last week and persuade investors that feasible action will match lofty rhetoric? This article responds to that question with specific reference to energy. The PM told the business leaders gathered to hear him and US President Barack Obama that his objective was not simply to push India up the rank order in the “ease of doing business” index but to make it the “easiest business environment in the world”. He said that he would personally monitor major projects and that “speed” along with “scale” and “skill” would be the tripod on which the government would facilitate investment. The minister of state for commerce and industry made a comparably absolute remark in her introductory address. She said India had already the most liberal economic terms for foreign direct investment. The CEOs must, no doubt, have been pleased. They may have wondered at the feasibility of such a grandiloquent commitment, but not at the sincerity of the PM’s conviction. But now, with the settling of the summit dust, they are asking the question: How will the government cut through the thicket of regulatory procedures, discretionary authority and vested interests that make it so difficult to do business? Will it move forward incrementally, with a focus on cleaning up the mess left behind by the previous government, or will it forge a radically different path? The former may improve our rank order in the business index but it won’t move us to the top of the list. The latter may also not get us top billing, but it would leapfrog us into a significantly higher quartile. The answer will be searched for in the fine print of the budget, for it is the next big economic occasion. The Republic Day summit has focused attention on clean energy, technology and global warming. The civil nuclear deal has been reinvigorated and this should expedite the generation of nuclear energy. Solar and wind power have been provided a fillip with a $4 billion financial package though various US agencies. And though there was no agreement to cap greenhouse gas emissions a la the US-China agreement and the PM did not dilute the government’s official stand that individual countries bear “common but differentiated responsibilities” to mitigate and adapt to global warming, there was enough in the interstices of the public statements to infer that India and the US might well find common ground before the forthcoming Paris summit on climate change. The PM did, for instance, make clear that it was in our national interest to push the economy onto a low-carbon growth trajectory. Against this backdrop, it would be a surprise if the FM did not dedicate a long paragraph on clean energy in his budget speech. The expectation is that he will look to deliver a robust and holistic package of fiscal incentives, subsidies, duty structure rationalisation and low-cost financing to support renewables and clean energy technology.

Google set to develop 'ride-sharing' app

Google is reportedly working on a ride-sharing service that will allow people to catch a lift from one of its driverless cars, a report said. According to The Verge, Google's chief legal officer, David Drummond, who is on Uber's board of directors, has informed them that the

company is considering stepping into the ridesharing space. Uber's board is also reported to have seen screenshots of Google's app, which is apparently being used by its employees. The move may prompt Uber to consider asking Drummond to resign as the taxi-hailing service gears itself to develop selfdriving cars that would join its taxi fleet. However, a decision on whether to request his resignation has not yet been taken, the report said.

RBI cuts SLR to provide liquidity

In an attempt to provide more liquidity to the banking system, the Reserve Bank of India (RBI) on Tuesday reduced the Statutory Liquidity Ratio (SLR) by 50 basis points from 22 per cent to 21.5 per cent with effect from February 7. This is likely to pump in around Rs. 45,000 crore to the system, which is likely to prod banks to cut their lending rates. However, the RBI kept the short term policy rate (repo rate), unchanged at 7.75 per cent, which the central bank had reduced by 25 basis points from 8 per cent on January 15. It also maintained status quo in the Cash Reserve Ratio (CRR) at 4 per cent. SLR is the portion of deposits banks are required to hold in the form of gold or government securities

before providing credit to customers. Repo rate is rate at which the central bank lends money to banks, while CRR is the portion of total deposits of customers, which commercial banks have to hold as reserves either in cash or as deposits with the central bank. “Given that there have been no substantial new developments on the disinflationary process or on the fiscal outlook since January 15, it is appropriate for the Reserve Bank to await them and maintain the current interest stance,” said RBI Governor Raghuram Rajan in a statement while announcing the sixth bimonthly monetary policy, here. “In order to create space for banks to expand credit, the SLR is being reduced from 22 per cent to 21.5 per cent. Banks should use this headroom to increase their lending to productive sectors on competitive terms so as to support investment and growth,” Mr. Rajan added.

state government that its plan to set up an ecotourism zone on the outskirts of Gir Asiatic Lions Sanctuary in Amreli district will not affect the movement of lions. In an affidavit filed before the bench of acting Chief Justice V M Sahai and Justice R P Dohalaria, the state forest department said that lions generally move during the night, and the tourists would be visiting only in the daytime. “Movement of animals, especially the lions, takes place generally from sunset to sunrise,” it

said. Last September, the high court took up the issue suo motu as a PIL and sought clarification on the tourism plans. The affidavit also said that though the tourist footfall in Gir increased from 1,30,285 in 2006 to 4,58,585 in 2013-14, it did not affect the corridors through which the lions move. The new eco-tourism zone will only reduce the burden on Sasan Gir area, it added. The new zone in Jasadhar, Chikalkuda and Khothariya villages will provide employment opportunities to those living in the forest area, it said. The plan has been approved by the chief wildlife warden according to the provisions of law and tourism activity is permissible in this extended area of forest, which is not a prohibited zone, the government further said.
