It seems governor’s rule is looming over Jammu and Kashmir. With a section of members in the Peoples Democratic Party (PDP) opposed to any alliance with the Bharatiya Janata Party (BJP), and the saffron outfit seemingly dragging its feet over the tie-up, government formation in the state remains an uncertainty. If a government is not formed in the state by January 19 then the state could be placed under the governor’s rule. On Wednesday BJP general secretary Ram Madhav said that no formal dialogue was on between his party and PDP about an alliance. “Lot of kite flying over govt formation in J&K. Moderation warranted The recent narrow defeat of a resolution in the United Nations Security Council on Palestinian statehood should be read in the context of resistance from the United States and Israel to the territory’s bid for UN membership. In 2012, Washington and Tel Aviv opposed a landmark UN General Assembly vote by 138 countries to upgrade Palestine’s status from Observer to Non-Member Observer State in the world body. Introduced by Jordan, the resolution last week called for the withdrawal of Israeli forces from the West Bank by 2017 and the creation of a capital in East Jerusalem — territories captured by Israel besides Gaza Strip in the so-called Six-Day War in 1967. Against the backdrop of the failure of peace talks, the Palestinian Authority (PA) under President Mahmoud Abbas has pinned its hopes for any meaningful progress on taking recourse to international legal instruments. Accordingly, Mr. Abbas has moved swiftly to accede to the Rome Statute of the International Criminal Court (ICC) once the UNSC resolution was defeated in December. Earlier in the month, Palestine was invited as an observer at the annual meeting of states that have joined the ICC. The Palestinians expect the step would eventually lead to the trial of certain Israeli leaders for war crimes in The Hague court. But a determination has yet to be made on whether its jurisdiction would commence from 2012, when the status of Palestine was revised at the UN, or after its accession to the Rome treaty is completed. It is also uncertain whether the nature of the violence during the conflict would qualify for prosecution by the ICC. What is clear, however, is that the activities of both the PA and the Islamic militant group Hamas would also come under scrutiny should the court deem it fit to investigate Israel. But paradoxically, the U.S. and Israel continue to regard any attempt by the PA to gain international recognition as confrontational, insisting that direct negotiations are the only possible avenue to find a lasting solution. Both have threatened retaliation in the form of severe economic sanctions against Palestine and travel restrictions on their leaders. Such a stance is unhelpful considering the PA is the main moderate voice wedded to a two-state solution, unlike Hamas that refuses to recognise the state of Israel. But international opinion in support of Palestinian self-determination is growing, as is evident from the overwhelming backing accorded to the European Parliament resolution. The Palestinian bid to join the ICC is expected to strengthen Israel’s hardliners in the elections in March. The larger interests of peace in the Middle East warrant moderation.

However, I returned to my regular routine with a few

constructive lifestyle changes. In April 2014, I learnt that a friend who is in his 40s, had run the Satara Hill Marathon the previous year. This prompted me to give running a shot. The friend suggested that I join a running group. Initially, I was reluctant because although I had been a brisk walker, I rarely attempted running, or even jogging. Besides, I was 52 years old. But, my coaches Suchita Varadkar and Dr Ajinath Kharat from the Top Gear running group egged me on. They ensured that I always ran with them or other seasoned runners. The first few weeks were exhausting. While fellow participants could perform 10 Surya Namaskars, I would manage only three or four at a go. I would train for three days. Mondays were reserved for exercises to loosen up, condition and strengthen muscles, and ensure flexibility.

Sanjay Dutt leaves jail after reaching to surrender

Actor Sanjay Dutt who reached Yerawada jail around 4 pm left the premises less than an hour later as confusion reigned over whether his surrender was necessary or not since Prison authorities had not yet decided his furlough extension plea. Dutt's lawyer Subhash Jadhav who had accompanied him during his flight from Mumbai and then till the Pune prison said there was confusion as news spread that minister of state for home has said the surrender is not necessary till the police gives it's report and the authorities decide Dutt's furlough extension plea. "The junior

officers are not willing to speak but the DIG prisons said he need not surrender. We have left the prison but still await an official word regarding the surrender. As a law abiding citizen Dutt was returning to prison since the authorities failed to give any decision on his extension plea despite reviewing the application more than a week ago." Raw Sugar Exports May Have Higher Incentives The government is considering giving an incentive of about Rs 4,000 per tonne to sugar mills for production and export of the raw variety to cut large stockpiles, two government sources with direct knowledge of the matter told Reuters on Thursday. India, the world's biggest producer behind Brazil, helped its mills with incentives of Rs 3,300 in the last sugar season that ended in September. The country is sitting on massive mounds of the sweetener due to the

fifth straight year of surplus output, which had depressed local prices and strained mills' financials. Additionally, the world's biggest sugar consumer has failed to export because of unattractive global prices. But with the help of the incentives, mills

say they will be able to sell raw sugar to standalone refineries in Asia and Africa. "Looking at the current global trade dynamics, merely extending last year's export subsidy will not be of any help," said one of the sources.

Furious mob trash Kannada school and beat PE teacher after claims he molested 7-year-old girl

An unruly mob went on a rampage at the Kannada medium school located off Mysore Road in India’s IT City on Wednesday, after a school teacher allegedly molested a seven-year-old girl. The attackers damaged furniture and office equipment while setting vehicles on fire and stone-pelting. They also thrashed the accused. Accused Krishna (50), a physical education (PE) teacher, was admitted to a hospital. The police had to resort to lathi-charge and lob tear gas shells to bring the situation under control and rescue the teacher.

The police took him into custody in the evening and commenced a probe. However, the police said that there are several loose ends in the allegation. First, the victim’s parents have not lodged a police complaint so far, and are allegedly not cooperating in the probe. Second, they did not confirm when the alleged sexual molestation occurred. Meanwhile, local MLA Syed Zameer Ahmed told the media that parents of pupils had twice complained about the PE teacher’s behaviour to the school management. School management

representative Varadaraj claimed that there are no complaints against the accused. He said: “Krishna has been working for the past 15 years. The incident happened suddenly. After prayer in the morning, the students were entering their classrooms when the mob barged in and enquired about Krishna while alleging that he had sexually molested a student. A 27-year-old woman executive, who was allegedly kidnapped and raped by an Uber cab driver, identified him after seeing him on court premises, the police have revealed in the charge sheet. The police said the woman identified accused Shiv Kumar Yadav when she encountered him in the Tis Hazari court. The charge sheet said: “The prosecutrix (woman)... Shiv Kumar Yadav ko dekhte hi pehchan liya aur shinakht karte huey chillai ki ‘yahi woh darinda hai jisne mera rape kiya hai’ (the woman identified Shiv Kumar

SPORTS ROUND India need to sort out their bowling combinations and resources There weren't any major surprises when India's selectors announced the 15-man squad, which will try to defend the ICC Cricket World Cup it won at home four years ago. When it comes to the selection of a team for a tournament such as the ICC Cricket World Cup, there are only two or three positions at the most that are up for discussion and debate. The majority of the squad picks itself. It is the current form of the players that usually decides those final two or three available slots. I am sure the whole of India will be talking about the exclusion of Murali Vijay, who has been in great form both on this tour of Australia and in England last year. I am not sure if the selectors have moved away from the concept of rewarding good performances in one format of the game with a place in another format being played in the same

country. The essence of winning the ICC Cricket World Cup 2015 revolves around playing with great fluency on the Australia pitches, and Vijay has been nothing if not fluent all through the Test series. That confidence would have worked wonders for Vijay and would have rubbed off on the rest of the team, so his non-inclusion comes with a question mark. But having said that, India's batting is well set with the likes of Shikhar Dhawan, Rohit Sharma, Virat Kohli, Ajinkya Rahane and

Suresh Raina, not to mention MS Dhoni himself. This is amply reflective of the strength at the top of the batting order, so perhaps the selectors might have felt that keeping Vijay in the squad was a bit of a luxury they could not afford. With Ravindra Jadeja coming down the order and Ravichandaran Ashwin and Bhuvneshwar Kumar more than competent with the bat, India batting looks the strongest of all the teams in the ICC Cricket World Cup 2015.

India towards Neutrino club India now on a threshold to join the global high-end scientific Neutrino club and its way has been cleared with the Union Cabinet clearing the Neutrino Observatory, INO last month. According to Prof Naba K Mondal, Project Director of the India-based Neutrino Observatory and Inter Institutional Centre for High Energy Physics it would open up avenues for experiments in high energy physics. It may be noted that the Cabinet Committee on Security had cleared the project on December 26 last year, at an investment of Rs 1,500 crores. It will be funded jointly by Department of Science

SMC to clean Surat Railway Station from 1st April Surat Surat Municipal Corporation(SMC) will take responsibility of cleaning of Surat railway station from 1st April. Surat will thus become the first municipal corporation to take responsibility of cleaning of local railway station in entire India. SMC has made announcement on this in its draft budget presented by municipal commissioner on Wednesday. It should be mentioned here that city

mayor had last year visited Delhi and made proposal in this regard. Railway ministry officials were surprised to see local civic body’s willingness to take responsibility of cleaning the railway station. While SMC has already declared that it will start cleaning the railway station from 1st April, the railway ministry will declare the same in its annual budget likely to be presented next month. Surat Mayor believes that railway

station is the first place to connect outsider with city, and first impression must be good. Dirty railway station gives bad impression to city, and more important point is that it is not hygienic. It should be also noted that reconstruction of Surat railway station on public private partnership model has been proposed by the SMC. 750 MW solar park planned in Banaskantha AHMEDABAD Gujarat's solar dreams are getting bigger.After setting up Asia's largest 500 MW solar park at Charnka village in Patan, the state government plans to set up an even bigger solar park with an estimated capacity of 750 MW in Vav taluka of Banaskantha district. Government sources said that a formal proposal has already been forwarded to the union ministry of new and renewable energy (MNRE). Over 1,400 hectares land has been identified in Vav and talks are on with the state revenue department for its acquisition. The total cost of setting up solar park will be decided after negotiations

for the land is complete, said an official. The solar park will come up under the Scheme for Development of Solar Parks and Ultra Mega Solar Power Projects of the union ministry that was announced by the Central government in the budget for 2014-15.Gujarat is the top solar power producer in the country. Out of the total 1686 MW grid-connected solar power in the country, Gujarat generates 857 MW.The Gujarat Solar Park at Charnka was the first solar power park in the country. Currently, 274 MW solar power is generated from his park which is spread across 5,384 acres of land.

I-T plaint: 2 doctors didn’t reveal Swiss bank accounts VADODARA In a first for Vadodara, the income tax (I-T) department has filed a court complaint against two city-based doctors for not disclosing their Swiss bank accounts. A complaint under section 276 C (1) of the I-T Act, 1961 has been filed against Dr Atul Patel and Dr Vandana Patel in the court of chief judicial magistrate. The duo has been accused of not revealing in their I-T returns the details of their accounts in HSBC Bank in Geneva. The complaint was registered on December 24, 2014 after the appeal made by the accused was rejected in August last year. According to the complaint, the I-T officials searched their premises in September 2011 after getting information that the duo was holding foreign bank account in HSBC Switzerland. 'Both

the accused admitted that they were holding bank account in the name of Athena Trust created by Dr Atul Patel, Dr Jitendra Patel, Dr Vandana Patel and Dr Pushpa Patel with equal share,' the complaint says. Vandana made interim withdrawal of over Rs 6.19 lakh in 2008-09 and about Rs 6.59 lakh in 2012-13, states the complaint filed by Mugdha Sardeshpande, deputy commissioner, I-T circle 2. "Atul, too, had made withdrawal of Rs 4.34 lakh in 2007-08 and over Rs 2.37 lakh in 2008-09 from the Swiss bank account. Both the accused had never before the search conducted on September 29, 2011, disclosed before the I-T authorities that they are holding foreign bank account and the accused admitted to have made withdrawals from the account," states the complaint. It further says that during the search,

undisclosed amount Rs 2.19 crore was disclosed of which Rs 84.62 lakh was in foreign bank. Assessment proceedings from 2005-06 to 2011-12 were initiated by the I-T

officials and an order was passed on March 26, 2014. The interim withdrawals made by the accused were taxed by the assessing officer but the

accused went for an appeal that was rejected. I-T officials said that in such cases, assesses have to pay tax and also a penalty amount equal to the tax.
