News Brief Gujarat CM launches Taluka Planning Atlas Gandhinagar Gujarat Chief Minister today launched ‘Taluka Planning Atlas’ in Gandhinagar. The atlas features complete profile of talukas. The atlas was launched in a meeting of collectors and district development officers in Gandhinagar. Leveraging GIS technology, the atlas will empower taluka level development and speed up rational decision making process, said Chief Minister. She also added that the atlas will improve transparency. Shekhar Sen Sangeet Natak Akademi chairman New Delhi Renowned musician and theatre director Shekhar Sen has been appointed as the new chairman of Sangeet Natak Akademi, which was without a head for nearly four months. According to an order issued by the Culture Ministry on Wednesday, Sen has been appointed for a term of five years with immediate effect. The country’s leading institution for performing arts was without a chief after its earlier chairman Leela Samson, appointed by the UPA government, resigned on September 30 last year.

BJP skips manifesto for Delhi poll NEW DELHI: The BJP Thursday said it will not issue avision document and not a manifesto for the February 7 Delhi assembly polls, while it fielded a number of cabinet ministers, chief ministers and MPs to campaign for the party. The Bharatiya Janata Party said it will also be asking five questions to Aam Aadmi Party chief Arvind Kejriwal every day till Feb 5 in a bid to sharpen the attack on the party that is being viewed as its main opponent in the national capital. "The BJP will not have a manifesto for Delhi. We will have a vision document which will be released by Prime Minister Narendra Modi and Kiran Bedi," senior party leader Ananth Kumar told the media here. According to the BJP, the vision document will be released by Prime Minister Narendra Modi and the party's chief ministerial

candidate, Kiran Bedi. Ananth Kumar said that 120 MPs would be campaigning for the upcoming polls and 250 public meetings would be held in the next seven to eight days across the 70 assembly constituencies in the city. In addition, the presidents of 13 state units of the BJP will also be landing in Delhi soon to campaign. Human resource development minister Smriti Irani, external affairs minister Sushma Swaraj - who is a former Delhi chief minister, science and technology minister Harsh Vardhan have already hit the campaign trail addressing numerous public meetings all over Delhi. Bengal: RPF jawan assaults differentlyabled man at Howrah station In a display of unexplained brutality, a Railway Police Force (RPF) personnel was caught on camera mercilessly beating up a physically challenged man at Howrah railway station in West Bengal. While railway officials initially denied it, the assault which took place on Wednesday night was recorded by a man on his mobile phone and the footage that was leaked showed the RPF personnel thrashing the man. The spurious debate on the preamble The rather silly controversy drummed up after a government advertisement displayed the original preamble of the Indian Constitution provides an apt cue to a more meaningful national debate— about whether it is time to remove various socialist distortions in the central document of the republic. The story so far: The ministry of information and broadcasting issued at advertisement on Republic Day that showed the original preamble of 1950. A storm of protest broke out. Two holy words were missing: secular and socialist. The darkness is to be found in the manner in which these words were added to the preamble: they were inserted at a time when there was no democracy in India, in 1976, when emergency prevailed. The opposition benches were empty on 28 August 1976, when law minister H.R. Gokhale moved the 42nd Constitution Amendment Bill. In the controversy over these words, conspiracy theorists have conveniently overlooked one fact: the words socialist and secular were part of this package that virtually rewrote the Constitution, tearing its original fabric. Viewed dispassionately, there are three substantive points in the controversy. One, can the mere addition or removal of words from the preamble, distort the Constitution? Two, how accurate is it to describe India as a socialist country? Three, the controversy ignores the far more serious damage inflicted to the Constitution by the elimination of the fundamental rights, the right to property, for example. The preamble, as the dictionary meaning of the word suggests, is only an introduction to the Constitution. No substantive rights, powers or duties flow from it. In one of the earliest interpretations of the preamble, the Supreme Court held it not to be a part of the Constitution. This was in the matter of Berubari Union and exchange of enclaves, a 1959 presidential reference. The court was asked if the government could cede a part of the territory of India. At that time, heavy play was made of the preamble to claim that India was an indestructible union and the government had no such power. Relying on US constitutional precedents, the court vetoed this interpretation. Surely the territorial integrity of India is a far more important issue than socialism and secularism? That vital question was addressed on the basis of common sense and not emotion. India moved away from socialism a long time ago. The economy today is dominated by the private sector. The dismantling of socialism began in 1980, four years after the word socialist was added to the preamble, when Indira Gandhi began liberalizing the economy. From this perspective, hankering for this word in the preamble is pedantic. Another example of this pedantry is the amendment to the Representation of People’s Act of 1951 by the Rajiv Gandhi government. Under this amendment a new section was added, demanding allegiance to socialism on part of all political parties before they could be registered by the Election Commission. This is incongruous: if a party professes in free markets, why should it take an oath of allegiance for socialism? The debate has ignored the much more damaging changes made to the Constitution since 1950.

According to the complaint, he alloted a piece of land to Wellspun Group at 25 per cent of prevailing market rate, causing a loss of Rs 1.2 crore to Gujarat government. In return, the company allegedly made Sharma’s wife a 30 per cent partner in its subsidiary `Value Packaging’ and extended her a benefit of Rs 29.5 lakh, said the complaint. Sharma, who is facing five corruption cases, had filed a petition in the Supreme Court alleging he was being victimised by the state government and had sought a CBI inquiry in these cases.
