The Chaallenge: 1) To desing a City Hall / Central Library of Rosario, Argen na. 2) Understand the site and CMD in order to design a building that well suits Rosario’s urban fabric, opens up a civic space for the community, but does not go against Siza’s concept on Cmd and its se ng. The Solu on: 1) Our proposal for the Central Library of the URIBURU Bicente ennial does not try to compete with the CMD, but rather understands the site, its role without givin ng up its civic voca on, which is to give the city a place to recreate open and invited everyone to form a new communityAV.itself. 2) We propose a new horizon, a horizontal datum, vast and permanent, like the Pampa, that extensive and endlesss sea of Argen nean land. This horizontal dimension grants the project an ins tu onal scale and allso repec ng Rosario’s urban fabric.

Our goal is the integra on of technology and design in order to produce a truly green house. Our strategy for this was to blur the separa on between the House and the plinth the house sits on. We also have our materials make up a pixilated format. This, our concept, is drawn from the idea that as a forest is made up of many trees, our landscape is made up of many pixels. This creates a seamless landscape moving from the group, to plinth to wall and to the roof. It would be made of wood, plan ng, and photovoltaic in that pixilated format, covering the site. Circula on is based on a singular path moving to connect dierent eleva ons throughout the landscape, within the house and other connec ons between the interior and the exterior, again making seamless connec ons between spaces and programs.
