SURREY — A playground shove during recess at a private school in South Surrey in 2008 set in motion an epic civil court battle involving a small army of lawyers and complicated legal issues that were still being sorted out in B.C. Supreme Court as recently as last month. The lawsuit, Gu v. Friesen, dealt with a roughhousing incident involving three Grade 6 students at Southridge School on Nov. 21, 2008. The plaintiff, Jacqueline Gu, was 11 at the time. She had been carrying her friend Elizabeth Tichelman piggyback when another student, Liam Friesen, also 11, pushed Elizabeth from behind. Jacqueline lost her balance, she and Elizabeth fell, and Jacqueline’s elbow was fractured. Jacqueline’s litigation guardian, Bei Xin Gu, launched a lawsuit on her behalf, seeing as children can’t sue. The lawsuit claimed Liam was negligent for causing the injury. Southridge was also sued for allegedly failing to provide adequate recess supervision and ensure the school ground was safe for the plaintiff, as required by Section 37 of the Occupiers Liability Act. see PIGGYBACKING › page 6

Linda, a patient at LaserHealth® Solutions, had been severely injured in a car accident. She initially resisted going for treatment but eventually gave in to her husband’s prodding. It didn’t take long for her to realize that this was the place that could help her. Because it worked for her cervical pain, Linda went back to the clinic when she experienced other conditions. Crash sends three women to hospital SURREY — Surrey Mounties suspect alcohol played a role in a hit-and-run crash that sent three women to hospital Tuesday afternoon after firefighters freed them using the Jaws of Life. It happened in the 17000-block of Fraser Highway at about 3 p.m., snarling early rush hour traffic. Police said a white Dodge Charger caused the crash, which involved a grey Nissan Sentra and a black Ford 350 pickup truck. The rear end of the Sentra was crushed,

trapping the women. Police said their injuries were not believed to be lifethreatening. Meanwhile, the RCMP obtained the Charger’s plate number and traced the car to a Langley residence, where a 31-year-old man, whose name has not been released, was arrested for dangerous operation of a vehicle and fleeing from the scene of the crash. The investigation continues.

Students step up to fund ESL program In a first, Kwantlen Student Association is ready to fill funding hole that provincial government cuts left EMAIL YOUR LETTERS, READ BACKGROUND STORY WITH Christopher Poon

Now staff Twitter @questionchris

SURREY — Following funding cuts made to Kwantlen Polytechnic University’s English as a Second Language program by the provincial government, the school’s student association is now looking at ways it can help. The Now recently reported that KPU was no longer accepting ESL applications from Canadian citizens, but were still willing to take in international students, who pay three to four times more than what domestic students would (scan page with Layar to read that story). The reason was that funding for the school’s domestic ESL programs will no longer come from the province under the Canada-B.C. Immigration Agreement, but will instead become the responsibility of the federal government as of April 2014.

However, some have suggested that the federal model will instead be focused on providing basic and intermediate ESL programming, which is less than what was offered at Kwantlen. As a result, KPU did not receive the expected $1.35 million in domestic ESL funding from the province for 2014. The province did give $800,000 to help with transitioning to the new funding model, but 16 instructors were still let go earlier this year. Now, with the program’s future in doubt, the KSA is ready to step in. According to Steven Button, the KSA’s director of student services, while the association has partnered with the school to fund initiatives in the past, this would be the first time the student group would be getting directly involved with the funding of the school’s programming. Button said the ESL cuts were deemed to be of particular importance by the KSA council. “Especially when you consider the Kwantlen demographic and how many of our students do have English as a second language, we just felt this was something our students needed,” said Button, referring to campuses in Richmond and Surrey. “We

recognize it wasn’t the university’s fault the funding was cut — that is a government issue — but we didn’t find it was acceptable, or enough had been done.” Asked how much the KSA was looking at possibly contributing, Button said he wasn’t sure as the school had yet to pass its own budget and see how much could be found by moving around existing funds. “We’re not certain how much the university budget team is going to able to come up with,” he said. “That comes down to the president’s office being interested in taking us up on that.” See RELATED STORY › page 9

University President Alan Davis said they did not have a funding proposal from the KSA at this time, but the school was working on a model of how ESL will be offered at KPU after April 1. “We are aware that this is an important issue for our communities,” said Davis. “To that end, we have come up with a proposal that will allow us to continue delivering ESL programs to domestic students for one year. We will be submitting this plan to the board of governors for approval in the coming weeks.

“We will continue working with the Ministry of Advanced Education on longerterm solutions.” Button said the KSA just wants to see domestic students be able to continue with the ESL programs as they have over the past few years. “A lot of students in the next year could have their lives completely changed because they aren’t going to have these programs available,” he said. “But it’s especially important when we keep in mind what our demographic is and how many students this could affect. We have a fairly divided senate, but most of them agreed that these cuts are not in the best interest of Kwantlen.” As for the Ministry of Advanced Education, minister and Surrey-Tynehead MLA Amrik Virk said he was keeping a close eye on what the feds might be doing with that funding. “While ESL services will continue to be available, we do not have any details of program amounts or what delivery models will be adopted by the federal government,” he said in a statement. “It is expected that not-for-profit community agencies will play a larger role.”

Police confident they will find Julie Paskall’s killer

60 days to CHANGE YOUR GRADES

NEWTON — It’s been more than two months since the brutal beating that led to the death of Surrey hockey mom Julie Paskall outside Newton Arena. Her killer has not yet been caught, nor have police publically identified any suspects. Sgt. Adam MacIntosh of the Integrated Homicide Investigation Team said the case is most certainly still active, but the team has no new information to release. “We still continue to investigate it but we’re just not in a position where there’s anything we can share with the public,” MacIntosh said Tuesday. “We’re confident that we’re going to solve all our investigations, but sometimes they take time.” After putting out a public call for information following Paskall’s attack, police received roughly 60 tips. “We’re looking into every one of them,” MacIntosh said. “Some have value and some don’t. But we’re always looking for information.” Police believe someone out there knows what happened. “Obviously, the person or persons involved knows what happened, but usually somebody else does, too – sometimes a lot of people. But nobody comes forward for whatever reason. And it’s those people we want to encourage to come forward and speak with us.” Joan Ross, Paskall’s sister-in-law, said she too remains confident the killer or killers will be brought to justice.

“I think it’s going to take a little bit of time. I think we’re looking at the later part of the year,” she said Tuesday. “I know that the IHIT team is working hard on it. We’ve just got to be patient.” Ross emphasized she wants police to build a rock solid case before making an arrest. “I think it would be worse than not catching them: To catch them, and then have to let them go. People need to understand that.” Ross stressed that police aren’t the bad guys. “They’re doing the best they can.” And again, Ross encouraged the public to come forward with information. “If you read this, and something is bugging you at the back of the head, and you know you have a little tiny piece of information that you’re either afraid to give to the police, then do it anonymously. Or if you’re discounting it, don’t think that way. It’s like putting together a puzzle. You’ve got to get all the pieces. Let the police put the pieces together because it might just be the tiny little thing they need,” Ross said. Coun. Bruce Hayne said the police are doing their due diligence, and believes the assailant will be brought to justice. “Sometimes, these cases take longer than anybody would like to solve,” Hayne said, adding that the person responsible could be transient, making them difficult to catch. “We just have to give (police) the time and space to be able to get the job done,” he said. Anyone with information is asked to call police at 1-877-551-4448, email ihittipline@ rcmp-grc.gc.ca or call Crime Stoppers at 1800-222-8477.

We appreciate your co-operation in enabling field engineers to enter your property in order to access these ravine slopes, channel banks, and watercourses. For further information, contact: Lance Thompson (City of Surrey) at 604-591-4736 www.surrey.ca

Liam’s parents, Leighton and Colleen Friesen, were also sued for allegedly failing to instruct their son in “proper behaviour.” This in turned triggered third party claims by Liam and his parents and by Southridge, against each other. It gets more complicated. For their part, the Friesens filed thirdparty notice against Elizabeth and her mom Tracy Tichelman, claiming Elizabeth knew, or ought to have known, that the activity she participated in – namely, piggybacking – was likely to cause injury to her fellow student. Elizabeth’s mom, it was alleged, “failed to instruct her daughter to avoid such behaviour.” The children testified three years after the fact, at a four-day-long trial in Vancouver in 2011, with Justice Terry Schultes presiding. Schultes found Liam liable but found no basis to find his parents liable. “Here the evidence was of appropriate efforts by Mr. and Mrs. Friesen to discipline Liam when required for any misbehaviour at home,” the judge noted. “There was no previous conduct by him at home or school that would have enabled them to foresee and act to prevent his negligent pushing of Jacqueline.” Schultes also dismissed Jaqueline’s claims against Southridge, as well as the third-party claims. He didn’t mention any monetary amount or award in his reasons for decision. Last May, the case was before Schultes once again. This time, the Tichelmans applied for an order of special costs against the Friesens, or an order giving effect to

their formal order to settle, by an award of double costs. Generally, the loser pays for the winner’s court costs. The Friesens had offered to drop their claim against Tracy Tichelman in August 2011 providing she didn’t pursue costs against them but their lawyer stipulated that if Mr. and Mrs. Friesen were found liable, he’d argue that all of the parents should be. The Tichelmans declined the offer. “In the same email the Friesens’ counsel advised that he was not inclined to discontinue against Elizabeth in view of her apology to the school principal for her conduct,” Schultes noted, in his Feb. 7 reasons for judgement on costs. The Tichelmans had made an offer to settle with the Friesens in September 2011. They offered to waive costs in return for discontinuances against both mother and daughter, granted that the offer was accepted within seven days. Otherwise they wouldn’t waive their costs but rather would seek special costs at trial. The Friesens eventually discontinued their third-party claim against Tracy Tichelman and didn’t pursue their thirdparty claim against Elizabeth Tichelman. Schultes declined to order double costs. Tracy Tichelman received party and party costs until the date the notice of discontinuance was filed. Elizabeth Tichelman received party and party costs for the whole proceeding. “The Friesens have had substantial success in this application and are entitled to their costs with respect to it,” he added. tzytaruk@thenownewspaper.com

SURREY — Cpl. Marina Wilks remembers when her mentor told her of having to carry her gun around in a purse and wear a skirt as part of her RCMP uniform. Times have changed since women first joined the RCMP in 1974. Throughout Wilks’ 17 years of service, spending the last 11 years at the Surrey detachment, she has worn the same policing uniform as her peers. In fact, Wilks said she has always felt she’s been treated equally in the maledominated field. With the upcoming International Women’s Day on Saturday, March 8, she said it reflects how far women have come in policing. Wilks says it’s not groundbreaking

for a female officer to be working general duty in Surrey. “It was groundbreaking 35 years ago,” she said. “My whole career, there’s been women in the force so it’s normal to me that women are here.” Hailing from a small town in New Brunswick, Wilks has known she wanted to be a Mountie since she was a child. She has no regrets about her career choice and says her favourite part is the people she gets to work with. She and her coworkers see the worst sometimes and she points out that not everybody shares the same experiences that police do. “So when you go through those mad, bad, sad incidents, it’s an automatic bond.” Whether man or woman, each officer brings a different set of strengths and weaknesses to their team. Females are predominantly known for having a higher degree of “softer skills,” she said. Wilks points out women often use emotional connections and communication skills

because they generally don’t have the size and weight of male officers. Wilks says she has always felt a sense of equality in the RCMP. “We don’t think any different when a female comes in, it’s ‘Yay, we have another police officer,’” Wilks said. “And that’s what we want.” Although historically that has not always been the case, and Surrey RCMP Cpl. Bert Paquet believes that a lot of old-fashioned attitudes have been adjusted and changed along the way. As he said, “There’s no going back, and not only can they do as good of a job as a man in any circumstance, but they bring that special skill set that very often a man will not provide.” Paquet says that with the range of services provided to the City of Surrey by the RCMP, having both male and female officers is “essential in doing the best job we possibly can do.” International Women’s Day is an annual event celebrated around the globe.

Vancouver English Centre brings program to Surrey

SURREY — Vancouver English Centre is opening a new centre in Surrey to help immigrants prepare for Canadian citizenship, university acceptance and professional career development. The preparation centre works with people to take the International English Language Testing System (IELTS) test. “Considering that almost half of the residents of Surrey speak a language other than English as their mother tongue, there has until now been a shortage of English language training here,” said Ken Gardner, president of Vancouver English Centre. “Our unique program will help local people improve their lives.” The multifaceted course works to enhance and polish the four primary language skills, with one particular language skill practised each day, four days a week. This program is offered four evenings a week, beginning March 31. For more information, see www.vec.ca, call 604-6871600 or email ielts@vec.ca. VEC has been offering IELTS preparation in downtown Vancouver for over 15 years.

Ward system

Politicians should put Surrey first ViewFrom TheCheap Seats Michael Booth

FOLLOW MICHAEL ON TWITTER

S

ize matters in Surrey, which has the second largest population of any community in British Columbia, the largest school district in the province and one of the fastest growth rates. Geographically, it’s pretty darn big, too. Residents can drive for 45 minutes and still never (a) leave the city limits; or (b) get out from behind the dump truck ahead of them that’s travelling 15 kilometres per hour below the posted speed limit. With such a huge expanse of land, the city has evolved over time into distinct subcommunities within the larger municipal boundaries. Most residents don’t even refer to their domicile as being located in Surrey, but instead deem the smaller community as home – Whalley, Guildford,

Fleetwood, Newton, Cloverdale and South Surrey (or, as I prefer to call it, Metro White Rock). These subcommunities have served us well, to the point where the City of Surrey has separate community plans drawn up surrounding these hubs, or as the bureaucratese tags them, “town centres.” Recently, the City of Surrey has embarked on a renewed focus on some of these mini-burbs with an eye to taking a fresh approach to addressing some of the issues that affect the residents there. It’s a good idea and I humbly suggest city officials start with the name they attach to these communities. “Town centre” is such a cumbersome phrase. So many letters – actually two words – and it doesn’t exactly dance gracefully off one’s tongue. Nope, we live in an era where smaller, sleeker and more efficient is far more attractive and acceptable than long-winded gobbledygook. Let’s trim that phrase down to something that reflects these communities in a more appropriate manner. Hey, here’s an idea: how about we call them wards. Most residents will be intrigued by the suggestion of a ward system in Surrey,

if only for the fact the city is already custom-made for such a political dynamic. As it stands now, civic decisions are made by a mayor and city council comprising people elected at large by all Surrey residents. But does this system fairly address all the needs and concerns of the assorted regions within the city? Are the interests of Whalley, Guildford and Newton accurately represented by a council dominated by residents of South Surrey and Cloverdale? Who speaks for the concerns of the neighbourhoods of Bridgeview (Whalley) or Birdland (Guildford) or Strawberry Hill (Newton)? More importantly, who are the elected officials the residents of these areas contact when a problem arises? Currently, Surrey city

council consists of eight councillors and the mayor. With a ward system, the structure would be revamped into two elected councillors from each “town centre” plus the mayor for a total of 13. Granted, this system involves a larger council and therefore more costs, but the existing councillor numbers have not changed in more than 20 years despite runaway annual growth in the city’s population. The idea of a ward system for Surrey is nothing new; it’s a civic structure that has worked well in numerous large cities around North America. The biggest Canadian example of a city governed by a ward system is Toronto where, wait, who’s the mayor there? Nevermind. As usual, Toronto should probably not be the Canadian ideal… In Surrey, the issue pops

up every couple or three years – usually when a civic election is looming – and then dies off when the existing elected officials refuse to take the proposal seriously. And why should they? Why would elected officials choose to change a system that worked for them to get elected in the first place? If I recall correctly, the last time the issue arose was in 2011 and councillors shot it down on the grounds that a ward system would pit the assorted regions of the city against each other. Too much potential conflict they said. Really? When is that a bad thing in politics? An elected council that actually represents every region of the city is still preferable to the current situation where members of the same civic coalition, Surrey First, occupy every single seat on

council and the mayor’s chair. And speaking of Surrey First, when will that party’s assorted members actually entertain an idea that puts the interests of Surrey residents first? Here’s a challenge: Instead of pooh-poohing the notion of a ward system as a nonstarter, why don’t the Surrey First councillors actually do something radical and put the people of Surrey first? A civic election is due in November, so in addition to the ballots for council and mayor, let’s add a referendum for voters to determine if the city should adopt a ward system. Wow, letting the people decide. What a novel concept. What are the Surrey First folks afraid of? Email mbooth@ thenownewspaper.com

Good riddance to Hiebert; next vote, let’s get it right

The Editor, Re: “Notable moments by Hiebert,” the Now, Feb. 27. Kudos to Michael Booth for his column on Russ Hiebert. I had to laugh (should have cried) when reminded of all the issues which were all part of Hiebert’s tenure in politics. It was exactly and completely as

Booth described. Living in Cloverdale, I can’t believe the lame duck politicians who get elected in this area federally and provincially. It’s unreal. I can only assume that constituents are not paying any attention or they are purely voting for the party and not the politician. If you don’t notice anything else, you

should be able to assume how a candidate will manage the job by simply observing their electoral campaign. To tell you the truth, I was quite surprised by the announcement of Hiebert’s departure – after all it was a great gig and in no danger. But, as you suggested, he has the golden pension now – no need to “work” further.

I, for one, will be very happy to see him gone. He has done nothing for us. He does not even respond to constituents’ communications. I can only hope that the electorate will get it better next time! Thank you for your entertaining article. Donna Rothstein, Surrey

WHITE ROCK — When White Rock Players’ Club surveyed its members last year, people wanted to see some more “outside, one-off ” events at Coast Capital Playhouse. Accordingly, a performance by Vancouver TheatreSports League is a perfect fit, said Kate Stadel, vicepresident of the club. “As there are lots of new, younger families living in the area, it’s a nice adult evening out (featuring) excellent entertainment,” she told the Now. On Saturday, March 15, VTL will make its debut in White Rock with its long-running Scared Scriptless show. The improv-comedy event is also in line with a goal of the Granville Island-based company to perform more often in the suburbs of Metro Vancouver. “Next year, we’re hoping to book shows at Evergreen Cultural Centre (in Coquitlam) and at Surrey Arts Centre, and White Rock is another great venue for us,” said Jay Ono, executive director of Vancouver TheatreSports League. “What we’re hearing is that people really want to stay closer to home and not make that drive into Vancouver all the time.” The 90-minute show in White Rock will feature four actors (Denise Jones, Michael Teigen, Ken Lawson and Nathan Clark) along with sound improviser Laura Skelton. Scared Scriptless has been a mainstay for VTL since the mid-1980s, not long after the groundbreaking company began staging improvised comedy in Vancouver. Ono has been with the organization

What we do isn’t the same, and there really isn’t anything

like live improv, with that audience interaction. It’s like watching hockey on TV and being there in person, when people tend to get into it much more. That’s what we do.” Tickets range from $18 to $20 for the Scared Scriptless show at Coast Capital Playhouse, 1532 Johnston Rd., White Rock. URREY — “In like a lion, out like a lamb” is the old adage about the month of March. Let winter take its last lick at us (and it did, with snow and ice storms), but think green for March. And that doesn’t mean just the weather. It’s St. Patrick’s Day soon, and the Irish are celebrating. Once again, St. Patrick is helping St. Nick. See, snow and green – perfect. Surrey Christmas Bureau is putting on another “Shamrocks and Holly” fundraising event on Saturday, March 15, from 11:30 a.m. to 3:30 p.m. at Kennedy Sports Pub, 11906 88th Ave., North Delta. Wear your greenest garments and watch for leprechauns at this pub-lunch event. Live music by Copper Sky Trio and spirited stepping by the Steel School of Irish Dance will be worth the price of admission alone. Tickets are $15 and include a choice of burger or chicken strips with fries. You will need to bring green (money) to participate in the silent auction, door prizes and 50/50 draw. All this green activity raises funds for Surrey Christmas Bureau, which helps hundreds of local families every year. Call 604-581-9623 for tickets and information. March is more than being green, though. Blowing in for this month is a batch of community theatre

happenings. While audiences are important, the first step is getting cast and crew for any production. Beach House Theatre Society, a nonprofit theatre company, is casting for Shakespeare’s The Comedy of Errors and also for The Three Munschketeers, a play for young audiences based on the stories of Robert Munsch. The auditions will be held on Tuesday, March 18, and Thursday, March 20, between 7 and 10 p.m. Callbacks will be Sunday, March 30 at 7 p.m. Non-equity males and females aged 19 and above are required. Advance work is required if you plan to audition for comedy: prepare a oneto two-minute comic Shakespearean monologue. Those wishing to audition for The Three Munschketeers will be sent a monologue. Auditions will be held at Alexandra Neighbourhood House, at 2916 McBride Ave., at Crescent Beach. To set up an audition, email auditions@ beachhousetheatre.org stating if you prefer to audition on March 18 or March 20. A confirmation email will be sent with your audition date and time. Rehearsals will commence in early June for The Comedy of Errors and late June for The Three Munschketeers and run through August, with show dates from Aug. 11 to 17 under a tent in beautiful Crescent Beach. Beach House Theatre has had tremendous success in its infancy, under the artistic direction of Candace Radcliffe and Rick Harmon. In fact, it has been darn near impossible to get tickets to performances unless you book them during the first hour the day they

go on sale. True story. Vancouver may have Bard on the Beach, but we have Beach House Theatre. Who would ever believe that staging Shakespeare in Surrey would be so popular? March is filling up fast. Something interesting caught my eye as I was browsing through all the theatre events: I don’t know much about it, but take a chance on Izabobo. This is an African musical coming to Surrey Arts Centre for shows on Saturday, March 15, at 7:30 p.m. and Sunday, March 16, at 2 p.m. Izabobo uses a rich mélange of African instruments and song to convey ancient philosophies, in a story that focuses on a village girl struggling between the traditional (village) lifestyle and the city. Tickets are reasonably priced at $20/$15. The show is presented by African Stages Association of B.C. Visit the website at www.africanstages.org and phone the arts centre for tickets, 604-501-5566. You know, after the interesting winter we have had, maybe we are all ready for a good laugh as well as going green. White Rock Players’ Club is hosting Scared Scriptless by Vancouver Theatresports League at Coast Capital Playhouse on Saturday, March 15; call 604-536-7535, or visit www.whiterockplayers.ca to buy tickets online. This is the first time ever that Vancouver Theatresports League is bringing its hit show to White Rock. You won’t have to travel all the way to Granville Island to experience this hilarious improvised show. Let not the bridge toll for you.

Net neutrality questions are coming to a head DotComrade Christopher Poon Columnist

S

omething very, very bad recently happened in the U.S. regarding the battle for net neutrality,

something that could shape the face of the Internet as we know it. If you haven’t heard, Netflix recently entered into a financial agreement with America’s largest Internet provider, Comcast, to ensure that Netflix streams would be given preferential streaming speeds. The

agreement means that for a fee, Comcast would continue to provide Netflix access at a steady rate to people already paying to use their Internet. The deal was reached after Comcast began throttling Netflix traffic, reducing the ability of its users to enjoy their streams in all of their high-quality glory.

Boiled down, Comcast held Netflix traffic ransom and won. It’s a startling precedent that might one day make its way over the border into Canada, as more and more users hop onto the Netflix and online gaming bandwagon. And it’s there that the

north Delta engineering projects open HoUSe

We want to hear from you! The Corporation of Delta invites you to attend the upcoming North Delta Engineering Projects Open House, where we will present the following two projects: • 112 Street and 80 Avenue Two-Lane Roundabout • North Delta Ravines Integrated Stormwater Management Plan Date: Tuesday, March 11, 2014 Time: 4:00 pm to 8:00 pm (drop-in format) Location: Sungod Recreation Centre Gymnasium 7815 - 112 Street, North Delta The meeting will run concurrently with the North Delta Area Plan Open House.

term ‘net neutrality’ comes into play. Meaning a neutral Internet, net neutrality has been championed by the majority of users as the only way the Internet should be provided, with many wanting laws in place to ensure a fair and unbiased service. However, in the U.S. and Canada, definitive laws have yet to appear and given the recent Comcast/Netflix incident the sooner these laws are introduced, the better. Right now, customers in both countries are able to pay for certain Internet speeds and data caps. But imagine if the providers also began charging companies and websites money to have their content streamed and accessed quicker than others. It opens up a host of problems culminating in the ransom scenario mentioned above. And if you happen to pay $8 a month for Netflix and it suddenly has to shell out extra money to service providers to maintain speeds, customers are likely to see that reflected in their costs. Another question to be asked is what exactly we are paying for if not guaranteed

speeds and data caps with unfettered access? If I pay $40 a month for 50mbs speeds and a cap of 500 GB, it should not be OK to throttle access to Netflix down to 15mbs. Unfortunately, in Canada it is currently legal for Internet service providers (ISP) to throttle certain web traffic, so long as they are upfront about it and do so in a non-discriminatory manner. In 2012, tests run by M-Labs showed many Canadian ISPs to be throttling certain web traffic, such as file-sharing. The results at that time were Rogers throttling 80 per cent of file-sharing traffic, Bell at 77 per cent, TekSavvy at 36 per cent, Shaw at 22 per cent and Telus at two per cent. Since that time, Rogers has ceased its throttling of file-sharing traffic. But as users begin to catch on and awareness grows that Internet speeds and traffic are not static, and can vary greatly, there is a growing desire for action to be taken to ensure fairness. In the meantime, there are various applications available online to see if your ISP is throttling your traffic. cpoon@thenownewspaper.com

ARTS & LIFE Zac Vran

Dancer ready to take next step on TV show “It’s been a long wait to see it, but I’ll have to PVR it,” Vran said with a shrug of disappointment. Filming was done last June, soon after Vran auditioned. “It was an insane month for me, because Zac Vran it was my finals (exams) for Grade 11, too, so I was studying for those and getting an audition tape together and flying to Toronto, too.” Vran has trained at Spiral Dance in White Rock and at the Fresh Groove studio in Richmond, where FRESHH is based. These days, he’s also teaching others to dance. On The Next Step, his character “wears his heart on his sleeve, and if he wants something, he’ll try his hardest to get it,” Vran revealed. “That creates conflict with some of the characters on the show. He causes some grief and strife, and he’s kind of confused by it all.”

WHITE ROCK — Teen dancer Zac Vran will make his television-series debut Friday on a Family Channel show. The Grade 12 student at Earl Marriott Secondary plays Hunter in The Next Step, the second season of which begins at 7:30 p.m. Friday, March 7. Vran is new to the Canadian Screen Award-nominated show, which focuses on a troupe of competitive dancers. “For a dancer like me who wants to transition into acting, this is a dream role,” Vran told the Now during an interview at his White Rock home. “It’s a great start for me.” Until now, Vran is best known for his dance moves with FRESHH, a sevenmember, all-male hip-hop crew that placed second on Canada’s Got Talent in 2012. His dance crew is competing in Seattle this weekend, so Vran won’t be able to attend a red-carpet event in Toronto celebrating the second-season launch of The Next Step.

Wildcats end 33-year Surrey hoops drought Michael Booth

stumbled briefly in the fourth quarter, Bains was there to apply the dagger with back-toback threes to effectively put the game out of reach. “The Tami game was so intense,” said Holy Cross coach Matt LeChasseur. “It was a great battle. Tami played fantastic and Sukh Bains was amazing. Some of the shots he hit were so sweet. I mean, we had guys draped all over him and he still got it off. He had a great tournament.” The win over Holy Cross elevated the Wildcats into the Valley final against upstart Gleneagle, who stunned defending B.C. champion Walnut Grove 64-40 in Friday’s other semifinal. The Talons’ magic continued for most of four quarters of the final as they carried a seven-point lead into the final three minutes of play. The Wildcats battled back and capped the rally with a three-pointer from Parm Bains with two seconds remaining in regulation to tie the game and force overtime. In the extra session, Harjot Grewal nailed another trey to put the Wildcats on top and they never trailed again en route to the title. Sukhjot Bains said the Wildcats’ ability to close out tight games like that is the biggest difference between this team and the Tamanawis squad that fell short one year ago. “It’s different now,” he said. “Last year if we were behind like that, we probably would have given up. It happened a couple times, like in the RCMP finals, where we would fall behind and not battle back and then we would lose by the same amount. This year it’s different because we’re more mature and we know we can win games in the final minute if we have to.” In Saturday’s third-place game, Walnut Grove downed Holy Cross 66-65. Wildcats Parm Bains and Sukhman Sandhu were both named to the first allstar team along with Holy Cross forward Jonathan Kongbo. Crusaders guard Jauquin Bennett-Boire was a second team selection. Holy Cross and Tamanawis now advance to the provincial championships in Langley beginning March 12.

The Tamanawis Wildcats exorcised some ghosts from their past with an undefeated run through the 2014 Fraser Valley Senior Boys’ 4A Basketball Championships in Langley last weekend. The top-ranked Wildcats captured the school’s first-ever Fraser Valley title with a thrilling 86-79 win over Coquitlam’s Gleneagle Talons in Saturday’s Valley Finale. It marked the first time since 1981 that a Surrey public school has ruled Valley hoops. “It feels good to win the Valley,” said Tamanawis star Sukhjot Bains. “We’re the first Surrey public school to do it in 33 years. Our coach told us that after the game and it’s pretty amazing. This is the first Fraser Valley championship at the senior level so I guess we made history for our school too.” Bains was the wildest ’Cat of them all, collecting 83 points in the two biggest games of the season to date to earn tournament MVP honours. Bains scored 40 points and 15 rebounds against the Holy Cross Crusaders in a 69-58 semifinal round win Friday, a game that doubled as a battle for Surrey bragging rights. Bains then followed that up with 43 points, 11 rebounds and five assists in the titleclinching win over Gleneagle. The points and accolades are nice, but Bains said he and his teammates were determined to erase memories of last season when the highly-touted Wildcats failed to qualify for the provincial championship tournament. “We didn’t make provincials or anything last year; we got eliminated early,” he said. “We were definitely motivated by what happened. Last year, the core group of Grade 11s went to the Valley final between White Rock (Christian Academy) and Walnut Grove. We watched the game and we all said we would be back and we would win in next year. And we did end up doing it so that’s great, but we’re not done yet. We have the number one seed for

the provincials and now we have to keep playing our best to reach our (biggest) goals.” The Tamanawis-Holy Cross all-Surrey showdown Friday night marked the first time this season the two schools played each other.

The Wildcats took charge early, building a 30-16 first quarter lead, but when Tamanawis’ shooting cooled off, the Crusaders answered with big shots of their own to take a 38-36 lead into the break. The two teams took turns with the lead in the third quarter and when Holy Cross

The Fleetwood Park Dragons fell one game short of capturing the school’s firstever Fraser Valley senior boys class AAA hoops championship Saturday night. Ranked fourth in the province, the Dragons’ championship quest came to an end with an 82-67 loss to first-ranked Abbotsford Panthers in the Valley finale. “I think the best two teams were in the final,” said Fleetwood Park coach Nick Day. “We started slow and Abbotsford shot the ball really well in the first quarter and we fell behind. I don’t think our guys were nervous, but Abbottsford came out with a lot of intensity and it took us a while to figure some things out. “There’s no doubt they were the better

team; they were full value for the win.” Fleetwood reached the final after a hardfought 71-60 win over Coquitlam’s Dr. Charles Best on Thursday night thanks to a 16-point effort from Emeka Okuma. In Saturday’s title game, the Dragons were caught flat-footed as the Panthers raced out to a huge 22-point halftime lead. Fleetwood rallied in the second half and managed to close the gap to 10 points, but were unable to complete the comeback. Okuma and point guard Armaan Khangura were both named to the first all-star team, while Kevin Alexandrov was a second team selection. Both teams now advance to the provincials in Langley beginning March 12.

“Being Diabetic, I never had pain-free feet - UNTIL NOW!”

Pain Doctor Discovers CirculationBoosting Material In ‘Miracle Socks’ for Diabetics and Foot Pain Sufferers! B r e a k t h r o u g h f i b e r s i m p r o v e b l o o d f l o w, s w e l l i n g , b o o s t o x y g e n f l o w, and eliminate foot fatigue - naturally within minutes!

If you suffer from poor circulation, injury, swelling or any condition that leaves your feet fatigued and sore, then read on to discover the breakthrough that can change your life. Good news comes in the form of a ‘pain-busting microfiber’ that is used to weave a circulation-boosting sock, called BambusaTM. Better Blood Flow The ‘miracle sock’ is made from a new, patented anion-technology that is weaved into every strand of thread used to make a BambusaTM sock. This special micro-fiber thread is made from revolutionary bamboo charcoal to stimulate blood flow and revitalize feet. When this material comes in contact with body-heat it is proven to release circulation-boosting ions. The 3D-weave technology used in the material has been compared to infrared light therapy to help revitalize stiff and sore muscles. The manufacturer, who also makes a back and wrist sleeve, says the material provides almost instant relief to any part of the body it touches, making it ideal for diabetics, athletes, inflammation, stiffness and swelling.

Anne M. from California agrees. “Bambusa socks are absolutely the most comfortable socks I have ever worn! My feet are no longer fatigued!” Doctor Recommended Pain specialist of 30 years, Dr. Ronald Jahner comments on the 3Dweave technology, “Infrared therapy has been used for years at medical clinics to treat vascular and circulatory conditions. Physical therapists use infrared therapy to speed recovery. Better blood flow equals less pain. This microfiber works much the same way.” Therapy Without A Prescription! When the socks were photographed using a thermographic imaging camera, results showed up to a 17% to 22% increase in blood flow. This helped to improve muscle oxygenation and decrease foot fatigue. The socks have been proven to provide extended relief from cold, swollen and fatigued feet. Relief for Tired, Swollen Feet BambusaTM socks are not a medical device or compression socks because they don’t restrict blood flow. Utilizing the special negative-anion technology, they comfortably increase blood flow and oxygen to tissues.

They are ideal for diabetics and those suffering from neuropathy or injury from repetitive use. BambusaTM socks can also bring comfort to tired legs within minutes of putting them on, energizing individuals who spend long hours on their feet. BENEFITS: • Increased blood flow and oxygen • • • •

Reduced swelling and pain Anti-microbial Wicks away moisture Increased range of motion

IDEAL FOR: • Neuropathy • Raynaud's Syndrome • Cramping • Cold Feet

“I went out on the golf course for 18 holes of golf, and when I got home my feet weren’t swollen, they weren’t sweating and my feet didn’t hurt,” says Lou B. from New York.

Goodbye to Pain and Numbness Marilyn H. has suffered persistent foot problems and noticed fast results. “The issue for me was persistent numbness in my toes - it was gone completely after a few days of wearing these socks!”

Tom from NJ reports, “I suffer from chronic foot cramps. My feet were sore for days after the cramping. My wife gave me the BambusaTM socks, I wore them, and the foot cramps stopped. I replaced all my socks with BambusaTM. My feet feel great now.”

The infrared anions generated by the charcoal bamboo increase blood flow and deliver oxygen to the tissues. After wearing for only minutes there is an increase in temperature due to the increased blood flow, resulting in improved comfort and reduced swelling. Twenty minutes after using the anion-fiber infused socks, patient has better blood flow and less numbness.

Svensson nabs fourth title South Surrey’s Adam Svensson lived up to his billing as the top-ranked golfer in NCAA Div. II by winning his fourth tournament of the year this week. Svensson, a sophomore at Miami’s Barry University, shot a 10-under (69-65) 134 to win by eight strokes over Monterey Bay’s Carr Vernon at the rain-shortened St. Edward’s Invitational at the Grey Rock Golf Club in Austin, Tex. Svensson holed eight birdies with only one bogey in the final round. Led by Svensson, the Barry Buccaneers won the 36-hole tournament, matching a school-record 274 in the second round to beat Cal State Monterey Bay by 13 strokes. Svensson’s four tournament wins this season is the most ever in a single-season by a Buccaneer golfer.

ICST Pegasus posts huge win Newton’s ICST Pegasus are no longer the sole occupants of the Vancouver Metro Soccer League premier division basement after an emphatic 5-1 win over Westside at Newton Athletic Park Friday night. With the threat of relegation staring at them, the embattled Horsemen took care of business with a three-goal burst in the opening half before cruising to the win. Reynold Stewart led Pegasus with three

goals while Sahil Sandhu helped out with a pair. The win moved the Horsemen within striking range of escaping the 12-team premier league’s relegation zone. The bottom two teams in the league are dropped to division 1 for next season. Pegasus is now tied with Norvan for last place, but the Newton lads sit just three points back of ninth-place Westside with a game in hand.

A hot hatchback from — wait for it — Michigan

BY BRENDAN McALEER

brendanmcaleer@gmail.com

Tweet: @brendan_mcaleer

The idea of a hot hatchback is a quintessentially European one, a recipe made for winding narrow roads in the Italian alps or Yorkshire moors. As such, it’s fitting that the premier hot hatchback manufacturer is based in Michigan. Wait, what? Yep, in North America at least, there’s only one company that will sell you not one, but two legit hot hatchbacks, both scrappy little front-drive terrors with four-door practicality and turbocharged punch. Surprisingly, it’s not VW, and it’s not Fiat – it’s Ford. For anyone who makes regular trips across the pond, the idea of a fast Ford that’s not a Mustang is nothing new. Particularly in the UK, there’s a whole culture of hotrodded compacts from Ford’s subsidiaries in Essex. Even so, it may be a bit of a surprise to walk into your local blue-oval outlet and find two beaky-looking hatchbacks parked between the rows of F-150s. We’d been clamouring for a European-style Focus ST for ages – they finally gave us one, and it’s great. However, for a little less money than the Focus, you can get this little snarling micro-pod, the Fiesta ST.

Like the heavily-bolstered Recaros in the Focus ST, Ford has plonked in a pair of the wildest race-buckets you’ll ever find in a front-wheel-drive car. They’re incredible in terms of lateral grip, and challenging if you haven’t shed the Christmas pastry-weight yet.

to get the little car to bite and pivot. Loosening up the rear suspension gets the back-end shaking, and there are three levels of traction control to dial in how much hooliganism you’d like to have.

The ST version or not, this is a cheap little car with a big engine, which normally means a nasty, plastic-fantastic interior with all your hardearned cash packed under the hood. Happily, Ford has been quite clever with its Fiesta, and it’s really quite nice in here. Highlights include the soft-touch material on the upper part of the dash that isn’t faux-printed to look like fake leather, but has some sort of digitized pattern that’s attractive and slightly upscale.

Performance:

The power packed in the nose of this hyperactive jumping bean isn’t really important, but if you insist, it’s a 1.6L turbocharged four-cylinder that makes 197hp and 214lb/ft of torque. That grunt is available from an impressively low 1600rpm, and while it’s best to wind the engine up to get any real thrust, it’s also easy to just leave the six-speed transmission in top gear and motor up the cut without downshifting. The real story here though, is how the Fiesta ST handles. I know what you’re thinking: oh, front-wheel-drive - yawn. Well get in, strap in, shut up and hang on.

Design:

Build up the speed with the willing four-pot turbo and then dive into a corner as hard as you like. The Fiesta’s funny little beak bites into the turn with terrier-like eagerness; lift-throttle and it shakes tail as if you just walked in the door carrying a bag of sausage-flavoured milk-bones.

Other changes over the standard Fiesta include a lower ride height, and aerodynamic treatments that extend to a rear spoiler, diffuser, and chin splitter. It’s also available in something called Molten Orange, a three-stage colour that makes the little car look like a mad-scientist cross between a Doberman and a mandarin orange.

Get back on the power again and the zippy little hatch claws its way back out of the corner and starts hunting for the next one. The steering, at a very quick 13.6:1 ratio, is frenetic and eager, and really puts you in the mood for driving. Sure, there’s a whole quite of connectivity features on offer, but here’s a connection that automakers sometimes forget to put in: a bond between driver and road.

Compared to its larger cousin, the Fiesta ST is compact, narrow and upright, and has a friendlier face. Where the Focus grimaces like a melancholy catfish, the Fiesta seems to have at least the ghost of a smile on its aggressive little grille.

Environment:

As one slides behind the seats, the Fiesta ST immediately makes friends by pinching your butt. Whoa, hey, hang on there lil’ buddy – no need to get fresh!

Part of the ST’s excellent dynamics is down for Ford’s electronic trickery in putting the power down. The front wheels are equipped with a cheaty sort of torque-vectoring, whereby the brakes can be applied to the inside wheel

As a further safety aid, Ford has installed a system that’ll cut the boost after 20 seconds of full throttle. This isn’t the buzzkill it sounds like since coming off the throttle resets the function – it wouldn’t even be a factor if you were at your local dragstrip. The six-speed manual (no other option) is light feeling in engagement and easy-to-use. The clutch is a bit grabby on this particular model, but might just be breaking in. It is endless, endless fun, the best part of which is that it’s not all that socially irresponsible. The ST is fairly efficient when driven gently, semi-practical in terms of capability, and not a maximum-speed-crazed hypersonic missile. It’s as eager as a puppy, and demands to be taken for walkies. In an era where overall horsepower and top-speed, 0-60 bragging rights seem paramount, it’s nice to find another choice for drivers who want to have fun without breaking the bank or shattering the speed limit.

Features:

For a relatively accessible entry-level price of $24,999, the basic Fiesta ST comes with all the essentials you expect, along with heated front seats, automatic airconditioning, and Ford’s Sync system. The latter has been much maligned in past generations, but with updates it works well and, among other things, includes the ability to stream audio from your smart-phone via Bluetooth. The optional navigation system will cost you $800, and is fairly simple to use. Unlike other systems found even in high-end rides, the voice command functions actually listen to you.

Green Light:

fizzy performance; good low-end power; excellent cornering and fun dynamics

Stop Sign:

small cabin and trunk; pinchy seats; very mild torque steer

The Checkered Flag:

One of those cars that makes you glad to have a driving licence.

Some cars are built to take you where you’re going. Others are built to move you.

Well-appointed, spacious and a treat to drive, there are many reasons why the Jetta is not your average car. There are 5 different engines to choose from, including the only turbocharged hybrid in its class, and the unparalleled TDI clean Diesel. And other available features like the convenient KessY keyless entry with start and stop button, or the custom-tuned Fender® Premium Audio system, are certainly a cut above. Any way you look at it, the 2014 Jetta is German-engineered to give you more bang for less buck.

The Volkswagen Jetta. See what German engineering can do for you.
