Metro Vancouver. Regional directors voted Friday to adopt a draft waste plan that includes incineration, within or outside the Vancouver area. Incineration has been a bone of contention for Fraser Valley residents and politicians who say it will damage the sensitive airshed. Metro chair and Delta Mayor Lois Jackson said the plan was “collaboration of many, many years work. Track and Keeling to part ways Three generations of family have run Fraser Downs for decades by Dan Ferguson CHUCK KEELING IS the third generation of the family that founded

the harness racing track in Cloverdale that is now known as Fraser Downs Racetrack and Casino. And he will likely be the last to work there. The owners of Fraser Downs, the Great Canadian Gaming Corporation, announced Thursday that Keeling has chosen to resign his position as vice-president of racing operations and general manager at 17755 60 Avenue. It’s a friendly departure, with company spokesman Howard Blank saying the company wishes Keeling well. He will stay on till Oct. 1, then begin a new career. Keeling won’t disclose too much about his new path, except to say he is going into partnership with an entrepreneur he’s known for a long time, and it will involve commuting to Vancouver. “It is something totally unrelated to gaming and horse racing and anything I’ve ever done,” Keeling told The Leader. At 38, the married father of one said he wants to try something dif-

ferent while he is still young. It is a big change for a man who started working at the track when he was eight years old. “This was a difficult decision,” he said. He has no plans to leave the community. “I’m a Surrey guy at heart,” Keeling said. “My roots are in Cloverdale. That’s not going to go away.” His grandfather, Jim Keeling Sr., brought modern harness racing to Cloverdale in 1976. The elder Keeling and his partners also opened Sandown Raceway near Victoria. In the early 1990s Jim Sr. turned over the reins to his son Jim Jr. When Jim Jr. died suddenly, his son Chuck took over. In 1996, what was known as the Cloverdale Raceway underwent renovations and was renamed Fraser Downs. The casino opened in 2004. No new trial for Pickton Serial killer loses appeal by Dan Ferguson

ON THE SIXTH day of deliberations in December of 2007, the jury in the Robert Pickton case sent a message to Justice James Williams. They had a question. Could they find Pickton was guilty if they inferred that he “acted indirectly” in the murders of six women at his Port Coquitlam pig farm? The judge replied the jury could indeed, if they found Pickton was “otherwise an active participant” in Canada’s worst multiple murder case. Three days later, the seven-man, five-woman B.C. Supreme Court jury found Pickton guilty of six counts of second-degree murder in the deaths of Mona Wilson, Sereena Abotsway, Andrea Joesbury, Georgina Robert Pickton Papin, Brenda Wolfe and Marnie Frey, most of them street prostitutes with drug problems. Williams sentenced Pickton to life imprisonment with no chance of parole for 25 years. Second-degree murder carries an automatic life sentence but allows for the possibility of parole after as little as 10 years. However, the judge agreed with the Crown that the maximum sentence was required because of the uniqueness of the case. The trial in a New Westminster courtroom lasted nearly a year. On Friday, in a unanimous ruling, the Supreme Court of Canada upheld the verdict and dismissed a defence application for a new trial. JUST AFTER plugging in her coffee machine, 80-year-old Eleanor Watts heard explosions behind her, witnesses say. Normally using a walker, she left her North Delta suite, and crawled, commando-style down the hall, banging on doors to warn people to get out. She then exited a stairway and fell down a flight of stairs. Watts is a bit of an institution among residents at the Ri-Don Apartments in North Delta, which burned to the ground last Tuesday morning. Eight people, including Watts, were taken to hospital with minor injuries and released. Adjoining Kennedy Place Apartments was also evacuated during the blaze and suffered significant water dam-

age. Betty Gobolos waited with dozens of others last Thursday afternoon for a chance to remove some of their belongings from suites not damaged by fire. Gobolos, like 95 per cent of the residents who were evacuated, was not insured. She says because it was an old building, with no sprinklers or firewalls, the insurance premiums were prohibitively high. One official said Gobolos’ apartment was near what was termed “the waterfall” where firefighters’ hoses streamed down into the building. “It was waste-deep in there,” Gobolos said. “I’ve lost everything.” See VICTIMS / page 5

If there’s no smell, you can throw it away. That’s with all fruits and vegetables – they should not be kept in the fridge. They come out nice and fresh looking, but they don’t taste the same.� Schoen looks back to the “old days� as an example of good eating – shopping for fresh fruits and vegetables every day, at least

severe burns in a house fire Friday afternoon in the 8200 block of 150A Street in Surrey. Around 1 p.m. something exploded in the kitchen of a large twostorey house, causing structural damage. Initial reports said a propane tank may have been in use inside the residence at the time of the explosion. The injured woman was airlifted to hospital for treatment of burns to between 25 and 30 per cent of her body. Police and fire investigators are probing the cause of the explosion.

Ramona, who didn’t want her last name used, was in the building that burned. She was also uninsured. “It’s all gone,” she said. She’s just waiting on word of her two cats, Max and Milo, who are still missing. An animal protection officer said only two out of 13 animals from the building that burned have been

found. Kathi Roberts also lost all her belongings, but is one of the few who was insured. She woke at about 5:50 a.m. Tuesday (July 27) to the sound of a friend outside leaning on her car horn. She just happened to be driving by the building in the 11800 block of 88 Avenue when she saw smoke. She was blasting the horn while calling 911. Fire crews showed up at just after 6 a.m. and spent the next 12

Judges: Evidence ‘overwhelming’ From page 3 for conviction that ran counter to the Crown’s theory Pickton acted alone. The Supreme Court judges said the evidence of Pickton’s involvement in the murders was “overwhelming” and it didn’t matter if anyone else helped. “This case was never about whether the accused had a minor role in the killing of the victims,” the judges wrote. “It was about whether or not he had actually killed them.” The panel noted the defence had suggested other people might have been involved in the murders during the trial. The ruling means the families of the six victims won’t have to go through a second trial, but it means the families of the 20 other murdered women will never get to see Pickton answer for their deaths in court. That’s because the judge decided to proceed with just six of the charges against Pickton to save time. After the conviction of Pickton on second degree murder, Crown prosecutors appealed the ruling and won the right to try him for firstdegree murder on all 26 cases together. But the application for that new trial was put on hold pending the Supreme Court of Canada

decision, and the provincial government has said there will be no trial on the remaining 20 cases if Pickton lost. At the time, then-B.C. Attorney General Wally Oppal said it would not be in the public interest to proceed further against someone already serving six life terms because nothing further would be gained. Pickton is serving his time at Kent maximumsecurity prison in Agassiz. One of the six victims Pickton was convicted of killing was a Surrey resident, Sereena Abotsway. Another Surrey woman, Heather Gabrielle Chinnock, was among the 20 other victims. Abotsway’s Surrey foster parents, Anna and Bert Draayers, last heard from her just before her 30th birthday on Aug. 20, 2001. The Draayers described their foster daughter as an emotionally wounded, abused child, who never got the counselling she needed while she was in their care. Chinnock, a 30-year-old Surrey resident, was reported missing in July of 2002 following an argument with her boyfriend, who said she stormed out of their Surrey residence without taking any clothes or other personal possessions. The boyfriend told CTV News Vancouver that Chinnock was a regular visitor to the Port Coquitlam pig farm owned by Pickton.

Mary Martin, who chairs the Mayor’s Task Force on Health, said there are many rumours as to why the beds were closed, but none of them are acceptable. “Those beds are gone until 2014, and they’re so needed,” Martin said. “I’m not going to let this one go, we’re just furious about it.” Provincewide, premature infants are categorized as Level 1, 2 or 3 and provided care

New look for Surrey library Logo and slogan unveiled online Black Press

Hey, neighbour

W

hen was the last time you borrowed a cup of sugar from your neighbour? Or poked your head over the fence to say hello or offer a friendly wave? Do you even know their names? If you’re a little more neighbourly than some, or have found yourself living in the same quiet neighbourhood for many years, the answer should be easy. However, it may not be so for many of us in today’s world – full of highdensity development, secondary suites and rental houses with tenancy turnover. It’s the world we live in now, but it was not always thus. It wasn’t too long ago – a decade or two or three, maybe – where it seemed everyone knew everyone, and a friendly face was just one door away. And remember Block Watch and Block Parents? These neighbour-helping-neighbour movements that were popular in the ’70s and ’80s are still active now, but there seems to be fewer telltale signs posted in windows. And while such developments might be perceived as signs of the times more so than any conscious effort to ignore those around us, it is something of a shame, considering how beneficial such neighbourly relationships can be. At the very least, it helps to know neighbours’ names, and have their phone numbers scribbled somewhere. Take for example, two incidents in the Lower Mainland recently. In one, a family escaped from its burning house after on-the-ball neighbours alerted them to the blaze. In the other, neighbours administered resuscitation attempts to a two-year-old who had fallen into a residential pool. Thankfully, the toddler – found face down – was expected to make a full recovery. Of course, not all neighbourly benefits are of the life-and-death variety. It might simply be nice to see a familiar face when you’re out washing the car, or know that if you go away for a week, there’s someone to water your plants. Some say progress has made our world a lot smaller. Perhaps it’s time to revive that small-world feel.

B.C. is among five provinces and U.S. states that have decided to proceed with “cap and trade” restrictions on greenhouse gas starting in 2012, officials of the Western Climate Initiative announced last week. This means big industrial emitters of carbon dioxide, which have escaped the carbon tax on their process emissions for the past three years, should soon have to pay for emission permits. The top five human sources of carbon dioxide in B.C. are Spectra Energy’s two natural gas plants in the Peace country, followed by Rio Tinto-Alcan’s aluminum smelter at Kitimat, and cement plants operated by Lehigh in Delta and Lafarge in Richmond. Those and other industrial sources pay B.C.’s carbon tax on gasoline and other fuels, just like the rest of us, but together their process emissions amount to about a

emissions by 2020 was ambitious when it was announced three years ago. It looks downright dubious now that the political reality in the U.S. has changed. Barack Obama doesn’t brag about lowering the ocean levels any more. He’s more concerned with keeping his own head above water. And Campbell’s climate target, along with some other sweeping “great goals,” appear to be setting like the sun on the B.C. flag, along with his political fortunes. Simon Fraser University resource economist Mark Jaccard put out a report last week estimating that B.C.’s rapidly growing natural gas industry will add 10 per cent more emissions, as carbon dioxide from shale gas is vented to the air. EnCana’s large new gas plant has been approved without requiring the stillexperimental carbon capture and storage. Reduce emissions? Good luck with that. ardson Ridge area of Cloverdale 18 years ago blueberry farms were all around. So were fields of corn, mushroom farms, pumpkin fields and big empty lots filled with scrub and the odd horse or two. The whistle of the trains filled the night air. We knew this was farmland when we bought here and were not surprised by the noise and smells of an industry that has been in Cloverdale for over a hundred years. We have watched little pieces of this landscape disappear as town homes and tiny lots have replaced them. There are now no horses outside of the track area in Cloverdale. Jim McMurtry’s annual campaign (Leader letters, July 28) to end berry farming in Cloverdale is just another first step in ending farming in the area altogether. If he didn’t want to hear the guns he should not have bought in one of the last farm areas in Surrey. Frank Britton Surrey

Insurance is a must I SUSPECT THAT the Question of the

Week, “do you have fire insurance for your home?” (The Leader, July 30) is a foregone conclusion towards ‘yes’ responses winning out. Many homes, townhouses, condos require fire insurance in order to qualify for either mortgage or lease. A big problem lies with rental houses, apartments and secondary suites, particularly in the private and/or lower-rent buildings where no such requirement exists. Often renters are also the people who upon a home-disaster, can least afford to replace their inventory, hence rely on the community for help as the media shows us time and again. uncertainty, the City of Surrey has moved to implement its own policy on secondary suites in single family homes. As a member of this community for most of my life, I have watched, listened and participated as a citizen in the debate around the issue of secondary suites. Ultimately, as a Surrey city councillor since 2005 I, along with the entire council, have struggled to find the best solution to an issue which effects us all but has gone unresolved for decades, a political football tossed off by generations of councils before this one. As with our predecessors, we were aware that it was time council took the leadership role for which we were elected and produced a secondary suite policy based in reality. The difference is that this council acted, recognizing that the approval of this policy will provide a respectful, safe, affordable, and variety of housing choices for people seeking rental

accommodations in our city. Furthermore, with homeowners now able to efficiently install or convert existing nonconforming suites to legal suites, home ownership becomes more realistic for many citizens, as well, this bylaw recognizes the important human element of allowing extended families to live together. It should be noted that the policy direction adopted by council is the result of extensive public consultation. As part of the dialogue with citizens and community groups, council undertook a city-wide Ipsos Reid poll to gauge public response to the long-time issue. According to the survey, 63 per cent of Surrey residents agree that allowing one secondary suite in a single family home is a positive, progressive step for the city. It’s also important to understand that currently, there are about 19,000 known secondary suites in Surrey, accounting for about two-thirds of all rental units with less than one percent of

these suites being zoned correctly as secondary suites. Council made a number of recommendations to staff who will now develop the final wording of the bylaw to be brought back to council this fall. The bylaw will ultimately permit one secondary suite in all single family homes in the city, subject to a number of conditions and restrictions, all of which have been well reported in this media publication as well as others. The decision to move forward with a secondary suite bylaw was a necessary one. I applaud staff for their due diligence in looking for best practices in this area from other lower mainland cities, all of which have existing secondary suite bylaws and taking those ideas and, in my opinion, improving upon them with a uniquely ‘made in Surrey’ approach.

Unfortunately, most food bank clients do not eat the recommended amounts of fruits and

Making census voluntary protects our rights IT’S FASCINATING to watch “progressives” fly into a panic over the elimination of the mandatory aspect of the Statistics Canada census long form. Their attitude demonstrates their utter contempt for Canadians’ right to privacy. It’s pretty apparent that the reason for their consternation is that they depend on this information for leftist propaganda and social engineering programs. They know they will be hampered in these tasks by not knowing everything about our private lives. Also, they are hungry for power over us, and knowledge is power. They have an insatiable appetite for as much information about us as they can possibly acquire. I once completed the long form, and I remember the feeling of being bullied by Statistics Canada into revealing numerous aspects of my private life that should be nobody’s business but my own. I felt violated after completing it and mailing it in under compulsion

of threats if I did not do so. No law-abiding Canadian citizen should be treated this way, and Canadians should be very suspicious of any politician who favors reinstitution compulsory long form census bullying of Canadians. By making the long form voluntary, Prime Minster Stephen Harper has restored our right to privacy and dignity as free Canadians. Of course, the bureaucrats are beside themselves, outraged that their power to snoop into every aspect of our lives and to keep our personal information on their data bases is being curtailed. I say to hell with their whole agenda, which is anti-privacy, anti-freedom, and un-Canadian. Thank you, Prime Minister. Stand your ground. Enough is enough. A woman said her common-law husband had slashed tires on her vehicle and was threatening to bring out his rifle. Surrey RCMP officers arrived to find the woman and her four children in the driveway of their home being threatened by the husband who was carrying a rifle.

The dog attacked its owner and another member of the same family, forcing the owner to stab the dog several times. RCMP were forced to put the dog down because it was critically injured. The injuries to both victims were said to be non-life-threatening. Eyewitness Dea Smith, the aunt of the dog’s owner and wife of the other victim, said the attack was completely unprovoked. “I was over at my parents’ house chilling with my nephew and a couple of his friends

having a beer,� Smith said. “All of a sudden, his pit bull out of nowhere decided to attack my husband. When we got him off my husband he (the dog) went for my nephew.� The nephew had to use a knife on the dog. A shaken Smith said her husband’s injuries were superficial, but the nephew’s were more severe. “It was a family pet,� she said. “I always thought pit bulls had a bad rap. I’ve never had a problem with them.�

THE HOST team came within a couple of runs of winning a B.C. Minor Baseball provincial championship Sunday at Lionel Courchene Park. Surrey Canadian finished second in their group in round robin play at the Pee Wee championship tournament, doubled Vancouver 8-4 in a semifinal contest Sunday morning, but lost 8-7 to Powell River in the championship game Sunday afternoon. Surrey Canadian was 3-1 in the round robin, the lone loss a 12-5 setback against Powell River. The 10-team tournament was one of 10 provincial championship tournaments played throughout the province.

OBITUARIES E.W. (Bill) Evans 1915 - 2010

Bill Evans passed away peacefully on July 25, 2010 surrounded by family in his care facility after a short illness. He’s predeceased by his wife Eva last year. Bill was born in High Valley, Alberta, grew up on the family farm in Elk Point, Alberta and was the third eldest. In his late teens, he worked in the gold mines in Yellowknife and other places, until he joined the R.C.A.F as an Engineer during the war doing reconnaissance flights over the East and West Coasts. As a dashing young officer in uniform, he was introduced by his sister Paula, to Eva, the young lady from Boeings, who worked on the same aircraft as Bill flew. A good marriage of 64 years resulted in Ken, Wayne, Sandra and Sharon, 5 grandchildren and one great grandchild soon to be born. They lived in various places on the west coast and then settled on Barnston Island, as Bill owned and worked in several logging companies on the west coast and then the provincial government. In their retirement years, they travelled extensively across BC, Canada, Europe and to Arizona on a regular basis. They moved into Surrey and then to Fleetwood Place Extended Care. The family thanks the staff at Creekside care unit and Pastor Pete for their wonderful support and care, which made their last few years very comfortable. The family is having a private memory service to honour their Father and Grandfather.

FAST-TRACKED TRAINING... Whether you’re looking to get a job in tourism, auto repair, hair design or a health-related ďŹ eld, there are dozens of career and trade schools to choose from. More than thirty post-secondary schools in Surrey are currently registered with the Private Career Training Institutions Agency (PCTIA), a regulatory body that oversees private training institutions in B.C. Schools that offer programs of 40

hours or longer with tuition of $1,000 or more are required to register with the agency in order to provide consumer protection for students so that if a school were to go out of business and a program wasn’t completed, the unearned portion of tuitions fees would be refunded. Of the registered schools in Surrey, 19 are accredited by PCTIA and must maintain a certain standard of quality.

Plenty of schools to choose from

Registered schools may voluntarily apply for accreditation after one year, at which time they undergo a rigorous assessment of faculty, facilities and curriculum. Only accredited schools can enroll students with federal or provincial student loans. Private college programs are generally shorter-term and careerspeciďŹ c compared to degree-granting

It can also lead to more students attending post-secondary institutions, putting off entering the job market so they can upgrade their skills and training. “We have seen an increase over the last couple of years,â€? said Kathleen Bigsby, director of Institutional Analysis and Planning at Kwantlen Polytechnic University. “We think there’s a link to the labour market, but we don’t know for sure.â€? Fall enrollment at Kwantlen rose 10 per cent – or about 1,200 students – from 2008 to 2009. Numbers in the spring also rose, by approximately 3.5 per cent. “We’re all in the three to ďŹ ve per cent range,â€? said Bigsby of the increases at post-secondary institutions in the Lower Mainland. “It’s one of the reasons we think it’s the labour market. It’s not just a few institutions, it all of them.â€? Jeremy Sabell, executive director of Stenberg College, said enrollment at the Surrey school is upâ€?15 to 20 per centâ€? to roughly 450 students. “It’s been up since the downturn in the economy,â€? he said. “And we see the effects when we hire. There’s strong

Norbert Ruimy, director of the Surrey campus of Sprott Shaw Community College says when there’s a downturn in the economy, his institution usually witnesses a rise in enrolment. “We see a lot of students coming back to take refresher classes – we have free lifetime upgrading – and we notice when the economy starts to turn, students always come back for retraining,â€? said Ruimy. “We also have a lot of students that took a program with us, and for some reason did not complete it ... maybe they found a job and worked with a job for ďŹ ve years, and all of a sudden they’re laid off and now they feel they need their diploma.â€? Still other students, he says, are looking for greater job security in uncertain economic times. “We ďŹ nd a lot of people are fed up with this roller-coaster ride so they want to get into a career that is basically recession-proof.â€?
