$614,000 for Surrey school manager Former associate superintendent’s salary for 2009-2010 is released by Tracy Holmes

A FORMER associate superintendent with the Surrey School District was paid more than $600,000 for the 2009-2010 school year. According to a report provided to the Public Sector Employers’ Council (PSEC) by the district, just over one-fifth of the $614,382.37 given Brian Bastien was salary, $117,095.13. And while shock at the amount was quick to follow release of the information this week, Bastien Tuesday defended the total. “I think that people who look at that amount of money and don’t understand the circumstances might be questioning it,” the

Coquitlam resident said in an interview. Surrey Teachers Association president Denise Moffatt said she was among those caught off-guard, and that she will be asking the Board of Education to explain why the total was so high. “Certainly, we accept that in a situation like that, there would be a severance package,” Moffatt said Wednesday. “To see the amount be so high is certainly concerning and we’ll want more information.” Bastien said the sum includes three days’ service pay for each of the 18 years he was employed, cashed-out sick leave, unused vacation days, nearly a year’s salary and sever-

ance pay equivalent to 18 months’ pay. It also included retirement and vehicle allowances. Bastien left the district March 31. Asked if he was fired, Bastien said he and superintendent Mike McKay “had differing views on operational matters.” And while the district could have demanded he honour the balance of his contract, the school board believed a “separation/ severance option” was best, Bastien said. And he agreed. “It was a tremendous place to work for many, many years. But I was not unhappy to leave,” he said. See SEPARATION / Page 6

one count of attempted murder, he smiled and pointed his hand like a gun at the families of his victims as he was

led away from court. In 1993, victim Moisan told The Surrey-North Delta Leader how he, Lussier and McDaniel were walking toward the Scott Road SkyTrain station to look for girls when a car screeched up. Arneil, 18 at the time, jumped out and confronted Lussier, telling him that his girlfriend had identified him as the boy who raped her. It was a lie, and Lussier told Arneil so. There was an argument, and Arneil convinced the three to stay where they were. “If you’re here when I come back Chris, then I’ll know you didn’t do it,” he said. “But if you leave and I come back and you’re not here, I’ll know you did, and I’m going to put a bullet in your head by noon tomorrow.” The older teen had a reputation for violence and a criminal record that included a conviction for assault with a weapon. But Arneil once shared a locker in school with Moisan, and they used to be friends. The three decided to stay put to prove Lussier’s innocence. Arneil returned, ordered the three into the car and drove them to a pile of dirt under the Pattullo Bridge. He then pulled a handgun from underneath his seat and ordered Lussier out of the car. The next thing Moisan heard was Arneil saying “Adios” and a single gunshot. Then Arneil shot Moisan. The wounded man remembered pleading for his life, throwing his hands up instinctively to shield his face, the sound of a shot and a ringing in his ears. Arneil then pushed Moisan out of the car. “I played dead,” Moisan told The Leader. “He thought I was dead.” Eight years later, the girlfriend would admit that she lied about being raped. Since July, the now35-year-old Arneil has been allowed to leave prison during the day to attend a drug and alcohol treatment program at an aboriginal treatment centre. The temporary leaves were allowed to continue even though Arneil violated his release conditions in October. He was transferred to a minimum security prison in 2007. dferguson@surreyleader.com

Snow Angels prep for weather Delta program matches elderly and infirm with volunteers willing to shovel by Kevin Diakiw HELP IS ON THE WAY for elderly

or infirm Delta residents who find themselves socked in by snow this year. The Corporation of Delta is launching a new program called Snow Angels, where people who need their sidewalks and driveways cleared are paired with people who enjoy helping their neighbours. Matches will be made based upon where people live. Mayor Lois Jackson said the idea was hatched after the brutal snowfall of 2008. “The old school was you just helped Mrs. Jones next door, or down the street,” Jackson said. This will be Delta’s first year running the Snow Angel program. Volunteers are currently being recruited and there should be enough in place to serve potential recipients starting Jan. 4. If you would like to volunteer

and you have your own shovel and transportation, contact Delta’s volunteer coordinator at volunteers@ corp.delta.bc.ca or 604-946-3288, or complete a volunteer form. Volunteers will be required to pass a criminal record check with Delta Police before beginning service. The service is restricted to people aged 65 and older or who have physical disabilities and live in single family homes. Temporary Night-time Lane Closures Port Mann/Highway 1 Improvement Project

Motorists are advised that during the month of January, 2011, eastbound traffic on the Port Mann Bridge may be reduced to one lane during the evening. These temporary lane closures are necessary to transport sections of the crane used to install the deck on the new Port Mann Bridge. Beginning at 9:00 p.m. most nights, Highway 1 eastbound between the Brunette Overpass and Johnston Hill will be reduced to one lane, the eastbound High Occupancy Vehicle lane, which will be open to all traffic. The two remaining lanes will be closed from the Cape Horn Interchange to Johnston Hill. All lanes will reopen by 5:00 a.m. each day. Trucks transporting sections of the crane will travel west in the closed eastbound lanes. This route will be well signed and speed limits will be reduced to 60 kilometres per hour while lanes are closed. Motorists are asked to watch for signs and obey posted speed limits. Closures are tentatively scheduled from January 4 to January 31, 2011. However, these dates are subject to change due to weather.

Let the Dachshund’s safe return is appreciated market decide I WISH to give thanks to a thief.

I AM writing to agree with letter writer Azaria Kahn that $8 an hour is not an adequate wage to live on in B.C. All the assertions are correct in the letter except one. It is not whether the government can afford to raise the wage, it is whether I, a small businessman in B.C., can afford it. Minimum wage laws only serve to distort the market. If your skills only command a low wage, improve your skills, don’t demand more money for the same work. If there was no minimum, the market would quickly determine the appropriate wage for any given job. Obviously there are people who can afford to work for $8 or McDonald’s would not have any employees. As an employer, offer too little and no one will work for you. That already is the case most industries around B.C.

My car with my mini-dachshund Nena (naynah) was stolen last Friday afternoon from the parking lot of Impact Plaza on 100 Avenue and 152 Street. This, on Christmas Eve day! My husband and I (a 68-year-old pensioner) got into action. We reported the loss to the local RCMP and walked home. I phoned radio stations, a TV station and wrote on craigslist about my loss. People came out of the woodwork in support of my plight, many of them emailing me telling me to be hopeful and wishing me well. One person even scoured her area of Langley with her husband later that day. Thank you so much, Clair. You are a stranger to me and yet you

went all out to help me. I did not sleep well that evening and Christmas was not looking to be a fine celebration. I walked back to the mall around 2 p.m. on Christmas Day (about 24 hours after the theft) and noticed a car of the same make and model parked on the avenue north of the parking lot. I raced to the vehicle and verified the licence number. It was my car. I looked inside and there was Nena, curled up and sleeping in the driver’s seat. We were able to take her home after the RCMP came to tow the vehicle and allowed us to remove her from the locked car with our key. We walked her home, where she ate double her

Putting aside busy lives and economic concerns, hundreds of people unselfishly came forward to donate to others. Large teams of volunteers picked up items, registered families, and sorted toys to keep things running smoothly. Thanks to this support and hard work, 1,800 families received gifts, food vouchers, clothing and household items that made their holiday brighter and happier. On behalf of the board and staff of the Surrey Christmas Bureau, we express our appreciation to everyone who so freely gave donations, volunteered precious time and provided services. As we pack up the 2010 toy depot, we send a giant thank you to all.

Surrey in which Elizabeth Zeek easily could have been killed if not for a rescue by others. My wife and were victims in March this year and have tried to convince the mayor and council to implement dangerous dog legislation

like done in other provinces. The results of our efforts were that we were not even granted a hearing or presentation at a monthly council meeting. Instead our request was referred to some committee. How long do Surrey residents have to keep up with these frequent

attacks? Do people have to be killed first before a ban on certain breeds is implemented? Pitbulls have a record of being the most dangerous and vicious dogs which will attack people for no reason. It is time Surrey follows the restrictions implemented in Ontario

Extra effort at hospital Political resolution I HAPPENED to go to Ridge Meadow Hospital for my dental surgery on

trol bylaw is now in effect. The bylaw prohibits the use of chemical herbicides, insecticides and fungicides for cosmetic purposes, leaving only those used for agricultural and commercial purposes and to manage pests that transmit human diseases. Organic pesti-

cides are still allowed. The legislation has come into force one year after its adoption in November 2009. Delta council permitted a one-year period for staff to expand its education program and promote pesticide-free gardening to Delta residents, including through free sustainable gardening workshops at McKitrick Garden in North Delta and

other outreach activities. Delta also held a “Pesticide Drop-off Day” in October to encourage residents to bring by their unused and leftover pesticides to ensure they are disposed of properly. Small fines for forBusted guns, fishing protesters meth by Jeff Nagel MORE THAN 40 commercial fishermen have been fined $200 each for illegally fishing to protest unequal rules governing aboriginal fisheries in 2001 and 2002, but some say they won’t pay and would rather go to jail. B.C. Fisheries Survival Coalition spokesman Phil Eidsvik – one of the protesters who represented the group in court – said they will appeal the convictions and predicted some will defy the fines imposed Dec. 21 in B.C. Provincial Court. “A number of them have come to me and said ‘I’m not going to pay a fine because I’m the wrong race,’” Eidsvik said outside the Surrey courthouse. “We have here a prosecution and enforcement policy based on race,” he said. “By saying it’s okay to charge one racial group and not charge another, the court becomes somewhat complicit in that.” The original protests were staged to shine a spotlight on what the fishermen viewed as lax policing of aboriginal salmon fisheries on the Fraser River. Commercial fishermen were incensed they were largely sidelined in years of borderline sockeye returns, while native bands hauled in large catches of food fish. They contend First Nations food fish catches were and continue to be

routinely sold on the black market, while the Department of Fisheries and Oceans (DFO) turns a blind eye. The Lower Mainland commercial fishermen convicted included Conservative MP John Cummins (RichmondDelta East). Also in the group are JapaneseCanadian fishermen like Len Koyanagi, who was born in an internment camp during the Second World War and counts this as the second time he’s been wrongly punished by race-based federal policies. “We’re disappointed with the findings,” said Cummins, who was fined $300 because it was his second offence. He said he won’t be paying the fine on principle. “It’s outrageous that the court would be doing the department’s dirty work for them,” he said. Cummins hoped the judge would grant absolute discharges – leaving fishermen with no record – and send a message to fishery managers that “you cannot treat one group of Canadians differently from another.” Provincial Court Judge James Wingham rejected discharges, noting the protest fisheries happened at the same time native food fisheries were in progress and “created a situation where there was potential for conflict.” jnagel@surreyleader.com

force against calls for an independent provincial police force has officially taken over the RCMP in B.C. Assistant Commissioner Peter Hourihan has become the new commanding officer for the province, the RCMP has announced. He replaces Deputy Commissioner Gary Bass, who has been promoted to head of RCMP operations in Western Canada. Hourihan’s arrival comes as the B.C. government and RCMP are negotiating a renewal of the policing contract that sees the federal force provide province-wide services. The RCMP has held the contract since 1950,

when it took over from the B.C. Provincial Police, which was dissolved by the provincial government of the day. In Alberta, where the provincial government is also negotiating a renewal of its policing contract with the RCMP, Hourihan recently responded to an open letter calling for creation of an independent provincial police service with a letter of his own. “Alberta has a provincial police service which is founded and prioritized on community policing — that service is the RCMP,” Hourihan wrote in a Calgary newspaper. “The RCMP in Alberta is accountable to Albertans and

their governments.” The 53-year-old married father of two has 34 years of experience in Saskatchewan, the

Northwest Territories, Ottawa, Manitoba and most recently in Alberta, where he was criminal operations

officer for the entire province. His policing experience includes a wide range of duties.

For more than two weeks, the park is a gathering site for celebrating the 2010 Winter Games, with live entertainment, activities, and live coverage of the competitions. MARCH – Surrey’s Simon the Roaming Gnome is taken on yet another trip – this time to enjoy Olympic festivities – by the mysterious Man in Hoodie. – Bhai Sarwan Singh breaks his own Guinness Book of World Record for having the longest beard at 7’8”. – The Clayton Heights Night Riders advance to the B.C. Senior AAA boys high school basketball tournament for the first time in school history. APRIL – More than 100,000 people converge on Newton for the annual Vaisakhi parade, which celebrates the birth of the Sikh faith. JULY - Surrey’s Matt Jarvis wins more than $800,000 and is one of just nine poker players to qualify for the World Series of Poker. In the November competition, Jarvis is eliminated and comes in eighth, but still takes home more than $1 million. – About 100,000 people stream into Surrey’s Holland Park to take in the city’s increasingly popular multicultural Fusion Festival. Weekend attendance is almost double last year’s 60,000 turnout for the two-day event. – Surrey radio host Jasbir Singh Romana is flooded with calls when he asks listeners to talk about their love for Canada. – More than 100,000 people celebrate Canada Day at the Cloverdale Millennium Amphitheatre AUGUST – Asianna Covington, 15, wins two gold medals at the Legion Canadian Youth Championships track-and-field meet in Ottawa. The Surrey resident places first in both the discus and shotput events. – A staggering number of sockeye salmon – initially estimated at well over 30 million – return to the Fraser River. 2 lbs fresh ginger, peeled 4 cups of water 1 cup fresh lime juice 3 cups sugar 1 litre soda water Put ginger and 2 cups of water in a blender on high for 3 minutes. Strain the pulp into a pitcher and return the solids to the blender with 1 cup of water. Blend on high for 2 minutes. Strain again and return the pulp to the blender. Mix on high again, for the final time, with the last cup of water. Strain again and discard ginger pulp (or save to add to curries). Add lime juice and sugar to the ginger water and stir well until dissolved. Put in the fridge to chill for 1 hour. To serve put ice in a tall glass and mix half ginger juice and half soda water. Garnish with a slice of lime.

Dip each rim into the sugar to coat 4. Pour 1 tsp pomegranate syrup (or grenadine) into bottom of each glass 5. Pour grapefruit juice and 2 cups of ice in blender - crush ice 6. It is with great sadness that we announce the peaceful passing with his family by his side of Bob Hansen at Langley Memorial Hospital. Bob was born in Vancouver B.C., then at an early age moved to Langley. When he married Bob spent the rest of his life in the Cloverdale area raising his family. He is survived by his loving wife Jean who he was married to for 56 years. Beloved father of Robert (Barbara) and Wendy. Dearly loved grandpa of Tina (James), Jennifer (Matt), Derek (Nickie) and Sarah. Great Grandpa of Kayden Jean. Dad, Grandpa and Great Grandpa embraced his family with love and was always there for them. Bob enjoyed the great outdoors by hunting camping and spending many hours fishing or on his boat. Bob’s life began as a mechanic for many years, also he did carpentry and with this skill built many homes. Bob was a volunteer for the Cloverdale Hall 8 Fire Department, then joining the Surrey Fire Department and retiring as a assistant Fire Chief. There will be a gathering of the family & friends at a later date. Donations can be made in Bob Hansen honor to the Vancouver Burn Unit or the Alzheimer’s Society.
