being cut by 38 per cent this year as the industry continues to struggle financially. That means the prized fall racing season at Fraser Downs Racetrack and Casino in Cloverdale will be cut nearly in half. It comes during one of the most critical times for the track, which holds its Breeder’s Stakes races in the fall. And while officials remain hopeful, the viability of the 2011 season is now also in doubt. Horse racing industry officials met on July 27 to discuss “a very difficult environment for racing in this province and elsewhere,” said Derek Sturko, chair of the B.C. Suspects on camera RCMP release footage related to stabbing incident Black Press THE PRELUDE to a

confrontation outside a Surrey fast food outlet that injured three men was recorded by security cameras. Surrey RCMP released images (at right) of the alleged attackers taken inside the restaurant in the 10200 block of King George Boulevard. On June 16 around 9:50 p.m., a group of three men and two women entered the premises and got into a verbal confrontation with three other men who were sitting eating their meal. Police said the male suspects

left the restaurant and waited to jump the three victim when they went outside. Police arrived to find three men with non-life-threatening stab wounds. The attackers had fled. The first suspect was a beefy Caucasian male, 22-24 years old,

5’9”, with a shaved head or very close haircut, wearing a white T-shirt with pictures on it. The second attacker was a thinner Caucasian male with a short hair cut, 6’ wearing a loose white T-shirt with pictures of skulls. Suspect number three was a skinny non-Caucasian male with dark hair, 20-22 years old, 5’9”, wearing a loose dark (possibly blue) T-shirt. Fatal stabbing in Surrey Black Press A 33-YEAR-OLD man

died and a 42-year-old woman was taken to hospital following a stabbing incident inside a Surrey house Friday morning. The regional Inte-

grated Homicide Investigation Team (IHIT) was called in after Surrey RCMP acting on a phone tip discovered the body of a man inside the residence in the 12800 block of 99 Avenue. Police also discovered

a woman who was suffering from “substantial stabbing related injuries,” according to an IHIT statement. The female victim was taken to hospital. Her injuries were not believed to be lifethreatening.

A 54-year-old man was arrested in the home and brought to the Surrey RCMP office for questioning. IHIT and Surrey Serious Crime investigators interviewed neighbours. IHIT said while it was

In inking the deal, the province revealed it is now paying $88 million – up from $31 million – for mitigation and enhancement expenses required for the loss of habitat and agricultural land. But that does not mean the government now projects worse impacts from the road, according to transportation ministry assistant deputy minister Frank Blasetti. Instead, he said, the cost of remediating historic landfills and contaminated sites near Burns Bog has risen significantly, to $19 million. “We were surprised at how extensive they were,” he said. An extra $10 million is going to systems to help control water levels around Burns Bog and $26 million is earmarked for fish and wildlife enhancement. The perimeter road will also bring a new $18-million irrigation system serving 6,000 hectares, much of which had not previously been irrigated. Road upgrades to improve farm vehicle mobility will be worth $10 million. The improvements are to offset the loss of 90 hectares of farmland removed from the Agricultural Land Reserve to make way for the road. The northeastern section of the SFPR from 176 Street to the Pattullo Bridge is slated to be finished by the end of 2012, with the southwestern leg to Deltaport not expected to be finished until 2013. The province estimates the perimeter road will reduce traffic by 70 to 80 per cent on River Road and dramatically improve travel times along the corridor. “The South Fraser Perimeter Road will remove trucks and regional traffic from community streets and put them back on the highway, where they belong,” said transportation minister Shirley Bond.

100th birthday on Friday the 13th surrounded by family and friends in the communal hall at the North Surrey gated community where she lives. Some nervous relatives wanted her to use a wheelchair instead of her cane to make sure she didn’t take a fall, but she refused. “I’m not superstitious,” she said. MacPhee was born on a Tuesday in a small Ontario community, the youngest of four girls. Her parents were Pennsylvania Dutch. Her father worked in a lumber mill. He doted on his youngest daughter, so much that her older sisters sometimes grumbled that Irene could get away with anything.

She has never been wealthy, MacPhee said, but she has never wanted for anything either. “Every morning, I just say ‘thank you Lord for a beautiful new day, walk with me today’,” she said, beaming.

many years younger than his actual age. He is short, small-boned, a little pudgy and he wears his hair in the spiky style favoured by many teenage boys. A frazzled-looking Herrera swallowed nervously as a Sheriff ’s officer escorted him into a Surrey Provincial Court chamber for his bail hearing Thursday afternoon. The student teacher had just finished his practicum in the Surrey School District when he was arrested and charged with three sex-related Criminal Code charges. Surrey RCMP said in May of this year they received a complaint from a female student at a Surrey high school who told them a student teacher had engaged in an “inappropriate relationship” with her. Following an investigation by the Surrey RCMP, Herrera was charged with one count of sexual assault, one count of inviting sexual touching by a person under the age of 16 and one count of sexual interference with a person under 16. Details of the information discussed during his bail application cannot be reported, nor can any information that might

identify the alleged victim. At the end of the brief hearing, the judge ordered Herrera released from custody on a no-deposit-required bail in the amount of $10,000 with several conditions. Among them, he must not contact his accuser or go near the school where they met. He is not allowed to work or perform volunteer service that involves people under the age of 16. Herrera, who has U.S. citizenship, is not allowed to leave the area and has been ordered to surrender his passport. His next court appearance is set for Sept. 3. Surrey School District spokesman Doug Strachan said the district learned about the matter after the student teacher had finished his onemonth unpaid practical work experience. “The district was surprised to hear of the investigation and is cooperating fully,” Strachan said. Herrera was not an employee of the school district, Strachan added. Student teachers nearing the end of their university studies perform unpaid work or practicums in schools to get real-world classroom experience. Their first such teaching sessions are usually supervised by an experienced teacher, but they are allowed to work solo later on.

He said his committee sought input from the horse racing sector, but didn’t hear back. “So, it got to the point where Great Canadian (Casino Corporation) felt it had to make some decisions to give some people certainty about what was happening in the fall.” The association representing harness racers is extremely upset with the decision. “As Vice President of Harness B.C., I cannot

help but feel violated at this turn of events,” Brett Currie said on Harness B.C.’s website. There are about 500 employees locally that could be affected by the decision to reduce the number of days, including breeders, jockeys and firms that provide feed and sulkies (racing carriages). he race is heating up for a seat on Delta council with the Sept.18 byelection looming. Let’s just hope the voters are as keyed up and turn out at the polls in good numbers. A total of eight individuals have thrown their hat in the political ring and are willing to slog through a campaign at the end of summer and into the frenzy of back-to-school for many families. (The deadline to add your name to the ballot was Aug.13). But as the ballot seems a touch crowded for a solitary seat, will there be decent traffic at the polling stations? Municipal elections are notorious for low voter turnout. According to stats from the Corporation of Delta, the last time Deltans went to the polls on Nov.15, 2008 to elect a full slate of councillors and a mayor, a paltry 31 per cent marked a ballot. Breaking it down by region, among the most apathetic were from North Delta, where just 24 per cent turned out. Voters in South Delta were a little more excited about the democratic process, but not by much. Just 34 per cent went to the ballot box. What can we expect on Sept. 18 in terms of voter turnout with a lone seat on council up for grabs that will last just until November 2011? With plenty of subjects on the line such as revitalization of Scott Road, Ladner Harbour re-development and the future of the Southlands, hopefully there will be enough interest to avoid a dismal ballot return. To help stir up some political excitement, The South Delta Leader is hosting an all-candidates debate Aug. 24 from 7-9 p.m. at the Delta Town & Country Inn, 6005 Hwy. 17. So there really is no excuse for missing your chance to play some role in the byelection. The dapper Delta shrub merchant squinted through his shades at the media arrayed around him in Vancouver and insinuated that the Chief Electoral Officer is in the tank for Premier Gordon Campbell and his business buddies. Not in so many words, of course. That could cause Vander Zalm’s already impressive legal bills to grow further. So his statements were carefully calculated to trash an independent office on the level of the auditor-general, and its interim occupant, veteran legislative clerk Craig James. “James is opening the door for any group opposed to a citizen initiative to thwart the democratic will of the people simply by launching a challenge to that petition in court,” Vander Zalm proclaimed in a press release from his anti-HST boiler room. “It is outrageous, and reeks of political interference

come. Zalm’s field generals first issued and then retreated from a deadline of Nov. 15 to start “total recall.” Now they’re looking at springtime. This is a sign that the clown car is running low on gas. There are people, some in the media, who long to see B.C. politics get back to “normal.” Normal in this case means a sickening lurch from one bush-league humiliation to the next, with premiers resigning in disgrace before voters even have a chance to throw them out. But voters should remember what Zalm is really demanding. Repeal a federal law, reinstate the provincial sales tax bureaucracy and repay every additional dime collected under the HST. A nightmare of service cuts would surely ensue. The costs of this lunacy haven’t even been calculated, since everyone, even the supposedly anti-tax NDP, knows it’s a fantasy garden. I READ The Leader’s recent editorial

that refers to Block Watch and Block Parent. It stated that both programs are still active now. In fact, Block Parent, the program that showed a sign in the window indicating a safe house for children, is no longer operating in RCMP jurisdictions. The program did their best to collect all signs, but if you still have one, please destroy it. Block Watch on the other hand is very much alive and is an excellent program to deter crime in your neighborhood. This is largely in part due to the communication between neighbours and the liaison with the police. It is important to know your neighbors as we tend to care about people more if we know them. Block Watch in Surrey has been very instrumental in assisting the police to identify crime areas and problem residences. As residents are always there and the police can’t be everywhere, Block Watch participants provide police with a wealth of information. Criminals would do well to stay away from Block Watch areas because residents have been trained to be watchful and report everything. If you would like to become a part of the Block Watch program, please contact your local community policing office or call 604-599-7601. Block Watch is making communities safer, one block at a time.

In 1989 we built a beautiful custom home for our family, it was a single-family home with no basement. Shortly after, 42 mega-homes were being constructed. We had homes with two or three suites, trucks, people moving in and out and crime. Yes crime. We had to sell our beautiful home and lost lots of money because our home did not have a

basement for rent. Today, as a resident of Fraser Heights, I am concerned about the illegal suites that are currently here as well as legalizing them. I for one do not want any suites in my area. Maybe instead of Surrey legalizing suites, they should get their act in gear and find those people who are operating illegal suites. This is something they have not done very well. Just a month or so ago, a home here had a for sale sign stating “three suites.” We need to have appropriate housing for low-income families to live in and raise their

families safely. Some private homeowners that have suites are using the income from suites to help pay mortgages. If you cannot afford to pay a mortgage, then don’t buy a big house, buy one you can afford. No illegal suites. Get the bylaw officers out there collecting the fines and holding those homeowners accountable for their share of taxes, etc. Why should I pay for someone else? We have paid enough.

Follow Delta’s lead on suites KUDOS TO Pieter Spierenburg for

his recent letter about illegal suites and telling it how it is. While Surrey council has pushed this problem aside for many years, I note that Delta has not only grappled with the same problem but has offered a sensible solution. While agreeing to allow a house to have a single registered suite, they will also come down hard on anyone with more than one. The fact that they will fine owners hundreds of dollars per day for any extra suites should be good news and help stop all the illegal suites. I hope that Surrey council takes notice of this idea and implements a similar one, maybe even increasing the fine to $500 a day. Michael Wheeler Surrey

I HAVE been so discouraged that the B.C. Liberal government has trodden over the democratic freedoms we once held in high standard in this province. I amongst numerous other people in this province spent countless days fighting the Harmonized Sales Tax that Gordon Campbell assured us he would not bring to our province. I have voted provincial Liberal or Social Credit my entire voting life and have become increasing annoyed with the fact my vote is simply ignored by the person I send to Victoria. Then B.C.’s chief electoral officer agreed that the anti-HST petition has acquired the required amount of signatures to move forward, but even though the required totals have been achieved, he decided to stand still and await the outcome of HST court battles. This totally infuriates me. The thought that my vote simply is ignored is very discouraging. We wonder why democracy is failing in our nation, why our citizens don’t bother going to the polls. Well the answer is simple: Our politicians don’t bother with the will of the people anymore, they are all consumed by the will of the party. That’s not democracy. That’s a dictatorship.

Time to re-open the abortion debate THE LATEST poll on abortion in

Canada conducted just this month by Angus Reid shows that Canadians are not content with the status quo of unrestricted access to abortion. The poll showed that 80 per cent of respondents don’t know that in Canada a woman can request an abortion at any stage of her pregnancy. Another important finding of the survey is that one-third of Canadians feel that we should re-open the abortion debate. Why is it then that our elected leaders continually tell us that Canada doesn’t need this discussion? Why do the leaders of Conservative Party of Canada suppress any attempts by Canada’s citizens as well

as their own MPs to bring forward any legislation that would re-open the debate and provide some protection for our most vulnerable citizens? It’s time Canada. There are better

solutions for how we protect the lives of unborn children. We need to have a sensible discussion about this sensitive issue. If the current group of elected representatives is unwilling to lead us, then it’s time

Doctors made call for more staff last year Top medical team from B.C. Women’s Hospital asked for more anesthesiologists in May 2009 by Kevin Diakiw A PROVINCE-WIDE shortage of anesthesiolo-

gists that spurred the closure of high-level neonatal care at Surrey Memorial Hospital lasts month has been on the ministry of health’s radar for more than a year. An urgent call for round-the-clock obstetric anesthesiologists went out in May of last year from some of the province’s most veteran physicians. In a joint letter to the provincial health ministry, dated May 29, 2009, several senior physicians – including Dr. Jan Christilaw, president of B.C. Women’s Hospital and Health Centre – said it’s time B.C. met the standards of other provinces. “Ontario guidelines have suggested that an in-house obstetrical anesthesiologist (full-time obstetrical anesthesia team) be available in units with greater than 3,500 births, and should expand proportional to the total number,” the team of doctors wrote. Both B.C. Women’s and Surrey Memorial Hospital (SMH) record more than 3,500 births annually. But subsequent failure to Adrian Dix recruit more of the specialists resulted in Level 3 Neonatal Intensive Care Unit (NICU) services at SMH being transferred to Royal Columbian Hospital, and caused Victoria’s hospital to refer some of its most complicated pregnancies to the Lower Mainland. Victoria, Royal Columbian, and B.C. Women’s offer Level 3 care for the highest-risk babies. National standards dictate NICU services have anesthesiologists available for mother and baby care 24/7, every day of the year – a practice known as Dedicated Obstetric Anesthesia. Only B.C. Women’s has that level of anesthesiologists on staff. In July of last year, Fraser Health advertised across the country for 10 anesthesiologists. For two months, the notice was posted on Healthmatch BC and in daily and national

newspapers, and personal letters were sent to every anesthesiologist in the country. A direct recruitment by the ministry of health drew one applicant from Ireland. He stayed three months and went back. NDP health critic Adrian Dix says the wheels are coming off the health care wagon. Dix said it’s only a matter of time before the shortage of anesthesiologists has a significant impact on surgeries in this province. “Of course it does if there are fewer people on staff,” Dix said. “It’s concerning. I would think Fraser Health would view it that way as well.” Recruiting efforts appear to be failing for two main reasons. Anesthesiologists are being paid more in other provinces, and the ones here are working marathon shifts just to accomplish the necessary work. “All of the other provinces are pulling our anesthesiologists away,” said Dr. James Helliwell, president of the B.C. Anesthesiologists Society (BCAS). He adds other provinces are able to do that with a combination of money and a better “work-life balance.” A full-time anesthesiologist in B.C. works more than 72 hours a week in hospital, not including any preparatory or office work involved. Helliwell said one of the things that can be done is add more staff in support of anesthesiologists, as other provinces do. “It’s about patient care and efficiency, is what we call ‘physician extenders’, “ Helliwell said. “These are anesthetic assistants who help us prioritize our task to direct patient care.” Health minister Kevin Falcon was not immediately available for comment.

Pilot smoking ban a success so far Recommendation to parks commission in fall by Kevin Diakiw

A TEST PROGRAM banning smoking from some parks and beaches is looking promising and may become law by fall. Surrey’s parks and recreation department initiated the pilot project in May, placing several signs in areas used by children that smoking is not allowed. Owen Croy, Surrey’s manager of parks, said it’s too early to make a definite determination, but indications are that the program is a success. “The information I’ve received back from staff so far is that the pilot is going well and that people are compliant,” Croy said. He expects to report back to the parks commit-

tee this fall so it can make a recommendation to council. Coun. Mary Martin, who is on the Mayor’s Task Force on Health, said earlier this year she would exploring the idea of extending Surrey’s no-smoking areas to parks and beaches. “It’s going to come,” Martin said at the time. “People are choked. They’re very sensitive to the fact they don’t want to be around second-hand smoke.” The city’s current smoking bylaw prohibits anyone from smoking within 7.5 metres of doorways, windows and air ducts. The city’s prohibitive distance is more than twice that required by the province

(three metres). Delta has had a 10-metre no-smoking zone since 2006. James Repace, a recipient of the U.S. Surgeon General’s Medallion for his work on second-hand smoke, determined 7.5 metres is the required distance to be from a smoker to remain safe from harm. Cigarette smoking is the primary risk factor for diseases of the circulatory system, cancers and respiratory diseases. Exposure to secondhand smoke kills approximately 100 people in B.C. each year, costing the province almost $40 million in health care costs. kdiakiw@surreyleader.com

cities over the scale and operation of liquor establishments, a move Surrey’s mayor characterized as shortsighted. Under new rules added to the Liquor Control Act, a municipality’s only control over liquor establishments will be limited to rezoning decisions. With existing bars and licensed restaurants, the province has full reign to adjust the number of seats – both inside and on the patio – and the hours an establishment can serve alcohol. Liquor licence renewals will now also be

decided by Victoria. Mayor Dianne Watts said while decisions are made from a comfortable distance by Victoria, the impact will be felt right here. “That’s nonsense,” Watts said. “The public policy that is made at the federal and provincial levels, we see how that plays out in the community.” According to a report from the B.C. Liquor Control and Licensing Branch (LCLB), dated July 14, the LCLB will be discussing the changes with municipalities before they take effect over the course of the next few months.

What could be more fun and entertaining than sitting under the stars watching a movie with your family and friends? This summer marks the 6th year the Downtown Surrey Business Improvement Association is staging Movies Under the Stars and the second year that Prospera Credit Union is the presenting sponsor. Movie Nights have become a popular way for Business Improvement Associations (BIAs) throughout BC to engage the community. Not only are local businesses and organizations showcased but it encourages people from outside the area to visit. But holding movie nights are not the only thing that BIAs do. BIAs cover a designated area and are de¿ned by a City bylaw. (In the case of the DSBIA, the area covers from 112 Avenue in the north to 96 Avenue in the south and between Whalley Boulevard and University Drive with a jut out to 140 Street on 104 Avenue and to 133 Street on 108 Avenue making it one of the largest BIAs, by area, in BC.) Commercial properties within the area agree to be taxed and all the money collected is turned over to a volunteer Board of Directors elected by business and property members to determine how the money should be spent effectively. The mission of the DSBIA is to create a dynamic, safe and sustainable metro centre by making the area the best place to work, play, learn and live. As more people move to Surrey, having vibrant public spaces is crucial to having a Downtown core where people want to be. The plans for our new City Hall, unveiled by Mayor Watts in June, encompass that vision. Included in the new City Hall is an outdoor plaza that can accommodate up to 5,000 people. Surrounding the plaza will be small coffee shops and bistros. It will be a perfect venue for concerts, celebrations and markets. People want public spaces to be clean and safe. Each year, the DSBIA funds beauti¿cation initiatives within the area such as Graf¿ti Removal and Clean Streets Programs. Funds are also allocated from the DSBIA budget toward a bike patrol that local businesses can call should they require assistance. BIAs not only do good work in the community but build community. One might ask why, in a City the size of Surrey, do we only have two BIAs (Downtown Surrey and Cloverdale)? What about Fleetwood, East Newton, Guildford, West Newton …. Support the BIA area businesses because they support your community. In the meantime, there are still three more movie nights at Holland Park in 2010 – August 20, August 21, August 28. THE ‘CHRISTMAS HOUSE’ BUILT BY COMMUNITY ELVES Written by Monica Nelson, SCB Student Intern

The Surrey Christmas Bureau has a new office thanks to community spirited elves who started to spread the Christmas spirit early this year. The new office, nicknamed the ‘Christmas House’, is located on 107A Avenue at Whalley Boulevard and was generously offered to the Christmas Bureau by Charan Sethi, the developer of the Quattro project.

Work needed to be done on the house before the Christmas Bureau could move in so a number of community members stepped up to help. Colleen Staresina, the RCMP District One Crime Prevention Coordinator got busy organizing

donations of paint, brushes and rollers from the local Home Depot Store. Michael Wilson of the Phoenix Society thought helping the Christmas Bureau would be a great project for his “red-shirt brigade of community volunteers”. When he asked a few people to help on July 31, he never expected 19 volunteers would show up. Having that many helpers meant things started to take shape quickly. “You guys work fast. When I took my dog out for his morning walk, you were just starting. Now it’s all done and it looks great,” one neighbor said at the sight of the newly painted bright white house with red trim. The volunteers have been working as hard as little elves in Santa’s workshop to give the Christmas Bureau a new home. And their hard work did not go unnoticed. “It’s nice to see people doing something positive for Whalley, thank you” said one neighbour who stopped by. “It’s important for the Christmas Bureau to have office space. It is the hub for everything we do year-round, including our popular Adopt-a-Family Program,” said Bonnie Burnside, one of the Bureau’s Directors. “But to have the community step forward in this way has been remarkable. We really want to thank Charan, Colleen, our RCMP

CSOs (Josh and Simon), Home Depot and especially Michael Wilson and all his volunteers for their contributions. They have done a great job getting the place ready for us.” The Christmas Bureau will be moving into their new office over the next few weeks. Once settled in, they will start recruiting additional volunteers to help with fundraising activities, Christmas hampers and the Adopt-A-Family Program. Hammering the field 15-year-old track and field phenom wins two gold by Rick Kupchuk

O

nly the rule book got between Asianna Covington and a third podium finish at the Legion Canadian Youth Championship meet Aug. 4-10 in Ottawa. The 15-year-old Surrey resident did win two medals at the national track and field competition, placing first in the discus and shot put events in the under-16 category. But an attempt at a third medal wasn’t possible, as the hammer throw wasn’t contested in the under-16 age group. “I wasn’t old enough for the hammer throw, they only had it in the under-18 division,” Covington said. “But I probably would have won gold.” And she might be right. Covington has thrown 48.81m in the event this season, doing so at the Emilie Mondor Invitational meet last May. Sam Kennedy, also of Surrey, won the under-18 hammer throw in Ottawa with a distance of 45 metres. Still, Covington was pleased with the two medals she did earn. “They weren’t my personal bests, but I’m happy,” she said. “I was a little nervous at the start, but not too bad.” The Legion meet was the last in a very successful spring/summer season for Covington, a member of the Kajaks Track and Field Club in Richmond. Set to go into her Grade 10 year at Little Flower Academy in Vancouver, she will step away from the sport for several weeks Asianna before resuming training in October. Covington Covington surprised many by winning a gold medal in the shot put at the B.C. High School Championships in Burnaby last June, one of three medals won by a Grade 9 athlete competing against several Grade 12s. “I was surprised,” said Covington, who also won bronze medals in discus and hammer throw. “I didn’t realize I could win until the middle of the competition. I had just finished discus, and didn’t do too well. I was mad, I had a lot of adrenalin. I had to run over to the shot put, and I just threw it.” The shot travelled 11.65m, a personal best. It was also the best throw of the meet, earning Covington the gold medal by a margin of 54 cm. She performed even better at the B.C. Summer Games last month in Langley, taking the gold medal in all three events, and smashing a 22-year-old Canadian record in the hammer throw with a toss of 52.64 metres. The old mark in the Midget age group was 50.30m. Not bad for an athlete who began competing in throwing events just three years ago, after being encouraged to by a Kajaks coach. “My coach is Richard Collier, a close family friend,” she said. “He’s the best throwing coach in Canada, and he saw that I was strong and said I should try it. I did, and I liked it. I used to play baseball and soccer, and I still play basketball in the winter, but mainly for conditioning. “Track and field is still number one.” In addition to Covington and Kennedy, three other local athletes also won medals in Ottawa. Serena Graf of North Delta earned a silver medal in the under-18 girls javelin. She threw 44.22m, just behind Madison Johnston of Ontario, who had a best throw of 44.68m.

in 1:53.73, just .74 seconds behind Andrew Costello of Ontario. He was also part of British Columbia’s 4x400 relay which won gold, setting a Canadian Youth record. The team finished in 3:22.16, shattering the old mark by 4.4 seconds.
