south Burnaby, staff know they still have an uphill battle in their ongoing bid to roll out their modernized smart power grid. It’s a steeper climb in some parts of the Lower Mainland than others. Less than 20 per cent of households have been switched over to the controversial wireless smart meters in Surrey, White Rock, the Tri-Cities and Maple Ridge. In contrast, 80 per cent of homes have now been converted in Richmond and Delta. The conversion rate is closer to 30 per cent in Vancouver, Burnaby and the North Shore, as well as the Mission, Abbotsford and Chilliwack areas in the Fraser Valley. About one per cent of B.C.’s 1.8 million households have balked at accepting smart meters. Hydro’s strategy is to work around the several thousand resisters. Meter installers go where they’re unop-
posed and continue their work. Eventually, officials say, everyone will have to be on board. “We have about 20 per cent of our system fully deployed now,” says Fiona Taylor, deputy project officer for the smart metering program. “We’ve had about 1,000 customers to date call with concerns and then change their views on that once we’ve had a chance to talk to them.” Many who object worry a new layer of wireless radiation penetrating their homes will harm their health. “There’s a significant amount of misinformation out there,” Hydro communications manager Cindy Verschoor said. “The meters are absolutely safe. They’ve been confirmed safe by the provincial health officer, the World Health Organization and Health Canada.” Smart meters do send brief wireless pulses out to the rest of the grid a few times a day to relay power use data.

smile as she watches her students wash and style wigs in the school salon. And when they’re done and sitting atop mannequin heads on the top left shelf, she’s even more pleased because she knows she can soon take them to Surrey Memorial Hospital (SMH).
It all makes her think of her Aunt Vicky. Dubois, an assistant instructor at the Surrey School District’s hairdressing school, helped start a program last September where students clean, maintain, set and style all the hairpieces that are donated to the wig program at the B.C. Cancer Agency’s centre in Surrey. The idea was actually that of her aunt, Victoria Nichols Simle,
who passed away last March after battling throat cancer. Like many patients undergoing chemotherapy treatments, Simle lost all of her hair. One day, she noticed a bag of tangled wigs at SMH. “She said ‘wouldn’t it be great if, where you’re working, you and the students could do the maintenance?’ “ recalled Dubois, “and I said ‘oh wow, that’s a great idea. Hydro: No plan for time-of-day pricing From page 1 Unlike FM radio transmitters that emit the same type of radiation continually, the smart meter transmissions add up to less than one minute of exposure per day (latest tests suggest it is a couple of seconds), at power levels several times lower than a cellphone. Hydro estimates the radio frequency (RF) exposure from standing next to a smart meter for 20 years is equivalent to a 30-minute cellphone call. A new statement on the exposure risk prepared and approved by the B.C. Cancer Agency at the request of provincial health officer Dr. Perry Kendall says there’s no convincing evidence of health risk from wireless technology. Smart meter transmission exposure rapidly diminishes with distance, it notes, reaching just one 100,000th of Health Canada’s limit at a range of three meters. “This exposure level is much less than exposure to RF from cellphone use,” according to the Dec. 23 statement by Mary McBride. Repeated studies have failed to confirm claims some people suffer from electromagnetic sensitivity, the statement also said. Independent electromagnetic radiation tests commissioned by CBC News in December verified BC Hydro’s evidence that smart meters are drowned out by FM transmitters, cellphones and myriad other signals. Some apartment dwellers have raised concerns that they may live too close to large banks of smart meters. In practice, one meter in a bank communicates out to the grid on behalf of the others. Tests next to the bank of 10 smart meters in BC Hydro’s lab show that even if they are all set to transmit simultaneously and continuously – something that wouldn’t happen – the combined radiation is no stronger than one cellphone operating. The CBC test by engineer Rob Stirling found continuous cellphone frequency and FM signals in Vancouver both eclipsed the emissions of the lab smart meters running at full power. “Smart meters pose no threat of illegal radio interference, or health hazards according to Canadian regulations,” he concluded. RF signals – beamed out by everything from radio stations and the sun to wireless computer routers and fluorescent light fixtures – blanket the urban landscape. But opponents of smart meters, including the group Citizens For Safe Technology, haven’t given up. CST has launched a province-wide petition opposing the rollout and they’re seeking an injunction from the BC Utilities Commission to stop it on grounds that the wireless technology goes beyond the scope of the program’s enabling legislation.

• Can smart meters harm home electronics? Installing a smart meter typically causes a one-minute power outage while technicians remove the old mechanical meter and pop on the smart meter. Hydro says that’s no different than a brief power interruption during an windstorm and should have no effect on appliances.

• Why aren’t smart meters CSA approved? Hydro’s Fiona Taylor says smart meters aren’t under the jurisdiction of the Canadian Standards Association, which mainly governs retail consumer products. Instead, they’re regulated by Measurement Canada for accuracy and Industry Canada for safety. BC Hydro also works with other associations, such as IEEE (Institute of Electrical and Electronics Engineers.

Despite the $930-million price tag to install smart meters across the province, BC Hydro estimates it will generate $1.6 billion in overall benefits and $500 million in net savings over 20 years after all costs. Households and businesses will have the option to use devices that display their power consumption in real time. You’ll be able to plug and unplug different lights, appliances or phantom electronics and see how the change affects your power consumption. Some people will use that to become more efficient and find power savings to reduce their bills. Critics, including the B.C. Public Interest Advocacy Centre, have disputed that the conservation gains will amount to much, at least without shifting to time-of-day pricing, where users pay more at peak times. BC Hydro responds that customer conservation is a small part of the big picture. “Even if the customer doesn’t show up, we still get 80 per cent of the benefits,” Taylor said. The existing grid inefficiently sends electricity into the substations and on to homes through wires at less-than-optimal voltages. Meters aren’t just being added in homes and businesses at the end of the wires. They’re being added at new points throughout the grid where Hydro doesn’t have good data on power flows and voltage requirements. Real-time information will mean more efficient use of power within the grid, before it gets to the home, resulting in less waste and potentially forestalling construction of new dams. “Much of the savings come from not having to put as much electrons on the wires as we do today,” Taylor said. Meter readers will also be eliminated, cutting payroll costs.
BC Hydro expects the meters will also save staff time and expense in other ways. When crews fix an outage, they will now check in with their base before leaving the area. System operators will check the smart meter grid and tell them if they’ve missed a couple of homes nearby. Currently, crews often make repeated visits to an area because power wasn’t restored to all homes the first trip. Hydro and the provincial government say they do not intend to shift to time-of-day pricing. • Will smart meters be used to bust marijuana growers? BC Hydro says it doesn’t care how you use its electricity, provided you pay your bill. But Hydro estimates power thieves steal at least $100 million worth of electricity each year, much of it for marijuana grow-ops. Smart meters will instantly detect and alert the grid if they’ve been tampered with. Officials say attempts to hack a home meter, bypass it, or tap into a power line on a pole can be detected because the next set of meters up the grid will be able to tell more power is being consumed than reported. The Surrey Fire Department expects to continue to obtain periodic access to power consumption data from BC Hydro after smart meters are installed. Chief Len Garis said homes with high power consumption – at least three times normal levels – will attract the attention of Surrey’s electrical fire safety inspectors. They post warnings on those homes giving 72-hours notice of an inspection, which usually prompts pot growers to quickly vacate.
Hydro says it will not get anything other than aggregate hourly power use data from smart meters and won’t be able to tell what it’s used for. Critics worry the devices could be hacked to obtain personal data or used by thieves to determine when occupants aren’t home. Hydro maintains it is using secure encryption technology. The smart meter rollout is being overseen by B.C.’s Information and Privacy Commissioner. • What do customers actually gain? Instant power outage detection is the big one, promising faster restoration than in the past, when Hydro often didn’t know power was out until someone called. Even with the initial 560,000 meters now activated, that benefit is already becoming apparent. Icons already pop up each day on a screen in the smart meter lab showing instantly where power has been knocked out. Starting in April, the first customers on smart meters should be able to log into a web portal to find out their current power consumption. Hydro also has longer-range plans to let customers subscribe to text alerts of power interruptions. Taylor says Hydro needs the smart grid and the responsiveness it will deliver so it can plan for future years, when electric vehicles may be widespread and 10,000 such cars could suddenly arrive downtown for a football game and plug into the grid. Smart meters also make it easier for alternative energy enthusiasts to generate their own power and sell their surplus back to the grid. • What if I really don’t want a smart meter? Hydro says homeowners may be able to pay out of pocket to have an electrician relocate their meter further away on their property. No meter relocations have happened so far. New home for feral rabbits
Delta approves $60,000 neuter and relocate program by Christine Lyon THE RABBIT population that resides around Delta Municipal Hall will soon be moving on to new hopping grounds. On Monday night, council endorsed a $60,000 feral rabbit management plan that will see the wild bunnies in the civic precinct captured, sterilized, identified and released just a few kilometers away at the waterlocked
Ladner Harbour Park. Municipal staff developed the plan to put an end to the property damage and health and safety concerns. The estimated 500-plus rabbit population is the result of generations of abandoned pets. “These bunnies do a lot of damage,” said Ken Kuntz, director of parks, recreation and culture. He said the floppy-eared critters devour vegetation, burrow large holes, and undermine the foundation of buildings. And rabbit droppings show up everywhere. He also expressed concern about the safety of children who have been seen chasing rabbits into the road. Local veterinary clinics will provide sterilization services at a reduced cost.

I’ve decided to write early this year because what I’m requesting is daunting indeed. You see Santa, it has to do with our collective governments and their total disconnect with citizens. And because they refuse to listen, I decided it was time to go over their heads and come straight to you. Please remind our politicians that critical thinking is tantamount in all policy decisions and that they should avail themselves of the very best empirical evidence (scientific or otherwise) when making those decisions. And Santa, could you tell them that
increasing corporate welfare is neither sustainable nor effective in creating more jobs. In fact the practice of outsourcing jobs has become a huge detriment to Canada. It seems to me that the multitude of tax credits that businesses enjoy should be directly tied to job creation. Would you also remind our politicians that there are better ways of supporting business than giving them our hard-earned tax dollars. For instance, governments could get people back to work by creating and improving our infrastructure so that goods can move easier and faster. Or they could, and should, stop this P3
and IPP nonsense. The tolled Golden Ears Bridge is a perfect example. The cost to build was $800 million but over the life of the contract, which ends in 2041, the cost to bridge users will be around $2 billion. And while I recognize that math can be a tricky thing, I just don’t see the “good value for our tax dollars” effect of that. Lastly, would you please remind them that they have a moral, fiduciary and legal responsibility to handle our tax dollars using the ‘best practices’ method. Thank you Santa and Happy New Year. After much public outcry, in Australia, The Netherlands, and Sacramento, California the smart meters are being taken out after it was discovered that ordinary Joe and Jane Average were facing increases in their hydro bills to the tune of 300-400 per cent. Not to mention the radio waves are not good for your health. Smart meters are constant surveillance, 24/7. Information is stored in BC Hydro computers and in my opinion will be shared with other organizations. You have the right to refuse smart meters being installed in your house. If BC Hydro should cut off our

The Leader, Jan. 5. I was with Mr. Jeff Nagel when he said it is wise to listen to doctors, scientists and engineers who have studied a subject for years, and foolish to listen to others. I would add it is foolish to believe everything people who are trying to sell you something, without wise investigation. It is also foolish to ignore experience of others in similar situations. Kind of like those who ignore mistakes of others are bound to experience those mistakes themselves. This applies to smart meters
in every sense. Scientists who have studied RF radiation for decades warn us against adding yet another layer of radiation to our homes, one we cannot turn off or escape. With cellphones and Wi-Fi, more people are choosing to avoid these by having land lines, or at least, to turn them off when not being used. Smart meters operate everywhere 24/7 – there will be no refuge. We ignore the scientific warnings at our peril. And look at problems encountered in Australia, Ontario and California with dramatically increased monthly bills, hacking, fires, damaged appliances, no cost or energy savings. It would be foolish to believe it won’t happen in BC. It is not smart to be foolish. Sharon Noble Victoria
YOUR EDITORIAL regarding teacher bargaining is a ridiculous analogy that is total nonsense. (“Attention teachers: Bargaining can work,” Jan. 3). You compare teacher negotiations with CUPE negotiations, which is the same distinction as comparing physician contracts with contracts covering those that clean the hospitals. As with physicians comparative to hospital cleaning staff, teachers and janitors have a total different level of responsibility and post graduate training. Most teachers have between five to seven years of university training while janitors need to complete a five week training program. I find it interesting that when other professionals seek fair compensation there seems to be support for them (as there should be), but if teachers dare to ask for fair compensation they are not supported. If you are going to make comparisons you need to compare teachers to teachers. The closest legitimate comparison would be between B.C. teachers and those in Alberta. Teachers in B.C. are making 20 per cent less than teachers in Alberta and with the cost of living so high here, that gap is even wider. I don’t believe that this kind of disparity exists between our CUPE workers and those in neighbouring Alberta, which would be a more accurate comparison. Arlene Laing Surrey

Woman who planned hit on boss shouldn’t be jailed, lawyer argues by Sheila Reynolds A SURREY woman charged with planning to have her former boss killed is not a criminal and shouldn’t spend any time behind bars, says her lawyer. Amarjit Lally, 47, was arrested and charged in April 2010 with one count of counseling to commit an indictable offence for trying to arrange a hit on Gurcharan Singh Brar. The murder was never carried out, but Lally pleaded guilty to the charge. In Surrey Provincial Court on Monday, defence lawyer Russ Chamberlain said his client spent years in a horribly dysfunctional family situation with an alcoholic husband who abused her mentally and physically. “It is quite clear that this woman has lived through an atrocious set of circumstances,” Chamberlain said. In testimony in December, the court heard that Lally met a pair of undercover police officers – posing as hit men – in a parking lot at Scottsdale Centre. The court heard Lally had borrowed money from Brar, her boss at D and G Furniture at the time. Brar testified she borrowed $10,000 with interest charged at $1,000 per month. Lally testified she only borrowed $1,000, but that Brar threatened to tell her abusive husband, knowing it would make her homelife more difficult. Chamberlain argued that by the time Lally met with the undercover officers with her “pie in the sky scheme,” she was very distraught. “She was not a woman capable of any kind of judgment,” Chamberlain said. “They (the officers) had to have noticed and seen that this woman was a desperate, desperate woman.”
He said that instead of setting her up, the police officers should have used “better judgment” and offered the already victimized Lally the help she needed. Chamberlain added Lally’s husband has made it clear he is leaving the country and has no plans to help support the couple’s two children, making incarcerating Lally that much more damaging to the family. He suggested she be handed a conditional sentence, followed by three years probation.
Crown prosecutors, however, argued Lally was planning a murder and should spend at least five years in prison. Recordings, said prosecutor Satinder Sidhu, show Lally arranged to run drugs across the U.S. border if the so-called hit men killed Brar. On Monday in court, she admitted she met with the men who she thought were contract killers, but did not hire them. “I said to them, I did not want them to do anything, but if anything changed, I’d call them,”
Lally said through an interpreter. She also admitted to identifying a photo of Brar that the undercover officers showed her and said they encouraged her to run the drugs. “I was entangled in such a situation from which I could not get myself out,” Lally said. Lally was initially also charged with arranging to have her mother-in-law killed, but the Crown said that charge will be stayed. Judge Reg Harris reserved sentencing until Feb. 20.

Elements showcases sacred geometry design strategy
Langley condos provide sacred decor A lot of thought goes into the design of a home development, but one condo project in Langley has taken it to the next level. Elements, from Sandhill Development, has adopted the concept of sacred geometry, which assigns meaning and significance to shapes and proportions found in nature, as a guiding principle behind its interior design. Sacred geometry has been used to plan religious buildings for thousands of years. It takes natural shapes – like hexagons and curves – and brings them into structures. Danielle Lareau, principal designer at Vancouver’s Giraffe Design, took charge at Elements, using curves, lines and colours to mirror the natural world. This is most obvious in the lobbies of the three residential buildings at Elements, each
with their own theme: gold, silver and bronze. The gold lobby is symbolized by a circle with a curved star inside, a shape prominent in the floor tile and repeated in the wall pattern and even on the ceiling. Lareau says these circular shapes represent femininity, while the more linear silver lobby evokes the masculine side of the equation. This space, symbolized by three wavy lines, is the opposite of the gold lobby. The silver building sustains the theme with its square wall decor and harder-edged seating. Lareau says the design at Elements is meant to balance both masculine and feminine aspects, bringing harmony to the space. “It’s known to affect our well being,” she says, “and that’s what people are looking for right now.”

The menâ&#x20AC;&#x2122;s and womenâ&#x20AC;&#x2122;s curlers go head-to-head against Team North America at this weekâ&#x20AC;&#x2122;s WFG Continental Cup of Curling, which is being held at the Langley Events Centre today (Thursday) through Sunday. This is the eighth edition of the championships, which began in 2002, and Team North America holds a 4-3 advantage in the Ryder-Cup style format. The unique competition sees the curlers battle in various disciplines during the four days â&#x20AC;&#x201D; regular team games, mixed doubles, singles, mixed skins and skins games. Each segment awards points for wins or ties with the first side to reach 200 points declared the winner. Muirhead was invited to take part in the 2011 Continental

Sundher sent to Brandon Surrey native traded by Victoria Royals by Rick Kupchuk expected to be playing a Western Hockey League (WHL) game in Brandon, Manitoba Saturday night. What the 19-year-old Surrey native didn’t expect was to be in the black-and-gold uniform of the home team. The four-year WHL veteran began this season with the Victoria Royals, a franchise with which he has spent his entire Major Junior hockey career, and had climbed to seventh in the league scoring race with 22 goals and 64 points in 40 games played. But as the Royals were boarding a bus for a long, six-game road trip in the prairies, Sundher was pulled aside and told he had been traded to the Brandon Wheat Kings, who will host Victoria Saturday night. After saying goodbye to his teammates, the six-foot, 180-pound forward packed his bags to join his new team in Manitoba. He was scheduled to make his debut in Brandon last night against the Saskatoon Blades. Both the Royals and Wheat Kings occupy the final playoff position in their respective conferences, but it is Brandon which has a superior record. The Wheat Kings have 46 points in 41 games, and have a six-point lead on the Red Deer Rebels in the Eastern Conference. The Royals, who got younger with the trade, have just 31 points in 42 games in the Western Conference, just three points better than the Prince George Cougars. A consistent 20-goal scorer, he has totaled 90 goals and 241 points in 255 career games, while amassing 315 minutes in penalties. Drafted in the third round, 75th overall, by the Buffalo Sabres in the 2010 National Hockey League Entry Draft, Sundher was signed to a three-year entry-level contract last month. He is expected to join a professional team in the Sabres system this spring, following the conclusion of his season in Brandon.

The plant will use a bio-trickling filter, ammonia scrubber and bio-filter to control the potentially odorous emissions from the biogas production process.
