Surrey student dies after reportedly taking ecstacy

‘He was worth so much more than a $5 pill’ by Tricia Leslie MORE THAN 150 people are mourning Kato Burgess on Facebook, after the Langley teen died Sunday morning. The 16-year-old had reportedly taken ecstasy Saturday night with friends. A Facebook group – In Loving Memory of Kato Burgess – mourns his death and is full of testimonials, tributes, links to songs and news stories, and even advice about choosing your friends wisely and not doing drugs. The Lord Tweedsmuir Secondary School student’s death is the latest fatality potentially related to the use of Kato Burgess ecstasy, the B.C. Coroners Service (BCCS) said in a release. Toxicology testing will be completed as quickly as possible to determine whether the use of ecstasy was a factor in the death and if so, whether the ecstasy tablet included the presence of PMMA (paramethoxymethamphetamine). to a 16-per-cent increase over three years, and it won’t happen, said B.C. Education Minister George Abbott. The BCTF tabled its proposal Tuesday to the B.C. Public School Employers’ Association (BCPSEA), seeking a three-year cost-of-living increase in the first year of a new contract, and six per cent in each of the

two years after that. It’s the first specific wage demand released by the union after a year of talks and nearly five months of work-to-rule action by teachers. Abbott told CKNW radio Tuesday he is skeptical of the BCTF’s estimate that its latest proposal will increase costs by $300 million more than current conditions. But even if it does, he said that’s still $300 million too much.

PMMA has been linked to five ecstasy-related deaths in B.C. in the past six months, the BCCS announced last week, with two of those deaths occurring this month. PMMA has also been linked to several recent deaths in Alberta. In the early morning hours of Jan. 15, the boy was heard to collapse, and one of the others nearby called 911,” says the BCCS. “Paramedics attended quickly and transported the boy to Langley Memorial Hospital,” the BCCS said. “He could not be revived.” One Facebook group friend remembers Burgess as “the kind of person you always wanted around. If you needed to talk or just a shoulder to cry on, Kato was always there no matter where or what time. He was a remarkable person with an absolutely beautiful soul.”

Another poster wrote: “This is a hard thing for all of us. Kato had a lot going for him, but his life was cut short. Please, you all have so much ahead of you. RIP” Chief Coroner Lisa Lapointe says this latest death again emphasizes the point that every ingestion of ecstasy is a risk as there is no way of determining the actual ingredients of a drug concocted for profit in an unregulated environment. Even though ecstasy is often thought to be a recreational drug rather than an addictive one, “There is no known safe dose,” Lapointe stressed. The BCCS is continuing to work closely with police and health authorities regarding these deaths.

Smart meters: Go against precautionary principle, critics say From page 1 Ewart said she has heard of seniors who resisted installation of the meters being subjected to daily return visits. “People are having a hard time standing up to that,” Kiso said. Contacted about CST allegations that Hydro might be using intimidating or bullying tactics in the smart meter rollout, Verschoor said, “that is not our policy.” If Hydro is contacted by a customer who has questions or concerns about smart meters, the customer will be put on a delayed installation list,

she said, and if the concerns are not addressed in the first call, a second dialogue with the customer will be initiated. “If a customer feels we haven’t handled the issue appropriately, we hope they would contact us,” she said. “We take that kind of thing very seriously. We record calls for quality assurance and we would investigate that.” But it’s not just individuals who have concerns, St. Clair said. She points out some 30 B.C. municipalities – as well as the Union of B.C. Municipalities – have voted individually for a complete moratorium on

smart meters. She said CST members are not “Luddites” opposed to progress, but they question why Hydro is pushing for wireless smart meters when hardwired options are available – even for the meters Hydro is installing. Ewart said she has personal health concerns due to a heart arrythmia, for which she has told Hydro she has a doctor’s written opinion that a wireless meter would be harmful to her. Her concerns about smart meters, she adds, are drawn not just from opinion, but based on a growing body of knowl-

edge being gathered internationally. Last year, scientists at the Karolinska Institute Department of Neuroscience in Stockholm, Sweden warned of dangers to children and pregnant women from radiation from wireless technologies. Their release said many researchers are calling for more stringent limits on electromagnetic fields and wireless exposures, believing existing safety limits are “inadequate to protect public health” because they don’t take into account long-term exposure to low-emission levels that are now

widespread due to the proliferation of wireless technology such as Wi-Fi routers and cellphones. Scientists who participated in the International Workshop on Non-Ionizing Radiation, Health and Environment in Porto Alegre, Brazil in 2009 signed a resolution agreeing that the “protection of health, well-being and the environment requires immediate adoption of the precautionary principle”, which, in the presence of indications of possible adverse effects, “shifts the burden of proof from those suspecting a risk to those who discount it.”

The same principle was cited by the Parliamentary Assembly of the Council of Europe last year when it adopted a resolution calling for reduction to exposure to radiation from electromagnetic fields created by wireless technologies in all member nations. St. Clair, Ewart, Kiso and Belec said the current rollout of smart meters seems to be the antithesis of the precautionary principle, and they are skeptical of the evidence Hydro has provided that smart meters are “safe.” According to CST, Hydro’s suggestion that 20 years’ exposure to

a smart meter is the same as 30 minutes on a cellphone is an applesto-oranges argument in which whole-body exposure to a smart meter is being compared with peak exposure of one ear to a cellphone. St. Clair said Hydro’s claims that signal pulses transmitted by smart meters amount to less than one minute per day are also misleading. In reality, she said, this can translate to thousands of electromagnetic pulses – milliseconds long – throughout the day and night. “The signals are 24-7,” Ewart said.

Surrey mayor to be on Gene Simmons’ TV show Dianne Watts part of a day in the life of KISS family by Kevin Diakiw LAST SUNDAY night, Surrey Mayor Dianne Watts was at the River Rock Casino, filming a scene for the Gene Simmons reality show, Family Jewels. It was part of the reallife script for the Simmons family that day, as they prepared to launch a new child protection centre in Newton. “All they wanted to do is film me with a meeting with Shannon (Tweed, Simmons’ wife) and (daughter) Sophie prior to the opening of Sophie’s Place,” Watts said. The episode is expected to air in April. On Sunday (Jan 15), Sophie Tweed-Simmons, her mom Shannon, and KISS frontman Gene Simmons officially opened the child protection centre, believed to be the first of its kind in Metro Vancouver. Sophie TweedSimmons has performed child advocacy work throughout the world, Watts said. Sophie’s Place will provide physically, mentally and sexually abused children up to the age of 12 with professional, compassionate service from doctors, police and counsellors. Right now there are no firm dollars attached to the launch, but Surrey has committed resources and expressed a need for the facility. Watts said Tuesday about 1,000 children under the age of 16 annually in Metro Vancouver report sexual or physical abuse. Currently, when that occurs, the kids go to a police station and give a report.

Watts says seven police officers will be stationed at the new centre, located at the Centre for Child Development at Dianne Watts 9460 140 St. As for funding, Watts said “we’re working with the ministry of children and families to see if they can do some reallocation, or to see what their Gene Simmons needs are.”

She also noted that part of the funds raised at the annual Mayor’s Gala will go toward the facility, as will donations from an annual fundraising effort by Sophie TweedSimmons. Watts said the concept is taken from the Zebra Centre in Edmonton. “That’s the model,” Watts

said. “What this does, is it gives a safe, calm environment for disclosure.” The centre is expected to open in February. Hydro’s Fiona Taylor says even if consumers don’t make conservation efforts, BC Hydro will be able to save energy by being able to predict how much power needs to be transmitted into which areas. The thing is, BC Hydro already has a load forecasting department to do that. This department – unlike a meter – is able to include economic forecasts and to explore the load forecast’s impacts on system and resource requirements. Another Hydro argument is that smart meters will stop energy theft by grow-ops. The problem with this is smart meters could make it easier, not harder, to steal electricity. In U.S. tests we’ve seen smart meters can be vulnerable to hacking. We should also ask why BC Hydro’s guesstimate on the electricity cost savings keeps going up at the same time as opposition to the program increases. Last year they said it was $30 million and now they’re throwing out numbers from $100 million to $154 million. The bottom line is: smart meters are costing this province $1 billion and will eliminate 400 family- and community-supporting jobs. Hydro says they’re doing this to save you money, but it would take more than five decades to save in meter reader salaries what we’re being forced to pay on the smart meter initiative. British Columbians never got the full and impartial examination they were entitled to when the program was launched. The question they really need answered is: If they can justify laying off 400 people and if this whole thing was going to pay for itself, why did the government refuse to submit the initiative for oversight by the BC Utilities Commission? MANY OF your readers will probably recall a recent interview I did for your paper about various stereotypes and misconceptions associated with Alzheimer’s disease (“A month in Jim’s shoes,” The Leader, Jan. 5). I really wanted to promote awareness and hopefully people got the message. Currently, more than 70,000 people in B.C. are living with Alzheimer’s disease and other dementias, and 10,000 of them are under the age of 65. If nothing changes, the prevalence of dementia in B.C. could more than double in the next 30 years. Each one of your readers can help in the search for the causes of, and cure for dementia and help to provide services and support for those living with Alzheimer’s disease and dementia.

A letter writer wonders if animals have become more important than people, suggesting a better solution for the overpopulation of rabbits in Delta would be to cull them and provide the meat to the less-fortunate.

It is especially wasteful because of the needs of many of the less-fortunate in our community: those unable to work and those unable to find work. Delta wants to spend $60,000 to neuter and relocate 500 rabbits? Is our society now at the point where animals are as, or more, important than people? This is totally disgusting. I have a better and cheaper solution and it would help poor people too. The rabbits could be put down using an air gun. Air gun pellets are so light the risk of ricochet is very low, yet very effective at close range. I’m volunteering to put down the rabbits for a mere $5 each and it will be done safely. Air guns have a short range and if done carefully, outside of business hours, there would be no danger to people or other animals. Rabbits are most active in early morning or late evening when there are the least people around, making this the ideal time to do the culling. The meat could be given to food banks. Rabbit meat is very nutritional and low in fat. Contrary to popular belief rabbits are an agricultural animal, not a pet. Europeans consume a lot of rabbit meat. I know there are those who would object to making stew out of them, but all the meat in our food stores also came from animals that were killed. I’m not an animal hater either, I have a dog that I’ve spent a lot of money on to keep him healthy, and my daughter has a cat, but rabbits are not an endangered species, so put down the ones that are a problem. are heading back to the bargaining table to demand pay hikes for their members, but local cities have scrapped their own union that aimed to present a united front and protect taxpayers. Critics say the dismantling of Metro Vancouver’s Labour Relations Bureau will leave local cities divided and at greater risk of ending up with much more expensive contracts. “I don’t think it’s a wise course of action,� White Rock Mayor Wayne Baldwin said. “It would be incredibly naive to think CUPE (Canadian Union of Public Employees) is not bargaining on a regional basis.� Metro’s board voted last Friday to redraw the labour relations function, ending the joint bargaining role it previously handled. Instead of acting as the single negotiator for multiple cities, the pared down labour relations service will mainly share information and provide other support to help cities bargain on their own and deal with other labour-related matters. And that will only continue until the end of 2012, when the function is to dissolve unless the Metro board either extends then arrangement or creates a new labour bureau. “It’s bad news for property taxpayers, because they end up paying the bill,� said Canadian Taxpayers Federation B.C. director Jordan Bateman. “Any time you cut up a region into smaller parts and allow each city to negotiate their own deal, you open up the door to whipsawing, where every settlement

Bateman said the 2007 settlement was excessively rich in light of the fact the world was about to tumble into a deep recession. Now, he says, taxpayers need a chance to “catch their breath.� Bateman is urging cities to follow the provincial government’s lead and adopt a netzero mandate where there can be no net increase in the cost to the city, but pay raises are possible if efficiencies are found to fund them. So far, he’s not optimistic, noting several municipalities on Vancouver Island

rey Board of Education building? With the new District Education Centre (DEC) open for a few months now, the former school board office on 56 Avenue is sitting empty. Before putting it up for sale, the Surrey School District is requesting proposals from anyone who wants to use the building or site. Districts are required under the B.C. School Act to put out an expression of interest to see if any government agencies or community groups have a suggested use for closed schools. Only if no reasonable proposals are received can a school district proceed with selling a property and/or building. The old site at 14225 56 Ave. is 4.39 hectares (1.08 acres). The original building was built in 1964 with an extension added in 1974, with a total floor area of about 1,580 metres (17,000 square feet). The new DEC building is located at 14033 92 Ave. It consolidated staff from 27 different departments from seven different sites around Surrey, and also houses the Surrey Connect online learning program. KSA sued by ex-leaders Pair were among those ousted Nov. 30 by Sheila Reynolds TWO OF 13 former Kwantlen Student

Association (KSA) directors who were impeached late last year are suing the student group. Gary Singh Dhaliwal and Balninna Kaur Sandhu (known as Nina Kaur) filed a civil suit in B.C. Supreme Court last week saying that the meeting Nov. 30 at Kwantlen Polytechnic University’s Surrey campus, during which they were ousted from office, should be declared null and void. The special meeting drew more than 350 students who voted unanimously to have certain directors expelled from office, as well as numerous others placed in bad standing, meaning they could never run for the KSA again. The list of removed executives includes Dhaliwal and Kaur, as well as Sean Bassi (who went by Sean Birdman when he was KSA president), Nipun Pandey, Bobby Padda, Jaspinder Ghuman, Tarun Takhar, Shivinder Grewal, Money Dhaliwal, Gaven Pangly, Simmy

Grewal, Kamalpreet Dha, Karamveer Dhillon and Jagraj Hayer. The suit by Kaur and Dhaliwal claims the meeting “was not properly called, constituted and conducted... and is therefore a nullity,” making their removal invalid and their reinstatement justified. Political barbs began flying at the university after it was discovered some members of the KSA elected early last year are related to former director Aaron Takhar, including his sister Justine Franson and Kaur, his cousin. The KSA had a longstanding lawsuit against Takhar, which was dropped in October. Franson had resigned prior. Takhar is among the dozen people placed in bad standing during a vote at November’s special meeting. Kaur and Dhaliwal applied to have their case expedited last Friday, but their request was dismissed by the court. The allegations have not been proven in court and a statement of defence has not been filed by the current KSA.

Suburban living with an urban feel

Surrey’s City Centre: the new downtown Surrey’s City Centre is rapidly becoming a booming real estate market, with several developers offering projects in the region. Concord Pacific’s Park Place will soon be joined by Park Avenue, both of which are located just steps away from the King George SkyTrain station and the Central City shopping mall. Park Avenue will be home to the largest amenities in western Canada, according to Project Marketing Manager Peter Udzenija. “Surrey is ready for something this huge,” he says, adding that the entire complex will be the largest urban community of its kind. “We’re pretty happy that it’s all coming together,” Udzenija says. Woodbridge Homes’ The Brookland is also a highlight in the area. Located minutes from

all of the major amenities in City Centre, the one- and two-bedroom homes are full of elegant features and thoughtful details, including stainless-steel appliances, beautiful hand-set tile flooring in the bathrooms and modern touches such as a breakfast bar and dimmable track lighting in the kitchen, so those harsh florescent lights are a thing of the past. Another developer in the area is WestStone Properties with its Ultra project, which will soon hold its grand opening. It is the third phase of WestStone’s master-planned Urban Village community, and joins previous projects Agenda and Element. With 10 unique floorplans to choose from, buyers will have plenty of ways to customize their new homes.

Surrey’s City Centre is a real estate hot spot right now, and Concord Pacific is right in the thick of this trend with Park Place, which is offering high-end floorplans and finishings at a much more affordable price. “The plans are well thought-out and fairly flexible,” says Concord Pacific Project Marketing Manager Peter Udzenija. “They really maximize the living and dining spaces.” Buyers have been moving in since the end of November, and Udzenija says they have appreciated the on-site concierge and extra security who were available during the move-in process. “It’s a different level of class,” he says. “Surrey really hasn’t seen this before.” There are 698 suites in the development, spread between two 36-storey concrete high-rise towers with 10 homes per floor. There are a mix of one- and two-bedroom homes, though the one-bedroom homes are now sold out.

The amenities are incredible ... They are bigger than anything we’ve ever done,” says Project Marketing Manager Peter Udzenija. Inside, there are a variety of floorplans to choose from, ranging in size from 818 to 1,552 square feet for the twobedroom homes. Aluminium-framed laminate cabinets (in your choice of Wenge or Oak) with frosted glass accent cabinets are standard in every home, and are perfectly complemented by Corian countertops and a mosaic-look porcelain tile backsplash in the kitchen. The look is carried over into the master ensuite, which also include a beautiful soaker tub and a countermounted sink. The main bathrooms are just as elegant, with a large-format ceramic tile shower surround and a drop-in sink.

Every home has an amazing view, with expansive windows and generous open balconies. Depending on the floor and direction, views include mountains, Surrey City Centre and a green belt. However, it is the amenities that are one of the most impressive features of Park Place. “The amenities are incredible,” says Udzenija. “They are bigger than anything we’ve ever done.” The buildings include a large gym with a yoga and Pilates room, theatre, a billiards and game room and two steam rooms. The podium level between the two buildings holds a barbecue area, indoor and outdoor lounge and an event kitchen. However, the most exciting amenity is the bowling alley. “It’s booked from opening to closing every day,” laughs Udzenija. “It was a last-minute addition … we took out some of the commercial (space) to put in the alley.” As Udzenija noted, the bottom floor of each building holds commercial space. No shops have been officially announced, but there are rumours of a popular coffee shop and a large pharmacy. Remaining homes at Park Place start at $290,000. Home construction booming in Surrey’s City Centre ... but that’s not all that’s happening in the area Arts and culture in City Centre A city is nothing without its culture and architecture, and Surrey’s City Centre is no different. Residents and visitors alike will find no shortage of things to do and see. City Centre is just blocks away from the Surrey Art Gallery, which includes a large permanent contemporary art collection. The gallery prides itself on featuring artwork from local, national and international artists, and also hosts lectures, workshops and courses on art. It is the second largest public art gallery in the Lower Mainland, so budding artists of all ages will easily be able to find inspiration. The City Centre Library is located near Surrey’s new City Hall, which is expected to be completed by 2013. The facility includes a cafe, several meeting spaces, a computer learning centre, a teen lounge and gaming room, and more reading materials than you could ever hope to read, in a variety of languages. The library and City Hall will one day be joined by a new performing arts centre and civic centre plaza. The youngest residents of Surrey will also be able to dabble in culture with the opening of an Arts Umbrella location in Concord Pacific’s Park Place development. The arts education centre caters to children and youth ages two to 19, and offers a range of classes, including programs in dance, painting, theatre and photography.

Parks and playtime When you just need a break from the daily grind, look no farther than Surrey’s City Centre, with it’s huge variety of recreation and leisure activities right on your doorstep. Rotary-powered ambulance The Rotary Club of Surrey, The Rotary Club of Grovedale, Australia and Rotary Club of Pokhara Fishtail, Nepal, teamed up to purchase a $15,350 ambulance for the Nepal Red Cross Society, Kaski Branch. The ambulance will be used in a poor area on the outskirts of Pokhara, a city of 350,000 in central Nepal.

Parent councils reimbursed FOURTEEN SURREY parent advisory councils (PACs) are

among 102 elementary and middle school groups to get reimbursed for money they recently invested in playground equipment. The Ministry of Education said the funding totals nearly $2.4 million, with individual PAC reimbursements ranging from $3,356 to $50,000. PACs that are to receive funds back are those at East Kensington ($17,169), Laronde ($46,557), South Meridian ($7,253), Bear Creek Elementary ($22,508), Cloverdale Traditional ($24,283), Coyote Creek Elementary ($20,373), Don Christian Elementary ($43,820), J.T. Brown Elementary ($33,260), James Ardiel Elementary ($14,888), Panorama Park Elementary ($9,016), Prince Charles Elementary ($26,489), Simon Cunningham Elementary ($38,951), T.E. Scott Elementary ($18,290) and Woodward Hill Elementary ($24,168). The first round of funding supported 40 new playgrounds for elementary and middle schools that were identified as not having a playground, but wanting one, for a total of $2 million. Adventure-style playground equipment purchased between Jan. 1 and Sept. 2, 2011 using PAC-raised funds was eligible for reimbursement under the latest announcement.

...with Dan Jukich It was an interesting study to watch the look on Darcy Perdue’s face last Friday night when Fraser Downs Racetrack was hit with snow late into the card. Perdue is to the Surrey oval what the head groundskeeper is to Nat Bailey Stadium or the chief ice-maker to Rogers Arena. They are responsible for maintaining a safe environment for the performing athletes. In harness racing, this means the drivers and horses. Purdue was at his perch early Saturday morning intently watching the warm-ups and with more cold weather in the air as well as another dusting of snow overnight. The horsemen and Darcy tried to work out a compromise all morning but by 9:30 a.m. those dreaded words “unsafe track conditions” filtered through the facility. With the cancellation came news from Director of Racing Jackson Wittup that the scheduled $15,000 Abbetross Claiming Series Final would be delayed a week. It returns this Sunday afternoon with the original posts and Red Star Cash remains the morning line favourite. Weather permitting, of course, Friday night’s card will see the continuation of the Miss Onager Claiming Series. Dan Ingram’s Shes Rarin with Tim Brown in the sulky won the first division while Keith Clark’s Kg Tigress prevailed by two lengths to beat the popular pacesetter Red Star Brooklyn (Scott Knight) in the second division. Shes Rarin now has 35 lifetime wins and has gone over the $100,000 mark in purse earnings. Kg Tigress has 12 victories in her young career with earnings topping $50,000. THE VALLEY West Hawks took three of four points from the North Island Silvertips last weekend in Coquitlam, and remain in the middle of a fourteam race for home ice advantage in the B. C. Author scores spot in Chicken Soup book Surrey writer’s hockey tale chosen for latest story collection by Sheila Reynolds SHE SUBMITTED her

and learned last spring her Canadiana tale was in the last five per cent of the stories to be

considered. Then Joei Carlton Hossack got the final word – she’d made the

cut and had a story destined for the pages of one of the newest Chicken Soup for the

Soul books. Chicken Soup For the Soul: O Canada is a collection of 101 stories by and for Canadians. As an American citizen living in Canada, the Surrey author fit the bill. “I really don’t know how I felt,” she says of learning her story would be included. “I knew it was a huge opportunity, but I didn’t know how big. I’ve really not heard of anyone who’s not heard of the Chicken Soup books.” Her story, called “He Shoots, He Scores,” is a page-anda-half tale that’s among a section in the book about hockey. But Carlton Hossack’s tale is not your average sports

play-by-play. “Mine’s the only one that’s funny!” she quips. Her story recalls a time many years ago when she had been in a cross-country skiing accident and had her leg in a cast from toe to hip. Her husband had taken her ice fishing with some buddies, propping her and her broken limb in a lawn chair to observe. However, when the men grew tired of fishing, they began playing hockey. Fuelled by alcohol, they then turned to the author and decided it would be much more fun to replace the puck with her, pushing her around the makeshift rink.

ANNUAL MEETING HARRIS, Albert, Thomas March 14, 1921-Jan. 4, 2012 Long time resident of Surrey, Albert Thomas at the age of 90 passed away peacefully on Jan. 4th, 2012 at Surrey Memorial Hospital. He was predeceased by his wife Nancy in 2007 whom he was married to for 57 years. Albert is survived by his sister Blanche (93) his sons Glen (Susan), Gary (Darlene), daughter Deborah Laflamme (Greg), his Grandchildren Tom (Jen), Kim (Brad), Carly (Ben), Matt (Lindsey) and Preston. His Great Grandchildren Kaden, Madison, Katelyn, Megan, Mason and Hannah. Albert worked for the Hudson’s Bay Co. department store in downtown Vancouver as a watch repairman / jeweler for may years retiring in 1985.
