mean far fewer trees are being cut down in the city. Between 2001 and 2008, Surrey was issuing permits to cut down about 10,000 trees annually, according to figures obtained by The Leader. But then the recession hit in 2009, and construction dropped by 40 per cent. The number of trees cut fell by more than 50 per cent, with 4,662 coming down that year. Last year, the number of tree cuts fell even further, with only 3,446 being axed. In the first half of this year, Surrey has so far issued permits for 2,547 significant trees to be cut for development. The reduction in trees cut is partly due to the drop in building and the type of development occurring, known as infill, where construction occurs on already cleared lands. Some areas where that development has occurred include Guildford Town Centre, where 37 trees were cut down and 442 were replanted. And Green Timbers Urban Forest, a huge area cleared for a forestry site many years ago, will be home to the new RCMP E-Division headquarters. See TREE PROTECTION BYLAW / Page 3

Sashi Singh, 69, and his 62-year-old wife Pushpa Reddy were unable to escape from their home on the 12000-block of 97 Avenue when the blaze broke out just before 3 a.m. June 30. The fire spread quickly, setting three parked cars

ablaze. Neighbours called 911 but the house was already engulfed in flames and Surrey RCMP said it was too unstable for fire crews to go inside. $50,000 more for their city council last year due to a combination of higher wages and more expenses. A corporate report to council Monday shows it cost $727,804 to pay for the eight councillors and the mayor in 2010, up from the $679,923 the year before. Part of that is due to cost-of-living increases: the mayor now earns $112,550 (up $3,500) and council receives about $62,000 (up $2,000). The top spender on council in 2010 was Coun. Barinder Rasode, who rang up $17,569 in costs. Outof-town expenses accounted for $7,358 of that, while $2,072 was for local events. Consultants services ($2,000), communications ($4,342) and car allowance Barinder ($1,797) made up Rasode the rest of the tab. As in the year prior, Rasode was just ahead of Coun. Marvin Hunt, who billed the city $17,049. The bulk of that was for out-of-town conferences ($11,356), with just $543 going to local events. Hunt spent $3,003 on communications and rang up $2,147 in car allowance. Coming in behind Hunt was Coun. Judy Villenueve at $14,493, Coun. Linda Hepner ($12,520), Coun. Tree protection bylaw: Enacted in 2006 From Page 1

At that site, 70 trees had to be cut down and 210 were planted in their place. Mayor Dianne Watts also attributes the drop in tree cuts to better planning, which includes building neighbourhoods around important green spaces rather than over them. “We do an assessment of an area and take a look at what we need to be retaining,” Watts said. “I would say kudos to our planning department.” However, long-time Surrey resident George Zaklan isn’t impressed with the “official” drop in tree cuts. He still sees large clearcuts all over the city. He points specifically to a cut near 60 Avenue and 132 Street, where huge trees were cut down

to put in housing “cheek to jowl.” He’s hearing from several other people who are complaining about similar cuts in their neighbourhoods. Surrey has a long history of large tree cuts. There was public backlash several years ago when massive clearcuts were occurring throughout the city. In 2005, The Leader reported there was an average of 9,100 trees cut over the four years prior. Watts, then a councillor, referred to several areas of the city as a “moonscape” because of the large tree loss. The tree protection bylaw was enacted in 2006. However, the number of trees cut annually continued at the same rate, with 33,300 bylawprotected trees coming down in three years (2006-08) – or 11,100 annually (22 per cent

higher than in years prior to the bylaw). In total, between 2001 and 2008, about 70,000 trees that met the criteria for bylaw protection were cut down. The bylaw also has a provision for developments where the two-for-one replacement rule can’t be met. In those situations, a cash-in-lieu system requires a $300 fee be paid into a green fund for each tree that is not replaced. In 2009, Surrey collected $644,150 in lieu of tree replacements and another $884,960 last year. So far this year, the city has collected $621,700 cash in lieu of tree replacements. That money goes into the green fund for tree replacement throughout other areas of the city. The city also issued almost $50,000 in fines in 2009, and another $34,600 last year. kdiakiw@surreyleader.com

Anatomy of a riot Surrey group analyzes what went wrong

Cup riot (June 15), it was apparent many people in downtown Vancouver were not there to watch the hockey game, a Vancouver police officer told a crowd at Kwantlen Polytechnic University on Wednesday. “Twice in my career have I been very, very scared for my well-being, and one of those was the night of the riot,” the officer said. The mood of the crowd turned ugly quickly and early. Before the first period of the game, people were already kicking windows and smashing bottles, said the officer, who asked that his name not be used for publication. As the game progressed, things got worse. “They weren’t even watching the game. They were drinking and looking around for a reason to cause trouble,” he said. What causes people to engage in riot activity was the purpose of last week’s

forum, “Anatomy of a Riot,” held at Kwantlen’s Newton campus. The forum began with stories from people who were downtown that night. Heather Atkinson, 24, was huddled in a local pharmacy, waiting out the mob as hundreds of people looted the store. Atkinson, a loss prevention officer with London Drugs and a criminology student at Kwantlen, told the group of about 200 students she was holed up in the store with seven other loss prevention officers and a dozen staff. “How could I best describe it? It was literally from a zombie movie,” Atkinson said of the unruly mob. Dr. Roger Tweed, a professor of psychology at Kwantlen, described some of the things that cause people to behave violently, with the “mother of all variables” being income inequality. Lack of parental supervision, few extra-curricular activities and violence in

the home are also contributing factors, he said. Dr. Diane Naugler, a Kwantlen professor of sociology, said observers played a huge role in egging on the crowd. The proliferation of cameras and social media, she said, encouraged more people to stay, intensifying the riot. Cameras and social media legitimized the event as “post-worthy” as people posted it on Twitter and Facebook, she added. Former Vancouver Olympic boss John Furlong and former Nova Scotia deputy attorney general Doug Keefe have been appointed co-chairs of a review into the Stanley Cup riot. The review team is to report to the province and city of Vancouver by Aug. 31. It will look at the lessons of the 1994 Stanley Cup riot, and the plans by Vancouver Police to prepare for the 2011 event. — with files from Tom Fletcher

Rude drivers? Look in the mirror

hey cut in without signalling, speed, tailgate, yak on their cellphones and blast their horns in anger. Lower Mainland motorists are a belligerent bunch. So says a new opinion survey conducted by Ipsos Reid for ICBC. According to the poll, 55 per cent of residents believe drivers in their communities have become less courteous over the past five years. Forty per cent said it’s about the same while three per cent thought drivers are more courteous. Most people surveyed (82 per cent) had encountered fellow drivers who were late in signalling or didn’t signal at all – the single biggest peeve cited in the survey. Seventy-one per cent reported being tailgated, 68 per cent said other drivers refused to let them merge or change lanes and half said they’d been cut off. But there were also the bad-mannered louts who yelled, swore, made obscene gestures, waved their arms or fists, flashed their lights menacingly, and even (let the road rage begin) stole parking spots. Who are these motoring miscreants, these behind-the-wheel warriors whose heated emotions can impair other drivers’ ability to concentrate and react on the road, thereby putting everyone at increased risk of crashing? Certainly not you... right? Along with drivers behaving badly, the poll also revealed an amusing disconnect: drivers in denial. While those surveyed gave their fellow motorists a “C” letter grade for courteous driving, they gave themselves a stellar “A” or “B” rating. In other words, most Metro drivers don’t believe they’re part of the problem. The late comedian George Carlin once said, “Have you ever noticed that anybody driving slower than you is an idiot, and anyone going faster than you is a maniac?” Next time you get annoyed in traffic, better give that mirror a second look.

The four villages are now governed by the Nisga’a Lisims government, which holds broad authority transferred from the federal and provincial governments. While Canada’s financial support continues to flow, the Nisga’a Nation is nearing the stage where it must begin to collect taxes and become self-sustaining. A new study by the Winnipeg-based Frontier Centre for Public Policy offers a unique look behind the scenes of this remote experiment. And judging by the hostile response of the Nisga’a government to the findings, it may be the last one for some time. Is the Nisga’a Nation ready to support itself? The short answer is no, according to polling data and extensive interviews with “key informants” who are not identified. Co-author Joseph Quesnel told me he interviewed 15 influential people, both supporters and critics of the treaty, since he first visited the region last fall.

Quesnel says that despite the slow progress, he remains convinced the Nisga’a treaty is a positive step. Now investors have only one government to deal with, and the region has electricity, mining and gas development on the drawing board. And there are lessons to be learned by other aboriginal communities, such as tackling dependency and addiction problems before a treaty is signed, and bringing in outside experts to set up businesses. “Mitchell Stevens, when I spoke to him, was optimistic about the ability to reduce transfers, even eliminate them,” Quesnel said. “Without financial independence, I think political self-government is really an illusion. Rude, discourteous driving up: Poll Brings higher risk of road rage and crashes by Jeff Nagel IT’S GETTING uglier on the

roads, according to an opinion survey of B.C. motorists conducted for ICBC. Fifty-five per cent of Lower Mainland residents believe drivers in their community have become less courteous over the past five years, the Ipsos Reid survey found. Forty per cent said it’s about the same while just three per cent thought drivers are more courteous. ICBC psychologist John Vavrik said rude, discourteous driving can trigger road rage incidents. “Aggressive or careless driving such as cutting off other drivers, speeding, tailgating, talking on cellphones and not using proper signals is almost always what incites road rage,” Vavrik said. “While road delays play a part in adding to driving stress, it’s the behaviour of other drivers that leads to the greatest frustration.”

He said the heated emotions that result can impair a driver’s ability to concentrate, react and make smart driving decisions, putting them at increased risk of crashing. On balance, those surveyed gave their fellow drivers a C letter grade for courteous driving, while residents in the rest of B.C. gave their local drivers a C+. Most drivers denied they’re the problem. A large majority gave themselves either an A or B grade for driving courtesy. “There’s a clear disconnect between how drivers perceive their own driving behaviours and the reality of their driving,” Vavrik said. The single biggest peeve? Drivers who signal late or not at all – an infraction experienced by 82 per cent of those surveyed in the last three months. Seventy-one per cent reported being tailgated, 68 per cent said other drivers refused to let them merge or change lanes and half said they’d been

cut off. Less common grievances were drivers who honk horns, yell, make obscene gestures, wave arms or fists, flash lights or steal your parking spot. Two per cent reported another driver got out of their vehicle to confront them. Nobody admitted to doing that but 30 per cent admitted to honking in anger over the past three months and between 10 and 20 per cent said they’ve yelled, blocked a merging car, tailgated or failed to correctly signal in recent months. Ninety-four per cent say they acknowledge with a wave when another driver is courteous. Most of those surveyed said they believe their wave in turn encourages others to be more courteous. Two-thirds said it’s important to them that other drivers acknowledge their courtesy, but the rest said it’s not that important. The online survey polled 899 adult B.C. drivers.

This would help us enhance other parts of the parks with the revenue.” Work is already underway to launch a tent rental service that will charge market rates for the rental of event tents in Metro parks. “It could cost us initially $100,000 to invest in a tent inventory but in the first year we’re looking at a $60,000 payback,” Martin said. “So it’s paid back in a year and some months.” Until now, rental firms charged clients up to $10,000 to rent a large tent but Metro got only a small $150 fee. as greenways such as Pitt River and Seymour River. Beaches governed by Metro Parks include Centennial Beach at Boundary Bay Regional Park, Wreck Beach and Sasamat Lake. Several cities across the region either partly or fully ban smoking in their municipal parks.

In a continued effort to encourage higher rates of recovery, BCUOMA has built a strong support network across the province. Over the longer term, the region could develop specialized dog services – such as businessrun washing stations – that Martin said have proven popular in dog-friendly parks in parts of the U.S. One San Francisco-area park is home to Mudpuppy’s Tub and Scrub, which offers highly pampered full service or do-ityourself dog baths as well as toys and treats, with a specialty coffee cafe next door. “I could see it happening in Pacific Spirit, where we get a lot of dog walkers,” Martin said. Dog waste could also be collected and turned into fertilizer for sale, a staff report said. Negotiations are also underway with an operator to install vending machines at up to six parks that don’t already have food services. Metro also plans to start charging $3.99 per download for the next version of its currently free iParks Explorer park info app, which staff estimate could earn the region more than $80,000 over the next year based on a projected 30,000 downloads. Metro’s parks now generate enough revenue to offset nine per cent of their operating costs and the regional district wants to boost that to 15 per cent over the

Some of the services could be run directly by Metro Vancouver, while others might be contracted

to private firms. Various private companies are already pitching their own ideas for business ventures in Metro parks, Martin said. Park-goers could count on basic use of parks remaining free. Nobody would have to pay to go to the beach, walk a trail, park their car or use a toilet or other basic infrastructure. The new drive by Metro to wring more cash out of its parks comes in the wake of a series of failed efforts in the past. Metro previously studied the potential for several large scale projects, including restaurants, a sky tram, a canopy walk and a golf academy. None advanced, but Metro has a contractor-run campground at Brae Island and has smaller scale services such as food concessions and bike rentals at some parks. Those are the latest conclusions of researchers at Urban Futures who found just 0.4 per cent of all homes sold in the region in 2010 were bought by owners with a foreign mailing address. “We’re dealing with pretty small numbers

here,” Urban Futures economist Ryan Berlin said, adding the proportion rises to 0.7 per cent when just condos and apartments are considered. Realtors have anecdotally reported an influx of foreign buyers from mainland China and there’s been growing debate on whether the phenomenon is driving housing prices up and hurting home affordability. Bank of Canada governor Mark Carney

recently said an influx of Asian wealth is leading to some “extreme” valuations in Vancouver’s housing market. Berlin simply doesn’t see the evidence. “There’s very little hard data out there that shows foreign investors are indeed having a significant impact on our real estate markets,” he said. Urban Futures found a total of 195 sales out of 55,512 in the Lower Mainland last year were to foreign investors. That doesn’t count

foreign buyers who use a local lawyer or building manager to receive mail or immigrants who are buying and perhaps living here part-time. But even doubling or tripling the number of foreign investor sales to account for those cases still leaves insignificant numbers, he said. Foreign buyers have a much greater appetite for more expensive homes than local buyers, according to Berlin’s calculations.

anada’s contribution to space exploration is revealed – and celebrated – in the Surrey Museum’s highly-anticipated summer exhibition, Stellar Space. A year in the making, and created in collaboration with the likes of the Canadian Space Agency, the National Research Council and Canadian aerospace technology titans MacDonald Dettwiler & Associates, the exhibition opened late last month, offering visitors a deeper respect for Canada’s scientific strength and ingenuity. Did you know Canada was the third nation (after the U.S. and the U.S.S.R.) to launch a satellite into orbit? The Alouette 1 launched nearly 50 years ago (in 1962) to monitor and study our planet’s upper atmosphere and improve long distance radio communications. Check out two life-size replica Canadian satellites – the Alouette 1 and the much newer Sapphire. Both are smaller than you might imagine; they’re only about the size of a La-Z-Boy chair. Of course, no showcase of the Great White North’s contribution to exploring and understanding the Final Frontier would be complete without the Canadarm, the workhorse of successive shuttle missions and a bright symbol of the spirit of international space cooperation. Visitors of all ages are invited to test their skills on a robotic scale model, built by local electronics enthusiast Skylar Vine, a freelance entertainment technician who lives in Langley. You’ll also be able to learn how much you’d weigh – and how old you’d be – on various planets in our solar system, making you the envy of trivia buffs everywhere. There’s plenty to boast about back on Earth; the exhibit features images from the Canada-FranceHawaii telescope, a closer look at various backyard telescopes and telescope cameras, and more. Canada’s 10 astronauts also get their due; from Marc Garneau, the first Canadian in space, to Dr. Roberta Bondar, and Chris Hadfield, the first Canadian to walk in space, Canada has a solid record of training scientists and pilots to become astronauts. Stellar Space runs until Aug. 27. There are space-themed preschool and children’s programs throughout the summer. And join UBC astrophysicist Gaelen Marsden on Saturday, July 23 from 2-3 p.m. for In A Galaxy Far, Far Away as part of the museum’s speaker series. Learn how scientists study the oldest, farthest galaxies. Admission is by donation. SFU the place for youth Black Press WITH THE SCHOOL year wrapped up, Simon Fraser University’s Surrey and Burnaby campuses are rolling out a wide variety of summer camps that run through July and August. Youths from five to 16 years of age can spend their mornings, afternoons, or the whole day in sports, aquatics or even educational camps such as miniuniversity, Science Al!ve and leadership training, to name just a few. New this year are hockey camps – one for skill development and another for pre-season conditioning – run by the SFU mens’ hockey team, BCIHL champions for the past two years. The sessions will run at the Burnaby Lake arena. Also new, a pair of aquatic camps, Under the Sea and H2O Wonders for younger kids, water safety instructor classes and a slate of Red Cross swimming lessons for all ages. A new “GLEE” camp will have kids singing

and choreographing to their hearts’ content. And off campus, an outdoor adventure camp takes 11- to 14-year-olds kayaking and windsurfing at Jericho Beach and rock climbing in Squamish. Golf camps will run in both Coquitlam and Surrey. Meanwhile at SFU Surrey, kids from 11-15 years of age can learn Punjabi through games, moves, songs and dances at a week long Punjabi camp, which runs July 18-22. It’s designed to give kids a fun language experience that is integrated with various cultural activities. TOP 7 HST MYTHS The BC Liberal “myths” about the HST just keep piling up. Following is their latest Top Seven – all new and misleading as ever – HST Myths: 1. The HST is now 10% - False The HST is 12% and will not be 10% for three years – if ever. There will be an election before that, and even if the HST were to miraculously drop to 10% - it will still apply to hundreds more goods and services than a 12% PST/GST for a total tax increase to consumers of $1.6B per year. And who says it won’t go right back up again later?

2. The HST will lower taxes – False This one is hilarious. The HST increases taxes for British Columbians by $2.8 Billion per year. That’s an average annual increase of $500 per person - or $1208 per average family – forever. Finance Minister Falcon says if his side loses he may disregard the result and expand the PST to items previously exempt – which would be illegal. Do you really trust this guy to cut the rate if he wins?

3. The HST will save you money - False And the tooth fairy is going to leave you a quarter under your pillow too. To get their numbers to show the HST actually “saving” you money they are calculating only “routine purchases” and that 90% of what you pay in HST will be passed back to you in lower prices. Have you seen lower prices?... We didn’t think so.

4. The HST benefits seniors - False Seniors and people on fixed incomes are some of the hardest hit by the HST. A one time rebate of $175 if you vote in favour of their tax in exchange for paying it for the rest of your life is a deal only a snake oil salesman would offer. Why take $175 when you can vote to cancel the HST and keep all your money? How dumb do they think we are?

5. The HST benefits families – False Next to seniors, working families are hardest hit by the HST because they are among the largest consumers and have dependent children. Bribes of $175 per child when your cost is closer to $400 a year each makes you wonder if they think all of us failed math as badly as they did. And what about a single mom with two kids going to college? She gets nothing while the Premier and Finance Minister who earn big six figure salaries get the rebate. Nice.

6. Business will pay more so you pay less - False A temporary increase of 2% in corporate taxes will be passed on to consumers with increased prices. Either way you pay the final bill whether it’s in HST or higher prices.

Sylvia Dawn It is with great sadness that we announce the passing of Sylvia Dawn Read (nee Falk) beloved wife, mother, daughter and sister on June 22nd 2011. Sylvia was born in Mission, BC, September 26, 1941. She is survived by her loving husband of 47 years, Goldie Read and leaves to cherish her memory: her son, Robert Read and his wife Ashley, her father, Lawrence W. Falk; her brothers Darrel Falk and his wife Joyce and Doug Falk and his wife Gwen; brother and sister-in-law Terry and Joan Read; and numerous nephews, nieces, cousins and aunt, Phyllis Groat. Sylvia was predeceased by her mother, Isabelle Falk in 1997. Sylvia grew up in South Burnaby where she learned early to love her Lord. She attended Canadian Nazarene College in Winnipeg, Manitoba where she met Goldie Read. They were married in Vancouver in 1964. The newlyweds traveled back to Winnipeg where they both finished their theology degrees. They moved to Burnaby in the fall of 1967. Sylvia was a godly, loving woman. Over the years she served faithfully in her local church. She taught the youngest Sunday school children for over 30 years. With her husband, she worked tirelessly for over 30 years in the music program of the church. She had a beautiful soprano voice. In 2003 she was awarded The Distinguished Service Award, the highest award for a member in The Church of The Nazarene. In 1999 diabetes began to slow her work. She was quiet of spirit, a listener and a burden-bearer to many who touched her life along the way. She was much loved by everyone she encountered. The family wishes to thank the doctors, nurses and staff of Abbotsford Regional Hospital and Cancer Center. Sylvia especially cherished the friendships she developed in the Renal Department where she had dialysis treatments three times each week. A celebration of her life will be held at the Abbotsford Church of the Nazarene on July the 8th at 11:00 am.
