by Jeff Nagel HIGHWAY 1 motorists who don’t want to pay the tolls that will be slapped on the new Port Mann Bridge this December will instead be directed to the Pattullo Bridge and provincial officials say the South Fraser Perimeter Road will offer a speedy connecting route to the free crossing. But some Metro Vancouver mayors question how well traffic will move on the new truck freeway. And they predict gridlock will await those drivers in New Westminster and Burnaby, where transportation ministry officials say Brunette Avenue will act as the signed free route to the Pattullo. “We’re going to end up with a massive amount of traffic,” predicts Burnaby Mayor Derek Corrigan. “Right now we have no room on the roads,” New Westminster Mayor Wayne Wright said. “If there’s an increase in traffic, all it’s going to do is slow everything down or stop everything.” They spoke after Premier Christy Clark and Transportation Minister Blair Lekstrom visited Surrey last Tuesday to highlight transportation improvements and mark the halfway point of work on the South Fraser Perimeter Road (SFPR). The ministry has not yet determined exactly where it will put signs guiding motorists to the free crossing, but has promised to release details by summer. The northeast third of the $1.26-billion perimeter road is slated to open this winter at the same time as the new Port Mann, carrying westSurrey Mayor bound traffic as far as the Pattullo. A pair of Surrey brewing companies has been tasked with creating this year’s signature beer to represent B.C. brewers during Vancouver Craft Beer Week (May 18-26), the province’s largest craft beer festival. Recently recognized on the world stage for excellence in brewing, Jack Bensley, head brewer at Russell Brewing Company in Newton, and Gary Lohin, master brewer and part owner of Central City Brewing Company in City Centre, put their heads together to create a unique Pacific Northwest ale. Cascadian Brown Ale began the fermenting process on March 30 at Russell. “I threw out the idea of a brown ale initially because I had brewed one recently that I really liked,” said Bensley. “But this hoppy brown is a totally new recipe.” With ingredients that include two row malted barley, English crystal malt, Munich malt, dark bristol and chocolate malt, the brewers say Cascadian Brown Ale should showcase a distinctive West Coast flavour. 10 days has been found safe and unharmed in Vancouver. Jamie-Leah Prohl was the subject of an intense police search and her nine-year-old sister was brought before the media last week to plead for her return. Jamie-Leah went missing the evening of March 27 before going to bed at her home in the 13200 block of 105 Avenue in Surrey. There had been several reports of where she might be, including Squamish and Alberta, however police Jamie-Leah Prohl had no firm indication of her whereabouts. Vancouver police found Jamie-Leah last Thursday (April 5) night. Her family home life was described by police as challenging and dysfunctional. She is now in the custody of the Ministry of Children and Families who have started a plan to ensure the safety and well-being of her and her sister.

It’s going to be a traffic mess.” Watts notes TransLink intends to replace the Pattullo by 2018 and probably add tolls to pay for it. “Then, when the Pattullo is constructed with tolls, what’s the plan?” she asked. “Or I guess nobody is going to worry about it until the day it happens. But as mayor of the City of Surrey, I need to be worrying about it now.” Watts, has repeatedly called for a fair tolling policy that ends the piecemeal tolling of bridges and instead implements consistent smaller charges applied region-wide. She said that would make more sense so drivers don’t divert away from the most direct route, increasing congestion, but Lekstrom and Clark have so far rejected the idea. Mike Proudfoot, CEO of the province’s Transportation Investment Corp., said modelling shows the Port Mann tolls will not cause any significant net diversion of traffic to untolled bridges, because other drivers now using those routes will switch to Highway 1 and pay tolls to take advantage of travel time savings. Lekstrom was also questioned on why traffic lights instead of full interchanges are being installed at key points along the SFPR, a decision critics say will slow truck traffic to a crawl and congest the new expressway. He said the measure was necessary to reduce the project’s cost and said the province has acquired and pre-loaded the land needed to eventually convert

Beer sales: Support protection of farmland From Page 1 “We all love flavour and that’s what we try to make,” said Lohin. “Our secret is we try to make beer that we want to drink, and what I have found recently is that the Pacific Northwest is driving craft beer (sales) in North America.” The creation of Cascadian Brown Ale is part of a collaboration between 30 of the finest craft brewers in the province – including Surrey’s Big Ridge Brewing Company – using premium ingredients supplied by Canada Malting. Bringing all the brewers together also creates a camaraderie that exposes a common love of good beer.

“We want to show there are no secrets and we’re happy working with each other,” said Lohin. “We are really trying to make the (craft beer) pie bigger, and it is getting bigger.” With a dry hop finish to give the beer a wonderful aroma with no bitterness, Lohin believes this year’s brew will be a flavourful marriage between malt and hops. The nutty, medium-bodied brew will be available during Vancouver Craft Beer Week in draught at participating establishments, and in 650-ml bottles at private liquor stores throughout the Lower Mainland. With a full batch of only 7,000 litres,

the ale should sell out quickly. Each year, partial proceeds from the sale of the collaboration beer are donated to a different charity. Last year, $1,294 was raised for Japanese tsunami relief from sales of the 2011 Cascadian Dark Ale. This year proceeds will go to the Farmland Defense League, a B.C.-based volunteer organization dedicated to protecting farmland and promoting organic farming. Woman killed in weekend crash with truck

Black Press A 21-YEAR-OLD Langley woman is dead after a

head-on collision with a truck in Surrey on Friday afternoon. At about 3 p.m., emergency crews were called to 104 Avenue and 156 Street, where a woman in a Volkswagen Beetle and a semi truck collided. The woman was taken to hospital where she died. The driver of the truck was uninjured. After hitting the car, the semi then slammed

through a bus shelter and crashed into Fraser Heights Animal Hospital, but there were no other injuries. Police have not said if the wet weather, speed or alcohol were factors in the crash. Surrey RCMP is also investigating an accident where a pedestrian was seriously injured outside T-Barz strip club, in the 10400-block of Whalley Boulevard. A woman suffered serious head injuries after she was hit by a male driver at about 2 a.m. on Saturday. Investigations into both incidents continue. ‘Monty’ Robinson drink two shots of vodka following the collision. She said that, as a veteran RCMP officer, Robinson commonly investigated drinking and driving offenses and was trained in the administration of bloodalcohol screening tests. As such, he would have known that drinking alcohol after an accident would make it difficult for police to determine his bloodalcohol level at the time of driving. Robinson was off-duty when his Jeep collided with 21-year-old Orion Hutchinson’s motorcycle at the intersection of Sixth Avenue and Gilchrist Drive on Oct. 25, 2008 following a friend’s Halloween Party. After the accident, Robinson gave his driver’s licence to a bystander and left the scene to walk his two children home. eachers throughout B.C. will be voting on April 17 and 18 as to what further action might be taken in their union’s dispute with the provincial government. However, students throughout the region are already paying the price for the B.C. Teachers’ Federation’s power struggle. Teachers in some districts – such as Delta – have already decided to withdraw their participation in extracurricular activities. In Abbotsford, some school sports teams have already dissolved. And for teams that are still running, there is a ripple effect, as they are finding it difficult to schedule games and competition meets with other schools. Should the BCTF convince a majority of the province’s teachers to pull out of all extracurricular activities, the impact will be major. It will mean the end to all high school sports, drama clubs, many field trips, and possibly even graduation events. For some elite athletes, scholarships could be lost. It’s not the government that’s being punished by this. It’s the kids. And to call it unfair would be a major understatement. Some teachers agree, continuing with their volunteer services. Kudos and thanks to them. Hopefully, there will be many more later this month simply not willing to see their young charges pay the penalty in a union versus government brawl. The BCTF should be taking its battle with Victoria to the courts, leaving students with a full school experience. Youth becoming pawns in a labour dispute is just not right. – Black Press

When familiarity breeds contempt, people vote to reject the familiar and see what happens. Or as one radio talk-show caller summed up his decision to climb on board the B.C. Conservative bandwagon, he knows two things about leader John Cummins: “He’s not Adrian Dix and he’s not Christy Clark.” It’s been more 21 years since Gordon Wilson reshaped B.C. politics and launched the modern-day B.C. Liberal Party with a single quip in a leaders’ debate between a bickering Rita Johnston and Mike Harcourt. Cummins has about a year to show he’s earned his rising poll numbers, and to refute the conventional wisdom that he’s the best friend the NDP has had since Wilson put them in power and later joined them. So let’s get to know Cummins a bit better. He’s 70, and has an 18-year record as a Reform-Alliance-Conservative MP. His Ottawa days are mainly remembered for

second Metro Vancouver garbage incinerator, and in favour of fixing the “catch and release” justice system. These are the slogans that stand in for actual policies needed to govern. Cummins will be going door to door in the by-elections, especially in ChilliwackHope, where he believes his upstart party has a real shot at winning. He offers a telling anecdote about the last time he was door-knocking in Port Moody, the premier’s former hometown. The B.C. Liberals have suggested the B.C. Conservatives chose Christine Clarke as their candidate to capitalize on the premier’s name recognition. That wasn’t what Cummins and his previously unknown candidate found when they first started campaigning. “She’d say hi, my name is Christine Clarke, and the doors would close rather quickly,” Cummins said. Students An NDP government is a scary thought involved in dispute BE AFRAID. Be very afraid.

WITH THE PASSAGE of Bill 22,

teachers, like myself, are now considering withdrawing their volunteer services. The voices of my students are the most valuable to me. I hear many students understand the cause, but some feel teachers are unnecessarily involving them in this dispute. To students, parents, and the general public, please understand that with the passage of Bill 22, teachers do not have any legal means of voicing their discontent with this draconian bill except to withdraw from extracurricular activities. It is important for us to protest against the concessions the government has imposed on students and teachers because they will affect all public school students negatively. Bill 22 will allow for a detrimental increase in class size and composition in all B.C. classrooms. More students and more special needs mean less teacher attention for all students and as a result, less time for learning to occur. Thus, unless the government comes to its senses and repeals Bill 22 before any further job action is taken, it is impossible to remove students from this plight. By withdrawing from voluntary extracurricular services, teachers and ultimately those students affected by the withdrawal are advocating on behalf of all public school students. Is this not a sacrifice worth honouring?

That’s all I can think whenever I hear someone talking about the prospect of an NDP government in B.C. Especially one headed by someone as slippery and as ethically challenged as Adrian Dix. The NDP haven’t changed their socialist political views one iota over the past decade, have they? The preamble to their party constitution makes it very clear that they still adhere to the same “democratic socialist principles” and that they consider these socialist principles to be the only way to achieve social, economic and political progress.

The NDP constitution also makes it clear that the NDP still believes in the principle of “social ownership,” along with a belief that the production and distribution of goods and services should not be “for profit.” That’s right. The NDP still believe nothing should be produced or distributed for profit. It’s in their constitution. That means, in the eyes of the NDP, the profits from your hard work and sacrifice are fair game for “social redistribution” under the NDP. For the benefit of those who don’t speak “socialist,” the “social redistribution” of other people’s profits is an NDP euphemism for heavy taxation.

Well, we saw where that kind of NDP thinking got us back in the ’90s. And the economic damage the NDP could do to this province if they were in power for another four years is enough to keep any sane British Columbian awake at night. That damage could well be irreparable. So how can anyone in their right mind think the NDP would be any different this time around than they were the last two times? If the above doesn’t scare you then I don’t know what will. Be afraid. Be very afraid.

Taxes or tolls, but not both THE QUESTION here really is one

of fairness. The money spent on the 2010 Olympics alone would have easily paid for our badly needed, longawaited bridge and the Highway 1 improvement project. So I find it insulting (and disturbing) that

after all these years of contributing to infrastructure north of the Fraser, we are told we are on our own. We pay TransLink $160 million per year through property taxes and receive a couple of used buses in return. Tolls will take an

additional $1,400 each year from families who can least afford it. We pay more in gasoline and carbon taxes, and more in transit fares. Drivers will pay a “dividend” to the province through ICBC that between 2010 and 2014 will be in excess of $1 billion.

‘Twisted justice’ sanctioned by the courts SOMETHING’S ASKEW with the court-

sanctioned initiative to avoid incarceration for aboriginal offenders, basically because aboriginal people are over-represented in our prison system. Thus, as few would counter the fact that aboriginal people also over-represent those convicted of crimes for which incarceration is typically handed down, the focus is then shifted to the “mitigating circumstances” under which the crime was committed – dysfunctional childhood and Fetal Alcohol Syndrome (FAS) being the most widely utilized,

as they admittedly should be. Furthermore, offenders’ aboriginal heritage typically indicates great injustices endured at the hands of Anglo-Saxon colonizers and abusive residential school staff. Could it perhaps be that formidable anger lays behind crime which is exacerbated by FAS? And the “First Nations” label repeated ad nauseam by politicians and the mainstream media can easily politicize and thus (unintentionally) legitimize the anger and its fruits, e.g. when a Vancouver bus driver’s face gets seriously sucker punched.

In a nutshell, Canadians who were toddlers, or not even born, when so many aboriginal people suffered severe abuse are in essence made to act as figurative lightning rods by some form of twisted compensatory justice – lenient, non-incarceration sentences for aboriginal violent offenders who were not even born when the major injustices were perpetrated upon their elders and ancestors by the colonizers and residential schools. MLA: ‘This is the industrialization of agriculture’ From page 9 Steves said the developer clearly believes an arrangement is possible to sell the land to Port Metro Vancouver and remove it from the land reserve, otherwise he wouldn’t be poised to pay such a premium for the parcels. “It’s pretty clear Mr. Emerson is not paying $185,000 per acre to grow blueberries,” he said. The farm land is close to Deltaport, just outside the Tsawwassen First Nation’s treaty lands, which are themselves being partly developed for port expansion. The deal is also lucrative for the farmers, who paid an average of $10,000 an acre for the land. Steves predicts more battles are coming over deals to convert farmland to portrelated industry from Delta and possibly also

Barnston Island, where a failed 2006 bid to industrialize ALR land may be revisited. He predicts the province’s support of port expansion under the Pacific Gateway strategy will be a major provincial election issue South of the Fraser. “It’s not a done deal,” he said, adding a change of government could stop the conversion of farmland. The option-to-purchase agreements were exposed by Delta-South independent MLA Vicki Huntington, who accused the province of being complicit in the port-expansion agenda. “This is the industrialization of agriculture on a grand scale,” she said. Allan Baydala, Port Metro Vancouver’s chief financial officer, said the port is not working in concert with Emerson in the acquisition of the Delta farmland. “We certainly know who he is and have

had discussions with the proponents,” he said. “But we discuss many proposals with many proponents.” Baydala said the port does not rule out using agricultural land to expand, but only if all other options are exhausted. “We believe developing agricultural land is the last resort,” he said, adding the port has no plans to develop more at this time. Port officials have previously said the rigid application of the ALR is problematic because industrial land has become increasingly scarce. “This is a very important discussion and I think it’s long overdue,” Baydala said. “We’ve seen different land uses pressing up against each other and we only have a limited supply of land here in the Lower Mainland.” He said the port intends to work with various stakeholder groups to have a “thou-

Gill: Construction begins next year From page 11 Boys – an international diving judge – noted she was unable to attend last week, as she was training Peninsula divers in Victoria. Last Monday, Coun. Tom Gill – chair of the city’s finance committee who also chaired last week’s parks meeting – confirmed the consultation process “is nearing an end,” and said construction is slated to begin next year. Gill said many of the

delegation’s concerns would be addressed in a second phase, with the creation of additional pool space. “Phase 2 will happen – the question is when? It may be five years, 10 years… (but) there is no question that this pool can accommodate competitions.” Gill reiterated the city’s stance that two pools – one in Grandview, another in Guildford – would best suit Surrey’s needs. “There is no question in my mind that build-

Gill said he does not believe in “taking from one side to give to the other.” Gill said the Grandview pool is estimated to cost about $53 million, while the Guildford centre is budgeted for $41-42 million. He noted the budget is not the “overriding issue” behind the decision to go with a 50-m pool, but added “we are of the opinion that by (adding) extra capacity, the budget is significant.” “These pools are very expensive, and I don’t believe any municipality has ever built two pools at once in the same building,” he said. “Pools have generally been money-losers for municipalities.” Asked if any input from the public-consultation process was of use, Gill said “there was a significant amount of knowledge brought to staff.” Olympian Brittany Reimer (’04)was dismayed the city did not seem to consider the advice of her group, which includes synchronized swimmer Janice Birch, an Olympic silver medalist (’96). “I definitely felt that vibe when I was there,” Reimer said. “And it’s too bad, because growing up in Surrey, I felt so much support from the community… a (bigger) facility is valuable for everyone. “There’s no reason to close the door on us – let’s just take a step back and figure out what we need to do, and how we’ll get there. They shouldn’t rush to a final decision – let’s talk a bit more.”

Russ and Ellen Cmolik and Al Etmanski and Vickie Cammack were announced as 2012 B.C. Community Achievement Award winners Friday. “The community achievement awards honour individuals who have made a significant contribution either as a volunteer or in the course of their work,” said Keith Mitchell, chair of the B.C. Achievement

The Cmoliks were noted for their commitment to making a difference in the lives of young people. “They are extraordinary philanthropists who believe in the transformative power of education,” a statement announcing the awards notes. “The Cmoliks provide generous scholarships to post-secondary institutions for students who otherwise would not be able to attend. As well, they support opportunities for younger students that highlight life’s possibilities and the students’ own potential.” Etmanski and Cammack are described as “visionary social thinkers.”

The pair co-founded the Planned Lifetime Advocacy Network Society, a support network that enables B.C. parents to plan for the future security of their children with disabilities, in 1989. Adopted across Canada and around the world, PLAN and its related organizations – Tyze Personal Network and PLAN Institute for Caring Citizenship – “have

had a monumental impact on the wellbeing of communities everywhere.” Award recipients were selected by an independent advisory council, and will be formally recognized in a presentation at Government House in Victoria on April 25. 2012 Honey Hooser Scholarship The City of Surrey has established the $500 Honey Hooser Scholarship to be awarded each year to a post secondary arts student, or to a student with an interest in arts and crafts graduating from a senior secondary school in Surrey, or to a disabled person with an interest in arts and crafts. As well, the City has approved an annual award of $500 to the Peace Arch Weavers and Spinners Guild. The purpose of this scholarship is to benefit the community by encouraging persons having an interest in arts and crafts to pursue studies in these areas. This interest may be interpreted in a broad fashion, including the study of the visual, graphic or performing arts, or the development of the tools to facilitate these arts.

The non-profit organization manages the rodeo and country fair, plus oversees the eight facilities at the Cloverdale Fairgrounds year-round. The 66th annual rodeo and 124th country fair, set for May 18 to 21, will again feature the traditional favourites – the invitational-format rodeo with Canadian and world champions, plus the long-running country fair, kids zone, agri zone, midway, and outdoor entertainment stage – along with several new events, starting with the first annual Cloverdale Cowboy Cook Off. Langley food maven and barbecue queen Angie Quaale, head cook and pitmaster of her own competition team, will oversee the two-day event and help enforce the rules. “We think it is going to be a lot of fun,” Ballance said. There’s $10,000 in prize money up for grabs, and amateurs will be able to enter, so get cooking. Amateurs and pros will also compete for $10,000 in prize money at another new event, the four-day World Freestyle Skateboard Roundup. The fair also features a preview of an attraction that will spending the summer at the Cloverdale Fairgrounds – Dinotown Live, a reloaded version of the cartoon dinosaur town theme park that closed in 2010. The attraction itself opens June 25 and runs to Sept. 3, and will feature a live show, along with dinosaur education and inflatable fun. A vintage hot rod show is another new addition, rounding out the list of attractions designed to appeal to traditionalists and newbies alike, and, like the barbecue and boarding contests, included with the price of admission to the country fair. Like Homer, hundreds of hamsters, guinea pigs, rabbits and other small animals are surrendered to the SPCA and are in need of loving homes. These wonderful pint-sized pets are available for adoption at shelters across the province. Small animals are often overlooked, perhaps because people don’t see them as “real” pets. But rabbits, guinea pigs, gerbils, rats and hamsters come with delightful and inquisitive personalities, fascinating behaviours and the ability to enrich our lives. While Homer’s nocturnal habits make him a quiet and unassuming office-mate, he regularly rouses himself from sleep to greet colleagues or visitors who pop by – in the hopes they may have brought along a hamster treat or two. He also has very particular home design ideas and spends hours rearranging the tubes, toys and treats I put into his habitat to get the look “just right”.
