Woman claims asthma triggered by neighbour’s cigarettes

Secondhand smoke prompts human rights fight

70 YEARS TOGETHER A Newton couple marks a milestone anniversary this week

by Sheila Reynolds A SURREY woman who claims her neighbour’s cigarette smoke is a hazard to her health will have her case heard by the B.C. Human Rights Tribunal. Kathryn and Douglas Arndt filed a complaint against Chelsea Gardens Strata Corp. and Maureen Puffer, who lives in a townhouse below them. The couple alleges Puffer smokes in the garage, on the patio and in other areas of the strata complex and that the smoke wafts into their home, triggering Kathryn Arndt’s chronic asthma. Chelsea Gardens is a 235-unit complex near 138 Street and 70 Avenue. The Arndts’ problems with the neighbour’s smoking stretches back two years, when Kathryn Arndt wrote to the strata manager, Gerry Blanchard, saying her asthma had become worse as a result of Puffer’s smoking. Arndt said she had to go to the hospital emergency department in June 2009 for treatment.

K

en and Betty Chapman have literally battled rough waters together in their 70 years of marriage. Ken once swam a mile in the choppy waters of Laclu, Ontario, when no one else dared to. It was during an annual regatta at the lake. The swimming event had been postponed due to stormy weather. That didn’t stop Ken – who was in his 70s at the time – from jumping in the water and Betty from tailing him in her rowboat.

See MEDIATION / Page 4

Seated on the couch in their Newton townhouse, Ken gently lifts a scrapbook of memories from Betty’s hands. Born three days apart, Ken and Betty – both 94 years old – remain young at heart. “He’s lucky to have me, and I’m lucky to have him,” says Betty. A collection of meticulously cropped black-and-white photos line each page of the scrapbook. A snapshot of Betty, all dolled up in a ruffled dress, catches Ken’s eye.

Wedding: No frills in 1941 From page 1 “She’s pretty good-looking,” Ken says smiling, his blue eyes twinkling. Ken and Betty met in Winnipeg during the Great Depression. They lived two blocks away from each other, near the centre of the city. “So I didn’t have to go far to find her,” says Ken. The young couple’s dates consisted of a walk up to Main Street. Occasionally they attended picture shows . “It was 25 cents to get in, and you came home with a piece of dinnerware. We got quite a few pieces,” recalls Ken. Together, the couple took in the first talking movie – The Jazz Singer, in 1927. There was no marriage proposal. A wedding was simply a matter-of-fact progression after seven years of dating. When Ken and Betty were 24 years old, they wed in a no-frills, church ceremony on Aug. 18, 1941. Betty didn’t wear a traditional wedding dress. “In the war, you didn’t do things like that. Everyone concentrated on war efforts,” explains Ken, who enlisted in the Royal Canadian Air Force. A modest cabin on Laclu, a few hours east of Winnipeg, was the honeymoon spot. “When it was time to go back to Winnipeg, the mice had eaten all of my underwear,” Betty remembers. In later years, every summer the couple returned to Laclu with their four children: Ken, Bruce, Lisa and Beverley. “Dad swam a mile every day, with mom behind him in the rowboat,” says Beverley. “They do everything together.” The Chapmans moved to Victoria in 1975, where they lived until eight years ago. These days, a well-manicured gated community in Newton, with waterfalls and koi ponds, offers serenity for the pair. Ken keeps up his swimming regiment in the lap pool; Betty enjoys a game of cards with her friends in the clubhouse. Repairing cuckoo clocks has also become a hobby for Ken, a retired director of engineering with Air Canada. The Chapman children – some of whom live in Alberta and Ontario – are en route to Surrey this week to mark their parents’ big day. On Thursday the group plans to go out for dinner on a river cruise to celebrate Ken and Betty’s 70th wedding anniversary. “There’s nothing to it. All you have to do is stay alive,” says Ken of the milestone. Oh, “and you both have to like each other.”

or so in your bank account? If so, a decommissioned Surrey school and the land it sits on could be yours. Fleetwood Elementary, on 88 Avenue near 152 Street, is being sold by the Surrey School District. The school was closed in 2009 due to its inappropriate location in a commercial area between three major thoroughfares (152 Street, 88 Avenue and Fraser Highway). The district, as required by the

B.C. School Act, put out an expression of interest to see if any government agencies or community groups had a suggested use for the school, but nothing came of the effort. So now, the 1944-era building and surrounding 5.2 acres of land is for sale, with an asking price of $9.79 million. In May, the school district also put out a request for proposals for Anniedale Elementary. The traditional program at that school was moved last fall because of the rapidly changing neighbourhood it

was in near the Golden Ears Bridge. Eventually it, too, could be put up for sale. While Surrey is desperate for additional school space in several parts of the city, the closed schools are in neighbourhoods where student enrolment is not increasing, in addition to being in inappropriate and busy areas. Offers for Fleetwood Elementary are being accepted until Aug. 23. More information is available at www.sd36.bc.ca sreynolds@surreyleader.com

Mediation: Might resolve issue From page 1 Puffer was fined $25 by the strata the following year and was sent a warning letter that she was in contravention of the complex’s bylaws and those of the City of Surrey. Chelsea Gardens argued it had enforced its bylaws and that there was nothing more they could do under the circumstances. The Arndts, however, maintain Chelsea Gardens “has not taken effective steps to restrain” Puffer from smoking. In her defence, Puffer questioned the degree to which the smoke affects the Arndts, arguing she wasn’t breaking any bylaws, and said she would “not be harassed or be a prisoner” in her own home. The defendants – both Puffer and Chelsea Gardens – applied to have the human rights case dismissed. In a decision Aug. 10, tribunal member Murray Geiger-Adams threw out the complaint against Puffer, but said the case against the strata will proceed. Geiger-Adams suggested mediation might lead to a resolution rather than conducting a hearing.

Incinerator: No sites proposed yet From page 3 Kendall also points to open burning allowed in the Fraser Valley and emissions from farm livestock that contribute to smog. The B.C. Centre For Disease Control’s environmental health division, which is conducting a broad review of the risks from waste incineration, will assist the health authorities in determining how to examine specific proposals for new plants. The potential impacts depend greatly on where a waste-to-energy plant is built and how it’s designed, according to Dr. Tom Kosatsky, the division’s medical health director. He suggested airborne toxics released by a new plant – and the proximity of those emissions to local residents – may merit the closest scrutiny. Even so, he said, toxics are unlikely to be a significant threat large distances downwind and modern pollution scrubbing should deliver lower emissions. “The best available evidence for the mass-burn incinerators is that emissions are going to be relatively low compared to other emissions of the same things from other sources,” Kosatsky said. The research is expected to look at not just direct air pollution impacts, but potential indirect exposure through possible contamination of gardens, food crops, livestock and ground water. Kosatsky said the research should look at how far garbage has to be hauled around the region and the resulting emissions from trucks. He suggested sprawl, population growth, more highway construction and increased traffic together may have more influence on air quality than any new waste-to-energy plant. As for nanoparticles – ultrafine particulate that some experts say are virtually undetectable and may pose as-yet-unknown hazards to people – Kosatsky said they should be carefully studied. It may be possible to engineer the smoke stacks to minimize their release, he said. But Kosatsky also noted incinerators aren’t the only source of nanoparticles, which also are present in car exhaust and many household products. “Use a deodorant and you get them. Or perfume.” Dr. Nadine Loewen, a medical health officer at Fraser Health, said there are no plans to test for health impacts linked to the existing Metro incinerator in south Burnaby, which burns 280,000 tonnes of garbage a year. The challenge, she said, is that there isn’t good

LEADER FILE PHOTO

Dr. Perry Kendall. baseline data prior to the plant’s construction 23 years ago against which to compare any new tests and assess population health changes. Fraser Health has no health concerns about the existing plant, she added. Limited soil and plant tests in the two years after the incinerator opened found some elevated levels of metals like cadmium at sites in Richmond, North Delta and Burnaby, but researchers concluded the readings were within regulatory levels and there was no proven link to the Metro plant. Federal pollution records show the Burnaby incinerator is not the biggest local point source of airborne toxics. Two local cement plants both emit more mercury and far higher levels of dioxin. Kendall said he didn’t advise Environment Minister Terry Lake ahead of the province’s approve of Metro’s waste plan, nor was he aware of any other provincial government-led research on health risks from incineration. No sites have been proposed for the new incinerator but there are indications Surrey, New Westminster, North Vancouver City and the Tsawwassen First Nation may be interested in hosting it. A formal proposal triggering the detailed health risk review could be 18 months away, after an expected Metro call for bids in 2012.

for blind people and children with autism was stolen from a Surrey shopping centre last week. The three-foot-tall money collection set-up, with a blue bottom and topped with a clear dome for people to drop coins into, belonged to charities B.C. Guide Dog Services and Autism Support Dogs. It was reported missing by Guildford Town Centre security on Tuesday (Aug. 9). Thieves left behind the padlock and chain that secured the donation bin to a pillar. “We rely almost entirely on donations so whenever something like this happens, it definitely impacts us,” said Bill Thornton, CEO of the two sister charities. B.C. Guide Dogs and Autism Support Dogs have suffered from other thefts involving their smaller coin tins that are found at local retailers. Surrey was the only location in Canada that carried the large donation box. “It’s a shame because it was one of those (containers) where your coin spun round and round to the very bottom. Kids loved it,” added Thornton. It is unknown how much money was in the stolen bin, but staff emptied it regularly. Anyone with information about the missing box is asked to call 604-940-4504. sreynolds@surreyleader.com

pack of cigarettes. Loose change. Sunglasses. These are items not worth much, but leaving them in plain sight in your vehicle could lead to an ICBC claim and costly repairs after a break-in. There is apparently no target too small for local thieves. While some of the recent thefts from vehicles are of higher-priced items such as iPods, cameras and satellite radios, many more appear to be a case of someone breaking into a vehicle to take whatever happens to be lying around. We’re halfway through summer (according to the calendar, at least), and with many people in carefree mode, it might be worth a reminder to stay vigilant. According to police, there are peaks and valleys for vehicle break-ins throughout the year, so motorists should always be prepared. How do we reduce the incidence of such crimes? Some of the onus is on vehicle owners, who must remember the little things. Make sure your vehicle is locked anytime you leave it unattended. Park in well-lit, high-traffic areas. And most importantly, make sure nothing of value is visible inside. The main message is, thieves don’t take a summer vacation. Let’s not make it easy for them. – Black Press

BC Hydro’s debt may be enormous, but it’s one of the safest investments around. The crown jewel of B.C. utilities is such a money machine that it can allow extravagant practices and still deliver some of the cheapest, cleanest, most stable energy in North America. Some of those extravagances were described in a new report on BC Hydro by three senior bureaucrats. Headline items included a 41-percent increase in staff in just four years, lavish management bonuses and union overtime pay, and a communications department almost as big as the B.C. government’s own. You won’t find this kind of luxury in private companies that have to compete in today’s ruthless marketplace. And you won’t learn much about it from listening to B.C.’s political debate, dominated as usual by the NDP’s union-approved talking points. According to those, the only serious problem here is the

overtime costs are higher than other electrical utilities, and 84 per cent of that is paid to unionized electricians. The top five overtime earners doubled their base salary with overtime pay between $113,000 and $130,000 last year alone. With a smart grid, at least they won’t be collecting so much overtime to drive around searching for downed wires. And I suppose it would be nice to have all overtime paid at double-time, and 17 to 20 “flex days” that can be taken off or traded for cash. But other public sector workers don’t get that. The government milks this cow too. It overcharges BC Hydro for water use, for one thing. What this overhaul may also lead to is an end to former premier Gordon Campbell’s aggressive climate strategy. That’s a complicated issue that I’ll tackle in a subsequent column. Tom Fletcher is legislative reporter and columnist for Black Press and BCLocalnews.com

Fuming over idea of burning garbage PLANS TO INCINERATE Metro Vancouver’s

garbage are not going over well in Fraser Valley communities such as Abbotsford and Chilliwack. This is not surprising considering the fact that pollutants released into the Lower Mainland’s air always end up hovering over the Fraser Valley where they become concentrated. People in the Fraser Valley fought hard to stop the Sumas 2 project a few years ago. They were equally relieved when it was announced that Burrard Thermal was being permanently shut down (once the biggest single

source of greenhouse gas pollution in the whole province). So why would they be happy to hear about plans to incinerate Metro Vancouver’s garbage? To be fair to supporters of the garbage incineration plan, electricity would be generated through the incineration process. But B.C. has more than enough renewable green energy resources that we’ve barely even begun to tap into. Supporters of the incinerator plan might also point to jobs being created. But many more jobs would be created by tap-

ping into B.C.’s renewable energy resources. Therefore, jobs and electricity from any garbage incineration plan would essentially cancel out, which leaves us with air pollution as the only distinguishing feature of the incinerator plan. And if that’s the case, then perhaps a better plan than incinerating Metro Vancouver’s garbage downwind of Fraser Valley residents still needs to be found. Mike Taylor Port Moody

IT MAKES MORE sense for White Rock to join Surrey. White Rock has historically been a part of Surrey and it would be just returning to its Motherland. White Rock residents would benefit from access to greater civic programs, services, and lower taxes if they join Surrey because of the larger tax base Surrey has. White Rock already depends on Surrey for essential services such as the K-12 education system where White Rock has one seat on the Surrey Board of Education. If White Rock joined Surrey it could theoretically elect more than one representative to the school board and Surrey council through our at-large electoral system. Surrey is on the rise and will soon be the largest city in the province. This will bring additional benefits for the city as it flexes its muscle in Victoria and Ottawa. Last, splitting wealthy parts of the city from poorer areas is an American socio-economic disaster that we don’t need in Canada. The poorer areas don’t have a sufficient tax base to provide basic services while the wealthy areas attract more crime and social problems from the surrounding areas. It makes more sense for White Rock to join Surrey because it will

The more costly private transit becomes, while keeping public transit reasonably priced, the quicker the Mr. Haddads will be encouraged to abandon their environmentally destructive, climate-changing cozy car commute habit. While buses are the most efficient and environmentally least harmful way to travel next to the bicycle and shank’s mare, 75 per

If Mr. Haddad wishes to continue to drive, he might join Ride Share BC to help offset the costs of his premium choice in travel. It’s interesting to note that we would not have had to twin the Port Mann if just half of those SOVs, many of them SUVs, had taken a few minutes time out of their day to carpool and help unclog our roads the way some of us who use public transit have been doing for years. cartoon published recently, which implied that ICBC hands out financial bonuses to its workers freely and without cause. ICBC employees have worked exceptionally hard and have been a key part of growing ICBC to the profitable corporation it is today. Unfortunately for employees and drivers, the B.C. Liberal government clawed back ICBC’s profits into general revenue: $990 million total. Meanwhile, ICBC has increased compensation for body shops, physical therapists, and lawyers. What bonuses the average ICBC workers do receive are comparatively small. And now B.C. drivers are being told to expect rate hikes when they should be receiving rebates. Drivers have a right to be angry with the way the Liberal government has skimmed the profits that should have gone into rebates. A public auto insurance system is the best way to go, but before it can reach its full potential to serve British Columbians the government needs to stop taking ICBC’s money. Political correctness avoids accusations of discrimination WE WOULD LIKE to support Mr. Purewal in his remarks about the gay parade. It is indeed time to declare that political correctness is interfering with the calling of a spade a spade. The parade is a lewd display of all that is wrong. People of standing are being obliged to participate in this nonsense because they cannot be seen to “discriminate” against the gay culture. A family affair it is not – exposure of children to sexual obscenity cannot be right. Good for you, Mr. Purewal. Sue and Cam Emmons

Club, Delta Police sued Government suit over ďŹ ght at Cheers Nightclub in 2006 by Sheila Reynolds THE CORPORATION of Delta and

Delta Police Chief Jim Cessford are being sued by the B.C. government in connection with a bar fight in North Delta that put a former NHL player in a coma. The civil lawsuit, filed Wednesday, says Garrett Burnett, who played for the Anaheim Ducks in 2003-04, was hit over the head with a bar stool in a fight at Cheers Nightclub on Boxing Day 2006. The assault left the 6’3, 235pound Burnett on life support

and in a coma for about two weeks. According to the suit, the incident has left him partially disabled and suffering from a sleep disorder, depression and post-traumatic stress disorder. The B.C. government is suing to recover the cost of Burnett’s past and future health care. Bar management and employees, and Burnett’s assailants are also named as defendants in the suit, as are two Delta Police officers – Const. Paul Uppal and Insp. Lorne Pike. The suit accuses the police department of bungling the

investigation into the assault, losing video surveillance and a hard drive containing other evidence. No one was ever charged in the attack. None of the allegations have been proven in court. After the attack, Burnett sued the staff and management of the bar, but that matter was settled out of court earlier this year. He also filed suit against the Delta Police Department and the Corporation of Delta, but a judgment has yet to come down in that case. — with ďŹ les from CTV

Man sues over arrest Claim of concussion following assault

Black Press A MAN WHO was arrested by Surrey RCMP four years ago is suing the constables and the minister for public safety. On Jan. 3, 2007, Dwayne Washington was at 11051 129 St. in Surrey when the police arrived. A statement of claim filed in B.C. Supreme Court in Vancouver states that Washington was “without warning or cause, assaulted, battered, peppersprayed, handcuffed and wrongly and intentionally assaulted and detained against his will. The statement of claim alleges the officers breached their duty of care to Washington and

that he suffered a concussion, headaches, dental fractures and blurred vision, among other things, from the arrest. In his statement of defence, the minister of public safety stated that officers arrived with a warrant for the arrest of Washington’s brother Calvin, who had used his brother’s name as an alias before. The statement of defence states Washington was repeatedly asked to take his hands from his pockets. Believing he was Calvin Washington, the officers executed an arrest, and Dwayne Washington resisted, the defence says. None of the allegations, either in the statement of claim or defence, have been proven in court.

Three dead in Highway 10 crash

Black Press

THREE PEOPLE were killed after a man sped the

wrong way down Highway 10 Saturday morning and slammed into an oncoming vehicle. One woman survived the collision and was airlifted to hospital, but the man and two people in the other vehicle are dead. Two Nanaimo families are grieving the loss this week. Fifty-two-year-old Jovan Salapurna and 21-year-old Jarrett Swackhamer were pronounced dead at the scene after a speeding Chevy Cavalier travelling the wrong way on Highway 10 slammed into their Nissan Pathfinder. Swackhamer’s parents describe their youngest son

as wise beyond his years. “He was the greatest guy I’ve ever met,” Jarrett’s mother, Bonnie told CTV News. “He was so full of life, so big. He was way beyond his years.” Swackhamer’s girlfriend, Mikaela, was taken to hospital with serious but non-life-threatening injuries. Police received a call at about 1:45 a.m. Saturday that a man was driving erratically westbound on Highway 10, just west of King George Boulevard. The car collided with another at 136 Street and Highway 10. Police believe speed was a factor, but haven’t determined whether drugs or alcohol contributed to the crash. Police say the driver heading the wrong way was from the Lower Mainland.

Simon Fraser University’s School of Interactive Arts and Technology are spending the summer at a Surrey high school, helping turn more than 900 pieces of B.C.’s youth art into a virtual showcase. Working with Sullivan Heights Secondary art teacher Mark Pelech, they’re retouching scanned newspaper clippings of showcased art along with photographs of artwork – including some 60 murals – to create crisp online reproductions. The site will also provide archival information about the artists and their work. “This will hold an incredible wealth of youth-generated artwork, capturing their impressions and showcasing their talent through these time

periods,” says Pelech, who has been archiving student art since 1994 – a project he calls Youth Visions. “When complete, it will be a seamless presentation that says, ‘this is your community art,’ as a matter of public record. It will also support emerging artists by establishing credentials.” Involving SFU Surrey students this summer is a first. The students – Flory Huang, Paulina Lam, Jonathan Morrissey, Kyla Rosario, and Nicola Sznajder – will contribute 1,800 hours to ready the website for a launch this fall. The online database will include more than 300 newspaper articles and contain 24 galleries to display student artwork. Pelech hopes to see the website become national in scope and mark Canada’s 150th year in 2017.

Schools study ‘smart’ travel by Sheila Reynolds FOUR LOCAL HIGH schools – one from Delta and

three from Surrey – will take part in a pilot project to increase safety and reduce air pollution around schools. The TransLink initiative, called TravelSmart to Secondary School, will involve Seaquam, Lord Tweedsmuir, Johnston Heights and Sullivan Heights secondaries. At Seaquam, the school’s environmental club, which is concerned about traffic congestion in front of the school, will spearhead the program. The group will analyze traffic patterns and will look to make meaningful changes to how students get to school, such as carpool programs and a walk-toschool buddy system with kids at nearby Cougar Canyon Elementary. The TravelSmart program will also provide students at all the schools with skill building workshops such as campaign planning, public speaking, marketing, communications strategies, how to measure and evaluate success, and the like. Students will learn to become leaders, as they also develop their understanding of transportation concerns and options for going green. TransLink hopes to extend the program for at least five years.

Wins Junior League national tournament in Lethbridge by Rick Kupchuk A GROUP of 13-14

year-old baseball players from Whalley are in Taylor Michigan this week, competing at the Junior League World Series. The group from Whalley Little League qualifed to represent Canada at the 10-team, sevenday tournament last Thursday, when they defeated the Medicine Hat Astros 14-8 in the championship game of the national championship tournament in Lethbridge, Alberta. Wearing the

national team colours of Little League Canada, Whalley took to the field for the first time yesterday, facing a team from Yabucoa, Puerto Rico at 11 am (PDT). Whalley was in second place after round robin play at the national tournament, tying for top spot with a 5-1 (won-lost) record, but having lost to first place Alberta by an 8-4 score. They outscored the opposition 76-23, and earned three shutouts in eight games played. In the championship game, Whalley

scored in every inning but the first, crossing the plate seven times over the last two frames to put down a Medicine Hat challenge. William Gladwell went four-for-five, scoring three runs and driving in two others. Matthew MacDonald collected three hits, and three RBIs, with Daichi Keber also having three hits while driving in two runs. Cole Hunt was the winning pitcher, allowing four earned runs in four innings. In Wednesday’s semifinal game

against host Lethbridge Southwest, Whalley built and 8-2 lead after batting in the top of the third inning. Five runs in the bottom half of the inning lifted Lethbridge to within a run, but two Whalley scores in the fourth, and three more in each of the sixth and seventh innings overwhelmed the host team. Jacob Robazza was Whalley’s top hitter with four, including a double. Keber collected three hits, while Scott Gamble drove in four runs. FOUL TIPS: Other

games for Whalley in the round robin portion of the tournament are Tuesday at 2 p.m. vs. the AsiaPacific zone champions from Taiwan, Wednesday against the European champions from Emilia, Italy at 5 p.m., and Thursday at 8 a.m. against Latin America representatives Maracaibo, Venezuela. The top two teams in the five-team International Pool play each other in a semifinal contest Friday, the winner playing the United States champion Saturday afternoon.

MOVIES UNDER THE STARS – BOLLYWOOD STYLE As Surrey welcomes the seventh annual Movies Under the Stars at Holland Park, attendees can expect a little song-and-dance Àavour added to their cinematic experience as the event goes Bollywood. Movies Under the Stars primarily features Hollywood favorites, however, on August 19, the event will take on a more cultural focus, screening its ¿rst Bollywood ¿lm. “We’re really excited about Bollywood night as it’s an opportunity to try something different… to encourage appreciation of the cultures that make up the fabric of our community,” says Bonnie Burnside, Manager of Special Events and Communications for the Downtown Surrey BIA. For the inaugural Bollywood movie night, the ¿lm “Heyy Babyy” will be shown. “As Surrey is one of the largest South Asian populations outside of India, it is important to represent that community. It is great that the DSBIA is being representative of the fusion that exists in Surrey between cultures,” says Councillor Barinder Rasode, Chair of Surrey’s Diversity and Inclusion Advisory Committee Bollywood night centres on this fusion, providing free activities, crafts, and entertainment for everyone to take part in. As well, Rasode maintains that Bollywood appeals to diverse audiences because of the wide array of artistic elements it blends – “music, dance, drama, and scenes from all over the world.” In putting on this event, the DSBIA hopes it will be one the community is excited to take part in, and will serve to launch further events featuring the cultural diversity of Surrey. Burnside expresses, “People are always giving us feedback on the kinds of events they would like to see in Downtown Surrey and then we try to make it happen.” Upon hearing that “Heyy Babyy” on August 19th is the ¿rst of perhaps many future nights focused on different cultural ¿lms, Rasode shares “I would like to see a Korean night, Vietnamese night, and anything else people are willing to be a part of.” Movies Under the Stars – Bollywood Style is sponsored by Posh Living/Acadia Furniture, Overseas Autobody, Prospera Credit Union and Tien Sher Group of Companies (Quattro Development). As these free events draw hundreds of attendees per evening, the DSBIA hopes Movies Under the StarsBollywood Style will stir greater interest in cultural appreciation and diversity. The night’s festivities begin at 6:00 pm and the movie starts at dusk (approximately 8:45 pm). For further information, contact the DSBIA at 604.580.2321 or info@downtownsurreybia.com.

READING CHANGES LIVES WITH LEGO! Written by Sylvia Taylor Surrey has long recognized the profound importance of early literacy as part of its leading-edge movement into a sustainable and successful future. The 2011 Literacy Building Challenge, hosted at Central City Shopping Centre September 10th and 11th is a unique and inspiring community initiative designed to enlist public and corporate support for Early Literacy Programs at Surrey Libraries. Lego is helping make literacy learning fun, entertaining and engaging. Combining learning and play is a key strategy used by educational facilities world-wide with amazing results. Inspired by the Whalley Family Lego Book Club’s successful 2010 program, the 2011 Literacy Building Challenge’s theme is ‘Dreams’. Fifteen corporately-sponsored teams are challenged to use a specialized Lego kit, innovative ideas, and creative flair to build their vision for the future of the City Centre area, the children of Surrey, or Early Literacy in our community. Visitors to Central City Shopping Centre are invited to join the fun, vote for favourites, bring their own Lego masterpiece, or

add to the amazing Lego model of the upcoming City Centre Library, built onsite by Master Lego Builder, Robin Sather, for a small donation to Surrey Libraries. Cyndy Hill, Director of Development, Surrey Libraries believes, “Literacy is a key underpinning of almost any human endeavour. When we combine literacy and creativity with the financial support offered by the business community, we can create an experience that brings all these elements together—and we all have

the opportunity to learn and be creative together.” One-hundred-percent of sponsorship fees and donations will go directly to support Early Literacy Programs at Surrey Libraries, helping families with their literacy needs. Great fun for visitors and sponsors alike, this fundraising event will be established as a must-see tradition in Surrey. “We couldn’t launch the Literacy Building Challenge without the leadership shown by our Central City Shopping Centre and the Surrey NOW who have partnered with us to bring this communitybuilding event to Surrey.” If you can’t commit to a team this year, please consider making a donation.

hile the Semiahmoo Peninsula is a friendly, tight-knit community known for diverse merchants, great restaurants and a bustling arts scene, there’s no argument over what has put this area on the map – the beautiful beaches. The Peninsula beaches attract visitors from all over the world, who enjoy a walk along the scenic promenade, a bite to eat at one of the many restaurants and cafes or a dip in the Pacific Ocean – well-known highlights of this unique seaside community. White Rock Beach, which stretches eight kilometres just south of Marine Drive, includes a 1,500-foot-long pier and a twoand-a-half-kilometre promenade often bustling with people out for a sun-soaked stroll. At West Beach, home to the famous pier, one can find everything from rustic cafes to fine-dining, boutique merchants and spas, not to mention live music and art displays. Don’t be surprised to see children diving from the lower level docks of the pier, or dangling a fishing line or a trap for crabs, which can be seen on the sea floor through the clear waters. The slightly quieter East Beach, which borders Semiahmoo First Nations Land, is a family favourite and perfect spot for a picnic. When the tide is out, the huge sandy

completion of the Great Northern Railway in 1909, which connected the seaside community to the rest of Surrey, humans have inhabited the fragile sandy spit for more than 5,000 years. The Coast Salish, Semiahmoo and Kwantlen First Nations settled in Crescent Beach in the summer months, focusing their efforts on hunting and fishing. To honour the area’s rich history, in 2002, the City of Surrey commissioned a public art program called Memory Stones at Crescent Beach. With 33 stones circling the neighbourhood, the history, memories, dream and stories of the Crescent Beach community past Q THIS WEEK: SOUTH and present are SURREY distilled through poetic phrases, Q NEXT WEEK: THE symbols and TRI-CITIES references. area can be found filled with kite flyers, sandcastle builders and sunbathers. In the height of the summer, East Beach makes a great swimming spot, as the hot sands warm the water when the tide comes in, and is also a popular place for skim boarders to glide along the shoreline. On the west side of the Semiahmoo Peninsula lies South Surrey’s Crescent Beach, slightly quieter than nearby White Rock Beach but equal in charm and beauty. Take a relaxing stroll down the graveled walkways of Crescent Beach, go for a swim in the warm waters, fly a kite on the sand or just soak up some of the sun. Beecher Street – known as the Marine Drive of Crescent Beach – boasts trendy bistros, live entertainment, deep wine cellars and artistic flair.

that makes me think summerblooming heathers are some of our most beautiful summer garden plants. Their colours are so rich and vibrant that, massed together, they are simply stunning. Heathers are drought tolerant, and during hot, stressful days, they add fresh new life and colour to any garden. If you’re like me and are determined to grow and enjoy these beautiful plants, then here’s the game plan. Drainage is the key. Heathers do not like wet feet, so they must be in a location that has porous soil. A one-third each mixture of peat moss, bark mulch and sand seems to be ideal. Always make certain the plants are moist before planting by giving them a 30-second soaking in a pail of warm water. Telltale bubbles will rise out of the rootball if the plant was too dry. Before planting, be sure you gently massage the rootball of each plant to loosen all the root hairs, freeing them to pick up moisture. Keep summer heathers moist at all times, especially during the warm days of summer. Plant your summer heather in
