The winding lineup – more than 30 people – features a wide variety of men and women of all ages and races. Many mothers have babies in strollers or youngsters who play as they wait for the Surrey Food Bank to open. Those in line chat together with the occasional laugh as they wait. Some stand silently with arms folded; mothers mind their babies and toddlers while watching for the food bank to open.

Filling the air is the strong smell of fresh, white onions that await distribution in a huge stack of boxes – just one stack piled next to more boxes, bins and crates loaded with food. Outside the 8,000-square-foot warehouse, a covered outdoor area is set up for the onions and other fresh food and produce (perishable items) that the food bank gets by working closely with the local food industry. Today, there are also bunches of fresh broccoli, bean sprouts, grapes, parsley, oranges, celery, yogurt, organic milk, cereal, dog food and more.

HE SERVED TIME in the mid-’90s for sexual assault, and early last year, pleaded guilty to possessing child pornography. Now, Cleo Faus (Kip) Gaudry, a former senior employee with the Corporation of Delta, is set to plead guilty to another sex crime. Gaudry was charged in the fall of 2010 with indecent assault on a female in connection with a 1973 incident in Winnipeg. The Winnipeg Police Service said the case concerned “a historical sexual assault involving a child.” According to the court registry, Gaudry is scheduled to enter the plea in Vancouver Provincial Court on Wednesday (Dec. 14). Kip Gaudry Gaudry, 60, is the former director of engineering in Delta. Wednesday’s plea will mark his third criminal conviction. In January, Gaudry was handed an 18-month sentence after he pleaded guilty to possessing child pornography. He quit his job with the municipality of Delta in 2009 after police searched his home and office, seizing several computers and hard drives.

Funds donated during the Christmas Kettle Campaign provide the total budget for the services provided to Surrey residents through the Salvation Army’s Surrey Community Family Services. Ongoing support is provided by the service group, from clothing and food to children’s programs and treatment referrals for drug or alcohol abuse. “In not meeting our budget goals, we are unable to help everyone who comes to us seeking assistance,” states a release. Kettles are located throughout Surrey and North Delta at various sites, including grocery stores, shopping malls and BC Liquor stores. The Salvation Army urges local residents to “please be generous and help us continue to help others” when they pass a red kettle.

Food bank: Helps 250-350 families every day From Page 1 “Organic milk is a real treat – we don’t get that a lot,” said Surrey Food Bank executive director Marilyn Herrmann. She noted that a lineup of 30 in the morning isn’t that large, as they’ve seen up to 80 people queue up for the facility’s 9 a.m. opening time (food is distributed from 9:30 a.m. to 1 p.m. Monday through Friday). Inside the large warehouse, with masses of neatly organized boxes, bins and pallets full of food, clients can get bread and bakery products as well as their hampers, which are full of food items such as pasta, pasta sauce, Kraft Dinner, peanut butter, canned soup and vegetables, canned fish, cookies, crackers, and condiments. Condiments change every day, depending on what is donated, and range from mustard to olive oil to ethnic sauces. The Surrey Food Bank helps more than 14,000 city residents every month, which means they help 250 to 350 families each day and distribute $30,000 worth of food daily.

Herrmann said the numbers of people they help have been fairly steady, but where they have noticed an increase is in the need for their Tiny Bundles program, which provides weekly food hampers for pregnant women and women with babies up to one year old. Hampers contain fresh eggs, milk and baby formula along with fresh vegetables and other groceries for the week. Moms and babies in the Tiny Bundles program can come to the food bank once a week, as opposed to the norm, which is once every two weeks, Herrmann said. “We used to get about 180 (families) a week. Now, they’re in the 200s. On Nov. 9, we helped 271 families. That’s an all-time record,” Herrmann said. The food bank currently spends $800 a week on milk and eggs and when they run out of formula – which happens a lot – they spend $10,000 on baby formula every eight weeks. But moms aren’t the only ones who need help and the food bank sees people of all kinds – whether they be seniors on limited pensions, the disabled, people who have jobs but don’t earn enough to support their families

or recent immigrants struggling in a new country. “We’re serving a real cross-section of people...many of them never thought they’d ever have to use the food bank,” Herrmann said. “Surrey has always been generous, and people always think about us at Christmas, but need doesn’t have a season.” Herrmann understands that there are numerous charitable organizations that require help year-round but said, “Feeding yourself and your family is such a basic need. It’s an act of human kindness, not charity.” The Surrey Food Bank needs to raise $1.2 million a year, every year, because it doesn’t receive government funding. Investigators also discovered Gaudry had installed special software in an attempt to hide his activities. During sentencing, the judge said much of the pornography involved extremely young children and babies being abused by adult men. The judge said while all pornography is bad, the material found in Gaudry’s possession was “toward the more horrible end of the scale.” It wasn’t the first time Gaudry had been through the courts, however. In 1995, he pleaded guilty to nine counts of sexual assault and was sentenced to three-anda-half years in jail. The crimes, which police at the time said involved young people, were committed while he was working in the District of Houston, a small community in northwestern B.C. Details of that case cannot be reported under a court-ordered ban protecting the identity of a victim. The court heard earlier this year that within 18 months of serving that sentence, he was accessing child pornography online. Gaudry was hired in Delta in 2001. At the time, the municipality only required applicants to disclose whether they

had a criminal record, but they didn’t have to be specific other than checking “yes” or “no” on a form. In 2004, the munici-

pality tightened its requirements so wouldbe civic employees had to reveal whether they have a criminal record that “may be relevant

Report card evolution

aper report cards could become a thing of the past, and the current teachers’ job action is showing us how. While many people still cling to the idea of children bringing home a piece of paper with grades and comments at the end of term, it may be time to take another look at this approach. For generations, the industrial-style education system has been fixated on producing graduates like widgets, and report cards have mirrored this model with a simplistic analysis of students’ strengths and weaknesses. Admittedly, report cards have been upgraded over the years, with more comments and a reduced emphasis on grades at the primary level. But what educators now know – and B.C.’s new personalized learning agenda aims to address – is that students have different learning styles and require assessments that are measurable, flexible, adaptable and motivating. So far, the province has not done a good job defining personalized learning and conveying exactly what and how it will change B.C.’s education system – and under the current model of labour relations in education, it’s hard to know how this will be achieved. Still, the teachers’ contract dispute has shown there are other ways to assess and report on student learning. Teachers are communicating with parents and students by email and telephone, posting information online, sending home records of individual assignments and outlining specific problems. What’s more, parents are being encouraged to seek out information about their child’s learning. There may be some gaps if parents don’t know how or are unable to communicate with their child’s teacher. In those cases, it would be up to teachers to reach out. There will always be a need for standardized assessment and recording, especially for those headed for university, but a piece of paper at the end of term is not a fully meaningful record of success for all students. – Black Press

It is unprecedented for a province to do that, but as B.C. gets ready to sign a new 20-year contract with the federal force, Bond and Clark are trying to demonstrate that they, not Ottawa, are now wearing the pants in this relationship. The NDP deplores all of this and has decades of practice doing so. The part about offenders not completing their rehabilitation reminded me of Dave Barrett in the late 1960s. In his autobiography, Barrett tells how he got into politics because prisoners in B.C. jails weren’t able to complete vocational programs. Barrett was a social worker at the old Haney Correctional Institution. By 1970 he was Opposition leader, demanding that the W.A.C. Bennett government shut down Haney, by then notorious for trades training that prisoners weren’t locked up long enough to finish. Each inmate was costing B.C. more than $4,000 a year, a huge sum wasted, Barrett thundered in the legislature. Today, Doyle calculates B.C. jails cost $71,000 per inmate per year, or $194 a day. All politicians’ and civil servants’ salaries should be pegged at the average wage earned: a calculation which should include welfare recipients and take into account the wages of zero earned by those who live on the street without any social assistance, who volunteer, and who care for their children and elderly parents without any financial compensation. Additional income (even spousal) beyond this true-average-wagebased salary should be frozen until the politician has left office. to clarify some information published in Jeff Nagel’s story titled, “Cities question package recycling plan.” First of all, the addition of Packaging and Printed Paper (PPP) as Schedule 5 of the Recycling Regulation does not affect beverage containers currently collected through a deposit-refund system. In fact the Ministry of Environment (MoE) held a full day public consultation on the beverage container program the day before Mr. Nagel’s story was published. At that session, MoE staff clearly heard from the public and industry that the deposit system works. In the case of the beer industry, refillable bottles, the core of a deposit-return system, is an important part of its business model. The one thing that has been made clear by industry regarding the soon-to-come PPP program, through a series of ongoing public

engagement meetings held this fall, there is no intention for deposits or added fees. And while the program’s initial focus is residential, the intent is to phase in service to the institutional and commercial sectors within a few years. As for concerns that what is collected may be shipped out of province, the Recycling Council would welcome the opportunity to develop sustainable jobs here in B.C. with the material collected through recycling. But the truth is that much of what is currently collected by municipalities leaves the province. Paper, newsprint, cardboard and metal prices are all based on international commodity prices and traded in a free market system. How much is collected in municipal blue box programs overall and where it goes is not accurately known as there has never been a comprehensive survey of recycling done in B.C. However, you can access a required-byregulation annual report for each industry

stewardship agency online with metrics that outline what and how much is collected and the end-of-life management process. The number of programs regulated under the Recycling Regulation will grow over the next decade from the current dozen to more than 30. As more and more is shifted from taxpayer responsibility to industry and consumers, B.C.’s polluter-pay approach provides the best way to remove costs to local government and create the opportunity for a closedloop zero-waste system. If anything, municipalities should be trying to accelerate the introduction of industry stewardship programs so they can focus on issues such as organics management for which they will remain responsible.

MLAs effort is ‘futile’ SURREY NDP MLA Jagrup Brar’s

personal test of the (in) adequacy of the employable-status, monthly welfare rate of $610 is very admirable. However, his attempt to expose the meagre funding as much too little on which to subsist, even on the lowest level of lifestyle, is basically a futile effort, for very few taxpayers care about the welfare of social assistance recipients. It seems that, gradually replacing the original left-wing and rightwing ideologies, libertarianism, though liberal on core social issues like homosexuality and abortion, is becoming the prevailing fiscally conservative philosophy – especially in its most frightening extreme form, when it pretty much translates into “the survival of the richest and the fully, wellemployed.” Thus “social services,” even for the mentally ill, automatically become dirty words. A month on welfare turns focus on the poor JAGRUP BRAR has taken a coura-

geous stand to accept the MLA Welfare Challenge and live on provincial income assistance rates for one month in order to discover the reality of life for social welfare recipients. Some people in the community feel that this challenge is a joke and that living on $610 a month will not be difficult, however they are very wrong. Mr. Brar has undertaken a serious effort to show the plight of people receiving social welfare. His actions will demonstrate a big divide between the rich and poor, and make people aware that this gap has to be minimized.

Almost 60 per cent of the South Asian community lives under the poverty line but they do not realize their predicament because we engage in practices of communal living within our large families so that we can economize living expenses. When groups of people, like a family, are able to pool their money together, they can stretch their dollars even further. I’d like to bring the focus off of those receiving income assistance to the farm workers in our communities. It is very difficult to raise a family on farm worker wages, especially as they do not even earn minimum wage. How can farm workers sustain them-

selves while sending their children to higher education? They will never be able to afford it. Many people who live under the poverty line visit India, wear very nice clothes and pretend to be well paid. However, they live and earn here – in Canada. They have to pay for their food, shelter and other miscellaneous necessities of life in Canadian dollars; not in Indian rupees. Therefore they must consider supporting this demonstration for justice. In the first week of January I will ask the community and farm workers to come out and support this event by openly asserting their plight with large placards

stating 1) We Want Minimum Wage; 2) We Want Stat Holidays; and 3) We Want Overtime. Farm workers deserve these rights like any other workers in B.C. that are governed by Employment Standards. I also implore the community to support Jagrup Brar’s Welfare Challenge. Mr. Brar’s initiative is a great platform for us to put pressure on the government to do something for poor working people. cellphone, a street person answered. Bal hasnâ&#x20AC;&#x2122;t been seen since. Bal was drinking on Oct. 30, and got into a verbal altercation with a family member. He went out to walk it off, as he had done in the past. The family became concerned, and his brotherin-law, Gurjeet Hayer, called his cellphone. The person who answered said he found the phone on the street. He agreed to meet Hayer at the 10200-block of King George Boulevard. He gave Hayer the phone and left.

Bal has now been missing for more than 40 days and his family is making a new plea to the public and offering a $1,000 reward for information leading to his discovery. Hayer said it is extremely unlike his brother-inlaw to leave for this long. Things at home, he said, were very good. Bal was expected to get married in India shortly, and even had a plane ticket purchased for that purpose. RCMP Cpl. Drew Grainger said cases like these are particularly puzzling for police and devastating for families. Bal is described as a 24-yearold South Asian man, 5â&#x20AC;&#x2122;11â&#x20AC;? and Mandeep Bal 150 pounds, with brown eyes, short black wavy hair and a goatee. He was last seen wearing a black T-shirt with white lines on top, a brown jacket with dark brown square pattern on it, blue track pants and blue sandals with orange straps. Bal also suffered a work injury, which has given him a distinctive scar on his right thumb and hand. whipped a businessman and tried to rob him in Whalley. At about 7 p.m., Surrey RCMP were called to a report of gunshots heard. When they arrived, they found a man on the ground, â&#x20AC;&#x153;in what can only be described as a pistol-whipping,â&#x20AC;? RCMP Cpl. Drew Grainger said Friday. The 52-year-old man was just closing his food business near 98 Avenue and 138 Street, when two masked attackers approached him demanding money. The man didnâ&#x20AC;&#x2122;t have money to give them. â&#x20AC;&#x153;This led them to begin to beat him with what is believed to be a handgun, striking him several times in the head,â&#x20AC;? Grainger said. â&#x20AC;&#x153;After that vicious assault, these cowards ran away, last seen northbound on 138 Street in the 9800 block.â&#x20AC;? The victim was taken to hospital where he was treated for his injuries, and is expected to make a full recovery. Not much is known about the masked attackers, except that the masks are believed to be black and white checkered bandanas. Police donâ&#x20AC;&#x2122;t believe this is a targeted attack, but a crime of opportunity, which is a concern around the Christmas season. â&#x20AC;&#x153;Crimes of opportunity are certainly on the spike this time of year because people are typically traveling with money in their pocket or theyâ&#x20AC;&#x2122;re buying presents for their loved ones,â&#x20AC;? High salaries spur calls for ICBC review ‘ICBC is broken ... and needs to be ﬁxed,’ says NDP critic IN THE wake of news highlighting hundreds of thousands of dollars spent on certain ICBC salaries and expenses, more than one person is calling for a closer look at the Crown corporation. The latest news reports come on the heels of ICBC applying to the B.C. Utilities Commission (BCUC) for a rate hike that would see most motorists pay about $30 more in premiums next year. Basic premiums will rise by 11.2 per cent and optional premiums will be about six per cent lower if the BCUC approves the increase. ICBC president and CEO Jon Schubert said the rate increase is needed because of climbing claims costs, which rose $200 million in the first nine months of 2011. Bodily injury costs, which will hit $1.7 billion this year, are up $350 million from five

years ago. But ICBC financial statements show Art Kirkner, a U.S. citizen hired as one of ICBC’s 15 vice-presidents in 2008 to help cut costs, received more than $188,000 for expenses claimed in 2010 – in addition to his $315,000 annual salary. In 2010, Kirkner’s salary and expenses totalled $504,505, the second-highest salary in the Crown corporation after Schubert, who pulled in $504,771. Kirkner left ICBC in July and received 12 months severance pay. In reaction, Minister for Public Safety and Solicitor General Shirley Bond said Wednesday she has asked for a review into ICBC, which will start sometime in the new year. Consumers Association of Canada president Bruce Cran also suggested the Crown corporation needs closer scrutiny. “I think we need an inquiry into what’s

School teacher Robin Wait has been charged with sexual assault stemming from an alleged incident on Nov. 4. On that day, Delta Police responded to the high school in relation to a report of an alleged sexual assault. Upon arrival, a young girl who was at the school told investigators she had been sexually assaulted by an unknown adult near the school gym. The Delta Police Department’s Sexual Offence Unit conducted an investigation, which has resulted in formal charges being laid against the 43-year-old teacher. According to Delta Police, Wait has been charged with two counts of sexual

interference of a person under 16, and two counts of sexual assault stemming from the Nov. 4 incident, and a previous alleged incident in May 2011. He has been released on a bail. Under the conditions of his release, Wait may not contact the victims or witnesses directly or indirectly, and may not seek, obtain or continue any employment or volunteer work that involves being in a position of trust or authority toward persons under the age of 16. Delta Police say they continue to work with the Delta Board of Education throughout the investigation. A 37-YEAR-OLD Langley woman has told police she awoke at the Bradner rest stop in Abbotsford after a night of heavy drinking in Surrey, and has no recollection of how she got there. The woman said she awoke to find her clothes askew and that she was missing jewelry, her iPod, a cellphone and her identification. Police in Abbotsford are now trying to piece together what happened between the hours of 9 p.m. on Dec. 1 and 8 a.m. on Dec. 2 to determine if a criminal offence occurred. Const. Ian MacDonald said the woman was drinking in the Central City Brew Pub in Surrey on the evening of Dec. 1, after having arrived via public transit. The pub is located in the busy area near the Surrey Central SkyTrain station. MacDonald said the woman left the pub at about 9 p.m., according to surveillance video that police have reviewed. “We are able to say with a great deal of confidence that she left that brew pub, and she left by herself.”

He said the woman has no further recollection of the evening. She awoke at 8 a.m. the next day on the grassy portion of the Bradner rest stop, located on the north side of Highway 1 west of the Mount Lehman Road interchange. She began walking west and then hitchhiked home to Langley, where she contacted RCMP. The Abbotsford Police Department (APD) and Surrey RCMP then became involved in the investigation. The matter is now being led by the APD’s major crime unit. MacDonald said police are awaiting toxicology results to determine whether the woman had been drugged through the evening. Detectives are also asking any witnesses to come forward who might have seen the woman or had contact with her at the pub, the rest stop or in between. She is white, 5’ 6”, 125 pounds with long lightbrown hair. She was wearing burgundy-coloured pants with a green stripe and an army-style jacket. A winless weekend for Eagles Junior A hockey team continues to struggle by Nick Greenizan A WEEK after winning just one of three

games, the Surrey Eagles continued to struggle last weekend, losing to the Coquitlam Express 4-1 Friday night, and tying them on home ice Saturday, 3-3. The Eagles are still third in the BC Hockey League’s Coastal Conference, but are just 4-5-1-0 in the last 10 games, and below .500 on the road. Their 15-9-1-3 (won-loss-tie-overtime loss) record has them just one point ahead of the Nanaimo Clippers, who hold the final playoff position, and just two up on the Express and Victoria Salsa. On Friday at Coquitlam’s Poirer Sports and Leisure Centre, the Eagles struck first when newcomer Alex Hagen – acquired in a trade with the Vernon Vipers last

week – scored a power-play goal 14:16 into the first period, but the Express tied the game with just over a minute left in the period. In the second period, the home team broke the game open on goals from Malcolm McKinney and Dante Godhino – with McKinney’s marker coming just 42 seconds into the period – and Godhino tallied his second of the game on a thirdperiod power play. Eagles’ netminder Andrew Hunt was tagged with the loss, despite stopping 34 shots on net. The following night in front of 630 fans at South Surrey Arena, the Eagles again got on the board first when NCAA-bound blue-liner Devon Toews – who signed with Quinnipiac University earlier this month – scored at 10:02 of the first period.

But just like the day before, Coquitlam stormed back before the first intermission, potting a pair courtesy of Alex Petan and John Siemer. Coquitlam went up 3-1 after a secondperiod power-play goal from Cody Michelle. Surrey forward Tyler Morley made it 3-2 later in the second period, and a shorthanded goal from Brett Mulcahy tied the game with 5:09 left in the game. Neither overtime frame – the first played four-on-four, the second played three-on-three – solved anything. Another Eagles’ newcomer, 19-year-old forward Brayden Jaw, tallied assists on all three goals Saturday. Jaw had been with the Nanaimo Clippers – he had four points in six games – but as he was injured and no longer carded and on the

Clips’ official roster, he was free to sign with any team he liked. The six-foot-two Vancouver native is no stranger to South Surrey, as he played three games for the Eagles during the 2008-09 season. Jaw is committed to play at Harvard next season. To make room for Jaw on the roster, the Birds released D.J. Jones. The Eagles have a busy week ahead of them, as they play four games in five nights. Tomorrow (Wednesday) they host the Powell River Kings at 7 p.m. in the South Surrey Arena, then will travel to Vancouver Island to play Victoria Friday night. They are home against the Alberni Valley Bulldogs Saturday, and host the Prince George Spruce Kings Sunday. sports@peacearchnews.com

Michal Urbaniak made it 2-0 midway through the second period, but Richmond got a pair of powerplay goals in a three-minute span to tie the contest 2-2 after 40 minutes. The Devils got the winner with a powerplay effort of their own from Stevan Burzan seven minutes into the third period. Harry Fredeman was a standout in the North Delta goal, stopping 40 of 42 shots. Victoria ‘Vicki’ Louise (nee Lester) 1959 - 2011 Vicki passed in peace surrounded by her husband and children on December 6, 2011, after a lengthy battle with colon cancer.
