by Kevin Diakiw MARYANNE CONNOR HAS heard many people cry, but she’s never heard the type of wailing she did from Cheryl in 2007. In a world of hurt, suffering from cancer, AIDS and addiction, Cheryl was unburdening a life of pain. Three days later, she was dead. It was at that point, Connor, or MAC as her friends call her, decided feeding the homeless wasn’t enough. The head of NightShift Street Ministries decided it was time to put her dream of villages for recovery from drugs and alcohol into action. “How many Cheryls have died since then?� she asks. Beginning this weekend, four people will be moving into a test house for recovery in South Surrey on a four-acre parcel of land. The treatment plan is simple, using the same method Connor MaryAnne has employed since she started Connor working with the homeless in 2004: Love people until they learn to love themselves. From the trial house in South Surrey, NightShift is planning a Care Cottage Community on Bible Fellowship property at 64 Avenue and 150 Street. Modelled after a transitional care community on Whitbey Island, Washington, the centre is designed to help people in various stages of “brokenness� to integrate back into society, Connor explains. Still in the planning stages, the number of cottages depends on the size of stream setbacks from Hyland Creek and other density requirements. Connor plans to meet with city planners shortly

Brankin Elementary School in North Surrey has been identified as 41-year-old Patrick Martin. A witness told The Leader the bloody body of a man was found near the field at the 92 Avenue and 128 Street elementary school at just after 8 a.m. Wednesday. While he didn’t know who first spotted the body, children were playing in the field at the time. Police came and shooed the children away from the body, he said. Sgt. ‘Boss’ the mastiff takes a bullet for its owner 200-pound dog shot in the neck by home invaders in Cedar Hills by Kevin Diakiw A 200-POUND bull mastiff was shot in the neck Thursday morning as it tried to protect its master from home invaders. Surrey RCMP were called to the 13000 block of 98A Avenue at 2:35 a.m. Thursday to the upper suite where two or three people had burst into the home where a woman was living. The perpetrators smashed through the sliding glass door. “Upon doing that, they encountered a large bull mastiff dog,” said RCMP Sgt. Drew Grainger, adding the Cpl. Drew home invaders Grainger were armed. They shot the dog in the upper neck, then they took off. Police are looking for two to three young males driving a newer-model silver SUV. Police say the woman living at that address is not known to police, lending them to believe it was a case of mistaken identity. “There is no reasonable explanation at this time why this home would have been targeted,” Grainger said. The dog was taken to the vet and is expected to make a full recovery.

KISS ROCKER Gene Simmons and family were on hand Sunday to open the region’s first child protection centre in Surrey. The centre will be located within The Centre for Child Development building in Surrey, a facility which currently provides programs and services for more than 2,000 children with severe developmental disabilities annually. Sophie’s Place will provide physically, mentally and sexually abused children up to the age of 12 with professional, compassionate and nurturing service from doctors, police and counsellors, all under one roof. The facility will bring together a team of RCMP officers, Ministry of Child and Family Services representatives, medical and trauma screening profes-

sionals and volunteer advocates, providing highly specialized care in a child-friendly atmosphere. Sophie Tweed-Simmons, daughter of legendary music artist Gene Simmons, frontman of the rock group KISS, became involved in the project to develop a facility of this kind following a meeting with Mayor Dianne Watts. New photos in connection to Batalia murder Police wish to contact people of interest Black Press POLICE HAVE released new photographs related to

the shooting of Maple Batalia last fall. Batalia, an up-and-coming model and actress, was gunned down in the parkade near Simon Fraser University last September. Police released new photographs on Friday of people of interest in relation to the shooting. Homicide investigators are asking the people in the photos, or anyone who knows them, to contact the Integrated Homicide Investigation Team. No arrests have been made so far in the Batalia killing. Police have previously released videos of potential witnesses and have seized the white Charger believed to have been used as a get-away vehicle. Batalia’s family has established a bursary in her memory at the health sciences department at SFU, where Maple Batalia was studying to become a dermatologist.

More deaths tied to tainted ecstasy Toxic ingredient PMMA found in five B.C. victims by Jeff Nagel TESTS NOW SHOW five ecstasy-

related deaths in B.C. over the past six months occurred because the party drug was tainted by a much more lethal component. The B.C. Coroners Service reviewed 16 deaths of B.C. ecstasy users in 2011 and early 2012 and found three victims in the Lower Mainland and two more on Vancouver Island tested positive for paramethoxy-methamphetamine (PMMA), which police believe is being used as a cheaper ingredient. “It’s considerably more neurotoxic,” provincial health officer Dr. Perry Kendall said Thursday. The investigation was launched after five ecstasy users who died in Calgary and an initial one in the Lower Mainland tested positive for PMMA. Test results have not yet come back for at least one more recent B.C. death believed linked to ecstasy. The B.C. victims in recent months included a 14-year-old boy

and a 17-year-old girl. Health officials say PMMA is a rare drug that had not previously been tested for in coroners’ investigations. Kendall said PMMA takes effect much more slowly than expected by ecstasy users, who may be used to feeling the effects within 45 minutes. He said users may think the pills aren’t working or they’re weak and take a second or a third one and then overdose. “They’re thinking they have lower dose pills,” Kendall said. “In fact, they have higher dose pills that are a lot more toxic.” The result can be elevated body temperature and potential brain and organ damage. Asked why only one person in a group of friends that take the same drug might have a negative reaction and die, Kendall pointed to different body weights, different medicine or other drug and alcohol interactions, or even different genetic predispositions for breaking down toxins.

“These pills are made in the bathtub,” he added. “So there’s no guarantee that Pill A has exactly the same composition as Pill B.” Kendall said he’s not able to directly link the Calgary PMMA deaths with the B.C. cases, but police believe most of the ecstasy sold in Calgary comes from B.C. Two young people died within the past month after ingesting ecstasy in Abbotsford and a third is recovering in intensive care. Two women from Vancouver, both 22, have also died in recent weeks. Deaths due to ecstasy use are not a new phenomenon in this province. B.C. recorded 20 deaths linked to ecstasy in 2010, 21 in 2009 and 23 in 2008. Kendall said the pills are typically contaminated with other drugs, including methamphetamine, ephedrine, caffeine, ketamine (an anaesthetic) and PCP, a horse tranquilizer. “Don’t take illicit pills,” he advised. “You don’t know what’s in them.”

n the first 20 months of British Columbia’s distracted driving law, police issued 46,008 tickets to drivers for using hand-held electronic devices while behind the wheel. Another 1,372 tickets were issued for emailing or texting while driving. The ministry of the solicitor general says that means 16 people are still alive thanks to a 12-per-cent reduction in motor vehicle accidents involving fatalities and serious injuries. The statistics suggest the two-year-old ban on talking or texting on a cellphone while driving has been effective. But as anyone who spends any amount of time on the province’s roads and highways will likely attest, the reality is somewhat different. Drivers are still talking on their cellphones. Some are just more discreet about doing it. They wait until they’re on quieter side streets, or they look around to ensure no police are nearby. Or they try to hide their activity, keeping their phone out of sight as they press numbers or check their text messages. Others openly seem to be flaunting the law, chatting with their cellphone pressed up to their ear as they drive along busy thoroughfares. A recent survey by ICBC says their excuses range from outright defiance at the righteousness of the law, to misguided affection for the feel of the phone in their hand to a wrongheaded belief that making or taking a call while at a red light doesn’t count as driving. The risks presented by distracted driving are very real. In fact, you’re 23 times more likely to get into an accident if you’re using your cellphone while driving. So even though the coast may be clear of vigilant police, stay off the phone while driving. – Black Press

Moving inland, the Northern Gateway pipeline route is a tangle of dozens of asserted traditional territories, some in the century-old Treaty 8 zone and others with no legal settlement. Our courts will require at least another generation of millionaire lawyers to untangle the territorial claims involved, no matter what the B.C., Canadian or Chinese governments may wish to do with this oil. The Haisla have embraced liquefied natural gas ships, plants and pipelines, which may be all the industrial development the region can handle. Condensate can continue to be shipped into Kitimat by tankers and sent by railcar to Alberta to Tom dilute bitumen. Which brings me to the alternatives to Northern Gateway. CP Rail just announced a major investment in its U.S. main line south of Saskatchewan, to transport crude oil from the Bakken Formation, an emerging source of shale oil and gas under Saskatchewan, Alberta and North

fter following the opening phase of the National Energy Board’s hearings on the Northern Gateway oil pipeline proposal, I have a prediction. B.C. will never see this pipeline. And that’s probably the best outcome. The first reason is the nearly unanimous opposition of informed Kitimat-area residents, led by Haisla Nation Chief Councillor Ellis Ross and skilled local volunteers who described the marine environment of the Kitimat estuary. There was speculation that Ross, who was just appointed to chair Premier Christy Clark’s new Aboriginal Business and Investment Council, might bend on the oil proposal. His testimony put that notion to rest. The Haisla, Haida, Gitga’at and other members of the Coastal First Nations group put their marker down on managed logging and eco-tourism years before this pipeline debate heated up. California do-gooders may have coined the term “Great Bear Rainforest,” but make no mistake, these tribes run the place.

B.C.’s likeliest alternative for oilsands crude is the existing Trans Mountain pipeline, which has been pumping Alberta oil and refined products to the West Coast at Burrard Inlet for nearly 60 years. Port Moody’s Ioco refinery is gone, but Chevron’s Burnaby plant remains, and some crude goes out by tanker or pipeline to refineries south of B.C. The current owner of Trans Fletcher Mountain, Kinder Morgan Canada, is naturally watching the Enbridge battle closely. A Kinder Morgan representative provided the following information about tanker traffic from their Westridge Marine Terminal in Burnaby. In 2011 there were 32 tankers loaded at Westridge, down from 69 in 2010. Demand varies widely (there were no tankers in 2000)

and current traffic is similar to what went out of Burrard Inlet in the 1970s. Contrary to popular belief, there is not yet a major surge to Asia. For every 10 ships that load at Westridge, on average eight sail to California, one to U.S. Gulf Coast refineries, and only one to Asia. Current Port Metro Vancouver rules allow Aframax-class tankers (80,000 to 119,000 dead weight tons) to pass under the Lions Gate and Second Narrows bridges, but they can’t take on a full load. That would require dredging in Second Narrows, which would increase general shipping safety as well as capacity. Kinder Morgan has not yet formally applied to twin the Trans Mountain line. If it does expand its priceless right of way, the capacity would be greater than the Enbridge proposal. One way or another, that oil will move. No sane reason to prohibit pot IT’S COMMENDABLE that B.C.

public health officers recognize the obvious pitfalls of cannabis (marijuana) prohibition (“Legalize and tax pot, health officers urge,” The Leader, Jan. 3,). However, some clarifications must be made. Cannabis may not be totally safe but it hasn’t directly killed anyone in over 5,000 years of documented use. That’s safety on a Biblical scale. Cannabis should be re-legalized, regulated and taxed because it is far safer than alcohol and it is here for the duration anyway. Why keep forcing the dangerous underground black market to regulate a business that is guaranteed to continue? Citizens, including teens who purchase cannabis, may be doing so from people who also sell hard drugs which increases hard drug addiction rates. Selling the extremely popular God-given plant cannabis like alcohol would remove hard drugs from the equation. Cannabis prohibition hasn’t worked anywhere in North America; a sane reason to continue cannabis prohibition just doesn’t exist. Stan White Dillon, Colorado

Criminals should pay – literally THE STEPHEN Harper government

wants to spend more on prisons. Great. The country has money to jail pot smokers and sex trade workers and Occupy protesters and yes, some hard core criminals, but no more money for health or social services, which actually might help to reduce and prevent crime. I am all for strong prison sentences for those who commit serious crimes. I will go one step further and say the federal government needs to introduce a Prisoner Lifetime Restitution and Responsibility Act. This would essentially be a victim assistance fund that the victims of crime can turn to for support and assistance with their lifetime injuries. It would essentially work by deducting 10 to 20 per cent of the gross income of all charged and convicted criminals for life. I feel if criminals damage the life of an innocent person for life, then they should also have to take responsibility for life. It’s time to redistribute the money from criminal activity a little more aggressively and target it to the victims. Alex Sangha, Delta

Fares go up, service stays stagnant SO, THE exalted, overpaid transit

authority is planning to raise the already exorbitant fares to be even more exorbitant, which is purported to go toward increased transit. It is to laugh. The last increase in fares did not increase service. It remained the same. Too bad that, in its infinite wisdom, TransLink did not put in turnstiles. With turnstiles in place there would have been enough money in the coffers to provide

the ever-promised increased transit and probably afford the huge salaries the heads of TransLink enjoy. I know it is almost a crime to mention cities on the other side of the mountain but here goes. When going to Toronto, when one arrives at Lester B. Pearson Airport, one walks out the door, gets on a bus, and drops in the sum of $2. The bus takes you to the subway station and, with a transfer in hand, one can travel

across back and forth and up and down Toronto and back to the airport. Montreal Metro is slightly dearer and in New York City, where turnstiles have been in use for close to if not more than 100 years, their fares have not increased appreciably over the last number of years. In Ottawa, where they have one of the best bus transport systems in Canada, without turnstiles, no one rides for free. Not one of

these cities mentioned have the dreaded zone fare. Think of it, to go from Surrey to Vancouver and back, three zones, it is a $10 round trip. That’s two-and-a-half trips in Toronto and at least two trips across Montreal and New York City. When will the increased fares give the service the money is intended to provide? J.R. Marshall Surrey

Surrey Board of Trade applauds tax review panel THE ANNOUNCEMENT that a panel of experts has been appointed to

review B.C.’s business tax structure and make recommendations on simplifying the system is welcome news to Surrey’s largest business advocacy organization. It’s a good day when government looks at simplifying its tax regime and we certainly welcome that. We have a small concern that the mandate of the committee appears not to offer any mechanism for input, but given the short time lines, if that is planned for a later stage in the process, we will be fine with that. We are certainly willing and able to assist the panel or participate in any future processes in bringing a simpler business tax system into play. The sooner we can get this done and the HST removal accomplished, the better it will be, not just for the business community, but for the entire province. Poverty: Let’s fix the problem and ditch the politics I HAVE been inspired by the

efforts of Surrey-Fleetwood MLA Jagrup Brar, who has taken up the challenge of living a month off of $610, the allotment for those who rely on welfare. I cannot accept the cynical political commentary that associates Jagrup’s acceptance of Raise the Rates’ organizational challenge. Mr. Brar, like the legendary Emery Barnes before him, is walking the walk and really experiencing the hardship brought about by the inadequate support offered by this government. His experiences should not be taken for granted. They are providing us with a telling account of what 180,000 people go through to survive each and every month in B.C. We have a collective responsibility to consider these difficulties with

greater insight and understanding. In the process of Mr. Brar’s efforts, the Surrey community is learning about the many nonprofit organizations that exist in our local community and throughout the province that help to fill in the gaps for welfare recipients. This network of assistance should no longer operate in isolation, and I commend the efforts of Mr. Brar to unite us all through these crucial societal issues. B.C. should be judged by our most vulnerable citizens, and that assessment should propel all of us to take heed and fight for change. Let’s fix this problem, and leave politics and grandstanding out of the process. Raj Hundal

animal welfare agencies will once again be eligible to apply for grants from the B.C. government’s gambling revenues. Those groups were made ineligible after the government cut the budget for community grants following the recession of 2008. They can again apply for grants, but the total fund remains at $135 million, where it was set by Premier Christy Clark last year. Shortly after taking over as premier, Clark restored $15 million of the $36 million that was cut from the fund, and appointed former Kwantlen Polytechnic University president Skip Triplett to hold hearings around the province. Clark and Community, Sport and Cultural Development Minister Ida Chong released Triplett’s report last week, and promised to keep working on a way to provide multi-year funding for community groups instead of making them apply every year for grants. Clark said the financial pressure on the B.C. government made it difficult to maintain the grant budget at $135 million, and did not allow restoring it to its 2008 peak of $156 million. The province will also increase support for other organizations that have experienced funding cuts in the past three years, including fairs, festivals, youth arts

and community service, as well as the B.C. Summer Games, she said. The announcement reverses decisions made by former minister Rich Coleman in March 2010 to focus grants on organizations helping youth and disabled people. Coleman said the grants were a patchwork that supported some adult groups such as rugby clubs, while adult hockey and other activities received no support. He said it made little sense that the government was providing $100,000 a year to support a parrot refuge while programs for needy children were stretched for funds. NDP critic Shane Simpson said last Wednesday that Triplett’s effort to hear from community groups was sincere, but Clark has essentially ignored it. “[Clark] has expanded the eligibility, but not increased the size of the pot, so there will essentially be more groups looking for a smaller pot of money,” Simpson said. The B.C. government now takes in about $1 billion a year from casinos, pub games, online gambling and lotteries. Triplett’s report said the grant program was established in 1998, to replace revenue charitable groups raised by running their own casinos and bingo games. Over the years, eligibility rules were changed several times, but the purpose of the grant program was never formally defined, Triplett wrote.

Held on the last Wednesday of February, this community-based action initiative began with a protest against a serious bullying incident in Nova Scotia and soon spread nation-wide with its message of tolerance and awareness. “Coast Capital Savings encourages its employees to give back and get involved in their local community,” says Elizabeth Cugnet, Branch Manager at Central City. “Pink Shirt Day is important to me personally through my involvement in my son’s schools in Surrey. All employees at our branch will wear pink and decorate for visual impact. “Anti-bullying is also an important issue in the workplace. Coast is endorsing Pink Shirt Day this year because respect for others is a key company value.” The local Boys & Girls Club provides a safe and positive environment at Old Yale Road School and is the benefitting charity of local Pink Shirt Day. Nearly 100 kids attend the after school program, with Coast’s “Good Karma Crew” volunteering there through 2012. “Central City takes a strong stand against bullying,” says Michelle Mackay, Marketing & Communications Manager for Blackwood Partners Inc., Central City Shopping Centre. “Raising awareness and prevention will help develop safer cities for our future. Our Customer Service team and office will be decked out in pink and we are also working on fundraising. “Central City is very proud to be associated with Coast Capital and congratulate them for taking this initiative. For over sixty years, the beautiful Ukrainian Orthodox Church of St. Mary has been the heart and soul of North Surrey’s Ukrainian community and an architectural gift to Whalley’s cultural heritage. Generations of residents and visitors have admired and loved the stunning white octagonal dome, stained glass, bell towers, and colourful gardens of this Canadian Heritage Site. They have gathered to feast on traditional Ukrainian foods and share in the rich Ukrainian culture. Today, the congregation struggles to save its

famous dome, and perhaps the church itself. Unbeknownst to them, years of rainwater had seeped through the dome into the wooden support structure. The internal crossbeam supporting the 700 pound metal and crystal chandelier hanging inside the dome had rotted down to a mere 24 inches. “It was a miracle we discovered the issue before anyone or anything was hurt,” says Parish President, Katherine Miske. “I looked up during Mass a month before Christmas and noticed the chandelier seemed to have dropped slightly. Tamanawis defeats White Rock Christian in RCMP Classic final

But after a 68-66 win by the Tamanawis Wildcats over the White Rock Christian Academy (WRCA) Warriors, coaches for both high school basketball teams say the tournament champion was all that was settled. “Hats off to White Rock, they’re a great team” said Tamanawis coach Surinder Grewal, celebrating the school’s first RCMP Classic title in the tournament’s 21-year history. “But all this is is a city championship. Tomorrow, we have to wake up and do it over again. We’re going to see these guys two or three more times.” Which is fine with Warriors head coach John Dykstra. “We love playing Tamanawis, and I think Tamanawis Surinder loves playing us,” he said. Grewal “They’re always good games, with both of us (ranked provincially) in the top ten and all that.” As rivals in the Fraser Valley South West division, the two teams will meet again in league play, probably again in the league playoffs, and possibly one more time at the Fraser Valley tournament. Both are favoured to qualify for the B.C. championship tournament in March. The only two teams among the 24 entered in the RCMP Classic ranked among B.C.’s top 10 – Tamanawis third and WRCA sixth – it was no surprise they clashed in the final. The Wildcats faced their toughest test in the semifinal, where they defeated the Southridge Storm 67-63. WRCA’s closest contest was a 68-56 victory over the Princess Margaret Lions last Wednesday. Saturday night, there was little separating the two best high school basketball teams in Surrey. Tamanawis opened the contest with a 10-2 run, and that eight-point advantage would be the largest of the game. The Warriors came back to go 18-12,

games in less than than 72 hours might tire out even the best of hockey teams, the Surrey Eagles showed few signs of fatigue on last weekend’s road trip, taking five of a possible six points. And as if that wasn’t impressive enough, the Eagles exploded for 12 goals in one win, and capped the trip with a shutout victory over the first-place Cowichan Valley Capitals. On Friday, the Eagles opened the trip with a 3-2 overtime loss to the Powell River Kings – picking up a single point in the bargain – and Saturday crushed the hapless Victoria Grizzlies, who traded many of its top players at last week’s trade deadline, by a 12-3 margin. Then Sunday, playing an afternoon tilt less than 18 hours after their Victoria win, Surrey edged the Capitals 3-0. Last Wednesday, before heading out on the road, the Birds defeated the Nanaimo Clippers 5-1, led by a two-goal effort from Michael Stenerson. “This time of year, taking five of six (points) – and seven of eight for the week – is huge for us,” said Eagles coach Matt Erhart. “We have another three game trip coming up this weekend, so this was a good start for us.” Surrey – winners of eight of the last 10 games – still sits in third place in the BC Hockey League’s Coastal Conference, one point back of Powell River and just three away from the Capitals. And perhaps more importantly, they also distanced themselves from fourth-place Coquitlam and fifthplace Nanaimo; they have a five-point cushion on the Express and 12 on the Clippers. “Putting some distance between those teams is pretty nice, even though it can change every week,” Erhart said. Despite losing to Powell River, Erhart – who called it a “playoff-like atmosphere” – said it was a good rebound game, considering the last time Surrey played at Hap Parker Arena, they lost 7-1. “That one really got us pumped up heading into Victoria the next night,” he said. It didn’t take long for the “pumped up” Eagles to hit the scoreboard against the Grizzlies,

Sockeyes were the superior team in every category, except the one that determines a winner. The top team in the Pacific International Junior Hockey League outshot the North Delta Devils 56-17 last Thursday night at the Richmond Arena, but lost 2-0. The Sockeyes lead the Tom Shaw Conference with a league best 27-6-0 (won-lostovertime loss) record. Of the six losses, three have been against the Devils. Outshot 20-6 after 20 minutes, North Delta went to the dressing room with a 1-0 lead on a goal by Jacob Wensley. The Sockeyes had a 24-6 edge in shots in the second frame, but Devils netminder Harry Fredeman turned aside everything sent his way. He went on to record the shutout, a league-best third of the season. He also lowered his goals against average to 2.51, third-best in the PIJHL.
