Members of the senior boys Tamanawis Wildcats – who last month won the Surrey RCMP Classic – were in Kelowna to play a tournament on the weekend and were heading to a Subway restaurant in downtown Kelowna at about 2:15 p.m. Thursday, when a police officer noticed one of them tucking what looked like a gun into the back of his sweat pants. the crowded mall, the officer called for backup – which included general duty officers, a helicopter, an emergency response team and police dogs. RCMP waited for other customers to leave, then called the restaurant and told staff to clear the premises. They then ordered the ball players to leave the restaurant and arrested them. Mounties found two replica handguns with the group, including one in the purse of an adult chaperone. The team was subsequently released without charges. “Based on the totality of the situation, police treated this incident seriously,” said a Kelowna RCMP news release. “Police and public perceive replicas to be real until proven otherwise.” See McNALLY / Page 4

Crash: Seatbelts saved lives From page 1 nue when he saw Jordan at the side of the road. Jabs stopped and Jordan pointed out where the car was. Due to the overgrown ditch, the vehicle was virtually invisible to passing traffic. Jabs rushed down to the car, and muscled the door open to free young Haylee, who was still upside down, her head closer to the water. He then got Alyse out of the car. Jabs said he did what anyone in his situation would have done. “I made sure they all got out of the car as quickly as possible, called 911, and then kept them all safe until emergency crews could arrive,” Jabs said. Lower Mainland District RCMP and E-Division senior spokesperson Sgt. Peter Thiessen credits the fast action of the off-duty officer and McDonald’s use of proper child seats and seatbelts as the main reasons there weren’t serious injuries as a result of the crash. “Extremely violent levels of force are involved whenever a vehicle rolls or flips over while travelling at highway speeds,” Thiessen said. “If vehicle occupants aren’t wearing their seatbelts and if child restraint systems aren’t properly installed when this occurs, an occupant ejection is almost inevitable with serious injuries or death as a result.” McDonald and her children were treated in hospital following the collision. All were later released.

Gang danger hits home Son of a murdered gangster hopes to turn youth away from a perilous lifestyle by Sheila Reynolds WILLIAM WOO did everything for his family.

Alyse McDonald’s car landed in a ditch near Highway 17 near 52 Avenue on Wednesday.

His son, Derek, remembers him as one of the most generous and giving people you could ever meet – someone who always helped his brothers and sisters and would readily open his door to friends if they needed a place to stay. “I can’t remember the last thing he ever did for himself,” says Derek. However, William Woo was also a gangster. And it was that lifestyle that claimed his life last year. Woo’s body was found near Squamish last October. The 55-year-old died in what police called a targeted killing. Woo was well-known to them, they said.

Derek, 23, said his dad never kept secrets. Growing up, he was aware of his father’s dangerous, drug-dealing lifestyle. “He didn’t lie to us, ever. “My dad, he wasn’t proud of what he did. He grew up in a very difficult environment,” Derek says, explaining his father lost his own dad at a young age and had to take responsibility for six brothers and sisters. “Back then, there was quite a bit of racism, in the ’60s growing up, so you did what you had to do.” But Derek wants to let people – especially youth – know where gang involvement leads. Blaze razes Scott Road mall Several businesses destroyed in three-alarm fire by Kevin Diakiw WHEN IT started at 2:30 a.m.

Thursday, firefighters say a blaze on Scott Road didn’t look too serious – just a small column of smoke rising out of the back of a commercial complex. But when firefighters rushed inside Forest Hill Plaza, flames in the basement had already burned through the floor, making an interior assault on the fire in the 8300 block of Scott Road extremely unsafe.

Firefighters backed out and attacked the inferno from the outside. The three-alarm blaze quickly involved 13 trucks and 50 firefighters. The fire is believed to have started in the basement of the complex, where several businesses stored their merchandise. The fire soon had everything it needed to burn fiercely: an ample source of things to burn, air from the roof, and fairly adequate protection from fire hoses, which were limited to spraying water

through windows and high ladder positioned at the roof. It took firefighters four hours to quench the flames. Several businesses were destroyed in the fire. No one was injured, however a utility worker at the scene stumbled during the event and broke his arm. Deputy Fire Chief John Caviglia said Thursday it could be a few days before the structure would be safe enough for a fire inspector to get in to examine the cause of the fire.

“Although it may appear to be an innocent act, seeing a gun in someone’s waistband is a huge safety concern.” Surrey Board of Education Chair Laurae McNally says the kids should not have had replica guns in their possession. She said mailers are often sent out to schools asking that students not bring them to school or school events. Maybe it’s time to do that again, McNally said. It’s not yet known whether there will be ramifications for the students, but McNally said the situation is under review by district staff to find out exactly what happened. “I just don’t know why we allow these things to be sold in stores,” McNally said. “I don’t ever understand that.” – with files from Kelowna Capital News

A

s readers of The Leader already know, Surrey-Fleetwood MLA Jagrup Brar spent last month walking in someone else’s shoes. Meeting the challenge raised by the Raise The Rates group, he tried to subsist on the $610 monthly welfare rate. As many pointed out, he had the luxury of being able to walk away; he isn’t poor, or unemployed, and he knew throughout his ordeal that he would, in the end, return to his family, with the certainty of finding a roof over his head and knowing where his next meal is coming from. But Brar has had a taste, firsthand, of what it’s like to be poor in our society. That’s more than can be said of many politicians from all levels, whose idea of getting their hands dirty is donning a hardhat and rolling up their sleeves to deliver a few well-scripted platitudes. If the NDP MLA’s journey was a self-serving publicity stunt, it is clearly one that cost him a little more in physical discomfort than many politicians have risked. Some say the welfare rate is too low for our needy to thrive – if not survive – on. Others argue it was never intended as a permanent income and a higher rate will simply discourage recipients from becoming self-reliant. If Brar’s exercise in poverty has, at the very least, prompted people to discuss an issue too often side-stepped in the mainstream, it has achieved a measure of value. The MLA claims his experience changed him. We hope that change becomes manifest in more positive activism on behalf of the poor in his own riding and beyond. We hope that his actions can motivate other leaders to provide policy alternatives to address the vicious cycle of poverty that exists on our streets. Unless there is meaningful follow-through by people of conscience, Brar’s experience – no matter how earnest and wellintended – will end up being considered just another photo-op. And that would be a shame.

he first thing to understand about the race to liquefied natural gas exports is how far back in the pack B.C. is starting. Canada has issued its first two export licences for LNG export projects near Kitimat, to sell the product of the vast Horn River and Montney shale gas deposits in northeastern B.C. One LNG plant has begun construction, the second is approved to proceed and a third is also proposed for the same region. Unlike the proposed Northern Gateway oil pipeline proposal, plants and associated pipelines have actually received all the necessary permits from our constipated federal-provincial environmental process. Australia has approved six LNG projects in the last two years, with a combined construction cost of $180 billion. Reuters reports that their $34 billion Ichthys project will vault Australia past the Middle Eastern kingdom of Qatar into first place among global LNG exporters, assuming it is built by 2017. Top producing countries are Qatar, Indonesia, Malaysia, Nigeria and Algeria.

with cheap electricity and stick BC Hydro ratepayers with the bill. According to Horgan, the BCUC should also have lawyered away over the smart meter program for God knows how long, as analog meters become obsolete and Quebec and others modernize their electricity grids without hand-wringing or exploitation of imaginary health threats. This is not a good time to dither. An LNG terminal is proposed for Portland, Oregon and there will be others. LNG plants need lots of electricity, and the B.C. Liberal government wants to market B.C. LNG as the “cleanest” in the world because it’s processed with minimal burning of gas for power generation. Will foreign buyers care about B.C.’s LNG production methods? Are B.C.’s greenhouse gas reduction targets history? More on that in a future column.

Teachers Smart meters will lower electricity rates stand for quality education IN HER LETTER of Jan. 19, COPE 378 union

IT’S IMPORTANT not to confuse the

issues in teacher bargaining. Issue one: Bills 27 and 28 broke the collective agreement 10 years ago and resulted in the loss of class size and composition guarantees. The laying off of thousands of teachers and specialists followed. For 10 years children have not been given the service they deserve. Packed classes, hallways, dangerous workshops and labs are ignored. So are special needs students and second-language learners. Issue two: teachers are not being respected; hard-earned rights such as seniority and transfer procedures are threatened, along with choice in professional development. The government only briefly consults parents and teachers via the Internet to passing an idealistic, impossible new education plan perhaps costing billions to implement which may result in further teacher cuts and impersonal computerized learning. Fix Bills 28 and 29 and restore teachers’ bargaining rights. Issue three: teachers are not spoiled, rich workers; there is a $20,000 discrepancy with the rest of Canada. We are not overpaid for what we do – on average, teachers work 10 hours per week above contractual hours. During reporting, that doubles (STA survey). We are not just there to make money but to make students the best that they can be. Lastly: the BCTF is a social justice union – it is democratic – it is teachers, not some leftist political entity as some papers and union haters, at times, brand it. Actions are taken after consulting locals and surveying members. This past weekend the representative assembly took place. Teachers debated their next step in bargaining. Any decisions by the assembly will be voted on again by every single teacher. When you stand with teachers, you stand for quality public education and society’s future. Neovi Patsicakis Surrey

vice-president Gwenne Farrell claims that smart meters are not needed to help save energy because BC Hydro has a “load forecasting department” that “forecasts impacts on system and resource requirements.” There is a big difference between the educated guesswork of a “load forecast” and the precise, nearly real-time data provided by smart meters. The old-fashioned analog electrical meters do not provide BC Hydro with any real way of knowing how much electricity is actually being consumed along the grid (or where) at any given moment. So, to ensure there is enough electricity available on the grid to reliably meet consumption, BC Hydro has to put more electricity onto the grid than they expect will be used. Clearly, if more electricity is put onto the grid

than is being used, a significant amount of that electricity ends up going to waste as heat. Such is not the case with smart meters. Ms. Farrell also claims that “hacking” smart meters could make it easier to power grow-ops. This is nothing more than a red herring. Yes, any digital device can potentially be “hacked” by thieves. However, the near real-time consumption data from smart meters allows BC Hydro to compare the amount of power being consumed in an area to the amount of electricity being metered honestly. Whenever a discrepancy between power input and honest consumption becomes apparent, the near real-time data from smart meters allows a utility to quickly zero in on the source. Ms. Farrell also expresses concern for the union meter reader whose jobs are being made obsolete

by smart meters. While it is unfortunate on a personal level these jobs have been made obsolete, the investment being made in smart meters will not only save millions of dollars for BC Hydro ratepayers, it will also more than pay for itself over the next 20 years. The energy savings and other system optimizations will help keep B.C.’s electricity rates among the lowest in North America and lead to better jobs for displaced meter readers and many other workers. Too many drugs, not enough money RE: “SHUNNING medicine in order

to save cash,” The Leader, Jan. 24. This article reveals something that I have been struggling with for about three years: too many drugs and not enough money to buy them. I suspected that I wasn’t the only one who skips doses and puts off buying more when the funds are low or non-existent. Actually, I’m surprised that the percentages aren’t higher. In reality, the number of people living with chronic, untreated health problems is going to grow. What I take issue with, however, are the comments by Health Minister Mike de Jong. “Prescription drug costs are entirely covered with no deductible for more than 270,000 low-income patients in B.C.,” he asserts. Sounds impressive. As long as those patients use the “approved” drugs. For example, you’re a patient who is unable to tolerate a particular drug that’s covered, but can take a similar one that isn’t on the “magic” list. Well, you pay, take the one that makes you sick, or take nothing. The government puts a dollar limit on each prescription. If the total amount is more than what they will pay (due to higher dispensing fees or

drug cost increases), the patient has to pay the difference. I am on a provincial disability. I have a number of health issues that need treatment. In this article, the minister of health claims that people on social assistance “pay nothing out of pocket.” This is untrue. Some prescription drugs are not covered because they have been removed from the “magic” list for one reason or another, most likely cutbacks. Other medications that were once available only by prescriptions are now over-the-counter. Therefore, I have to pay for them. As the article ends, de Jong is still sputtering what he hopes are positives that will detract from the issues at hand, pointing out that B.C. “provides more extensive drug coverage on many fronts.” What does he mean exactly and can he provide examples? It makes me feel so much better that Mr. de Jong vows, “We need to take a close look.” Sounds like the usual response from a government minister who has no solutions and won’t be taking a close look. Domesticated animals will die in the wild I ADOPTED A bunny, about three

months old, that was dumped in a parking lot at the airport. It was obvious he wasn’t wild and he was hiding under anything he could fit into and had a few tufts of grass to chew on. It was obvious he wouldn’t survive much longer and it became a mission of several colleagues and myself to rescue this little guy. After a week, we succeeded and I ‘involuntarily’ volunteered to bring “Bugs” home. Our lab, Delores, took to Bugs right away. They are best buddies. Not having any prior knowledge of rabbits, I educated myself and we knew the first thing we had to do was get him fixed. We’ve found that our little bunny, who will be a year old in

March, has become a wonderful addition to our family. He is messy with his hay, but uses the litter box like a pro. And there is absolutely no way on Earth you can stop a bunny from chewing on wires, so it’s

imperative you bunny-proof your home or give him a large space to live to get lots of exercise. Bugs lives in our laundry room where he has lots of cat toys to play with, pieces of branches to chew on, and boxes full of hay to hide in.

Poop no plastic ‘treat’ RE: FAILURE to pick up after pets.

What really disgusts me are the folks who pick up their dog waste in a plastic bag, put a knot in it, and toss it into our farm field. Do they think that cattle may enjoy the “treat in plastic?” What about the haying equipment that can get clogged? Far better just to leave the poop where it happens, and walkers will just have to keep their eyes peeled to the ground. At least this way it will eventually disintegrate and disappear. I shudder to think of what would of happened to Bugs if he was left in that parking lot. Most people mean well when they get their child a pet rabbit, but they are a lot of work. They are messy and can do damage if they get into somewhere they shouldn’t. And they will multiply like crazy if given the chance. People must really educate themselves before getting any pet. You must be responsible and commit to the long term. And dumping any domesticated animal off in the wild is the worst thing you can do. They cannot survive; it’s a certain death sentence. are being stockpiled in case an outbreak of whooping cough in the eastern Fraser Valley spreads further west. Hope, Agassiz and Chilliwack have so far seen most of the more than 100 confirmed local cases of pertussis, a highly contagious bacterial infection that causes adults to cough for months but can be deadly to babies. Fraser Health will

acquire another 50,000 doses of vaccine by the second week of February in case public health officials decide to widen their immunization program, which has so far focused on the eastern Valley. “We’ve seen sporadic cases in Maple Ridge, in Langley and in Surrey, so we know there’s some disease out there,” Chief Medical Health Officer Dr. Paul Van Buynder. “If it’s necessary in the next week or two we will run a program for

the whole of the Fraser Valley.” Pertussis, or whooping cough, is considered more of an irritant for adults, but they act as carriers. Van Buynder said about half the very young children who contract pertussis are hospitalized and about one or two per cent of those hospitalized die. Three-quarters of infants infected get it from parents or close family members. California had a huge outbreak in 2009 that

claimed the lives of 10 children, five more died in Saskatchewan in 2010 and two more children died last year just across the border in Washington State, where authorities are still battling an outbreak. “This is a nasty disease and it’s back in the Fraser Valley after an absence of about eight years,” Van Buynder said. Part of the challenge is that health authorities no longer use an older, more powerful vaccine due to concern over its

side effects. The weaker vaccine that replaced it provides immunity for only about four to 10 years, Van Buynder said. Fraser Health wants to immunize all adults in outbreak areas who have close contact with young children, to prevent transmission to the most vulnerable. Pregnant women are also being vaccinated, Van Buynder said, because it’s safe to use during pregnancy and immunity will extend to the newborn.

Fake pregnancy ends bail for Surrey mother Mom of eight blamed missed probation meetings on baby by Dan Ferguson A SURREY Provincial

Court judge jailed Renee Chelsea Leblanc last month after the 39-year-old mother of eight falsely claimed to be pregnant again to excuse her failure to meet with a probation officer. Leblanc was facing jail after admitting she stuffed the body of her tenant, 67-year-old Irving Bell, into a plastic tote in October 2008. She pleaded guilty in

March 2010 to one count of interfering with a dead body, but was allowed to go free on $1,000 bail until her sentencing hearing. But that bail was revoked and Leblanc was imprisoned after she failed to show up for two meetings with her probation officer in December. Details of the court ruling revoking her bail were published online Thursday. According to the transcript of the Jan. 9 hearing, Leblanc claimed she could not attend the

meetings because she had just given birth to a baby boy by C-section at B.C. Children’s Hospital. She said she carried her new baby for the foster parents of her eighth child, a boy who was seized by the Ministry of Children and Family Development last Feb. 22. Her story did not stand up. The foster parents denied any agreement to have her carry a baby for them, and there was no record of Leblanc giving birth or even staying at

the hospital when she claimed. On hearing that, Surrey Provincial Court Judge Michael Hicks revoked her bail. Just over two weeks later, the same judge sentenced Leblanc to 21 months jail, followed by three years probation. During court proceedings, Leblanc’s daughter testified that she and her mother had discussed different ways of disposing of a body after Bell died in their Whalley home. It happened on Oct. 5, 2008, when the daughter was 11. On that day, Bell called 911 and said he was “getting killed.” By the time police arrived, Leblanc had dragged the man’s body underneath a pile of laundry. The officers left after Leblanc told them the call was prank. The next day, using Bell’s bank card, she bought a large plastic tote and the next day, got her daughter to help her wrap Bell’s body in plastic and stow it in the tote. Court was told Leblanc intended to bury Bell in her backyard, then changed her mind and decided to use a freezer instead that was also purchased with Bell’s card. Before she could transfer the body, police returned, found the tote and arrested Leblanc. An autopsy failed to determine the time and cause of Bell’s death, but did identify levels of methamphetamine and alcohol in his system.

Surrey apartment building, this time it was the targeted shooting of a 53-year-old man. Surrey RCMP responded to a 911 call at 9 a.m. Sunday at Cedar Gardens Apartments, at 13370 King George Blvd. Five men, four Caucasian and one black, appeared at the man’s door, sprayed him with pepper spray and shot him in the stomach. The group then fled in what is believed to be a white car, either a late-model Cadillac or Chrysler 300. Police say the heavy-set Iranian man who was

shot is known to police, but they couldn’t say whether the attack was gang related. He was taken to hospital and is expected to make a full recovery. Police say it’s not the first time they’ve been called to attend incidents at Cedar Gardens Apartments. Last Christmas, a woman was shot in the chest at the complex. picked up the couple’s mail and noticed an 8” x 12” envelope with the address crossed out and “return to sender” printed across the front. Recognizing his wife’s handwriting on the original address, he left the letter on the counter for Laurel to open when she came home. When she did she found a catalogue she had mailed out eight years earlier. “You hear stories like this and you immediately think ‘urban myth’,” said Victor, “but this actually happened.” Wondering if there was a plausible explanation for the eight-year delay, he contacted the local post office to see if they could shed any light on the mystery. “What they told me was the envelope probably fell down behind something at the person’s house and when they moved the new owners must have found it and mailed it back.” Looking at the dates stamped on the front of the envelope Victor is not so sure. “I think it got stuck in a mailbox somewhere. That seems more likely to me.” Where the catalogue has really been for the last eight years remains a mystery. “We just thought it was weird,” Victor says.

The national under-20 women’s team begins its preparations for the CONCACAF (Confederation of

North, Central American and Caribbean Association Football) championship in Panama this month, with Surrey’s Nicole Setterlund among the 22 players. A preparation camp will run Feb. 13-26 in San Jose, Costa Rica, with the team arriving in Panama Feb. 27. The tourament takes place March 1-11. moving up the Pacific International Junior Hockey League standings before the season is gone. The Devils lost twice last week, falling nine points back of the second place Delta Ice Hawks with just six games to play. North Delta lost 8-5 on the road Wednesday night to the Aldergrove Kodiaks, then fell 5-2 at home Saturday night at the Sungod Arena to the Grandview Steelers. Although outplayed in the first period, the Steelers led 1-0 after 20 minutes Saturday on a powerplay goal from Justin Elliott, and upped the lead to 4-0 late in the second frame. Eben Norman got North Delta on the scored in the last minute of the second, then set up

Stefan Burzan for a goal midway through the third. An empty net goal by the Steelers closed out the scoring. The Devils generated enough offence Wednesday in Aldergrove, scoring five times on 53 shots against Kodiaks’ netminder Ross Baadsvik. But two Devils’ goalies were tagged for seven goals against on 36 Aldergrove shots. Affiliate player Levi De Waal paced North Delta with a goal and three assists. Blake Gorrill, Tanner Lenting, Matthew Tilton and Jacob Wensley also scored for the Devils. She also studied Archeology at Kwantlen Applied Archeology Field School in 2009 where she was on the Honor Role at the young age of 61. She is survived by her son Stephen, daughter Treena, granddaughters Sarina and Jessica, family and many dear friends and cats Kipu and Senge. She is predeceased by her husband Stirling MacCallum, parents Viola and Kenneth, and brother Dennis. A private service will be held. Donations can be made to Pancreatic Cancer Research.
