REGIONAL POLITICIANS are urging the province to

retain the old Port Mann Bridge as a pedestrian and bike route instead of tearing it down after the new 10-lane toll bridge opens. The concept of keeping the bridge as an elevated park over the Fraser River was raised last fall by a Metro Vancouver manager. On Wednesday (Feb. 8), the Metro environment and parks committee voted to call on the province to pursue retaining it as a greenway. “I think it’s a fantastic idea,� said Langley City Coun. Gayle Martin, the committee’s vice-chair. “Think of the cost of having that bridge dismantled.� If the full Metro board endorses the resolution at the end of the month it will add its voice to the Fraser Valley Regional District, which already voted last month to support keeping the bridge for public use. The two regional districts and the Gayle province are partners in the Experience The Fraser project that aims Martin to connect riverside parks and trails into a walking and cycling network that extends along the Fraser River from Richmond to Hope. Martin said a two-kilometre multi-use linear park over the old Port Mann would form a natural link for Experience The Fraser that would connect Metro’s nearby

web. It was a regular evening routine for Paul, as he enjoyed the quiet time by himself. The last few years had been challenging for the lifelong Surrey resident. In October 2003, while driving home from work, Paul was overcome by a severe pain in his head. The details that followed remain a mystery to Paul, however he remembers waking up in hospital and being told he had been involved in a bad car accident. While behind the wheel, Paul suffered an intracranial hemorrhage resulting in a buildup of blood in his skull that caused serious brain damage. He spent three months in a coma and seven months in hospital learning how to eat, walk and talk again. His battle back had been inspiring, but in recent years Paul had become more withdrawn, and his physical and mental progress seemed to plateau. He found himself relishing evenings spent alone online, like on the wet, dark Tuesday just over a year ago. But that night there was a commotion outside the computer room. A group of people had come in from the rain. Paul wandered out into the hallway to say hello, and that’s when he first saw Carla. See COUPLE / Page 5

Fraser Health penalized for surgery waits Incentive targets missed for knee, cataract patients by Jeff Nagel FRASER HEALTH failed to meet pro-

vincially mandated targets to rein in surgery wait times in 2010-11 and as a result lost out on an extra $2.6 million in incentive funding that’s dangled by the government each year as a carrot to improve. “Although we increased surgery volumes about three per cent, we were unable to shorten the wait times as much as we needed to meet the target,” health authority spokesman David Plug said. The payments through the health ministry’s patient-focused funding branch rewards health authorities that meet targets to keep waits down and punishes them if they don’t – the money instead goes to reduce the province’s deficit. The rules require no more than 10 per cent of patients wait longer than 26 weeks for knee and hip surgery and 16 weeks for cataract surgery in order for each authority to qualify for activity-based funding in each of those categories. But 19 per cent of patients waited longer than 26 weeks for a knee replacement in the Fraser Health David Plug region in the 2010 fiscal year, so the authority lost out on nearly $1.8 million, Plug said. And the authority was docked another $834,000 because 39 per cent of cataract patients waited longer than 16 weeks. Statistics show 55 cataract patients in Fraser actually waited longer than a year for surgery, so the authority also failed in clearing a separate bar that no patients wait more than 12 months. On hip replacements, 11 per cent of patients waited more than 26 weeks – just missing the target – but Plug said the ministry agreed that was close enough and credited the authority $1.6 million. He said the incentive system encourages the region to make its booking and surgery system more efficient, perform more procedures and reduce waits. Fraser tries not to double book the same patient or keep patients on wait lists whose conditions have changed and are no longer ready for surgery. “That helps us have a more accurate list and wait times can come closer to the target,” Plug said. The region also strives to make sure operating rooms have enough capacity to handle scheduled cases and to make sure hip and knee replacements have time reserved.

The pilot program began in 2005 and started in earnest two years later, when 445 grow-ops were found. Since then, between 100 and 150 have been uncovered annually, with only 82 grow operations

discovered last year. Garis realizes that doesn’t mean the problem has gone away. Instead, he says, criminals are adapting to the measures being undertaken to find them. BC Hydro reports any home that has three times the average daily energy usage and the EFSI team kicks into gear, placing a 72-hour notice of inspection on the door of the property. If a grow-op exists, people usually pick up their plants and leave. Garis now thinks some of the growers are remaining under the threshold to avoid detection, by growing smaller crops and using

more effective means of lighting. He couldn’t say for sure how many grow-ops remain in Surrey, or how much the EFSI has reduced them, except to say anecdotally, he believes the reduction has been quite significant. Garis, the architect of the EFSI program, is working on other high-tech means to disrupt the indoor plantations. He is working with a company called Telops to develop spectral analysis that can spot byproducts specific to marijuana grow-ops and methamphetamine labs. kdiakiw@surreyleader.com

Couple: Making progress together From page 1 Carla Henderson had arrived with her roommate to check out a weekly drop-in program for people living with an Acquired Brain Injury. “I came out of the computer room and holy smokes, there was Carla,” says 48-year-old Paul with a laugh. “Actually, I think I said to myself, ‘holy crap’. ” Carla, 34, played it cool, but inside she felt butterflies. “It was,” she says now, looking over at Paul through her oval-framed glasses, “magic. It felt like a dream.” But before Paul had worked up enough courage to approach her, she was gone – a missed opportunity. Or so he thought. A week later, as the program was getting ready to host one of its bingo nights, the front door opened and there she was again. “I couldn’t believe it,” says Paul. “I remembered her name. I’ve never remembered anyone’s name except Carla’s.” Towards the end of the night, Paul discreetly asked his caregiver if he would be able to get Carla’s telephone number. His caregiver suggested he give Carla his number and then she would be able to decide if she wanted to call him. A week later she called. The two spoke for about an hour before Carla decided to offer up her own phone number to Paul. “I can’t remember my own number, but I remember Carla’s,” he says.

itting next to one another in a small office at Semiahmoo House Society in Newton, Paul and Carla can’t look away from each other. Laughter fills the room as the two reminisce about how they met and how their love has grown. Just a few years ago, neither thought they would ever see this day. Paul graduated from North Surrey Secondary in the early 1980s. He found work doing various jobs, from fast food clerk to construction labourer, often working more than one job. But life as he knew it came to a halt in 2003 after the brain hemorrhage. Following years of rehabilitation, Paul now resides in a family support home as he is unable to live or work independently. He has her family’s blessing, and with the right support, the couple hopes to one day live together semi-independently. “They both have had substantial improvements in their physical and cognitive rehabilitation since they met,” says Hoeree, “and will continue to do so due to the fact that they have set some amazing goals for their lives together.” After a meeting at Semiahmoo House last week, as Paul wheeled Carla to a waiting car, one of the group members called out, “Goodnight you two and good luck.” Carla answered back: “Thanks, but we don’t need luck. We’ve got each other.”

I don't know how far Montreal is to Manitoba, but I told her that I'm going to see her in Treherne. She did not believe me, but the next day, I took a bus and journeyed to where my love of life is." very once in a while, a story comes along that is a welcome break from the crime and tragic crashes, the fatalities and fires, the relentless milieu of man’s inhumanity to man. Every once in a while a story comes along that reminds you to be grateful for the things you usually take for granted – a place to live, your health, the people that you love, and more importantly, the folks who love you. Appropriately, just in time for Valentine’s Day, the tale of Paul Thomson and Carla Henderson fits the bill. In 2003, while behind the wheel of his car, Paul suffered an intracranial hemorrhage, resulting in serious brain damage. He spent three months in a coma and seven months in hospital learning how to eat, walk and talk again. While he has made remarkable progress over the years, today, at 48 years old, he is unable to live or work independently. Lately, life had become... a little lonely. Carla experienced a similar struggle to survive. In 1993, when Carla was just 15, she and her two older sisters were in a horrific car accident that killed Carla’s sister Tricia, 20, and injured her other sister Krista, 18. Carla suffered a severe head injury. She spent 22 months in hospital – much of the time with a feeding tube and ventilator keeping her alive. She was told she would never walk, talk or breathe on her own. As Carla, now 34, says, “I showed them.” She resides in an assisted-living home and is working on learning to walk again. With all the significant challenges that people with acquired brain injuries face – physical and cognitive disabilities; finding appropriate living arrangements; limited incomes; fractured lives and families – finding love must surely seem out of reach. That’s what Paul and Carla thought – until they met each other at a brain injury support group at Semiahmoo House Society. remier Christy Clark’s recent fanfare about developing a natural gas export industry in northern B.C. included a major change in electricity policy. Last year Clark’s government forced BC Hydro to trim its operations and keep its next two annual rate increases below four per cent. Part of the savings will come from redefining former premier Gordon Campbell’s climate strategy, which required BC Hydro to be selfsufficient in even low-water years, with no net electricity imports. The target is now self-sufficiency in averagewater years, limiting expansion of independent power projects. It also means B.C. will import more gas-fired electricity in the coming years, and burn some of its own abundant gas to generate new power up north. North America finds itself floating on a sea of shale gas. Campbell’s plan entailed using B.C.’s big dams to stabilize and store power from new intermittent sources of hydro and wind, building the Site C dam on the Peace River and exporting clean energy at a premium in a

to two and a half Site C dams to operate. Coleman confirmed that at least one modern gas-fired power plant will be needed to develop LNG, which is expected to be in business before Site C could be built. That powerhouse will likely be built by the LNG developers, and used to back up new intermittent sources of offshore and land-based wind and any river or geothermal sites available along a new northwest power line. B.C. will likely have a second gas-fired power plant in the northeast corner, to supply the Horn River shale gas development and processing plant now underway. Coleman says that plant should be able to capture carbon dioxide and sequester it deep underground. Fort Nelson and points north will remain off the BC Hydro grid. Even with carbon capture in the northeast, Campbell’s greenhouse gas targets look to be the next part of his legacy to be abandoned. Can 90 years of broadcasting be wrong? Outlaw WHEN IT comes to all this concern about smart meters and health problems, what no one who has ever raised is how wireless transmissions can have any effect on a human. There is not a single theory I have heard how wireless equipment could have a negative impact on human health.

The radio waves from the wireless smart meters do not have the energy or ability to alter cells in a human body. We have lived with decades of commercial radio, TV and police radio being broadcast all around us constantly and there is no known case of an adverse affect

to human health. Beyond the fact that all the knowledge about radio waves tells us they are not able to harm our health, we have direct proof in the form of 90 years of broadcasting. Bernard von Schulmann, Victoria

City Centre Library: Architectural marvel or depressing mausoleum? SURREY’S NEW public library must surely be considered a jewel in the crown of this growing city. This expansive building has all the earmarks of architectural imagination for which Bing Thom, the Vancouver architect, is widely known for. However, architectural grandeur notwithstanding, as an information centre, this huge investment raises some troubling design issues. For instance, the front side of the building is in the shape of a forward-tilted ship’s prow, with observation windows four storeys high. Given that varying light ambiences are required in a welldesigned library, depending on the location and function being served, these large windows will make light control challenging. More disconcerting, immediately facing the observation window, the construction now in progress will reduce much of the present impressive view to little more than the walls of a highrise not 30 metres removed. Further, from the perspective of a vibrant learning centre, it is perplexing that the interior is painted in a cool, snow white, perhaps coordinating with the one major work of art on display, a muted winter scene. The resulting ambience seems closer to a mausoleum than an inviting information centre for living people. Moreover, the generous amount of unusable space in this impressive 77,000 square feet seems an over-

RE: THE article about the woman

who resisted being bullied by her in-laws to abort a female fetus (‘I am someone’s daughter,’ The Leader, Feb. 9). Is there not a law prescribing jail time for anyone who pressures a woman to have an abortion against her will? If not, surely this is one law which both pro-choice and anti-abortion advocates could get behind. Personally, I support a woman’s right to make her own reproductive choices – including abortion if that is what she feels is her best option at the time. Prohibiting legal abortions has been shown time and again to lead to increased death and disability due to illegal abortions and to increased crime due to unwanted children being tortured by unsuitable caregivers during their formative years. However, abortion is never a good thing. At best it is the least damaging option. Abortion based on gender discrimination is something no one in their right mind would support and should be firmly suppressed by all legal means possible. Too many people to ‘cram’ into White Rock THE WONDERFUL part of census data is that it

allows the city to use real numbers for assessing its growth strategy and revenue sharing with government agencies, and brings a reality check to forecasts. The census data released Wednesday tells us that White Rock’s population is 19,339 compared to 18,755 in 2006; a 3.1-per-cent growth. The current OCP projects 23,505 in 2031. So with another 4,166 people expected to inhabit the

city (current OCP), where will all these people go? Past projects forecast 1.5 people per household so another 2,777 households are needed to meet this projection. Will the city put them in the Town Centre, is there room? Will they expand the high density? Or, as I believe, should the current council revisit the population projections in the current OCP and discuss with residents the impact of adding 2,777 more households, 4,166 people to the

neighbourhoods? I personally believe it is too many people to cram in a beautiful tiny community. The smallness of White Rock, while challenging financially, is what actually gives it strength and separates it from most cities. Revisit the current OCP population projections and tell everyone where this growth is going to happen.

Mothers: Choose life RE: “I AM someone’s daughter,”

(The Leader, Feb. 9). I would like to applaud reporter Sheila Reynolds for writing this article and bringing to light the issue of how some mothers are pressured into having abortions. I would also like to encourage Satnam that when she used her God–given right to choose life for her daughter, she did a marvellous act that will bless her despite all the sacrifices she has made to make that choice. It is my prayer that pregnant women everywhere and in all circumstances will choose the same as Satnam, that they will choose life.

Justice must be blind

I FIND specious the argument that

aboriginal violent offenders, unlike non-aboriginal perpetrators, should be spared imprisonment if the presiding judge can find any reason to do so. Yes, aboriginal peoples are over-represented in prison populations, but they’re also committing a disproportionately large

number of brutal assaults, such as that against TransLink bus-driver Charles Dixon. Society should identify and treat potentially violent aboriginal offenders to prevent them from committing violent acts in the first place, and that way lower the overrepresentation of aboriginal incarceration.

However noble it may be to spare them from prison because of past, and even some present, social injustices European colonization has forced upon aboriginal peoples, true contemporary justice must be blind – even when dealing with Canada’s first peoples. Frank G. Sterle, Jr.

It’s common practice, and for some soon-to-be moms and dads, an opportunity to prepare the nursery or start gathering boy- or girl-specific clothing. But one Canadian doctor has proposed that the sex of an unborn child not be shared until late in a pregnancy, arguing there are parents who only want to know their unborn baby’s gender so they can choose whether to keep it. Dr. Rajendra Kale, editor-in-chief of the Canadian Medical Association Journal, wrote last month that a fetus’s gender should not be revealed until after

Kale said clear direction from regula-

tory bodies would be “the most important step toward curbing female feticide in Canada. “Postponing the time when such information is provided is a reasonable ethical compromise,� wrote Kale. He acknowledges that while the problem of female feticide in Canada may be small compared to the situation in some Asian countries, it still must be addressed. “If Canada cannot control this repugnant practice, what hope do India and China have of saving millions of women?� Kale wrote. Others say restricting bans will just force women to get scans and abortions secretly, and perhaps unsafely. And as home tests become more advanced, anyone will soon be able to determine the gender of their fetus, conceivably without ever consulting a medical professional. HEIGHTENING aware-

ness and educating people about equal rights is something to which Surrey’s Charan Gill has dedicated his life. For at least two decades, he’s campaigned to have early sex detection advertisements removed from Canadian newspapers. But they persist. U.S. ultrasound clinics have long courted clients in Surrey and North Delta, placing print ads in local South Asian publications. A Surrey clinic advertising a “gender determination” special just this month also raised eyebrows because of the ongoing controversy in the community. Gill points to the obvious fact that women are necessary for reproduction. “We’re not thinking at all. If you love your mom, if you love your sister, you wouldn’t do it.” As the CEO of Progressive Intercultural Community Services (PICS), he agrees that ongoing education, and not restricting prenatal scans, is key. While some doctors used to be under great influence from the families of their female

patients, they are now more autonomous, Gill says, and are opposed to the abortion of female fetuses. week at a construction site in Newton. On Thursday morning, a 28-year-old

man was installing insulation atop a construction site in the 8700 block of 130 Street. The worker fell and plunged 15 meters (50 feet) onto a concrete pad.

2 stabbed at house party Booze-fuelled fight escalates when knife produced by Tracy Holmes AN ALCOHOL-FUELLED fight ended with two young

men stabbed Wednesday night in the 14500 block of 59B Avenue. Police say they responded shortly after 10:30 p.m., after a disturbance was reported in the Sullivan area. Surrey RCMP Cpl. Drew Grainger said officers found two victims: a 21-year-old with several stab wounds to his upper torso, and a 17-year-old with one wound in his left arm. Investigation determined the wounds were the result of a fight that broke out amongst attendees of a house party in a rented basement suite. The scuffle spilled into the driveway, and turned ugly, Grainger said. “(The victims) were clearly engaged with the fight, but the group they were having a fight with took it up to another level, produced a knife,” Grainger said. The majority of party guests fled the scene when police arrived, including those involved in the fight. Drew Grainger Grainger said the victims, one of whom remains in serious condition, are giving “minimal co-operation.” Police do not have suspect descriptions, or know how many others were involved in the fight itself, however, it is believed two unknown individuals entered the suite and started the fight. Grainger said one victim is known to police for property-related offences. Alcohol was “absolutely” a factor, he said. Surrey RCMP’s Serious Crimes Unit is investigating, and are canvassing the neighbourhood in an effort to locate witnesses to the altercation, as well

as to determine if any there is any video surveillance of the scene. Anyone with information may contact police at 604-599-0502.

provincial court judges, the B.C. government has launched its latest review of the court system, trying to identify why the courts are slowing down despite falling crime and case rates over the past 20 years. Premier Christy Clark and Attorney General Shirley Bond announced the review Wednesday in Vancouver. They released an audit and discussion paper that show B.C.’s crime rate has declined faster than any Canadian province, to the point where 13,000 fewer new provincial criminal cases were

heard in the past year, compared to 10 years ago. Despite that, the B.C. court system has an estimated 2,500 cases that are in danger of being dismissed based on excessive delays, and there are regular reports of criminal charges being stayed due to delays. The government has appointed 23 judges in the last two years, and ramped up training for sheriffs and other court staff to partially restore budget cuts to the system in previous years. “If it was just about money, that would be a pretty simple answer,” Clark said. She added that one

problem is that suspects now appear in court an average of six times before their trials begin. Man escapes flaming vehicle Vehicle veered off road and snaps a power pole in two by Kevin Diakiw A MAN is lucky to be alive after a dramatic collision with a power pole in North Surrey this week. On Wednesday night, a vehicle was heading westbound on 104 Avenue when it veered off the road and struck a pole near 142 Street, with enough force to shear the pole in two.

The driver managed to escape the vehicle as it ignited and made it to safety with the help of a bystander. The driver suffered a broken ankle in the accident and several homes in the area were without power for some time. The cause of the accident is not known at this time, but police say speed and alcohol do not appear to be factors.

Who does the budgeting in your home? Even in the age of gender equality, not much has changed concerning the family wallet: most household budgets are still managed by and worried over by the woman of the house. According to a recent survey carried out by the company Financial Finesse, women worry more then men about not having enough money to maintain their household. Of those questioned in the survey, one woman in three suffered from high levels of stress regarding finances, the family budget, and providing for their children. Less than one man in five voiced such a level of concern. Three times more women than men reported feeling a crushing level of

stress regarding household finances. Indeed, in general, male respondents expressed that they felt particularly confident. If the survey is to be believed, a great financial stereotype persists: half the women questioned believe that a man should have a higher salary than a woman. Nevertheless, personal income remains the symbol of liberty and personal affirmation within a couple. One woman in two felt that for a woman living with a male partner, her earnings were the way for her to enjoy a sense of independence. Only 43 percent of men thought that money represents independence for women.

Collectors and philatelists keep stamps in circulation in Cloverdale by Boaz Joseph

W

henever Rockly Austma arrives at a post office counter to mail a letter, she tells the clerk to use a proper postage stamp, not metered post-

age. The reason is to keep stamps alive – and, if the recipient gets the hint, to send letters back with stamps. Call her a stickler for the hobby, but Austma has collected stamps for 71 years, since she was seven. Sorting a new collection at the bi-monthly gathering of the Cloverdale Senior’s Stamp Club, she shows off pages of her favourite genres: Flowers, birds, British royalty and the Olympics. Today, she’ll only keep a few of the stamps that have come in. The rest, once soaked, dried and organized, will go towards fundraising at the Canadian Cancer Society or to the Union Gospel Mission in Vancouver, which sell the stamps to dealers or other enthusiasts. Club organizer John Jackman, 81, says stamp collecting is easy to get into and needs little outlay of money to get going. All one needs to start are tongs to handle the stamps without damaging them, a magnifying glass and an album. Collectors can buy, trade, sell or donate their stamps, and most eventually specialize in specific themes or countries, and often have friends in foreign countries with whom they trade.

The term philately comes into play only for the most serious collectors – enthusiasts who take the time to examine watermarks, flaws and perforations that may not be visible to the naked eye. “I don’t like to call myself a philatelist,” admits Jackman. “I’m an advanced collector.” Club member Mike Doin recently discovered that he owned a series of three-cent Canadian stamps with a spelling error. “Don’t think that I found those (myself),” he says with a laugh. “I read about them.” In one error, the Canadian Mint reprinted a series of animal-themed stamps with word “auna” written instead of “fauna.” The re-printed stamps of that series, according to the Scott Catalogue, are worth more than the originals. Currently, the number of club members is about 15, and Jackson says there’s always room for more. Austma says her adult kids and grandchildren haven’t taken up the hobby, even though she’s got a large collection to pass on to them. Progressive Intercultural Community Services (PICS) Society is launching PICS Youth Entrepreneurship Pilot Project on February 22, 2012. This project aims at helping youth entrepreneurs between the ages of 18 and 34 years to launch their businesses and become self-employed. The participants would be supported during the launch of their businesses by providing pre and post-launch coaching, financing, mentoring and business resources. Thereafter, volunteer mentors would be available to the youth entrepreneurs for a duration of two years. For the first batch of applicants PICS would be able to support 10 to 15 participants. Since available vacancies are limited, these would be filled on a first come – first served basis. PROJECT PARTNERS As a Community Partner of Canadian Youth Business Foundation (CYBF), PICS would be supporting youth entrepreneurs with accessing start up loans from CYBF. This is a character based loan, and based on their credit rating, youth entrepreneurs can get a loan of up to $45,000; and newcomer youth entrepreneurs (with less than five years of residency in Canada) who do not have a credit history can get a loan of up to $15,000 to launch their businesses. Thereafter, having run their business successfully; between 3 to 5 years, they could become eligible for the Expansion Program which provides financing of up to $30,000 so as to be able to expand their business.

Excellence will come about when you have the right tools and use them the right way.” The provincial sport organizations involved in the BC Winter and BC Summer Games have demonstrated that they are committed to coach development throughout the province. Many sports utilize the BC Games as a unique opportunity for coach mentorship and training. Karate BC developed a junior coach mentorship program as part of the BC Winter Games where youth coaches have the opportunity to work with a certified adult coach. Six coaches ranging in age from 15 to 18 years old will be part of the program at the 2012 BC Winter Games. “The BC Games is an ideal way of furthering (development of) our young athletes into future coaches,” said Fernando Correia, the Duncan-based provincial advisor for Karate BC. “I am excited about our new program and I know that our junior coaches are looking forward to attending the BC Winter Games and having the opportunity to develop new skills under the tutelage of some of Karate BC’s best coaches.” Another successful mentorship program developed by the BC Games Society, Coaches BC and Promotion Plus, supports the education of female coaches. For Laura Watson, technical director with Coaches BC and ringette coach, this has been a terrific opportunity for both her and her apprentice coach. “As I started out in coaching I wish that I had had an opportunity to study from a seasoned coach. Gary Ricks, a Level 3 certified coach at Key City Gymnastics in Cranbrook, reflects on the impact of coaching on his life. “Coaching helps you take stock of where you are now in all aspects of your life and how that compares to where you would like to be,” he said. Over his 31-year coaching career, Ricks has been no stranger to the BC Winter Games, having attended over 12 times. It will be a family affair this year at the BC Winter Games in Vernon as Ricks coaches the Kootenays Zone 1 team; his wife Michelle is the provincial advisor for gymnastics and his niece Madysen will be a competing athlete. The BC Games is an important step in the life of a coach, just as it is for the life of an athlete. These Games are a major springboard for coaches looking to move on up to the Canada Games and what they learn in this multisport environment will prepare them for future opportunities. There will be 122 head coaches and 110 assistant coaches leading 1,148 athletes at the 2012 BC Winter Games, which run Feb. 23-26 in Greater Vernon.
