ARMED but not necessarily dangerous Delta and Abbotsford have more registered weapons per capita than Surrey or Vancouver

by Dan Ferguson FOUR DIFFERENT Lower

Mainland communities – four very different profiles when it comes to gun ownership. Delta residents are the most likely of four communities to be registered firearms owners. People in Surrey are most likely to report lost or stolen weapons. Vancouver residents are more likely to own handguns, and Abbotsford residents are the least likely to possess restricted or prohibited weapons. The information about weapon owners in the four municipalities comes from the Canadian Firearms Registry, which requires the registration of all guns in Canada. The Leader obtained specific figures for Delta and Surrey, plus numbers for Vancouver and Abbotsford for comparison purposes. The result is a snapshot of the prevalence of weapons in those communities.

Who owns what: The statistics show registered owners are more likely to possess handguns in Vancouver than they are in Delta, Surrey or Abbotsford. In the three suburban communities, rifles are the most common type of registered weapon, followed by shotguns, then handguns. Delta has 8,300 registered rifles, 4,700 shotguns and 2,000 handguns (note: figures are rounded off ). Surrey has 22,000 documented rifles, 9,600 shotguns and 6,100 handguns. Abbotsford reports 17,000 rifles, 7,100 shotguns and 3,400 handguns. See GUNS / Page 4

Surrey tax bills expected to climb by $115 Figure includes both property taxes and utilities by Kevin Diakiw

TAX BILLS will be going up by $115 for the average home in Surrey next year if staff recommendations are accepted by council in the coming month, The Leader has learned. Surrey is on track with its fiveyear plan, holding to a 2.9-per-cent tax increase ($37) next year, while extending a one-per-cent road levy ($13) annually for about another five years. As anticipated, utilities are also climbing. Water and sewer services are going up by $20 each and garbage pick-up is increasing by $25. The cost of utilities are determined by the regional district and the price of garbage hauling is driven by a third-party contract. In all, the property taxes and utilities on the average home valued at $531,000 will increase from $2,616 to $2,731. Coun. Tom Gill, chair of the city’s finance committee, said the figures are nearly exactly as anticipated in last Tom Gill year’s five-year plan. Surrey has managed to keep the taxes in check despite some immense cost pressures, including $11-million worth of increases in staffing levels and salaries, both within city hall and the RCMP. Part of that figure takes into account the hiring of eight firefighters and 10 new Mounties next year. Gill said paying for those increases was possible with the use of $6 million generated from the property tax increase along with $5.1 million in new growth. Surrey staff also expect to borrow some money from future surpluses, which has been typical of budgets over the last decade. It is not known how much the city is thinking about borrowing to balance the books. Gill noted the recommended taxes are being kept at planned increases despite a “very aggressive” Build Surrey Program. That program lists about $175 million in capital projects that will be built over the next six years. The road levy – due to expire this year – will continue to 2015. The initial purpose for the levy was for work on side roads. It will now help pay for improvements on major arterials, such as King George Boulevard and Fraser Highway. In 2010, Surrey had the lowest property taxes in the region at $1,308.

Delta wants more clout over police computer Complains Mounties are running PRIME system by Dan Ferguson

Delta Mayor Lois Jackson

B.C. COMMUNITIES that operate their own police departments still aren’t getting enough say in the operation of an expensive computer network that connects all B.C. law enforcement agencies, Delta Mayor Lois Jackson says. The provincial government recently said it would appoint three local government representatives from B.C. communities to the board that manages PRIME (Police Records Information Management Environment). But all three representatives come from communities policed by RCMP detachments, including Surrey Mayor Dianne Watts and her counterparts from Langley and Prince George.

“You don’t have anybody from the municipal (nonRCMP police) sector,” said Jackson, the chair of the Delta Police Board. She said she has raised the matter with provincial Attorney General Michael de Jong, who has indicated room may be made for at least one representative from a community like Delta, Abbotsford, New Westminster or Vancouver, which operate their own municipal police forces. This year, the fee PRIME charges doubled, rising from $500 an officer to $1,000. For Delta, with 173 officers, the result was an increase from $85,000 to $173,000. That’s about what it costs to hire and equip two constables. Surrey, which had 615 officers at the time of the hike, saw its PRIME fee rise from $307,500 to $615,000. Under a 2003 provincial government order, every municipal police department and RCMP detachment must use PRIME, a system that provides instant access to information about criminals and crimes. dferguson@surreyleader.com

Guns: Is the registry a waste of cash?

From page 1 In Vancouver, handguns are more common, where they are the second-most prevalent type, but long guns still dominate. B.C’s largest city has 19,400 rifles, 8,100 handguns and 7,200 shotguns. Per capita, there are more gun licences in Delta and Abbotsford, which have one legal gun licence for every six residents. In Surrey, the ratio is one licence for every 10 people. In Vancouver, the proportion of gun registration is even lower – one licence for every 16 people. Delta has more multiple weapons owners per capita than the other municipalities. There are 40 licence holders who possess 30 or more firearms in Delta, one for every 2,400 residents. Abbotsford has 43 firearms owners with 30 or more guns or rifles, or one for every 3,700. Surrey ranks third with 75 such owners, or one

Surrey North Delta Leader for every 5,300 residents. Vancouver has the fewest per capita in the highownership category – 76 or one for every 7,600 residents.

Age range of gun owners The statistics show registered gun owners tend to be older in Delta, Abbotsford and Surrey than they are in Vancouver. In Delta, the age category with the highest licence count is 50- to 59-year-olds (802), followed by 60- to 69-year-olds (756) and 40- to 49-year-olds (598). Delta also has the oldest firearms owner of the four communities surveyed: one person over the age of 100. In Surrey, the breakdown is slightly younger with the most numerous age category being 50-59 (2,445), with the second-biggest being 40-49 (2,306), followed

by 30- to 39-year-olds (2,120). Abbotsford owners tend to be older too: 50-to-59 (1,578), followed by 40-to-49 (1,463) and then 60-to69 (1,224). Registered gun owners in Vancouver trend younger, with 30- to 39-year-olds the largest group of firearms owners at 1,946, then those aged 40-49 (1,684), followed by people aged 50-59 (1,458).

Reported stolen More guns are reported lost or stolen in Surrey than the other three municipalities combined. There were 2,400 reported lost or stolen in Surrey, compared to 320 in Vancouver, 280 in Abbotsford and 80 in Delta.

Illegal weapons It is not possible to calculate the number of unregistered weapons in each community, but the figures suggest the incidence of illegal weapons is higher in Vancouver than it is in Surrey, Delta or Abbotsford. In Vancouver, 48 per cent, or about one out of every two guns seized by police, were in the restricted or prohibited categories that include handguns, semiautomatic rifles and illegally modified weapons such as sawed-off shotguns. In Surrey, those types made up 38 per cent of police seizures.

BLACK PRESS PHOTO

Delta Police Sgt. Sharlene Brooks displays some of the firearms seized by the DPD. The proportion was much smaller for Delta (20 per cent) and Abbotsford (16 per cent), likely because long guns are more common in semi-rural communities with a large proportion of farmers. Overall, during a one-year period, Delta police seized 294 firearms of every type, one for every 329 residents. That’s more per capita than Abbotsford, where 302 weapons were seized, or about one for every 526 residents. And more than Surrey, where RCMP seized 416 weapons – one for every 949 residents. Vancouver police seized 350 weapons, one for every 1,651 residents.

The debate Those critical of the need to register long guns consider registering rifles and shotguns a waste of money that could be better spent elsewhere. Conservative MP Candice Hoeppner’s private member’s bill to scrap the long-gun registry – while keeping the requirement for handguns – was narrowly voted down in the House of Commons in September. Delta Police Chief Jim Cessford, a long-gun registry supporter, says despite initial cost overruns and other problems, the system provides “timely and reliable information” that helps police do their job. There have been at least two recent incidents where the Delta Police Department (DPD) was able to use the registry to determine the exact level of danger, Cessford says. Officers investigating threatening comments posted on Facebook were able to use the gun registry to discover the Delta resident making the comments owned several weapons. They were subsequently seized. The registry also assisted a DPD investigation of threatening behaviour by a Delta student who turned out to own 14 firearms.

The person of interest was earlier described as 16 to 25 years old, with a medium build, wearing a white short-sleeve shirt and cargo-style shorts to the knees. He was wearing what is believed to be a backpack and was either on the phone or texting while walking out of the park at 81A Avenue heading eastbound at 1:15 p.m. on Sept. 25, the day of the attack. Brooks said DPD investigators are preparing to wind up their search of the park, which was still cordoned off as of Friday, Oct. 8. MUNICIPAL ELECTIONS

RAESIDE

3-year terms just fine

R

ural politicians who voted to keep the current three-year election cycle probably have their ears tuned into the electorate more than their big-city counterparts. They surely recognize that those who voted for them – the pitifully few engaged citizens who do – probably prefer more frequent elections. These voters take their responsibility seriously and want more opportunities to have their say in how councils and school boards are run, not fewer. Voters and elections are what make municipal politicians accountable. We can understand why many urban politicians would prefer four-year terms. Saving money is one argument, but money spent on elections is money well spent. Add another year to the term and even more voters would likely become disengaged, giving even less bang for the buck. Elections at least remind citizens of their obligations and bring important issues into their fields of vision. It’s true city councillors have tough jobs to do and difficult decisions to make. In some of the bigger municipalities, meetings go on for hours and politicians need to be informed on many issues. They face tough budgets every year and sometimes elections conflict with those budget discussions. But these are challenges that can be managed without reducing the opportunities for voters to have their say. Another argument in favour of longer terms is the stability an extra year would bring to local governments. But as anyone who as been to a council meeting lately can attest, these institutions are as grey and predictable as the weather in November. What’s more, most councillors are incumbents. At least elections liven things up a little and remind politicians under whose service they labour. Every three years, they have to get in front of the voters and justify their jobs once again. Give them more time? No. Longer terms might be good for senior governments but when it comes to decisions about garbage, taxes and zoning, local governments can and should be nimble. – Black Press

oday I reveal the B.C. government’s strategy to do the apparently impossible and win next year’s referendum on the Harmonized Sales Tax. My conclusion is based on observation and deductive reasoning, rather than imaginary leaks from “reliable sources” as anti-HST crusader Bill Vander Zalm recently conjured up. In case you missed Zalm’s latest vision, he declared it in the wee hours before Premier Gordon Campbell gave a speech to local government leaders in Whistler. He predicted Campbell would announce he has capitulated to one of Zalm’s many demands and will move up the date of the referendum. Nothing of the sort happened, or will happen. The referendum will take place as specified by legislation on Saturday, Sept. 24, 2011 and we will all pay the 12-per-cent HST at least until then. But Zalm’s other prediction, that a rate cut is coming, will eventually come true. (As one of my faithful readers reminded me, even a stopped clock is right twice a day).

share can be changed. But as Hansen indicated, they could announce a rate cut any time they want. Some time before the referendum would be useful. Also yet to be determined is the wording of the referendum question. Elections BC officials have to approve it, but the cabinet will craft the wording. Once the rate cut is promised, the referendum could then offer voters a choice. Keep the HST and see the rate go down in nine months, or vote to scrap it and see the old provincial sales tax come back at seven per cent. Without a rate cut, what would be the incentive for you to take time out of a sunny September Saturday to go down and vote for the HST? With the promise of a rate cut, the HST has a chance of surviving. Tom Fletcher is legislative reporter and columnist for Black Press and BCLocalnews.com.

Laws must ensure all women are protected Ideas too smart for school boards

THE TIMING couldn’t be better. As a judge overturns the brothel ban in Ontario, and as former Liberal attorney-general Wally Oppal is named to head the inquiry into the Robert Pickton case in B.C., will we finally see protection for sex trade workers? The Ontario judge found the laws force sex workers to choose between safety and liberty. Pimping, soliciting and running brothels have been decriminalized in Ontario after judges overturned a ban on the practices. The Ontario Superior Court upheld a challenge brought by three prostitutes who argued that the ban forced them to risk their safety on the streets.

One of the prostitutes described the ruling as emancipation for sex workers. The federal Conservative government continues what is a very dangerous moral crusade that places more women at risk. This attitude of choice ultimately drives the sex trade further underground, further and further away from safe conditions, which is certainly no benefit to women. This is a needless debate that perpetuates violence and unsafe conditions. In Victoria, council has forced women into an unofficial “zone of tolerance” known as Rock Bay, which is essentially an industrial and commercial mix. This “out-of-sight” mentality puts women at

risk and has, with several documented attacks over the years. As a man I am frustrated that the lawmakers can not extend themselves to be compassionate, largely because they don’t wish to be seen as clients. What they fail to see, that this isn’t about them. This is about keeping women safe from individuals like Pickton. It’s time for this government to amend laws to ensure any woman, regardless of their profession, are treated with the same respect as any sister, daughter and mother.

Is Carole James’ pink slip showing?

NO DOUBT Bob Simpson has been a thorn in the side of Carole James, but most independent-thinking British Columbians want to hear more from the NDP than criticism of Gordon Campbell’s policies. Voters expect to hear what programs the Opposition party would implement if they ever formed the government. They have told us many times that they are opposed to the carbon tax and the HST, however, money does not grow on trees in our decimated forests anymore, so where does the NDP intend to get the funds for their spending schemes? Apparently Carole James’ strategists are content to wait in the hope that the Liberals will completely self-destruct and then the NDP will become the government by default. If that other Carole, Carole Taylor (B.C.’s minister of finance from June 2005 to June 2008), could be cajoled into becoming the captain of the Liberal party’s foundering ship (after Gordon Campbell is ceremoniously pushed overboard), I believe their ship would stay afloat. Perhaps Bob Simpson has been trying to tell the NDP leadership that continuous condemnation of the Liberals is wearing thin and in the absence of any alternative policies, Carole James’ own pink slip will soon be showing. declining enrolment” (Letters, Oct. 6) by Alex Sangha: Your suggestions are great. The problem is, if the school boards had any capability of demonstrating the intellectual level by coming up with such ideas, perhaps our education system would not be in such a disaster. It is easier to demand or impose higher taxes on the already overtaxed taxpayer in order to meet their money problems. More important, since education is the full responsibility of the provincial government, why not get rid of the school boards altogether and replace them with three regional school boards, one for the island, another for The Lower Mainland and the third for the rest of the province? Can you just imagine the money that would be saved on administration and bureaucracy? Al Dinis, Delta

Bear Creek roadways are Back-up power terrifying for pedestrians is necessary

THIS LETTER is regarding the abominable drivers in Surrey, specifically, the Bear Creek district. I am a visiting grandmother from Calgary who, on occasion, walk my two grandchildren to and from Brookside school. This necessitates crossing 144 Street at 86A Avenue. The community is fortunate to have a school crossing guard, Roland, who does a commendable job, however, he can be standing in the middle of the road holding the stop sign

and cars continue to drive through, some at break neck speed. Quite often the children will stay longer at the school playground which means the school crossing guard is gone when we return. Many times we have been walking across 144 Street with several children in tow, all with their arms out indicating they are crossing the road, and the speed at which some of the cars pass in front or behind us can be a terrifying expe-

rience for all concerned. Why isn’t there a flashing amber light at this crosswalk? In the years I’ve been coming here I have never once seen a police car monitoring that crossing – believe me, they could make a killing on speeding tickets. Does a child or adult have to be hit by a vehicle before something is done?

RE: “GOVERNMENT foot-dragging on electric cars,”

The Leader, Sept. 22. May I remind letter writer John S. Spence that solar power does not work when the sun isn’t shining and windmills do not work when the wind is not blowing. Both must have hydro or fossil fuel back-up power. In addition to the lack of steady power from the sun and wind, the capital cost per kilowatt hour for these two alternate power sources is extremely high, limiting them to high-cost power or no-power areas. Fortunately for the taxpayer, governments are not in the electric, gas or diesel car business. BC Hydro’s policy is to decrease power consumption, since we have a limited supply of it. Fred Perry, Surrey

BEFORE IT spends public-transit funds on light rail, government should first acknowledge that not only is SkyTrain the safest mode of public transit, it’s also the cleanest and most efficient. I believe that most public-transit funding should go towards extending SkyTrain to wherever the potential utilization of its services warrant, e.g. the already-planned Evergreen Line and then, perhaps, Langley. Such transit is convenient. You can often count on the exact minute, if not second, that it will arrive and leave. Furthermore, because it runs above and below the ground, SkyTrain, unlike the proposed LRT, does not hinder regular, fossil-fuelpowered vehicular movement, reducing stop-and-go traffic and its negative polluting effects. There are plenty of naysayers who complain about the expense of SkyTrain, however, its diverse benefits far outweigh its cost.

‘Smart meters’ mean end of grow-ops: Fire chief BC Hydro will have new devices installed in two years by Kevin Diakiw NEW BC Hydro technol-

ogy will enable cities to shut down every illegal

pot grow-op within their borders, according to Surrey’s fire chief. The province has ordered the installation

of “smart meters in every home throughout B.C. The devices will show homeowners – and BC Hydro – their

power usage in real time. Under Bill 25, municipalities will also have access to that data. Surrey Fire Chief Len

Garis says that will mean an end to grow-ops in this city and any other that chooses to use the data.

Garis is the architect of the Electrical Fire Safety Initiative (EFSI), a team of firefighters, bylaw officers, city inspectors and police officers that can place an order on homeowners to allow an inspection of the residence within 72 hours. If the homeowner doesn’t comply, the city comes back with a warrant to enter. The homes in question are flagged by high power usage – often caused by hydroponic grow lamps that require a lot of energy. However, if the power is bypassed or stolen, it is virtually impossible to detect them through BC Hydro. That will all come to an end with smart meters, Garis said. Small clusters of homes will feed into a neighbourhood box which will measure the power usage in that small area. Stolen power will be detected in real time. In addition, spikes in power theft will be detected instantly.

“If you buy or rent a home and turn on 10 or 15 (hydroponic) lights, that data will basically be available to indicate that there’s been an increase in the power that’s being consumed at this particular residence, Garis said. “Why is that? BC Hydro is reporting that it is now losing $100 million annually from stolen power. Garis notes that during his EFSI inspections, the number of homes with stolen electricity has climbed from 30 per cent a few years ago to 50 per cent this year. “If there’s anything that will have a single dramatic effect on grow-ops in the province of British Columbia, it will be the installation of smart metering on the grids and homes, Garis said. He added Surrey would welcome becoming a test city for the use of smart meters in tackling marijuana grow operations. The smart meters are expected to be fully installed in 2012.

Minister defends smart meters Won’t be like Ontario: Bennett by Tom Fletcher B.C. WON’T make the same mistakes as Ontario

when it introduces “smart meters for electricity consumers over the next two years, energy minister Bill Bennett says. Interactive power meters that continuously tell each customer how much power is being consumed are supposed to help them save money. The B.C. government has ordered BC Hydro to install them across the province by 2012. But after millions of the new meters were installed in Ontario, more than 80 per cent of customers there are paying more for electricity under a new time-ofuse rate structure that raises rates for peak uses like supper-time and offers cheap rates for off-peak times. NDP energy critic John Horgan seized on that news last week and predicted a “disaster for B.C. if it presses ahead with smart meters. The estimated $1-billion cost of B.C.’s new meters would be better spent on energy retrofits such as efficient heating and insulation, Horgan said. Bennett said that B.C.’s plan isn’t based on using higher rates to get people to run dishwashers at night. “We’re well aware of what’s going on in Ontario, and See METERS / Page 9

the business case for our smart meter program is not based on time-of-use rates,” Bennett said. “We don’t even have time-of-use rates yet in British Columbia, and when we do it’s unlikely that they’ll be mandatory. They’ll probably be voluntary.” People could then choose to take advantage of off-peak power rates or stick with the existing rate structure, which charges a higher rate after a certain monthly consumption has been reached. That rate structure is designed to encourage energy-saving home improvements.

In South Surrey, police closed 24 Avenue to traffic between 180 and 176 Streets shortly after arriving at the murder scene and multiple police vehicles were reported on site. A police dog team was also called in. A search of a home on the property located two individuals, who were “secured” while police investigated, Carr said. Smart meters have other advantages, Bennett said. They eliminate the need for manual meter readings, and customers will no longer have to call in to report power outages. Not only will BC Hydro be able to see immediately where the power has gone out, the “smart grid” their engineers envision will eventually be “self-healing,” rerouting power to blackout areas until line repairs can be made. Smart meters can also keep track of power generated by a backyard windmill or solar panels on the roof, deducting the amount generated from the monthly bill.

found the anti-child-violence crusader guilty of three charges of molesting an 11-year-old boy. Miller, the founder of the “End Youth Violence website, and an often-quoted author and speaker on youth crime issues, was convicted Thursday of sexual assault, sexual interference of a person under 14 and sexual exploitation. B.C. Supreme Court Justice Bruce Josephson said the primary issue in the case was credibility – whether he believed Miller’s version of events or the account given by the now-19-year-old victim. Josephson dismissed Miller’s explanations, saying they made no sense and were “approaching the bizarre. On the other hand, he said the victim was a “powerful and credible witness. James Miller A date for a sentencing hearing will be set this week in New Westminster Supreme Court. A court order forbids publishing any information that would identify the victim. The victim did not attend court Thursday, but his mother and other family members did. Outside court, the mother said she wants Miller jailed. “I would be very upset if this (sentence) was served in the community. Miller’s website was still active last week, promoting $199-a-person workshops on youth violence prevention programs. Miller, who is not in custody, remained in the court chamber with his lawyer following the verdict and did not return a Leader phone call for comment. The investigation into the complaint began before Miller ran as an independent candidate for NewtonNorth Delta in the 2008 federal election.

Transit over Highway 1 between Langley and Burnaby – which is part of the province’s $2.4-billion Port Mann Bridge/ Highway 1 project. SkyTrain station upgrades at Metrotown, Main Street, Surrey Central, New Westminster and Lonsdale Quay are also on the list. But the costliest items involve expanding bus service – an extra $51 million would shore up service to improve reliability and prevent pass-ups and $85 million would boost service to carry more students as a result of the provincially mandated expansion of the U-Pass program. Port Moody Mayor Joe Trasolini, vice-chair of the Mayors Council on Regional Transportation, predicts mayors will balk at funding the full $802-million package from property taxes. “...there’s no appetite for property taxes, especially for the whole gap to be funded entirely by property taxes, he said. Funding: Right formula ‘missing’

ATTENTION BOATERS:

Proposed TransLink Investments

From page 13

THERE ARE CHANGES IN APPLYING FOR A PLEASURE CRAFT LICENCE

“No one’s opposed to these investments. These are sound priorities. What’s missing is the funding formula people are prepared to accept. Home owners are already struggling with high civic property taxes and also face the prospect of soaring Metro Vancouver regional district taxes to fund massive projects to improve sewage treatment, drinking water and waste handling. Meggs said there’s also frustration the province is forcing TransLink to spend $180 million to add smart cards and faregates that many cities doubt will be recouped through reduced fare evasion. Several mayors say the province has warned it will impose a solution on Metro cities if they don’t voluntarily vote to provide TransLink’s share for the Evergreen Line. Meggs questioned whether the province is prepared to overrule mayors and unilaterally raise local taxes in the wake of the revolt over the imposition of the HST.

Keep light rail option open: Watts Too soon to choose SkyTrain for Surrey, mayor says

#111, 19231 54th Avenue, Surrey I 604-575-8870

by Jeff Nagel PREMIER GORDON

Campbell has pledged to deliver “SkyTrain to Langley,” but Surrey Mayor Dianne Watts says the option of using at-grade light rail technology should not be ruled out. “I’d be surprised if he’s excluding any technology,” Watts said, adding she took the reference as intended to mean a rapid transit line will run to Langley, with the exact system and route to be determined by TransLink, Surrey and Langley. however, confirmed Campbell did intend to specify SkyTrain when he addressed the Union of B.C. Municipalities. “The community prefers light rail for a number of reasons,” Watts said. “You can have double the tracks for the same price as SkyTrain.” Surrey’s land mass is almost as large as Vancouver, Burnaby and Richmond combined, she said, and SkyTrain technology that might work well in those cities is less suited to the SurreyLangley extension. “When you’re looking at putting rapid transit across those kinds of

kilometres, you need to be looking at all options,” Watts said. TransLink will soon launch a new round of public consultations on the routes and technologies for Surrey-area rapid transit extensions. Surrey council is also set to visit Portland, Oregon this month to study that city’s light-rail system. In January, 2008, Campbell unveiled the Provincial Transit Plan, which indicated a rapid transit extension to Guildford and then southeast to roughly 168 Street and Fraser Highway, after which a

RapidBus system would run to Langley City. Campbell’s Union of B.C. Municipalities speech pledging SkyTrain to Langley and then RapidBus to Chilliwack is being taken as a commitment to take rapid transit further than previously discussed. “I was surprised to hear SkyTrain was going to come to Langley City,” said Langley City Mayor Peter Fassbender and the chair of the TransLink mayors’ council. “It reflects our vision for our downtown and the fact we’ve already increased density,” he said. But Fassbender cautioned there’s much work to be done examining the rapid transit options and stressed TransLink and the mayors who control funding must consider the broad needs of the entire region. The province has spelled out no timeline, cost estimate or method of paying for the extension, except to indicate Partnerships BC will lead work to cost it out and develop a plan. “There are no details of how to pay for it,” NDP transportation critic Harry Bains said. “And the key issue here is funding.”

Surrey contenders prevail in TV dance competition Black Press

SURREY DANCERS Danielle Gardner and Nathalie Heath are among just eight dancers remaining on So You Think You Can Dance Canada. The TV competition lost two more contenders last Thursday evening – Charlene Hart of Abbotsford and Calgary’s Edgar Gilbert-Reyes. Heath, 23, who danced a mambo with Denys Drozdyuk on Wednesday’s performance show, was one of the two girls who received the lowest number of votes after this week’s nation-wide poll, despite guest judge Karen Kain’s comments that she was impressed by Heath. With voting now based on individual competitors instead of couples, each dancer had the chance to perform a solo of their choice. Heath’s contemporary performance allowed her to squeak through to the next round. Gardner escaped the bottom four after dancing a challenging quickstep routine with partner Sebastian Mersch last Wednesday night which was praised by judges. This week’s performance show takes place tonight (Wednesday). The winner and runner-up will win a Mazda2 and the top dancer will win the title of Canada’s Favourite Dancer and the grand prize of $100,000.

Tyler Morley of the Surrey Eagles passes the puck over a sprawling Coquitlam Express goalie to brother Brandon Morley (89) during a BCHL game earlier this season. The two brothers will both play for Merrimack College once their junior hockey careers are finished. BRIAN GIEBELHAUS BLACK PRESS

Another Morley commits to college Brothers on Surrey Eagles both recruited by Merrimack by Nick Greenizan THIS YEAR, Brandon Morley joined

his older brother, Tyler, with the Surrey Eagles. They’ll be playing together once their junior hockey careers are done, too, after the 16-year-old Morley committed to Merrimack College – the same school Tyler will join in 2012. The younger Morley, a B.C. Hockey League rookie, verbally committed two weeks ago to play at the NCAA Div. 1 school, which is located in Massachusetts. He is only in Grade 11, and has not yet nailed

down what year he’ll start playing at the school. Both brothers – Tyler, 19, is the Eagles’ captain – will stay in the BCHL through next year. “It’s great for Brandon. We got the news on Friday (Oct. 1), and it’s exciting,” said Eagles coach Matt Erhart. “I know (Merrimack) had been watching him since last year, when he was in midget.” Morley was also a key member of the major midget Northwest Giants that won the prestigious Mac’s AAA Midget Hockey Tournament last year in Calgary.

Though he is one of the youngest players in the BCHL, he’s made an impact in the Eagles’ first 11 games. He’s tallied five points – two goals and three assists – and has also been used by Erhart on the penalty kill, where he often pairs up with Tyler. “We’ve really tried to get everybody on the team contributing early – all four lines and all six defencemen – so you slot guys in where you think they’ll help. Brandon’s been good for us on the PK, and he’s managed a few points, too,” Erhart said. ■ The Eagles lost two in a row

against Coastal Conference rivals before they defeated the Quesnel Millionaires 3-2 Saturday night at the South Surrey Arena. Bradley McGowan tallied all three Surrey goals while on the powerplay, the first two pulling the Eagles into a tie in the second period, the hat trick tally four minutes into the third period standing up as the game winner. The Eagles were outshot 44-33, but veteran netminder Vinny Lessard turned aside all but two shots for the win. The Langley Chiefs took period

leads of 2-0 and 6-0, and easily topped the Eagles 7-1 Thursday night in Langley. McGowan was the lone Eagles goal scorers. Friday night in Coquitlam, Surrey got on the board just six minutes into the game on a goal from Kyle Madsen. But by the time the first period had ended, the Eagles trailed 5-1 and went on to a 7-4 defeat. McGowan, Erik Cooper and Hayden Trupp also tallied for Surrey, while is now 8-6 (won-lost) on the season. The Eagles sit third in the eight-team Coastal Conference.

Canada ousted at Games A goal from Surrey’s Sukhwinder Gabbar Singh almost lifted the Canadian men’s field hockey team into the medal round at the Commonwealth Games in Delhi, India. Singh scored 19 minutes into Sunday’s game against New Zealand, giving Canada a 1-0 lead in a game they needed to win to clinch second place in their pool after round robin play. But New Zealand, which needed only a tie, tied the contest in the 68th minute and held on for the 1-1 draw. Canada placed fourth in the five-team group with a win, a loss and two ties. Singh scored two of Canada’s five goals in round robin play. Canada was to play in a placing game yesterday (Tuesday).

Postseason honours for three Rams The B.C. Football Conference all-star

team includes a trio of Surrey Big Kahuna Rams. Defensive lineman Kurt Pederson, defensive back Jordan Linnen and kick returner Nick Downey were among the 28 players named to the team. The second place Vancouver Island Raiders led all BCFC teams with eight players named to the team, with the first place Okanagan Sun having seven players selected. The Victoria Rebels and Kamloops Broncos each had four players selected. Two members of the Chilliwack Huskers are on the team. Downey, from Dartmouth, Nova Scotia, also won the BCFC’s Outstanding Special Teams Player award. He returned a total of 53 punt and kick returns for a total of 1,006 yards and three touchdowns. Linnen, a 5’10 183-pound graduate of Frank Hurt Secondary, made 28 solo tackles in 10 regular season games, recovering a pair of fumbles and intercepting one pass. Pederson, also a graduate of Frank Hurt, had 24 solo tackles, and 13 assisted tackles. The 6’4 240pound lineman also had seven quarterback sacks.

KENNEDY’S SPECIALS

Junior B team top Sockeyes in weekend play by Rick Kupchuk DEFENCE AND special

teams allowed the North Delta Devils to end a brief two-game losing streak. The Pacific International Junior Hockey League team handled

Alex Wind

the Richmond Sockeyes 5-1 Saturday night at the Sungod Arena, after taking period leads of 1-0 and 2-0. The Sockeyes have lost just two games in regulation time this season, both times falling to North Delta. The Devils held Richmond to just 17 shots on goal, while the powerplay was successful on three of

seven opportunities. Coltyn Hansen had the hat trick for North Delta, scoring twice with a Sockeye in the penalty box, after opening the game with a penalty shot goal. Taylan Kornelsen netted the other two Devils goals. Alex Wind got the victory in the North Delta net, his fifth in as many decisions. He turned aside 16 of the 17 shots he faced, with his teammates netting their five goals on 22 shots. The win improved North Delta’s record to 7-4-0 (won-loss-overtime loss). They are currently third in the Tom Shaw Conference, a point back of the Sockeyes and four behind the first-place Delta Ice Hawks. The Devils were in Ladner last night for a game with the Ice Hawks, and will play a home-and-home with the Squamish Wolf Pack next weekend. After a Saturday night game in Squamish, the two teams play a rematch Sunday evening at 6:45 p.m. at the Sungod Arena.

Inside Track ...with Dan Jukich Harness racing fans are forever asking me about the most intelligent way to get involved in the sport as an owner. I tell them it’s a lot like buying your first house or car. Approach with caution; stay within your budget and listen to people you can trust who have some experience in the industry. Standardbred Canada recently published a “Tips and Helpful Hints” guideline for prospective horse owners. It’s worth sharing a few of the procedures, rules and regulations, especially with Harness Racing BC staging its Yearling & Mixed Sale at the Cloverdale Agriplex on Monday, Nov. 29. The first recommendation is that you must decide the type of horse you desire and an appropriate budget, then seek out a professional trainer with the proper credentials and experience. Trainers will normally expect to train your purchase in return for their advice. Purchases are done at sanctioned auctions where sales catalogues are published before the sale. The catalogue includes a full and detailed section outlining the Condition of Sale. In most cases, like Standardbred Canada auctions, the Conditions include bidding procedures, terms of payment and transfer of ownership. Don’t be intimidated. The entire exercise is set up to ensure that the auctions are fair and equitable for all parties. 17755 60th Avenue Surrey BC

Working Glassblower Robert Gary Parkes lets the molten material talk to him

glass hero

by Boaz Joseph

A

platter’s life begins as a ball of honey-coloured goo that is rolled and grown like a snowball. In the expert hands of glassblower Robert Gary Parkes, the process for an onlooker is like watching a dancer perform unique choreography – unpredictable, mesmerizing... and sweaty. Inside his Loafing Shed Glass Studio, located on an organic beef and poultry farm in Port Kells, Parkes pokes a steel rod into “Molly” the electric furnace, grabbing his initial glob of molten glass. The first sampling is 2,000 degrees F and must be rolled on the rod constantly to stay round. Parkes spends the next 25 minutes rolling, adding more glass, prodding the glass into a re-heating chamber and blowing air through a pipe into the rod, thereby spreading out the stillnebulous dish. Even though at times it doesn’t glow orange anymore, the ball still radiates a searing heat. Over the years, Parkes’ arms have been singed bare of hair. An assistant periodically helps by using a wooden paddle to shield the glassblower from some of the heat. Parks adds assorted colour to his creation by occasionally rolling the ball in small bits of coloured glass, or making use of steam from a wet newspaper that comes in contact with the glass. The coloured bits soon gel into the rest of the glass, becoming attractive smears that can’t be predicted, but are welcome nonetheless. His face bathed in sweat, Parkes is always on the move – stay still and the glass will sag. Eventually, fine manipulation produces a shape recognizable as a platter. (The process is similar when Parkes makes other glass objects: Vases, ornamental glass balls, paperweights or even vegetables). Then a critical period approaches. The cool-down process is literally the make-it-or-break-it-period. Twenty-five years of experience in glass-blowing has taught Parkes that the glass will shatter quickly unless the surface and interior temperatures of the piece are the same. It must therefore be “cooled” in an oven to synchronize those temperatures before a longer 14-hour cool-down period can begin.

BOAZ JOSEPH PHOTOS / THE LEADER

Robert Gary Parkes (top left) morphs a ball of molten glass into a platter (similar to those above) in his workshop on a Port Kells farm. From page 23 ence.” He often points out how much society takes glass for granted. “How would our lives be right now if we didn’t have glass? Our lifestyles would be totally different.” There are other industrial fields of glass-making that are just as technical, exciting and involved as glass blowing, Parkes says. As for his niche: “I like the aspect of being able to take something that’s molten... this material that is dangerous and fluid and very hard to control. It controls you for years until you’re able to control it.” He also admits a deep respect, even reverence, for ancient glassblowers. “I’ve got electricity and gas and wire elements to work with. I’ve got all this technology.” A thousand years ago, he explains, glassblowers didn’t have bricks for modern ovens and had to venture out in the search for sand, soda and ash. They also had to deal with people who were superstitious of glassblowers. Rich people resented glassblowers who, using smoke and flame, were able to produce items

that looked like gems, Parkes says. Even with the high-technology of the modern studio, Parkes still works hard for his creations. He is battered by searing heat from the molten glass on the steel rod – heat that instinctively makes one want to pull away. “Over the years, you learn to put (away) this pain you’re feeling all the time. It’s agony, and you have to learn how to deal with that.” But the results on the studio shelves speak for themselves: Crystal balls with “ocean” scenes inside them, ornate vases and glass cucumbers (with stems). Although the final results can never be predicted, Parkes is still able to channel the amorphous, glowing blobs in a direction that suits him. Almost. “I just kind of let the glass talk to me.” Stewart Hall (13723 Crescent Rd.) is hosting the exhibition Sand, Fire and Water: Glass, with samples by Robert Gary Parkes, from Sept. 18 to Nov. 7. The building is open Saturdays and Sundays from 12-4 p.m. or by appointment at 604-592-6956. For more information, visit www.robertgaryparkes.ca
