First annual event raises more than $47,000 for Delta high school scholarships by Boaz Joseph MORE THAN 2,000 people participated in the first annual Laura Szendrei 5 & 10K Walk, Run and Roll on Sunday at Burnsview Secondary School. Money raised from the event will go to the newly formed Laura Szendrei Memorial Scholarship Foundation Society, which will present annual scholarships to two Delta high school students. Foundation committee member Wendy Colville said she was surprised by the turnout – organizers had expected about 500 participants.

“Our registration went crazy” in the 48 hours before the event, she said. More than $47,000 was raised, with donations still coming in Monday. The event was part of a campaign to support the families of victims of violent crime. Laura Szendrei, 15, was attacked in North Delta’s Mackie Park September 25, 2010. She died later in hospital. An 18-year-old man was arrested in February and charged with first-degree murder. Because he was 17 at the time of the offense he is accused of committing, under the Youth Criminal Justice Act he cannot be publicly identified. bjoseph@surreyleader.com

children, Maria Catroppa was a giving and loving mother, grandmother and friend. Born in small-town Italy in 1940, she married at age 18 and moved to Canada in search of a better life. The couple had four kids, who recall the Catroppas being a “typical new immigrant family” – until their father passed away in 1974. As a single mother, Maria managed to keep the family together. She vowed she wouldn’t remarry until her children were grown. In 1999, she married Sebastiano Damin. The two were together for 10 years before Maria was killed in November 2009. Damin is currently on trial for her murder. (See Maria story, page 3). Catroppa Maria’s children believe their mother was a victim of domestic violence and have created a university endowment for women in her name. The Maria Catroppa Memorial Award Fund at Kwantlen Polytechnic University aims to help single mothers further their education. “She demonstrated love, determination, and perseverance throughout her life and believed that education was the key to success,” reads a description of the award. Surrey is rising to its growth challenges: Watts Mayor gives her sixth State of the City address by Kevin Diakiw SURREY MAYOR Dianne Watts told a crowd Tuesday that Surrey is being

transformed from a suburban area into a metropolitan core. Watts gave her sixth annual State of the City address at the Sheraton Vancouver Guildford Hotel. Not surprisingly, she touted the city’s many successes since she was elected in 2005 when she introduced several key initiatives – including the Whistleblower Policy, the newly revised Respectful Workplace Policy, the Lobbyist Registry and the streamlining of several civic processes. She highlighted the Sustainability Charter, the Homelessness and Housing Fund and the Child and Youth Friendly City Strategy. Watts also released the first update on her Crime Reduction Strategy (CRS), which was first unveiled in February, 2007. The update showed several areas where the CRS is working, including successes in preventing and deterring crime, apprehending and prosecuting offenders, rehabilitation and reducing unwarranted fear of crime. All of this leads to how the city can plan for its breakneck growth, while creating a major metropolitan core, Watts said. “Our strength is our people,” she added, noting that by 2050, Surrey will be home to more than 850,000 people. From now until that time, 70 per cent of the growth in this region will take place south of the Fraser, with one-third of that population being under the age of 19. As part of that growth, Watts said it’s important to foster a vibrant economy with jobs nearby. The mayor said the work is coming thanks to several initiatives, including a successful trip to India and economic Dianne Watts programs such as the Business Incubator, (a partnership between the private sector, city and universities), the reduction of red tape at city hall, and the Economic Investment Zones, which see reduced costs of development for projects worth more than $5 million. Savings include a three-year freeze on property taxes, deferral of development charges and 50 per cent off permit fees. The latter initiative has been so successful, Watts said Surrey is extending the program until next year. Creating a metropolitan core means building connected communities, she said, and “redefining Surrey.” A lot of that requires bricks and mortar, which is mapped out in the city’s Build Surrey Program. One of the highlights in that program, Watts said, is the new flagship City Centre Library which will open this fall. It continues to get good support from the private sector. “I’m pleased to announce the first donor today,” Watts said. “The Surrey Leader – $50,000 of in-kind donations. Thank you.” Other projects either in the works or being planned are a fitness facility, turf field and transit exchange for Newton; swimming pools for South Surrey and Guildford; animal shelter for Cloverdale; and a new arena for Fleetwood.

Guilty pleas expected from former Surrey school staffers by Sheila Reynolds A FORMER Surrey School District administrator and his wife are expected to plead guilty to theft and fraud charges early next month. Robert (Bob) Chadwick and his wife Barbara Chadwick (nee Moore) were criminally charged last summer in connection with alleged schemes in which the pair diverted thousands of district dollars into their own bank accounts. Both were charged with theft over $5,000 and fraud over $5,000. Robert was also charged

with breach of trust by a public officer. According to court services, the couple intends to plead guilty to all charges during a court appearance scheduled for May 4. Bob Chadwick was an associate superintendent with the school district, while Barbara was his administrative assistant. They were not married at the time. The two resigned abruptly in October 2006, with the school district unable to reveal why due to confidentiality rules. In 2009, however, the school district launched a civil suit against them,

accusing them of largescale fraud and kickback schemes involving thousands of dollars. That suit was settled out of court in March, with the Surrey Board of Education agreeing to dismiss the lawsuit in exchange for $78,000 from the Chadwicks. An investigation of Robert by the B.C. College of Teachers is pending. Barbara wasn’t subject to a teachers’ college investigation because she was an administrative assistant and not required to be certified by the professional organization. sreynolds@surreyleader.com

2 injured in alleged street race by Kevin Diakiw TWO PEOPLE are lucky to be alive after the driver of a Mazda went airborne and crushed the top of an oncoming car last week in Cloverdale. On Wednesday, April 6 just before 3 p.m., police believe a Mazda 3 and an older model Sports Utility Vehicle were street racing northbound on 176 Street, south of Highway 10. The Mazda lost control, went airborne and landed on top of an oncoming Chevy Blazer.

Both the 59-year-old Surrey man in the Blazer and the 24-year-old Mazda driver from Delta were air-lifted to hospital with serious injuries. Charges are being considered against the driver of the Mazda 3, including dangerous operation of a vehicle causing bodily harm and criminal negligence causing bodily harm. Charges of street racing could be looked at in the future, police say. Any witnesses to the collision are asked to call Surrey RCMP at 604-5990502.

Increase overdue

I

t didn’t take new Premier Christy Clark long to make her mark in Victoria. In her first week on the job she reduced the size of cabinet, took strides toward party unity by giving top jobs to her closest leadership rivals, and raised B.C.’s minimum wage. She also eliminated the training wage of $6 an hour. It is time for the minimum wage to reflect inflation and the cost of living in this province, which, at $8 an hour, has the lowest minimum wage in Canada. Not everyone in B.C. is pleased with the hike – to $8.75 an hour in May, then to $9.50 in November, and $10.25 by May 2012, when the minimum rate for servers in licensed establishments will top out at $9. Opponents claim the pay increases will cripple restaurants and small businesses. The “massive” increases are going to hurt the very people they intend to help, as restaurants will have to cut hours to control costs. The B.C. Chamber of Commerce has expressed concern that the minimum wage will increase more than 20 per cent in just over a year. “That is a significant increase in operating costs for businesses to take on in such a short time, and some regions will be more negatively impacted than others,” said president and CEO John Winter. True, but business has been getting a great deal in recent years. A minimum wage increase is long overdue. The rate hasn’t gone up in a decade. Prior to the economic downturn, B.C.’s economy was booming, yet the minimum wage was near the lowest in the country. Meanwhile, the price of housing has tripled in some parts of the Lower Mainland over the same period. Rents are high in many parts of the region, but the minimum wage hasn’t kept pace. The Liberals consulted stakeholders and economic experts and determined that job impacts are minimized when minimum wage increases are done incrementally over time. The B.C. Federation of Labour, which has lobbied for an increase in the minimum wage for most of the past decade, also doubts that jobs are in jeopardy. No doubt Clark’s decision is aimed at making new friends, given the possibility of a provincial election before the legislated fixed election date in May 2013. Surely she has a few more surprises in store – after all, she did promise change. – Black Press

Liberal leadership in February. On Monday she announced she will run in a by-election to fill the Vancouver-Point Grey seat vacated by Gordon Campbell. But a by-election would have had to be called by now to put Clark back on the front bench in time for the start of the spring session. And there are two legislative tasks that won’t wait: passing a $40-billion budget for the fiscal year that has already started, and changing the format and date of the Harmonized Sales Tax referendum that has been announced for June. WHEN ARE WE going to get real action on illegal suites? It is

time to enact a bylaw with some real teeth. Homeowners have had ample time to report their suites. Put a bylaw in like the grow-ops. Charge the owner $5,000 for the inspection and double the fine for each additional suite that they have. Then after they have been charged, report them to the Canada Revenue Agency so they pay their fair share in taxes. It is not hard to find these people, just read the Real Estate Weekly and you will see all the homes for sale with in-law suites. Bylaw officers do not even have to wait for a complaint from a resident. They should also change the bylaw so that real estate companies should have to make sure that the person selling the house has a legal suite in it before they can put it on the market. A.R. Also, what about the subject of income tax evasion on rental income which should be collected by the Canada Revenue Agency? It would not be too hard to scan licence plates on a Saturday or Sunday and see how many of these cars are registered to the people at this address.

I have to agree with the thrust of these articles. However, I would like to add a few other areas for discussion. How many of the court delays are caused by defence council overbooking? How often is the delay based on all the Crown’s witnesses showing up? How often is it a tactic of defence to delay, and delay again, hoping for the charge to be tossed or a witness finally gives up and goes to work? After all, defence’s sole job is to defend their client. Period. An acquittal or tossed charge equals success. Lastly, the judges seem to sit and allow the oft-repeated and pointless questions to go on and on. They allow any and all excuses, by defence, for a delay. But pay your taxes late? Good luck. In short the system, as it is, does not work. It is inefficient, costly and unproductive. Yet as always, nothing will be done. After all, this is Canada, eh. Ross Fisher, Surrey

The holdout council rejected the new plan as inconsistent, riddled with exemptions and vesting too much control in the hands of the regional board. Coquitlam Mayor Richard Stewart wanted the region to pursue mediation instead but most directors voted to ask the province to impose a binding solution. The master plan to control development would draw a new urban containment boundary to prevent sprawl, add mechanisms to limit the loss of industrial land and continue the region’s aims of protecting green space and farmland. It would replace the outdated Livable Region Strategic Plan. Time is of the essence, regional planning committee chair Derek Corrigan said, because civic elections are coming this fall. Mediation could take until well past November, when a newly elected set of councillors and mayors will take over, potentially setting negotiations back years. The process has already consumed several years, three sets of consultations, dozens of public meetings and thousands of hours of staff time. Corrigan said Metro “bent over backwards” in a failed effort to accommodate Coquitlam. Stewart – who admits some on his council oppose the entire concept of regional planning – said so many concessions have been made to each city that the document is now little more than a conglomeration of local plans. “I don’t think it’s a regional plan,” he said, pointing to the different land designations for golf courses in various cities around the region. “I personally want the best RGS we can get – one that protects the livability of our region and one that fixes the flaws in the current RGS.”

TransLink rules prohibiting “foul, insulting, abusive or inappropriate language.” Now the B.C. Civil Liberties Association (BCCLA) is lodging its own complaint against what it calls heavy-handed police censorship on the transit system. BCCLA president Robert Holmes wants Transit Police to clarify how their enforcement of TransLink policy meshes with rights to free expression. “Both the OPCC and TransLink ignored that the ‘language’ here was not shouted out, caused no disturbance and was merely on a button,” Holmes said. TransLink says a transit vehicle is a captive space that sets it apart from an open public area like a street or square. “It is reasonable to expect a higher level of respect and decorum, which is why there are rules against obnoxious or offensive behaviour and language,” spokesman Ken Hardie said. “We recognize that ‘obnoxious and offensive’ are subjective and that values shift over time,” he said. “But the intent of the rules is to meet the expectations of reasonable people who just want the freedom to go about their daily activities without offending or being offended.” TransLink has used the same argument to reject all controversial advertising that might offend some riders and provoke confrontations aboard transit. But court rulings upholding free expression forced it to accept political ads, although it can still exclude other offensive advertising deemed out of step with community standards of taste. Transit Police spokesman Const. Jim Biring said fare-paying passengers don’t attract officers’ attention unless they’re causing a disturbance, breaking the law or their attire somehow impedes the flow of other riders. “We’re totally supportive and respectful of people’s rights to express themselves in whatever manner they wish to,” Biring said.

In 2010, Speed Watch volunteers in Surrey, Delta and White Rock contributed approximately 4,500 hours to help reduce speed-related crashes in their communities. With the support of volunteers, speed-related crashes have steadily decreased in B.C. over the last five years. Volunteers use radar and speed-reader boards supplied by ICBC to show drivers how fast they’re actually traveling. Research shows that it works – over 70 per cent of drivers traveling 10km/h over the speed limit slow down when they see a speed-reader board. “The efforts of volunteers are an invaluable asset to the Surrey area and their work in road safety programs has made our streets safer,� said Gordon Hogg, Surrey-White Rock MLA. “The dedication that volunteers have shown towards raising awareness about auto crime is admirable,� said Kevin Falcon, Surrey-Cloverdale MLA. “Thank you for making our community safer for our families.� In 2010, Lock Out Auto Crime volunteers in Surrey, Delta and White Rock handed out approximately 44,000 notices to drivers to draw attention to the risk of auto theft. Volunteers place notices resembling parking tickets on the windshields of vehicles, many with garage door openers or valuables in sight, offering the owners common sense tips for preventing auto theft. BC SPCA salutes its 4,000 volunteers during National Volunteer Week. They are the unsung heroes of homeless and abused animal in B.C. – the 4,000 volunteers who help the B.C. Society for the Prevention of Cruelty to Animals (BC SPCA) care for nearly 34,000 animals in need every year. There are volunteers on duty 24 hours a day, fostering entire litters of abandoned kittens that are so young and so vulnerable that they require bottle-feeding every two hours. Hospital volunteers currently number about 800, with 200 solid regulars. The volunteers assist with wayfinding, meeting-and-greeting and support in dozens of areas, including the

emergency department, palliative care, pediatrics, Acute Care for the Elderly and Rehabilitation Services. The volunteers help reduce stress for patients and their families. Frizell says the volunteers provide practical psychological support, explain the role of triage, call taxis, provide pamphlets about social service agencies, give toys to children and spend time with lonely patients. “It’s so varied – whatever they need.” Volunteers are required for six-month commitments. Some often continue volunteering for years. Hospital managers and staff, Frizell adds, appreciate the role that volunteers play – especially as the hospital prepares for its upcoming expansion, which will require an additional 250 volunteers. While Options is involved in hiring volunteers for the Fraser Health Crisis Line, the volunteer referral program is geared towards finding some 300 clients each year the best fit with volunteer opportunities in Surrey and surrounding communities. Those agencies must be non-profit, in the spirit of volunteering. Cross gives an example of a young Korean immigrant who was looking for Canadian work experience and an opportunity to improve her English. The “lovely girl,” a beautician, could not be referred to for-profit hair salons, so Options was able to coordinate a role for her as a hair stylist for folks at a local seniors centre. With outside-the box thinking like that, says Cross, she could practice English while seniors got free haircuts. charges are being considered after a South Delta resident admitted to police he killed a neighbourhood cat with a pellet rifle last Thursday (April 8). Police received a call from a neighbour in the Beach Grove area who reported hearing a “pop” and looked out their window to see what they believed was a dead cat in their yard, said acting Sgt. Paul Eisenzimmer.

When police arrived they found no evidence of a dead cat, but visited the suspect’s home in the 1700 block of Beach Grove Road where the resident admitted to the shooting. He also claimed the cat was constantly in his yard harassing his dogs and he had repeatedly made enquiries in the neighbourhood to find out whose cat it was, to no avail. The resident voluntarily handed over the pellet rifle to police.

But there’s a question those who make a living from Cloverdale’s historic raceway are asking: Will B.C.’s harness racing industry survive until then? The decision to implement a sixmonth, split-racing season this year has been devastating and unless a longer season is reinstated, thousands of jobs will be lost, says former Surrey mayor Doug McCallum. owners, trainers and drivers, is seeking a 10-month, twice-aweek racing schedule in 2012, with the same number of total race days as allocated for this year, 82. “If we continue with a shortened racing season next year, our breeding industry will be wiped out along with thousands of jobs,” McCallum said. The issue has united everyone with a stake in the industry – from breeders in rural B.C. and veterinarians and farriers, to long time trainers and promising young drivers. They agree six months is too short for a viable season and it’s too long for a break. “Most summers we survive because we break babies,” trainer Tom Bourdeau said. After 44 years in the business, he’s about to look for his first parttime job to help pay for the horses he’ll train over the summer. Meanwhile, Bourdeau said breeders have stopped producing stock and owners are reluctant to invest thousands without a promise of a return for months. “If there’s no money coming in, there’s some nice horses here that are going to lose their lives,” he said. Many of his colleagues are considering pulling up stakes and moving to Edmonton, Ontario, or California, even though there are no guarantees they’d be able to hold onto their livelihoods. “Nobody wants to leave,” he said. The testimonials – in the form of letters – are pouring in. “They come from the biggest standardbred owners in the country to the people right at the bottom who can hardly write – it just literally makes me sick, when you listen to these people say how the industry is getting destroyed,” McCallum said. The letters will be forwarded to Great Canadian Gaming Corp., the company that owns Fraser Downs Racetrack and Casino, the B.C. Gaming Policy Enforcement Branch, and the provincial management committee that’s looking at long-term solu-

tions for the horse racing industry. “The thing that’s made most of the members really upset is the fact that they’re not even asking for any more money from the government and they’re not even asking for any more race dates,” McCallum said. “They’re just asking them for 10 months over the year.” Breeders are beginning to permanently shut down their B.C. operations. Some, like Brett Currie, a long time breeder with deep roots here packed his bags and a bunch of horses two weeks ago for Ontario. “He doesn’t know if he’ll be back,” McCallum said. “He’s just about the founder, a rock-solid person whose given his whole life and family to this industry.” Meanwhile, McCallum says he’s battling complete indifference, claiming the management committee chair told him, “’Yeah, there’s passion but we’ve already decided this.’ It’s unbelievable. For them to basically ignore these people, it’s astonishing.” He also says Great Canadian Gaming is breaking the terms of its lease with the City of Surrey. Twelve years ago, when McCallum signed the lease for Fraser Downs on behalf of city council, “the principle was to be sure that racing ran throughout the year,” he said. “We were concerned, as a council, that Great Canadian was only concerned about their casino licence,” he said. “They’re doing exactly what we were worried about. I don’t know how else to put it other than it’s just literally destroying the industry.”

Blue Jays fall to Athletics In a weekend that saw the weather take more games than the home team, the North Delta Blue Jays were winless in their first two contests of the B.C. Premier Baseball League

season. The Jays lost 2-0 in extra innings, and 9-8 to the Okanagan Athletics of Kelowna Saturday afternoon at Mackie Park. Two games Sunday, also against the Athletics, were postponed due to rain. Also wiped out was a double header in Whalley where the Fraser Valley Chiefs were to host the Nanaimo Pirates. Quinn Allen threw a complete game three-hitter for North Delta in game one, but was forced to take the loss when the Athletics scored twice in the top of the eighth inning for the only runs of the game. Allen collected four strikeouts while walking just two batters, and starts his season off with a 0.88 earned run average. Triathlon in Ladner The 12th annual Delta Triathlon is set for Saturday morning in South Delta. Children’s and youth races begin at 7:30 a.m., with the adult race starting at 8:30 a.m. Awards presentations will follow, and are expected to conclude by noon. Stefon Wilson of Detroit was named the head coach of the Kwantlen Eagles men’s team last month, while Dan Nayebzadeh of White Rock will fill the same role for the women’s squad. Both teams struggled last season, with the men tied for last place in the B.C. Colleges Athletic Association (BCCAA) with a 1-17 (won-lost) record while the women went 4-14 to place eighth in their 10-team league.

hen the new Little League baseball season starts in White Rock Saturday, it will include a brand new division, thanks to a young clothing store manager, 22 excited players and their buddies. This will be White Rock’s first year with a Challenger Baseball Division – a league for children with cognitive or physical disabilities to play the game under one-on-one supervision of able-bodied “buddies,” where fun and excitement trump scorekeeping and strikeouts. “There’s no three-strikes-you’re-out, or anything like that. Everyone hits the ball and gets to run the bases,” says Paige McLean, co-ordinator for the White Rock Challenger Division. Paige’s father, Ian McLean, started Challenger in B.C. in 1992 and currently serves as the provincial co-ordinator. “My dad told me we really want to expand, and I said White Rock really needs something like this. He said it’s a lot

of work to get it started but I told him I’m willing to do it,” said McLean, who also works full-time managing a clothing store when she’s not on the field. Spreading the word about Challenger, registering kids and buddies, signing up sponsors and gathering equipment and uniforms has been a daunting task, McLean admits, but a rewarding one too. “Going into it I thought, ‘oh yeah I’ll just put together a baseball team and that will be that,’ but there’s so much that goes into,” she says, adding that she currently has “no living room” in her apartment because it’s filled with boxes of Challenger gear. “Being only 21, it’s been kind of a scary thing getting it set up, but it’s been an incredible learning experience and I’ve met so many incredible people.” Some of her passion for the cause comes from her own family’s experience raising children with disabilities. “My cousin had autism and I just think my aunt and uncle are the most incredible people. He passed away in his 20s, and those parents (of children with disabili-

ties) just have so much more to deal with so whatever I can do to help them is not a big deal to me at all. The fact that I lose sleep and every bit of my spare time is occupied by this, I don’t care at all.” White Rock Challenger’s two teams – the Cardinals and Blue Jays – are made up of 22 players. They met at Bakerview Park last Saturday for the new division’s first official game day. Next up is the annual Little League opening day parade and celebration at South Surrey Athletic Park April 16. “We’ve been asked to be a part of it, and that I speak at the season opener, which I’m totally nervous about, but I’m sure it will be fine,” laughed McLean. The Challenger teams will meet for games at 10 a.m. every Saturday at Bakerview until June 11, when all 14 divisions in B.C. will meet in Vancouver for the year end jamboree.
