Secondary suite bylaw finalized

Extended school days? More online courses?

Some complain of lack of public consultation by Kevin Diakiw A SMALL but impassioned group

Facing a dire need for space, Surrey considers new options by Sheila Reynolds WITH NO new schools being built and student numbers steadily

rising, the Surrey School District is considering new ways to schedule and deliver classes in cramped high schools next September. Options being examined include extending school day timetables and increasing access to online courses to deal with the extremely limited school space in some areas of the growing city. The recommendation comes from a report presented to school trustees by Supt. Mike McKay at Thursday’s public board meeting. It reflects community feedback gathered in the fall wherein parents stressed the importance for kids to be able to get into their neighbourhood schools. There was also a desire to maintain the stability of programs of choice such as French immersion, traditional and Montessori, which are sometimes moved and uprooted if a school Laurae McNally becomes short on space. Choice programs “shouldn’t be seen as portable,” said McKay, noting kids and parents make a home in the school they’re in. He also cautioned the board not to start or expand choice programs at this time as keeping them in one location could be difficult under current circumstances. McNally said new approaches to the way education is delivered must be considered. See SURREY / Page 3

turned out to a public hearing on a bylaw that would allow one secondary suite per home in Surrey. While the turnout was low, discussion was heated and even some members of the focus group who helped create the proposed bylaw had a problem with its wording and the process. Rick Hart, president of the Fleetwood Community Association, said the public hearing turnout was low because it wasn’t well publicized by the city. In addition, he said, people have become cynical, thinking their voice won’t make a difference. Bob Campbell, president of the West Panorama Rate Payers Association, also a member of the city focus group, said his community doesn’t want anything to do with the bylaw. North Surrey resident Grant Rice said he’s not against suites in areas that wish to have them, but had several problems with the process. He said the city promised to consult the public prior to bringing the bylaw forward. He said that hasn’t happened. Mayor Dianne Watts said that took place on the city website, through surveys and at the level of the focus groups. Rice also said history shows enforcement will continue to be a problem. “We have a pretty dismal record of bylaw enforcement,” Rice said. Watts said with “35 years of inaction, I would agree with you in that regard.” Surrey is one of the last cities in Metro Vancouver to devise a secondary suite bylaw. After the discussion, Surrey council approved the bylaw.

charged with a series of sexual assaults of children in Surrey, Delta and Vancouver. Police say 42-year-old Ibata Noric Hexamer has been arrested and charged with 23 counts relating to sexual assaults dating back 15 years. Two of them were local. On the afternoon of Aug. 30, 2007, two 14-year-old girls were walking east on 84 Avenue near 107 Street. A man approached asking for directions. He then grabbed one of the girls and produced a knife. He forced them into a wooded area and threatened to kill the girls if they ran. For several minutes, he sexually assaulted them. Almost two years later, on July 3, 2009, a sixyear-old girl out with her 12-yearold brother and friend, 15, was walking east on 62 Avenue near 139 Street, when a man approached asking for directions. The man grabbed the six-year-old girl and brandished Det. Dan a knife as he walked her into Murphy the wooded area. He told the boys to follow or he would stab the girl. The suspect told the boys to get down on the ground and look away. For several minutes he sexually assaulted the little girl after which he returned her to the boys, told them

Surrey: No provincial capital funds since 2005 From Page 1

Supt. Mike McKay

“With district enrolment increases of more than a thousand students each year – equivalent to one secondary, or three medium elementary schools full of students – and no new schools on the horizon for at least another three to five more years, our board must consider ways to manage the classroom spaces as best we can while ensuring a quality education for our students,” says Surrey Board of Education chair Laurae McNally. McKay’s report was released in conjunction with a report from Dr. Bruce Beairsto, who consulted with Surrey par-

ents and stakeholders at forums earlier this year and also analyzed online survey results. The process was meant to inform the board of the public’s priorities as they begin to budget for the 2011-2012 school year. Surrey hasn’t received provincial capital funding for new schools since 2005. That’s left thousands of students learning in portables, often for several years. This year, the district has 232 portables in use to house student overflow, and it’s estimated there will be 340 portables (housing 8,500 students by 2015). McKay said Beairsto’s report confirmed

trustees have the right goals and are on the right course. But it also showed that the community wants the board to continue to prod the province for more funds. Even if funding were granted today, however, it takes about three years to have a school built. Trustee Terry Allen said Surrey simply needs more space and “without it we’re facing nothing but problems.” Trustee Pam Glass agreed. “Let us continue to nag the provincial government,” she said. “Surely they realize we can’t hang children from trees.” sreynolds@surreyleader.com

‘The purpose is fun’ SMH nurse injects some lightness into neonatal ward

by Sheila Reynolds

“THAT FITS you better than I

thought it would,” says nurse Penny Fuller as she pulls a pair of red furtrimmed pants over the tiny legs of the baby inside the incubator. She then puts a matching green vest with white pom poms on the infant and the topper: a pointy hat with a jingly bell at the tip. Everyone nearby oohs and ahhs as Fuller proudly displays the festively clad little one. The baby girl weighs 3 lbs, 2 ounces (1,400 grams) – up from the 2 lbs, 7 ounces (1,223 grams) she was born at on Nov. 4. She’s being cared for in Surrey Memorial Hospital’s NICU (Neonatal Intensive Care Unit) until she gains weight and strength. It’s premature babies like her that first motivated Fuller to start a fashion contest for newborns more than two decades ago.

She held the first preemie fashion show in 1989 at B.C. Children’s Hospital in 1989, bringing the concept to Surrey Memorial Hospital’s Neonatal Intensive Care Unit (NICU) in 2003. The elf ensemble the baby girl has just modelled is one of this year’s entries. There are also a couple of “punk” cat outfits, a tutu-style dress and at least two hand-knitted suits. Anyone is allowed to take part in making outfits, whether it be grandmothers or aunts of the small patients, hospital auxiliary members, housekeeping staff, doctors or nurses. Entries are then categorized and judged. But it’s not about competition, says the longtime nurse. “The purpose is fun,” says Fuller, noting the NICU ward can be a stressful place for families and staff. Also feeding into Fuller’s desire to create memorable moments for

families is the fact that she herself was a premature baby. Born nine weeks early at a time when neonatal intensive care was much different, Fuller grew up with no tangible memories of the beginning of her life. “Parents weren’t allowed in the nursery. I never had any pictures, any mementos,” she says. “I don’t even have a picture of myself before I was 16 months.” Now, in addition to the preChristmas fashion show, she and the other nurses ensure parents leave the ward with many keepsakes, including foot and hand prints. Fuller will be retiring in June after 38 years in nursing, most of them in neonatal care. “They always tell high school kids to choose something they’re passionate about when they’re deciding on a job. For 35 years, I’ve done my passion.”

SURREY SCHOOLS

Desperate times

RAESIDE

chool days that start at 7 a.m. or end at 5 p.m. Students taking courses online. No expansion of existing school programs and no creation of new ones. This is the bleak future facing the Surrey School District, which is bursting at the seams with an ever-increasing number of students. Unlike most other school districts in the province, Surrey’s enrolment continues to grow each year. There are currently 67,700 elementary and high school students in the district. By 2015, that number is expected to balloon to 70,500. Two-hundred-and-eighty-two portables – at a cost of $100,000 apiece – are in place to deal with the overflow, and at least 8,500 will be needed in five years. And yet, there has been no new school construction funding from the provincial government since 2005. One new school, Adams Road Elementary, is set to open this month near 68 Avenue and 182 Street – the manifestation of the last of the capital money granted by Victoria to Surrey five years ago. While there has been some cash provided for seismic upgrades and modular space for full-day-kindergarten, this does not increase the total capacity for students across the district. And since there is a three- to five-year gap between when a new school is announced and its opening, even if the province were to give a surprise Christmas gift to the district, it would be late 2013 at the earliest before any Surrey kids would be filing into new classrooms. So get ready for desperate measures. The Surrey Board of Education has supported a report from Supt. Mike McKay that recommends exploring secondary school class scheduling and course delivery options as a way to use limited school spaces as efficiently as possible. High schools that are particularly crowded may have to consider alternative scheduling options such as extended days beginning in September 2011. And teens who are interested in taking less-popular courses, such as Spanish for example, may end up sitting at home to do so. Surrey trustees are aiming to keep “learners at the centre” by protecting support services for vulnerable students and taking a long-term view when making tough decisions, even as it deals with urgent financial issues. Victoria must do the same. Now would be a good time to stop playing Scrooge and loosen the capital funding purse strings.

hristy Clark is the second woman to enter the B.C. Liberal leadership contest. I mention this in case you forgot about Moira Stilwell, the Vancouver radiologist who led the way into the post-Gordon Campbell era in late November. Stilwell did her own diagnosis on the Harmonized Sales Tax and concurred with mainstream economic theory. It’s efficient and it promotes personal savings as well as business investment. In medicine, if you believe the patient has the right prescription to improve her health, you don’t then look for ways to discontinue that medication as quickly as possible. But that’s the situation we have with our less scientific candidates. Clark didn’t always understand the HST, but she consistently supported it on her radio show before her splashy re-entry into politics last week. So the lone “outsider” becomes the fifth candidate to replace Campbell, after endorsing the tax that led to his sudden retirement.

It shows that while Clark spent the last four years getting in touch with families on her radio show, she lost touch with political reality. Which brings us back to Stilwell. When I reached her on the campaign trail, she reaffirmed her support, and vowed again to campaign for the HST. Stilwell said people have earned the right to have a direct say, and she is “perplexed” that Clark would suggest taking that away. Stilwell remains hopeful that other benefits of the HST can still be discussed, giving it a chance for public support. In short, she remains logical and consistent in her approach. It’s no wonder she is given no chance to win. Tom Fletcher is legislative reporter and columnist for Black Press and BCLocalnews.com

Going Convention centre needed in Surrey against tradition I SAW the article that Kevin Diakiw wrote about

I AM A Grade 11 student at North

Delta Secondary school. When I walked into school Monday morning, I couldn’t help but notice that the bulletin board just outside of our counselor’s office did not say Merry Christmas, but rather Happy Holidays. I will admit that this bothered me and I will tell you why. Earlier this year the global unity club, which is in charge of this board, has put up displays for Eid, a Muslim tradition, and Diwali, a Sikh tradition. That’s not the problem, the problem for me is that they are trying to support global unity and diversity, which I will admit our school is very good at, however they are not willing to recognize Christmas, a religious holiday now celebrated worldwide by every almost every culture. Christmas is one of Canada’s national holidays and without it, we wouldn’t be having “winter break” as it is now know. Why are we allowed to have a Christmas tree in the foyer of our school, but the board can’t read Merry Christmas? One example I would like to use is at our annual “Christmas” assembly, at the end the teachers wish us a Merry Christmas and a happy New Year. Note how the assembly is called a Christmas assembly, not a holiday assembly. What’s the difference? When I asked the sponsor teachers in charge of the group, I was given nothing but endless excuses such as “it was the students’ idea,” “there are many holidays around this time” and, my favourite one by far, “not everyone celebrates Christmas.” Personally, I find all these to be contradictory because if those really were the reasons, why can’t the bulletin board say “Happy Hanukkah” one week and “Merry Christmas” the next? What’s more, it is completely unfair to say “not everyone celebrates Christmas” because I do not celebrate either Eid or Diwali. I am not trying to start a war or create a struggle. I would appreciate it if we did not discriminate against anyone’s traditions or beliefs, including mine. Chelsea Phelps

Mayor Dianne Watts wanting to build a stadium in Surrey. Now, as much as I think she is the best mayor we’ve had for decades, I believe she’s way offtrack on this. You only have to look to Abbotsford to see that a stadium is not the answer. How much debt does Abbotsford have with their new event centre? And now I see that they are out half-amillion-dollars because of guarantees they gave to the Heat. What we really need is a convention/

show space like the Tradex or the barns in Chilliwack, as they were talking about. For the price of the sign in the Abbotsford Event Centre, they could have almost paid to extend the Tradex by some 50 per cent. As someone who attends the Tradex for trade shows, I know how woefully small that venue is. if Surrey put a show space in Cloverdale, or somewhere central, of at least 250,000 square feet, we could attract many, many shows that find Tradex too small, and the Barns in Chilliwack too far to go. Such a space would bring hundreds of

people into Cloverdale, and give us a space that Surrey could make money on by renting out. This event centre in Abbotsford has become an embarrassment to the council and the mayor. What we need is a money-making venue that would bring in profit and some visitors that would spend a not inconsiderable amount of cash. I would imagine if you asked the businesses in Cloverdale, I know what they’d vote for. Marq Smith

Block Watch deserves support

FILE PHOTO / THE LEADER

I SUPPORT the introduction of Block Watch to Delta. Residents have nothing to lose and everything to gain by taking interest in what is going on beyond their doorsteps and beyond their property lines of their private residences. By becoming involved pro-actively, by walking the streets with friends or family members, by speaking to and greeting fellow citizens in a respectful, friendly manner, these simple actions have the potential of increasing an overall sense of well-being, of public safety, and of being an active participant in community life. More importantly, the mere presence of citizens’ “eyes on the street” who are willing to observe and report suspicious activity, can – all by itself – inhibit those same unruly, illegal behaviours, which makes it possible for the police to focus on the more serious matters. There is no better time for every Delta resident to assert their ownership of our streets by taking time each day to walk around the block, to greet fellow residents along the way, and to support pro-active community programs such as Block Watch.

Colleen Staresina, Crime Prevention Coordinator with Surrey RCMP District One, is helping bring the highly successful program Block Watch to Delta.

deputy premier and talk show host Christy Clark has thrown her hat in the ring in order to replace Gordon Campbell as premier of B.C. She leads the contenders by 11 per cent. My neck may be stuck out a mile, but I believe the race for B.C. premier is over. Clark has everything the voters are look-

ing for, such as being an outsider and not being responsible for the HST. She would cancel the HST referendum and put it to a vote in the legislature. The question will be the same as on the September 2011 referendum ballot. Being an open line talk show host, she is familiar with all the political issues and is ready to

She was a great woman, a great politician, and mother to many of us as concerned Surrey parents. She has influenced so many with her straightforwardness and delicate personality, including govern-

ment ministers, as B.C. Minister of Children and Families Mary Polak described it. She achieved too much to count in her years, only cancer took her away from us. Heather, you touched so many people with your sincerity and are loved by hundreds more.

Delta staff reported to Mayor Lois Jackson and councillors that their salary is below average when compared to four other municipalities of similar size: two with larger populations (Coquitlam and Richmond) and two with smaller populations (the Township of Langley and the District of

North Vancouver). Jackson’s salary was increased to $103,032 from $100,523 and councillors’ pay went to $44,048 from $42,971. Delta’s civic politicians will also receive an additional taxable vehicle allowance Robert of $100 per Campbell month to reflect the increased cost of fuel, insurance and vehicle maintenance. noted in his report that Delta is the largest municipality in the province that employs only six councillors. “It is normal practice for municipalities with a population of over 50,000 to employ eight councillors,” he said. Coun. Robert Campbell said it’s always distasteful to be put in the position of voting to increase your own salary. However, he said it was telling to learn other municipalities of this size have more

When asked how much population growth Delta would need to see before it became a topic of discussion, he said that was a difficult conclusion to reach. “One day it will happen, but now is not the time.”

Burns Bog Conservation Society and a retired teacher, spoke to Surrey trustees Thursday about teaching children about bogs at an early age and about the fact that the books will fill a gap in environmental literature for children in kindergarten to Grade 3. Boglin Gets Lost focuses on the animals found in a bog and is about a bear that gets lost, while Boglin and the Birthday Party teaches more about the plants in a bog. The books were inspired by Grade 5 students at Delta’s Richardson Elementary and were written by two interns from Douglas College. The sets also include activity and colouring books.

Aesthetic Laser has made it their #1 priority to help everyone, be it men or women. They’ve got the abilities and technologies to help you with some of your most important beauty needs. Aesthetic Laser Group offers a safe, comfortable and effective way to rejuvenate your skin, remove unwanted hair and revitalize hair growth with little to no downtime. And now, Aesthetic Laser has introduced Bio Sculpture Nails, an advanced way of getting beautiful nails without ruining your natural finger nails.

They use the Palomar pulsed light system to treat your various skin problems. Palomar offers the safest, most versatile, effective and comfortable aesthetic treatment available. This system spreads light over a wider area of skin and allows faster coverage of the skin which in turn means quicker treatments. Their rejuvenation process uses pulses of concentrated light to treat sun damage, sun spots, rosacea, and spider veins. The result is skin clear of sun damage and visible veins for a rejuvenated fresh appearance. Aesthetic Laser Group also helps you tackle hair loss, wrinkles and acne scars among many other similar “aging” conditions. Aesthetic Laser uses a process called the StarLux Fractional Non-Ablative Skin

Resurfacing System. This system delivers light in an array of narrow, focused “microbeams” to create columns of coagulation within the skin. These columns initiate a natural healing process that forms new, healthy tissue- which in turn results in improved skin appearance. This same process also helps treat stretch marks. To date, the only mechanism that is available to produce new collagen in the dermis and to tighten skin has been with heat produced by lasers, infrared energy and other forms of heat energy. All lasers are medical grade. For those concerned about hair loss- Aesthetic Laser offers a Laser Bio-Stimulation system to aid in a natural hair re-growth. A powerful Low Level Laser applies 107 Laser Diodes together covering 100% of your scalp. Safe for both men and women it stimulates a natural regrowth of your OWN hair. It is noninvasive and entirely pain free with no adverse side effects! Clinically

proven, it’s the most effective form of hair rejuvenation available. Their new Bio-Sculpture nails have recently been introduced into the market. It’s a non-chemical based gel nail. Using the latest technology the Bio-sculpture simply uses your natural nail and builds on it. No grinding or sanding of the nails is needed. The look doesn’t fade or chip and can last 3-5 weeks. It dries almost instantly and for the next few weeks you needn’t worry about having them re-done. The best part of all, is the price is comparable as going to the spa and getting regular gel nails applied. Yet, your nails will thank you for using Bio-Scuplture. Aesthetic Laser Group works tirelessly to ensure the most up-to date treatments are available, and each year they change equipment to ensure that everything works effectively and efficiently. Please call now for your free 30-40 minute consultation.

Guilty verdict in Skura case Teens cheered after fatal attack, court told by Dan Ferguson TWO SURREY high school

students have been found guilty of manslaughter in the May 28, 2009 death of Matthew Skura in Cloverdale. The teenagers were convicted Thursday afternoon by a judge in New Westminster, who ruled the 21-year-old Skura was trying to protect a friend during a clash between two groups of young people in a Cloverdale church parking lot when he was sucker-punched then kicked in the head as he lay on the ground. As related by B.C. Supreme Court Justice Sunni StrombergStein, the events that led to Skura’s death began when two groups of inebriated young people went to hang out at the Cloverdale Millennium Amphitheatre across the street from the parking lot at West Winds Community Church at 6331 176 St. One was a group of high school students that included the two attackers, while the other group of young adults included Skura and a longtime friend of his. There were insults, then it got physical. The high school kids started yelling “these guys have beef ” about the older group. But then, things seemed to calm down. Judge reserves decision in murder case until January Black Press THE TRIAL of

Mukhtiar Panghali ended Friday with his lawyer saying the prosecution has failed to present a convincing case that the Surrey school teacher murdered his pregnant wife. Manjit Panghali was four months pregnant with her second child when she disappeared on Oct. 18, 2006. Her burned corpse was discovered on a South Delta beach next to a truck route a few days later, and her husband was charged with the murder after a five-month investigation. Defence lawyer Michael Tammen said there was a “staggering” absence of hard evidence against his client. One day earlier, Crown prosecutor Dennis Murray said that Panghali’s behaviour after his wife’s disappearance and inconsistencies in his statements to police prove that he violently murdered her. Panghali, the prosecution said, tried to create the impression that he was concerned about his missing wife, while lying about his whereabouts and covering up the crime.

Murray told the court that purchase marked the genesis of Panghali’s plan to dispose of his wife’s body. Manjit’s car was discovered in Whalley, which is the location that Panghali gave police for her yoga class. However, the yoga class was actually in South Surrey. When police examined the car, they found that the driver’s seat was positioned for a tall person, even though Manjit was a small woman. “For every coverup, there is a mistake – and this is one of them,” Murray said. Evidence from Manjit’s diary suggested that Panghali’s drinking was causing problems in their marriage. He had been drinking at a pub the night she disappeared. The judge will deliver her decision in January. - with files from CTV News

French translations ordered English-language press releases pulled from RCMP website Black Press

ALL RCMP detachments in B.C. have been told they must issue press releases in both English and French to comply with the Official Languages Act that governs all federal government institutions. The result has been the sudden removal of many press releases from RCMP websites in B.C. on Thursday until they can be translated.

Up till now, selected B.C. RCMP press releases were translated from English into French by one staffer at RCMP headquarters. At least one more translator will have to be hired and the force plans to bring in contract translators to clear the backlog. RCMP spokesperson Cpl. DEVELOPMENT OF A PEST MANAGEMENT PLAN NUISANCE MOSQUITO CONTROL The purpose of this Pest Management Plan (PMP) No. 700-0003-2011/2015 is to reduce overall mosquito annoyance within The Corporation of Delta and the Tsawwassen First Nation by controlling larval development using an Integrated Pest Management (IPM) approach to control. The PMP focuses on larval mosquito control initiatives and uses public education, physical site modification and biological controls to reduce larval mosquito populations. The PMP also conserve natural mosquito predators wherever possible and includes the use of non-persistent, bacterial larvicides.

The proposed duration of the PMP is from 15 April 2011 to 31 December 2015. Larvicide products proposed for use include VectoBac 200G, which contains the natural-occurring soil bacterium Bacillus thuringiensis var. israelensis, (PCP #18158) and VectoLex CG (PCP #28008) made with the related bacterium Bacillus sphaericus. Both of these products provide species-specific control of mosquito larvae and are non-toxic to other organisms including fish, birds, wildlife, man and domestic animals. This PMP will replace Delta’s previous PMP that expires in 2011. No substantive changes from the existing PMP are being considered in the development of this PMP. Mosquito larvae require stagnant or non-flowing waters, temporary or permanent, to develop. Development habitats include salt marshes and freshwater marshes, ponds and ditches. When physical alterations (draining, filling) are neither practical nor desirable, developing larvae will be treated using VectoBac 200G or VectoLex larvicides. Total area for larvicide treatment is not to exceed 50 hectares of public lands in each year of the PMP. Applications of VectoBac 200G and VectoLex CG will be made using ground-based, hand-broadcast methods. All applications will be conducted within The Corporation of Delta and Tsawwassen First Nation lands. This Pest Management Plan is being prepared for The Corporation of Delta and Tsawwassen First Nation by D.G. Regan and Associates Ltd., an environmental services firm with extensive experience in pest management plan development and local mosquito control operations. Information on proposed treatment areas, annual mosquito control program operations and this draft PMP are available to the public through Delta’s website at www.corp.delta.bc.ca or by request through The Corporation of Delta, Office of Climate Action and Environment, 4500 Clarence Taylor Crescent, Delta, B.C. A person wishing to contribute information regarding a proposed treatment site, relevant to the development of this Pest Management Plan, may send copies of the information to Delta’s Office of Climate Action and Environment at the contact addresses above within 30 days of the publication of this notice. The identity of any respondents and the contents of anything submitted in response to this notice and application will become part of the public record.

Orcas win in court CONSERVATION groups

say they’ve won a major court decision that will force the federal government to do more to protect critical habitat for B.C.’s resident killer whales.

Conservation groups are claiming victory after successfully arguing in Federal Court the government should do more to protect habitat for B.C.’s orcas. The coalition led by Ecojustice successfully argued in Federal Court that the Department of Fisheries and Oceans failed to adequately protect the whales’ habitat, as required by the Species At Risk Act. Exactly what the ruling will mean on the ground is unclear. But advocates hope it will strengthen the case for new orca-friendly restrictions on everything from oil tanker traffic and whale watching tours to measures to accelerate sewage treatment upgrades and even reserve a share of salmon runs for the whales. “The abundance of salmon, chemical pollution and physical and acoustic disturbance have all been identified as key threats to the critical habitat of resident killer whales, said Misty MacDuffee of Raincoast Conservation. “The court has confirmed that DFO is legally required to protect these features. Considering the whales in fishing plans is a first step toward this implementation. The area defined as critical habitat for southern resident killer whales covers much of

the Strait of Georgia off the Lower Mainland, running through the Gulf Islands and up the east coast of Vancouver Island.

Turnstile renos soon THE LONG-AWAITED

move to install turnstiles to end open access to SkyTrain will mean construction delays for some passengers, perhaps as early as May. “2011 could be a challenge on SkyTrain, on the Expo Line particularly, said TransLink’s Ken Hardie. “We’re going to have periods where services are going to be impacted by all of this. The work will likely begin at older stations first and the most intensive work will be needed on Expo Line stations that were never designed with faregates in mind. Besides turnstiles, work could be done at the same time to replace some other system components, such as the power rails. “It’s like renoing the house – you may have to do dishes in the laundry room for a while, Hardie said.

Vancouverites. The new proximity card payment system is to roll out in 2013, auto-debiting users’ accounts and eventually replacing existing passes and tickets and wiping out fare zone boundaries. “We’ve had some reasonably good reaction to some of them, TransLink spokesman Ken Hardie said of the names, which he said are not a firm short list. “We may throw a few more back onto the list, he said. While Compass, Umbrella and Otter got good early reviews, Hardie said George needed a bit more explaining with test audiences. “George, of course, is George Vancouver, he said. “His ship is the Discovery. So there are some links there that can make for some interesting campaigns and branding. TransLink hopes to unveil the name of the new card in mid- to late-January, the same time it announces the successful proponent to build the system, along with accompanying faregates. If George is to set sail, he’ll have history on his side. But then so does Otter, which follows in the footsteps of smart cards named after other critters starting with the letter O – namely Orca in Seattle, Oyster in London and Octopus in Hong Kong.

December 2010

This season … think local We are coming up to the most important time of the year for your friends and neighbours. Besides holidays and important religious events, such as Christmas or Hanukkah, this season is important to retailers. In these challenging economic times, this shopping season may be a make-or-break time for local shops and restaurants. And this is why it is very encouraging to see that, In spite of the recent downturn, there are entrepreneurs and national companies choosing to open a business in our community. As a growing and diverse community, Surrey will continue to welcome more businesses - whether it is a specialty gift store, an ethnic restaurant or services that meet the needs of other businesses. The more successful businesses we have in Surrey, the stronger our economic and tax base will be. And who do those new businesses hire? Your family, friends and neighbours. Having jobs close to home is one key to Surrey’s Sustainability Charter. Life in the 21st century can be stressful. So, would you want to spend your time stuck in grid-lock or send more of you valuable time with family and friends, or pursuing things of interest to you? Most people prefer to work close to home. And most people acknowledge that reducing the miles we drive to work is better for the environment. But businesses can only survive if they are supported by the community. So, when you are shopping for gifts, think about shopping close to home. Support our local economy. At this time of year, also consider supporting the community organizations that provide needed services in our city. No one likes to think of families going to bed hungry, or children waking up on Christmas morning without a gift to open. When the economy is poor, the need for services increases. At the same time, long-time donors often ¿nd that they are not able to support charitable organizations at the same level as previous years. Your support for the Surrey Food Bank and the Surrey Christmas Bureau, be it large, medium or modest, is even more important this year and will be very much appreciated. For information on how to donate to the Surrey Food Bank, visit their website at www. surreyfoodbank.org or call 604.581.5443 . NIGHTSHIFT CARE BUS: TAKIN’ IT TO THE STREETS Written by Sylvia Taylor After a year of double-time preparation and incredible community generosity, Nightshift Street Ministries is ready to make its dream of mobile counseling outreach a reality. They will celebrate seven years of bringing support and insight to North Surrey residents who are homeless with the launch of their Care Bus.

Connor, Founder/President of Nightshift Street Ministries, “We needed to help people realize some of the deep-rooted reasons they were on the street. The plan from our beginning was to offer some kind of counseling. The best way to do it was to take the counseling to the streets since many people were

Nightshift’s Care Project already offers in-house counseling and referral services at their Care Centre, located on King George Boulevard at 106th Avenue. Now they can add outreach support through their fully retrofitted RV bus. “We knew we had to do more than serve soup and hand out personal care kits,” says MaryAnne uncomfortable about going into a building.” The Care Centre and Care Bus offer the services of trained licensed counselors and laypeople. Both facilities have a library and resource/referral area. Seating for twenty in the mobile unit allows for group counseling and twelvestep programs as part of the Stage I launch. Stage II includes plans for basic medical and dental care in the next year in cooperation with appropriate licensing authorities and healthcare professionals. Stage III envisions a spectrum of legal services. The RV was donated by corporate sponsor, Novapak, and completely retrofitted with full wrap signage through the support of Diamond Delivery trucking. “For us to step into the dream we’ve held in our hearts since day one is a little overwhelming and the excitement in the office is over the top” says Connor. “It’s a gift not only to Nightshift and our vision, but to those who need and deserve counseling.”

CENTRAL CITY AMBASSADORS TAKE CENTRE STAGE Written by Sylvia Taylor centre as well as being our brand champions.”

The Centre’s “Give the Gift of Love” Christmas ad campaign features Michelle and Jenny in fashions provided by Le Chateau with photos by Visionberry. Shoppers are encouraged to enter a draw for a $5,000 makeover with a personal shopper by donating a food item or new toy at the shopping centre between November 14th and December 24th.

Central City partnered with L2 Models and The Leader Newspaper to launch the Model Search competition in May, 2010 with an online contest and registration. The top twenty, ten in each age category, were chosen by L2 Models and posted on the website where public voted online to choose the top twelve. The grand finale November 6th was judged by Lissa Lloyd of Model Management International, Tom Gusway of Visionberry, Phil Ackerman of L2 Models, and Michelle Mackay of Central City.

Ads are running in Skytrain platforms and cars, The Leader Newspaper, in mall signage, and on News 1130, Fun FM and Jack FM. The Ambassador’s pictures are also included in the centre’s Santaland photos CD’s, shopping directories, and the official corporate Christmas cards.

Michelle and Jenny won a one year contract with L2 Models and a $150 gift certificate to Central City and participation in the Christmas Ad Campaign. Judging was based on runway presence, speaking, and role model qualities.

“The purpose of adding them to our promotional campaign is to tie a human element to our shopping centre,” says Michelle Mackay, Marketing and Communication Manager for Blackwood Partners Management Corporation at Central City.

They will be present at all Central City events, many with fundraising components, including Winterfest, Cloverdale Rodeo, Earth Day, Whalley Festival, Movie Under the Stairs, Rotary Wine Festival , centre campaigns, and City of Surrey Library opening.

The Delta club sent 16 athletes to the meet to compete against some of the top age group swimmers in the province, and 15 qualified for finals. Logan Warkentin, 11, led the team with gold medals in the 100m and 400m freestyle races, adding silver in the 100m and 200m butterfly, as well as the 200m individual medley. Kevin McDonough, 13, medalled in two

back stroke events, taking gold in the 50m race and bronze in the 200m. His time in the 50m race set a new Sungod club record. David Su, 12, won bronze medals in both the 100m back stroke and 100m butterfly, while Alan Lu also placed third in two events - the 50m and 100m, breast stroke. Su also qualified for the provincial championships with his times in the 100m breast stroke and 50m freestyle. The fifth Sungod swimmer to earn a medal was Taylor Bullock, 13, the silver medalist in the 400m individual medley. McDonough, Lu, Daniel Su and Bullock formed the Sungod 14-and-under relay

team which won a silver medal in the 200m freestyle, and a bronze in the 200m medley. “These young kids work very hard for their results,” said Sungod head coach Steven Hitchings. “The commitment of time and effort is huge and it’s great to see a payoff for what they’re doing.” Other swimmers to qualify for event finals (top eight) were Imelda Chan, 17, Rosanna Chung, 14, Tia Dececco, 14, Nicky Hou, 17, Joe Kidd, 15, Alix Main, 13, Jenna McDonald, 14, Stephen Riggs, 17, and Daniel Su, 15. Chung set a new Sungod club record in the 13-14 year-old 50m breast stroke race.

Free kicks led to a pair of second half goals by the Inferno. Zeenie Atick scored from the edge of the penalty area, then Paven Sandhar scored off a kick from Esha Sidhu. Gurinder Gill made two important saves to preserve the victory. Natasha Minenok, Aileen Tran, and Olivia Jones also had strong games for the Inferno.

Junior B team loses at home to Mission by Rick Kupchuk

AFTER GIVING up a two-goal lead of their own, the North Delta Devils rallied from two goals down against the Mission Ice Breakers, only to lose in a shootout Saturday night at the Sungod Arena. North Delta, in a three-way fight for first place in the Tom Shaw Conference of the Pacific International Junior Hockey League, dropped a 6-5 decision to the Ice Breakers, who are last the Harold Brittain Conference. North Delta took an early two goal lead on goals by Taylan Kornelsen and Michael De Luca, then fell behind 3-2 early in the second period. Marco Finucci pulled North Delta even 3-3 midway through the game, but the home side soon found itself behind 5-3.

Finucci and Kornelsen scored 38 seconds apart in the third period to force overtime. Mission outshot the Devils 6-1 in the five-minute extra session, but couldn’t beat Alex Ahnert in the North Delta goal. The Ice Breakers did put two pucks past Ahnert in the shootout, while Lukas Simpson blocked all four North Delta attempts. The loss dropped North Delta’s record to 19-8-3 (won-loss-overtime loss). The Devils trail the first place Delta Ice Hawks by five points, and the second place Richmond Sockeyes by two. North Delta plays twice next weekend before a 12-day Christmas break. They are in Abbotsford to face the Pilots Friday night, then host the Ridge Meadows Flames Saturday at the Sungod Arena at 6:45 p.m.

What the colours mean

Meow

mix

• Purple: Private Investigator I’m working undercover to keep an eye on you and your household. You may not even know you’re under surveillance. I can vanish into thin air if anyone or anything interferes with my investigation. If you need a cat who knows how to stay out of trouble and will always keep your secrets, I just might take your case.

and

• Purple: Secret Admirer

match

When it comes to relationships, I’m very level-headed. I don’t leap in paws first, if you know what I mean. But give me a little time, and then I’ll shower you with purrs, head-butts, and plenty of lap time. In the meantime, you may not see a lot of me, but I’ll be thinking a lot of you!

• Purple: Love Bug Do you seek affection? I do! If you also like petting, purrs, and paws kneading your lap, I think we might have a LOT in common. I’m looking for “someone who enjoys quiet times and togetherness.” Could that someone be you?

• Orange: The Executive

Cat colour coding by personality a hit, animal shelter says by Dan Ferguson

Simon (above) is a ‘green’ cat on the move who will quickly adapt to any situation. Lucky (left) is a ‘chunky monkey’ and a purple ‘private investigator’ cat who will take a while to adapt to his home, but will be loving and interactive once he has.

T

wo months after it began, a program that matches cats to prospective owners based on their temperament has increased the number of successful placements by a significant amount, the Delta Animal Shelter says. “It’s been going really well,” Delta Community Animal Shelter manager Sarah Lowe says. While exact numbers are not available, staff have witnessed an influx of would-be cat owners and the departure of more felines than usual since the program was launched. The program, the first of its kind offered by a Metro Vancouver animal shelter, is based on the American SPCA Meet Your Match system that divides adoptable cats into different categories based on their personality. The idea is to ensure that shy cats end up in quiet homes while more active felines find suitable placements. “We’ve been able to tell people how the cat will react when they take them home,” Lowe says. “That’s very powerful.” Prospective owners fill out a short questionnaire that identifies them as one of three colour types: green, orange or purple. Green adopters require self-reliant cats who quickly adapt to new situations. Purple adopters are better with shy or timid cats who need time and encouragement to adjust to new surroundings. And orange adopters are a good fit with “companion” cats that like to snuggle. Cats are divided into three catego-

ries within each colour, rated according to their reaction to being petted and held, playfulness, “talkativeness” and activity level, and how they handle new people and situations. Green cat subcategories are the MVP, the Party Animal and the Leader of the Band. Orange cats are further classified as the Executive, the Sidekick and the Personal Assistant. The three purple categories are the Private Investigator, Secret Admirer and Love Bug. A full explanation of the different types can be found online at www. deltacommunityanimalshelter.ca. “To many people, cats are more mysterious than dogs,” Lowe says. “It (Meet Your Match) helps to unravel the mystery.” While the number of cats waiting for new homes has been reduced, it is by no means eliminated, Lowe says.

“We still have a ton of cats,” Lowe said. “And they’re all amazing cats, too.” At the Delta shelter, which suffers from a perennial oversupply of cats, Lowe is hoping the new system will produce a permanent change. In the U.S., the ASPCA has found Meet Your Match produced a 40- to 45-per-cent increase in adoptions and a 45- to 50-per-cent decrease in returns and euthanasia. A similar program has been developed for dogs in the U.S., but Lowe says it will be at least a year before the Delta shelter can consider colourcoded canines. Delta dogs tend to be rescues, many with behavioural problems who require a lot of careful attention, she notes. dferguson@surreyleader.com

I have to say, I’m a busy cat. First, I’ve got to check out what’s happening out the window. Next, I’ll see if any closets or cupboards need looking into. And then there are my naps – can’t be late for those. I can fit a little socializing into my schedule. Shall we plan on breakfast and dinner? I hope you like kibbles.

• Orange: Sidekick Like all sidekicks, I’m just plain good company. I like attention, and I also like my solitude. I don’t go looking for trouble, but I’m no scaredy-cat, either. If you are looking for a steady companion to travel with you on the road of life, look no further.

• Orange: Personal Assistant You’re working on the computer? Let me press the keys. Reading the paper? I’ll hold the pages down for you. Watching TV? I’ll just plop in your lap so you can pet me. I love an orderly household, don’t you? I’ll help you with all your chores, and I’ll help you relax when we’re done. You’ll wonder how you ever managed without me.

• Green: MVP I’m a savvy cat who knows the score. I’m pretty unflappable, too. I don’t mind entertaining myself, but a human companion at the other end of the couch and a nice scratch behind the ears always make my day. If you’re looking for a resourceful addition to your team, think about signing this Most Valuable Pussycat.

• Green: Party Animal I’m a cat on a mission: PARTY! I love to play and explore and test my limits. I’d love to play with you, but I can make a toy out of anything: pencils, post-it notes, potatoes. If you’re looking for some laughs and someone to liven up the party, think about inviting me.

• Green: Leader of the Band I’m a cat who does everything in a big way. I not only like to be in the middle of things – I like to lead the parade. I’m an adventurous cat, but I’ll still make plenty of time to show you my affectionate side. I’m the demonstrative type, you might say. Want a cat who’s brimming with confidence? That’s me.

Shiva is a friendly 8-mo old pup. Very sociable and loves other dogs, and is also getting used to cats in the foster home, where he shares space with a young active lab/shepherd mix. Curious about new situations, he does quite well on his own, responds to correction, and is definitely housebroken. A great example of his breed.

Tawnie has a very sweet, gentle personality and will sit on your lap for quite some time periodically looking up into your face as if wanting to remember who is paying her kindness. She has until recently had her left hind leg bandaged and needs to exercise it more. Sweet Tawnie can be held like baby and she is really only a baby herself. Come and visit her in the cat room at the Surrey Shelter.

Pixar

has a unique bobbed tail, and the sleekest, softest coat with tabby markings & white socks. Loves to play and chase, but can get a little rambunctious, so she would do well in a home with no small children. Pixar is quite confident and a bit bossy – she loves being the center of attention. Needs a loving home, hopefully with owners who have a sense of humor.

STAY BACK 10 METRES, IT COULD SAVE YOUR LIFE It’s storm season in B.C. and at this time of year strong winds can cause power outages. It’s pretty obvious when your power is out, but a downed energized power line is very dangerous and doesn’t give you any warning. There is no “bear in the area” or “slippery when wet” sign, just thousands of volts surging through the ground. While it may not appear deadly, every downed power line should be treated with respect, 10 metres of respect. Stepping closer could end your life. So if you see a downed power line, stay back 10 metres (the length of a bus), call 911, and keep others away. Stay back 10 metres—it’s one of the 3 Keys of Electrical Safety.

The Vancouver Symphony Orchestra plays on Dec. 20 at 8 p.m. at the Bell Centre for Performing Arts, 6250 144 St. Hear The Four Seasons and violinist Dale Barltrop with narrator Alessandro Juliano. Tickets, $39 (discounts available), are available online at www.vancouversymphony. ca or by calling 604-8763434.

Volunteer drivers sought A Loving Spoonful delivers meals to HIV/AIDS patients Black Press A LOVING Spoonful is looking

for volunteer drivers to deliver food to people in the Surrey area living with HIV/AIDS. A Loving Spoonful is a local charity that provides food to men, women and children living with HIV/AIDS in Vancouver and the surrounding areas. Providing love, hope, food and support for over 20 years, A Loving Spoonful relies on the generous support of volunteers who over the last year contributed more than 11,000 hours to A Loving Spoonful, equivalent

to a dollar value of $220,000. A Loving Spoonful is looking for volunteer drivers interested in delivering food once a week to clients throughout the Surrey area. Food pick-up is at A Loving Spoonful’s office in Downtown Vancouver and clients are located in the heart of Surrey. Last year A Loving Spoonful provided more than 100,000 free meals to those in the community who needed it most. These meals were delivered to clients’ homes by volunteer drivers who generously donated their time, gas and

cars to ensure people in the most difficult of circumstances are fed. “The work of A Loving Spoonful helps to give life and hope for many people living with AIDS who would otherwise go hungry,” says Quinn, a volunteer. “ I volunteer with this organization because of its important contribution to our community, and because getting to know some of our clients has enriched my life too.” If you can help, or would like more information, call 604682-6325.

The founder of A Loving Spoonful, Easter Armas, hugs a client.
