SURREY’S MOST promising youth were recognized Monday for

their business endeavours and community involvement. The Surrey Board of Trade (SBOT) hosted its first annual Surrey’s Top 25 Under 25 event at Eaglequest Golf Course, 7779 152 St. The group was recognized for displaying excellence in a multitude of areas, including civic development, social issues and business trail-blazing, according to SBOT CEO Anita Patil Huberman. The event was the brainchild of a Kwantlen Polytechnic University student, who suggested the concept hasn’t been done anywhere else in B.C. The SBOT embraced the idea, with Coast Capital Savings, Kwantlen and The Surrey-North Delta Leader joining in as sponsors. Thirty-five strong nominations were received Paul Hillsdon and a panel decided on the winning 25. “The purpose of this awards program is not only to recognize youth’s different projects and different business endeavours, but also for them to network for either entrepreneurial engagement or career growth,” Huberman said. “What we wanted to do is really focus in on our youth, which are the leaders of tomorrow for our businesses,” Huberman said. The Top 25 Under 25 are: • Sunpreet Bains, 25 Denny Hollick Bains is active in the community, volunteering her time with organizations such as Surrey Memorial Hospital and Kwantlen’s Student Life Promotion Team, and is currently in her second year of a Doctor of Dental Medicine program. • Ben Brown Bentley, 20 Bentley is the founder and co-owner of Adrenaline Productions, a business that holds fun and safe events for teens. He is the 2010 winner of the Surrey Board of Trade Student Entrepreneur of the Year award.

medical marijuana will soon have to obtain municipal permits and growers will have to relocate to an agricultural area. Surrey council endorsed a plan that would place restrictions on how and where medical marijuana is grown and stored in this city. Since 2003, people with certain medical conditions – such as glaucoma, spinal cord injury, pain or nausea from cancer or HIV and epileptic seizures – have been allowed to use marijuana for medicinal purposes. Others, who obtained federal licences, have been allowed to grow pot in their home to supply those who need it for medical reasons. The City of Surrey has long believed the medical grow-ops are often wired incorrectly and pose a significant fire hazard, with structures housing the grow-ops becoming up to 24 times more likely to burn. The city also states the grows are often targets for violent grow rips. While Health Canada stipulates municipal permits are required, federal health minister Leona Aglukkaq wrote in a letter to the Federation of Canadian Municipalities in April, 2010: “Health Canada does not, however, verify compliance with these requirements either before or after licensing.” See GROWERS / Page 4

The City of Surrey will be opening up the plaza at Central City, near 102 Avenue and King George Boulevard, as a family celebration spot during the remaining Canucks games. “We’re catering to families and making sure there’s activities for them as well,” Mayor Dianne Watts said. There will be concessions, children’s events and live entertainment. Laurie Cavan, Surrey’s general manager of Parks, Recreation and Culture, told The Leader it will be a free event. The gate will open at 4 p.m. on game days, with the puck dropping at 5 p.m. There could be room to spare, but those wanting to secure a spot should arrive by 4 p.m. “We could accommodate, we think right now, 5,000-plus,” Cavan said. “We’ll see how it goes. I think there will be great response.” Vancouver will face off against the Boston Bruins Dianne Watts tonight in a home game. The City of Vancouver has also said it would open up Rogers Arena for away games. There will be a yet-to-be determined cost of admission into the arena. As to why Surrey needs its own party place, Watts said there are many people who don’t want to travel to Vancouver to take part in the celebration. “We’re catering to families that want to participate in the festivities, but don’t want to drive into Vancouver,” Watts said. “As a city of half-a-million people, I think it’s important to do that.” Some parking will be available, but the city is encouraging people to find other ways to get to the plaza, such as transit, walking or carpooling. No drugs or alcohol will be permitted on the site.

THE YOUNG man who brutally slashed and stabbed two other men in Surrey last year has been ordered to spend another five years and 10 months in prison. Anthony LaRose, 22, was sentenced Monday afternoon in New Westminster Supreme Court to seven years in jail, minus the 14 months he has already spent in pretrial custody. He also received a lifetime weapons ban. Chris Hanna, one of the victims, wasn’t satisfied with the sentence. “It’s still garbage,” he said. “But it is what it is.” In March, a jury found LaRose guilty of two counts of aggravated assault, two counts of assault with a weapon, and one count of possessing a weapon. A year earlier, Hanna and Saul Marshall were out with another friend when they stopped at a gas station on Fraser Highway near 156 Street. Hanna claimed he saw a man hit a woman across the street and ran to help. Marshall followed and a fight ensued. During the heated exchange, the man, LaRose, pulled a knife on the two unarmed men as they were walking away. He sliced Hanna across the cheek and stabbed him in the chest, stomach and diaphragm, and slashed Marshall’s neck before fleeing. Hanna and Marshall, both now 25, suffered massive blood loss and each underwent emergency surgery. “Their wounds were unequivocally life threatening,” said Justice Neill Brown in his reasons for sentencing Monday, calling LaRose’s response “savage.” More at surreleader.com

SURREY HAS lost an ardent defender of history, a tireless volunteer, and an amazing father and husband. Kelly MacNamara, the soft-spoken community activist for Sullivan heritage, died Friday morning at home of what is believed to have been a heart attack. He would have turned 50 on June 14. He is survived by his daughters Christina and Riana and son Evan. MacNamara was extremely active in the community, volunteering with the fire department,

acting as barbecue chef at all Sullivan Elementary School events, coaching the Challenger baseball team in Walnut Grove and donating his time at The Centre for Child Development, to name a few. He was also involved in heritage preservation. MacNamara was the grandson of Wes Gillis, a Sullivan homesteader and lifetime member of the association that runs Sullivan Hall. MacNamara told The Leader last year that burgeoning residential development was quickly swallowing heritage buildings in the area.

He said at the time he would make it his mission to rescue the last piece of history in the area. In 2010, Surrey granted Sullivan Hall greater heritage designation and protection from development. Since MacNamara’s death, members of the community he worked so hard to preserve have rallied around his family. “Kelly would be so proud of them all,” said MacNamara’s wife Michelle. There will be a celebration of MacNamara’s life at Sullivan Hall on Wednesday, June 8, from 5-9 p.m. kdiakiw@surreyleader.com

She also referred to a “reform exercise� being undertaken. Even though that was a year ago, there has been no evidence locally of a federal reform exercise to date, and Surrey Fire Chief Len Garis said the Health Canada requirements continue to be ignored. “They’re not following any of the guidelines that Health Canada has given them, not in one single case,� Garis said Monday. The exception, he said, is that several applications for inspections have been

submitted, but denied, because the grow-op was not in an agricultural setting. Health Canada told The Leader Monday it was still working on the reform exercise. “Health Canada is currently considering longerterm measures to reform the Marijuana Medical Access Program and its regulations,� a spokesman for the ministry said. “In its considerations, the department is focussing on three key objectives: public health, safety and security; reasonable access to marijuana for medical purposes; and examining the overall

costs to Health Canada. “Any changes to the program will balance the need to provide legal access to this controlled substance with the government’s responsibility to regulate it.� A corporate report to Surrey council Monday recommends a bylaw that would require permits for anyone using medical marijuana, another for those using and growing pot, and a separate permit for those growing marijuana for others. Under the bylaw, if a person refuses to comply, they may be convicted of an indictable offense. Citing privacy reasons, Health Canada has not provided information about medical grow-ops

in specific municipalities. Health Canada does say that 3,627 people in this province have federal authority to possess medical marijuana. About 30 per cent of those are allowed to produce pot for other people who use it. Garis has said municipalities participating in the Electrical Fire and Safety Initiative have found 50 medical grow operations during their inspections. The bylaw also indicates the growers would have to comply with local zoning requirements. linking downtown Surrey to Guildford, Langley and White Rock would cost an estimated $2.1 billion – making it the most expensive of 10 options tabled for Surrey-area rapid transit expansion. But at least two Surrey councillors say it’s also the best choice they see, despite an evaluation by TransLink that found a SkyTrain extension or BRTonly options could perform as well or better on some fronts. Coun. Linda Hepner said she “whole-heartedly supports” the at-grade light rail option, dubbed LRT1. It features three light rail arms radiating from City Centre to Guildford, to Langley City via Fraser Highway and to Newton, with a BRT spur running south to White Rock via King George Boulevard and 152 Street in South Surrey. Bus Rapid Transit would run like light rail in its own guideway in the middle of the road but using buses at much less cost, with potential to eventually convert to light rail. “Including it all the way to the Langleys would significantly improve the chances of people actually getting out of their vehicles,” Hepner said. Coun. Marvin Hunt said the LRT1 option goes the farthest to cover the whole city, adding 22 new stations. “That’s what I want to see,” he said. “The SkyTrain lines are so short, they’re to the point of being useless.” Most of the other BRT/LRT options involve replacing some or all of the light rail segments with cheaper BRT or truncating major sections. BRT2, rated the most cost-effective option at $650 million, would sacrifice the southern link from Newton to White Rock, while LRT4 would scrap both the

southern link and the Fraser Highway line to Langley City, instead leaving just a light rail inverted “L” running from Newton to Guildford. SkyTrain options include a single $1.95-billion line to Langley City (RRT1), a single $900-million line south to Newton (RRT3) or the Newton SkyTrain extension plus BRT legs to Langley and Guildford (RRT2) for $1.4 billion. Not included is the old Interurban corridor, which swooshes south and then east in a crescent from Scott Road Station through Newton, Sullivan and Cloverdale. Planners say it wouldn’t serve the most populous parts of Surrey in the future and would require much more costly widening than the road corridors. Hunt said the planned use of the Fraser Highway corridor straight to Langley is flawed because it misses the Cloverdale downtown. “What we’re doing is delivering LRT to Langley, not Cloverdale,” he said. Any Fraser Highway line should travel down to 64 Avenue in Cloverdale and continue directly east, he said, allowing better connection to the Cloverdale downtown, possibly via a planned local tram there. TransLink planners defend their Fraser Highway alignment, saying it meshes better with projections Clayton will gain much more population over the long term than Cloverdale. Likewise, they say the Newton-South Surrey leg through the floodplain is a long section that adds $300 million in capital costs but doesn’t attract as many additional riders as investments elsewhere.

Dreaded levy looms

P

erhaps there is never a good time to propose a vehicle levy but the latest reincarnation of the dreaded car tax comes at a bad time for Surrey residents. TransLink officials confirmed at their Friday annual general meeting the levy is being pursued but said the exact form of it remains under active discussion. TransLink has previously said a levy averaging $122 per vehicle would raise $150 million a year, but the average hit per vehicle could be more or less, depending on how much is raised, the size of the vehicle and average kilometres driven. The prospect of paying on average $122 per car, on top of new tolls, higher gas prices and AirCare fees, is daunting given that incomes aren’t rising as fast as all the other bills. When the fee was originally proposed in the 1990s, it was only $75 and yet was soundly trashed. Now, the proposed fee is even bigger, and although it’s scaled to the size of vehicles to give the appearance of being green, most people will just see it as a tax and won’t like it any better. The problem is a transit tax is hard to justify in the suburbs, where transit is minimal and most families still need two cars. At the same time, road and transit projects that could create some relief – light rail, more buses and SkyTrain expansions – are either on hold or history. It’s true TransLink needs the cash to put it on more sustainable footing so it can pay for these large infrastructure projects but there is a such a gap in public trust that people aren’t likely to believe they’ll see any benefit from the fee. They wonder, for example, why they still have to pay for AirCare when their car and most others never fail. They wonder why TransLink carried over a $16-million surplus. Meanwhile, transit in single-family neighbourhoods will never be as good as it is in denser areas of the region, so this car tax doesn’t have any initial benefit for those who could be forced to pay it. To sell this tax will require a lot of creative thinking. One idea would be to attach a sunset clause so that it dies after some of the big-ticket transit items have been paid off. Former premier Gordon Campbell got some mileage from taking down the toll booths on the Coquihalla. We think that’s an idea worth emulating. – Black Press

For months I have been arguing that the only way to overcome the wave of rejection caused by the panicked introduction of the HST is to offer a rate cut. I expected one per cent. Now if you vote to keep it, a second one-per-cent reduction will be largely financed by reversing some of the B.C. Liberals’ business tax cuts of recent years. The living standard of our children is going to be determined by how we deal with our aging, globalizing population, and this is one reason to understand a shift to consumption taxes. Fourteen months ago I wrote that more U.S. states are joining Washington, Hawaii and others with sales taxes on services as well as goods. Robert Kleine, treasurer for Michigan, explained it this way: “The basic thing is that we need to update our tax structure. We’ve got a 20th-century tax structure based on a different sort of economy. The tax base doesn’t grow as the economy grows.”

I had done a shopping at Safeway (104 Avenue and King George Boulevard) and had stocked up on water, juice – all of the heavy supplies. My plan was to take the buggy home and return it the next day. This has been my routine for years when doing a heavy shop-

ping. Imagine my surprise when I arrived at the curb and was unable to budge the buggy. It would appear that Safeway now has suddenly adopted the policy of no longer allowing buggies off of their premises (like most other stores). The three lovely girls (approximately 16 years of age) kindly helped me cart all the groceries two-and-a-half blocks away, right

When I was 11 years old, I watched my idol Trevor Linden take my team on the emotional roller-coaster of the ’94 Stanley Cup playoffs. I remember everything. Every call. Every goal. Every emotion. I remember the way you could walk down the street and get a high-five from someone you didn’t know just because you were wearing a jersey. I remember sitting with my Mom, Dad and brother in our living room, watching Pavel Bure blow by the Calgary defense and score the goal that I would later emulate on the driveway of our townhouse with a worn-down hockey stick and a tennis ball. I remember the call. “This is the greatest moment in Vancouver Canucks’ history.” Seventeen years. Seventeen years since Pavel scored that goal. Seventeen years since Kirk McLean made “the save.” Seventeen years since Greg Adams scored the OT goal to propel us into the Stanley Cup final. Seventeen years since the jubilation of Game 6, and 17 years since the dejected emotional pain of Game 7. We were so close. The pain of coming that close and not winning stays with you. For 17 years. Last week Kevin Bieksa scored a goal that set off a trifecta of emotions. The first was the shock of seeing a game-winning goal in double overtime, in a Western conference final. The second was complete joy and excitement. We did it! We are going to the Stanley Cup final! High-fives all around, people yelling so loud that it hurt, explosions of confetti, and 18,000 fans screaming in unison: “We want the cup!” And finally the realization that we did it. And I was there to see it. To experience it. Years from now people will tell many stories of the Stanley Cup run of 2011. They will talk about Alex Burrows Game 7 winner against Chicago. They will talk about the hilarity of the Green Men. They will talk about Ryan Kesler carrying the team on his back right through to the conference final. They will talk about the Sedins utter dominance against the Sharks. They will talk of Bobby Lu’s 54-saves performance in Game 5. They will talk about Kesler scoring the tying

will tell him about the shinny games outside the arena and that no matter how old you get you are never too old for a game of street hockey. I will tell him about the atmosphere inside the arena when they brought out the Western Conference championship trophy, and I will tell him that I was in attendance to watch the single greatest team in the history of the Vancouver Canucks win passage to the Stanley Cup finals. If any Vancouver Canuck player reads this, please do me a favour. Go out there and win that cup.

of concern over the last six months that there was to be a change in the government’s (and TransLink’s) view on the solution to replacing or refurbishing of the 74-year-old Pattullo Bridge connecting Surrey with New Westminster. In the fall of 2010, it was learned that the ministry of transportation had asked TransLink to review its plans for the crossing and investigate whether or not refurbishing the span would be a satisfactory alternative to building a new bridge. For quite a long time now, it appeared that there was no alternative to replacement being considered, and when the request came to light, there was considerable concern that a less-than-satisfactory conclusion would be decided, ie. not Anita Patil to replace the Huberman bridge. Subsequently, TransLink has announced that the only viable solution would be to replace the bridge. However, there is still some concern that planners may opt for a four-lane span rather than the six-lane structure that many agree is the appropriate solution to current and future needs. There is still some discussion as to how the bridge would be paid for, but the Surrey Board of Trade will wait until an overall funding position for TransLink is determined before taking a position on that. The Surrey Board of Trade, as Surrey’s business organization, endorses and supports the construction of a new six-lane bridge to replace the old span. Anita Patil Huberman CEO, Surrey Board of Trade

The expansive and expensive LRT1 option rates worst on TransLink’s assessment for financial considerations (due to its higher operating costs versus anticipated ridership compared to driverless SkyTrain) and the environment (more carbon emissions compared to electric SkyTrain; more farmland/green space impacted). The LRT1 option beat SkyTrain on urban development by encouraging denser development and on social and community impacts (better community connections, user security). LRT1, BRT1 (the all-BRT equivalent) and the SkyTrain to Langley options all tie as the best options on actual transportation. But that

takes in not just transit performance but also disruption to road users. Elevated SkyTrain’s milder impact on other drivers, including goods haulers, improves its transport score. The at-grade LRT or BRT options would reduce the road space from four lanes to two on 104 Avenue to Guildford and on 152 Street from King George to 16 Avenue. Many minor intersections where cars can now cross a major artery would switch to right-turn-only access to ensure light rail trains or BRT buses can speed along without traffic interference. They’d also get signal priority at traffic lights and some mid-block left turn bays may be eliminated. Hepner, Hunt and Sur-

The full three-arm network to both Langley and White Rock can be built for $950 million – less than half the cost – if it’s done only using BRT. A rapid transit station would be within 800 metres of 245,000 more people and 134,000 more jobs (as of 2041) if the full network (LRT1, BRT1) is built out, compared to 99,000 people and 57,000 jobs for the SkyTrain leg to Langley and 71,000 people and 41,000 jobs for the King George SkyTrain leg to Newton. Don’t expect anything to be built tomorrow. The most optimistic scenario would see the Surrey rapid transit network finished by the end of this decade, assuming area mayors and the province agree on how to raise much more money for TransLink. teen was invited to a local Sikh temple on the weekend to plead for information about their son’s murder. Devon Allaire-Bell, 19, and his friend Jack Nielson were playing soccer and having a few beers at Frank Hurt Secondary School on April 24. They were approached by six Indo-Canadian males in their 20s, who got into a verbal altercation with Allaire-Bell and Nielson. The bigger group drew knives and stabbed Nielson and Allaire-Bell, who succumbed to his injuries. Allaire-Bell’s father, Wayne Bell, was invited to speak at the Dasmesh Darbar Sikh Temple, at 85 Avenue and 128 Street, on Sunday morning. Bell said it was an amazing experience, helping to dissolve any

tensions that existed after the murder. “It was absolutely fabulous,” Bell said Monday. “There’s a connection. Everybody’s interest is the same, regardless of culture.” He was extremely

impressed that the South Asian community reached out. “The reception we got was incredible,” Bell said, adding it was tough for the family emotionally. Investigators say they have found new foot-

age from surveillance cameras which provide clearer images of the suspected killers. Police are trying to identify the suspects before releasing the images to the media.

charged with multiple drug and weapons offenses as a result of a large-scale investigation into clandestine

meth labs in B.C. by the Combined Forces Special Enforcement Unit (CFSEU). Last Wednesday

(May 25), the agency revealed four B.C. meth labs raided in June of 2010 were working together with organized crime overseas. Three labs were located in Surrey. They were inactive, police said, and were likely in the process

of being moved elsewhere in the province. A fourth, active methamphetamine lab was located near an underground bunker on an 80-acre rural property about 40 km north of Kamloops. Police seized 32 firearms, including an M-16 rifle and a

number of handguns as well as a grenade and ammunition. “This was a sophisticated, well-organized drug operation that encompassed many aspects of organized crime, including the manufacturing of drugs and guns,” said RCMP Supt. Pat Fogarty, who heads the CFSEU’s organizedcrime division. The CFSEU called it a major drug operation with ties to a number of criminal groups, including Eastern European organized crime. A 34-year-old Surrey resident, Ante Dragusica, is charged with two counts of possessing drugs for the purpose of trafficking, three counts of production of a controlled substance, one count of possession of a restricted

Pat Fogarty The owner of the Kamloops bunker, 39-year-old Langley resident Ivan Georgiev, has been charged with one count of producing a controlled substance, one of possession of a controlled substance and three counts of unlawful possession of a precursor drug. Georgiev earlier pleaded guilty to firearms charges in February and received a three-year jail term. Police also seized Georgiev’s two-yearold daughter when they raided the Kamloops property. She was later turned over to the social services ministry. CFSEU Sgt. Shinder Kirk said the girl was found near a number of loaded weapons, including a grenade. Kirk called that “highly disturbing,” noting that ammunition was also found under the toddler’s crib. Police uncovered the drug labs while looking into the 2007 disappearance of 38-year-old Ronald William Carlow, a man with links to organized crime who is now presumed dead. CFSEU, which integrates municipal police and Mounties, operates several specialized teams and units including the Organized Crime Division, Outlaw Motorcycle Gang Enforcement Unit, the Gang Task Force (which includes the Uniform Gang Task Force and Firearms Enforcement Team).

shut down Friday unless Canada Post and its unionized workers reach a deal to avert a strike. The Canadian Union of Postal Workers served 72-hour strike notice Monday, saying the company’s revised final offer is inadequate. “Striking is our only real bargaining lever with Canada Post and we have concluded that we must give notice that we are willing to use our legal right to strike to get a decent contract that meets the needs of our members and preserves public postal service,” CUPW national president Denis Lemelin said. The union has asked for wage hikes of 3.3 per cent in the first year and 2.75 per cent in each of the next three years. Canada Post has offered a four-year contract lifting pay 1.9 per cent in each of the first three years and 2.0 per cent in the fourth. Postal workers currently start at about $23 an hour. Issues at the table include changing technology and concessions on wages and benefits for new hires. Mail and parcel delivery would be halted in a strike, but federal pension and old age security cheques would still be delivered. Both sides indicated they still hope to reach an agreement before the strike deadline of midnight Thursday.

Pierlet overpass re-dedicated

Surrey RCMP officer gunned down on duty in 1974 by Kevin Diakiw CONST. ROGER Pierlet and his

brother talked about the possibility of the Surrey Mountie being killed in action the year before he was gunned down in Cloverdale. Apart for a decade, Luke Pierlet was reunited with Roger in Vancouver in 1973. The two talked a lot about Roger’s job as an RCMP officer and how dangerous it was. Luke even asked him if he was worried about getting killed. “He said, ‘well, that comes with the job,’ “ Luke said in an interview with The Leader Monday. “We certainly never imag-

ined it was going to happen.” It was almost a year later, on March 29, 1974, when 23-yearold Roger Pierlet was on his last shift before being married. He was working the Pattullo Bridge detachment, and was having car troubles, so he drove to the main detachment in Cloverdale to swap vehicles. When he left, he saw a car driving erratically, and pulled it over. Inside the vehicle was John Harvey Miller, who held police responsible for the death of his brother in a high-speed pursuit the year before. The passenger in Miller’s

vehicle levelled a rifle and shot Pierlet in the chest, killing him. An overpass on 176 Street near Highway 10 was later dedicated in Pierlet’s name. The metal dedication plaques were stolen from the bridge in July 2006 and two weeks ago, the overpass was re-dedicated with new marble plaques. Luke was there. “For me it was a reminder of the dedication my brother had to what he was doing,” Luke said. “He loved being an RCMP officer and he gave his life for it.”

Unique facility offers better care for outpatients The delivery of health care in Surrey will change forever on June 1, with the opening of the Jim Pattison Outpatient Care and Surgery Centre at 140 Street and Fraser Highway. The four-storey, 188,000-square-foot facility will be the first in B.C. to bring together more than 50 services and programs, including day surgery, exclusively for outpatients – those who don’t require an overnight stay or emergency care. Day surgeries, chronic disease management, specialist visits, diagnostic scans and other services that commonly take place in a hospital setting will shift to this innovative new space, custom-built to meet the needs of outpatients in Surrey and throughout the Fraser Health region. The Centre is expected to receive more than 450,000 visits a year, including most of the 134,000 outpatient clinic visits and 94,000 outpatient diagnostic procedures that take place each year at Surrey Memorial Hospital. “We’re evolving our service-delivery strategy with the goal of providing the right care in the best place for the patient,” said Dr. Nigel Murray, President and CEO of Fraser Health. “The Centre will not only provide better care

for outpatients, but will free up capacity that can help us improve care in our hospitals and other facilities.” Distinct environment One key question guided the construction and design of the Centre: “What will serve the patient best?” The answer is apparent from the moment you step into the lobby, a bright and welcoming space that embodies the feel of the entire building. Light streams in through floor-to-ceiling windows, the aroma of coffee wafts over from the coffee bar, and finding your way around is easier with computer Express Check-in kiosks and clear signage. As you move through the building, distinct tree-inspired motifs and different colour schemes on each floor (along with reception areas and signs) help you stay oriented, even if English is not your first language. The patient-focused design is everywhere throughout the Centre, from sky ceiling murals in MRI and CT rooms to living room-style seating and ample use of windows that bring the outside in. To those with multiple conditions, such as diabetes and a weak heart, this will mean fewer medical visits along with a more comprehensive picture of what they need to do to improve their overall health. The Rebels, 11-3 winners over Langley
