isa scans the cars and side streets as she weaves her van through some of the more colorful back lanes and dead end streets of North Surrey. Her task is very specific: spot anything suspicious or out of the ordinary. After many years of experience, an open or broken car window, odd parking, dirty licence plates on a clean car or new damage around the vehicle door lock usually set off

alarm bells. Lisa (pictured above) has learned to trust her gut, because when it comes to auto crime, she has just about seen it all. She smiles as she recounts the occasion when, after spotting a suspicious car being driven through North Surrey, she called

in a plate number and description to the RCMP. Within seconds the car was surrounded by police. Seeing no way out, the driver drove over a large berm near Surrey Memorial Hospital, crashing into one of the portable build-

District considers making physical education mandatory in Grade 11

by Sheila Reynolds A STUDY due out this fall will determine whether it’s feasible to make P.E. (physical education) mandatory for Grade 11 Surrey students. The concept was floated by Trustee Reni Masi and discussed by other Surrey Board of Education members at a public meeting Thursday evening. Masi was prompted by rising obesity and diabetes rates in young people, as well as fast food advertising and unhealthy eating trends. Right now, Grade 11 and 12 P.E. is an elective and not a required course. “We all know we live in a more technological world,” said Masi, who is proposing a healthy eating component also be mandatory, “... but it’s also a more sedentary Reni Masi world.” He noted physical education is different than it used to be and kids and teachers have much more to work with than flat gymnasium floors and outdoor fields and tracks. “We have highly advanced equipment in our gyms that can lead to highly individualized programs,” Masi said. Fellow trustees backed Masi’s motion. Trustee Terry Allen said he supported anything the board could do to encourage students to adopt healthier lifestyles, as did Trustee Laurie Larsen, who especially appreciated the inclusion of a healthy eating component. Trustee Pam Glass, 81, who competed in track and field at the 1948 Olympics and was on the 1959 national field hockey team at the World Championships, also lauded the move to make P.E. a high school requirement. “It’s not just the activity,” she said, “but the social contacts and recognizing the abilities of classmates.” School district staff were directed to complete a feasibility study, which is expected in the fall. sreynolds@surreyleader.com

Serpentine River was revived and her condition has since been upgraded from grave to critical. On Monday at about 9:50 a.m., a woman in her mid-20s was driving southbound on Highway 99 when her black, late model Honda Civic crashed through the barrier of the Serpentine Bridge. Police said speed is believed to be a factor in the accident. The woman and her car plunged into the four-meter deep water and rested upside down on the silty bottom. An RCMP dive team managed to remove her from the vehicle and emergency crews revived her. She was initially listed in grave condition, but improved to critical condition as of Tuesday morning. She was the lone occupant of the car. Any witnesses to the accident are asked to call the Deas Island Police at 604-946-2184.

Man hit by car new to Surrey In Canada just two days by Kevin Diakiw TWO DAYS after he arrived in Canada from India, he was struck by a car and seriously injured, while his wife and children watched in shock. On Feb. 16, a man in his 30s was struck by a Dodge Neon travelling north on Scott Road near 72 Avenue. The man, whose name has not been released, remains in hospital in serious condition, according to a witness of the accident. Surrey resident Sarb Bhatia, a stranger to the family, wants to make sure they are taken care of while he’s in hospital and has set up a trust fund for them. “At the accident scene, it was more the kids that caught my attention,” Bhatia told The Leader Monday. “They were screaming. They were traumatized.” The trust fund she has set up has received $13,000 in donations, but Bhatia said the family will need more. “They need basically to live, because he would have been the breadwinner,” she said. The trust fund is at Vancity branch 17, account number 473991.

Inside Track ...with Dan Jukich Even though their sons are all grown up and have families of their own, the parents of Dave and Gerry Hudon were still full of nervous energy as they watched the Western Regional Driving Championship at Fraser Downs last Saturday. ‘Our stomachs were churning each time they got in the sulky and squared off against each other,” Lauric Hudon said in a fatherly way. “We always hope for good results from both of them.” Laurick and his wife Liz made the trip to The Downs from their hometown of Legal, Alberta, a small community north of Edmonton. At the end of the day, it was Dave Hudon who would be making the biggest trip of his racing life … all the way to Red Shores Racetrack & Casino at Charlottetown Driving Park in Prince Edward Island. That’s the site of the 2011 National Driving Championship on Saturday, May 7 and the winner will represent Canada in the World Driving Championship July 31-August 5 at several tracks in the New York area. Dave Hudon will be representing British Columbia with Brandon Campbell representing Alberta as the two-man Western team at the national showdown. It developed into quite an exciting battle and came down to the final race before Hudon was declared the overall winner with a secondplace finish in the finale, allowing him to outpoint Campbell 63-59 in the overall drivers standings. Gerry Hudon failed to hit the winners circle and finished in a tie for fourth with local driver Jim Marino. Keep a close eye on Clark

C

hristy Clark is B.C.’s new premier. How will that affect Surrey and the rest of the Fraser Valley area? Clark is definitely a Vancouver-based premier, as were predecessors Gordon Campbell, Ujjal Dosanjh, Glen Clark and Mike Harcourt. She is likely soon going to be a Vancouver MLA, as it is expected she will run in Campbell’s Vancouver-Point Grey seat. He is expected to resign soon after she is sworn in as his successor. Her practical knowledge of this area isn’t as strong as is the case with her closest contender for the job, Kevin Falcon. In her stint on CKNW as a talk show host, she on occasion showed a startling lack of understanding of the South Fraser area. She defines it, primarily, as just another part of Metro Vancouver and doesn’t seem to understand some of the unique circumstances here, such as an appalling lack of transit, a pressing need for new schools, and health care challenges. Her knowledge of the rest of the Fraser Valley is somewhat suspect as well. Her first challenge is to unite her party. Just one MLA supported her leadership bid, Burquitlam’s Harry Bloy. All but one of the six South Fraser Liberal MLAs backed Falcon, who is almost sure to stay in cabinet, likely in a very senior position. Finance has been mentioned repeatedly, and suggestions that he could become the point man for the pro-HST sales force. He may wish to stay in health, the biggest-spending ministry, where he was prior to the leadership race. Rich Coleman is sure to stay in cabinet as well. He is one of the most competent ministers and he is very loyal to the party. He is also the current government house leader, in addition to overseeing gambling, housing, policing, ICBC and many other things. He will give Clark’s cabinet some much-needed stability. Expect leadership candidate Mike de Jong to stay as well, in a senior post. Clark has suggested she may have a smaller cabinet. She is sure to want some new faces in cabinet as well. The B.C. Conservative Party may have some new life with Clark’s victory, if she does not keep the coalition united. That could mean more seats in Surrey and other parts of the Fraser Valley could go NDP in the next election. That could be the difference between opposition and government. The Port Mann Bridge toll issue, in particular, has the potential to be a game-changer. Residents will be anxiously waiting to see what Clark says about things like the Port Mann tolls, transit expansion, schools in fast-growing areas of Surrey and health services. She doesn’t have much time. Even though a provincial election is theoretically two years away, there are issues like the HST referendum looming. B.C. residents will be watching her closely, none more closely that those living in Surrey and other Fraser Valley communities. – Black Press

Outside the convention hall, Abbotsford South MLA John van Dongen was clarifying to reporters that he had not said he was quitting the caucus if Clark defeated his choice, George Abbott. Despite his earlier musings about considering his options in a Clark-led caucus, van Dongen was suddenly impressed with the

bumper-sticker solutions that are so often the fodder of talk radio. There were more hints of this in her victory speech. Clark’s top two priorities are “job creation and fighting poverty.” She’s just won the leadership of a party that has been saying for 15 years that government doesn’t create jobs. And the NDP continues its own earnest but mainly fanciful debate about how poverty can be legislated away by government intervention, while trumpeting distorted statistics about the plight of B.C. children. If Clark wants to reach out to conservativeminded voters, she might start by acknowledging that the province is currently running an operating deficit of close to $1 billion, with another year in the red still to come. Respect Smokers near your door? Live with it for school board RE: “TIPS to cut the school district

deficit,” Letters, Feb. 23. One word comes to mind: oversimplification. Of course the Surrey Board of Education has been discussing ways to overcome their budgeting challenges. One just has to read a newspaper or watch the news to witness that Surrey has been banging the drum for increased funding for years. Surrey is the largest district in B.C. and one of the few growing districts. I think their request for public input is innovative and demonstrates a level of respect by the school board for the community in which it operates. On letter writer Tracie Woodhams’ points: 1. Eliminate ESL. Seriously? So what is the alternative? Legitimate immigrants often come to Canada for a better standard of living and that includes a brighter future for their children. So Ms. Woodhams envisions a society that leaves these children behind? I want no part of an attitude that penalizes children for the decisions made by their parents. 2. Secondary suite renters are scammers. I live in Clayton Heights which is a hotbed of suites, both legal and illegal. I see bylaw officers in our area often and have personally been inspected. I can also attest to the fact that the majority of rentals in my area are single people or young couples without children. The City of Surrey is fully aware of the situation and is trying it’s best to balance secondary suites with a shortage of affordable and safe housing. RE: “CLAYTON HOMES smoked out,” The Leader, Feb. 18. It struck me that we are superbly blessed. While the whole of North Africa and the Middle East is literally burning, the headline in our Surrey newspaper tells how Clayton residents get annoyed about cigarette smoke that comes from a bus stop at least 10 metres away. While in Libya people get shot and killed for simply walking on the streets, Clayton’s residents are complaining that cigarette smoke drifts into their houses from the bus stop. How about the exhaust smoke from the cars using their street? Of course, that is nothing to worry about

because it is from their cars, but the cigarette smoke is not from their cigarettes. How much more NIMBY can it get? Everybody knows how much I hate the smell of cigarettes, but this is farfetched to hit the headlines of the local media. We have already banned smoking inside, and outside within three metres of the doorway. How much more are we to restrict the freedom of smokers to smoke? Yes, it is the dirtiest habit known to man. I used to have a bus stop in front of my property and I used to get very annoyed about the sidewalk being totally littered with butts and candy wrappers.

Finally the bus company installed a bin for the wrappers but the butts still ended up on the sidewalk. Where else can they be thrown when the bus arrives and there is no smoking inside the bus? As long as we allow the sale of cigarettes we will have people who smoke them. Live with it. Maybe some day, we will find a politician to run on a platform of banning cigarette sales. Till then, grin and bear it. This is what a democracy is like. It also allows you to walk the streets with little fear of being killed by the police or army. Peter Braun Delta

Thank you for bringing the accused before the courts to answer for his actions. As a North Delta resident, as well as a community coach of several youth sporting teams and having a daughter in the same soccer organization as Laura, I can tell you firsthand that this incident had an enormous impact on my family as well as the community. My wife stopped jogging in Burns Bog, our children’s freedom became significantly restricted, and overall the usually safe and secure feeling within our community took a significant hit as a result of this horrific incident. I never doubted for a second the furious activity that I’m sure was happening “behind the scenes.” Having many friends in the Delta Police Department, I want you all to know, not only as a citizen of the North Delta community but also as a member of the police community, that I am very proud of and thankful to all of you. Please pass on my, and my family’s heartfelt thanks to all the investigators and civilian members that went “above and beyond” to bring this investigation to a successful conclusion. The actions of your members are in keeping with the highest traditions of policing and reflect great honour on themselves, their colleagues and the police community as a whole. ‘Radical Islam’ a clear threat to Canada RE: “CANADA was built on immi-

grants,” Letters, Feb. 23. Letter writer, L. Virk suggests that as a Christian Heritage Party candidate I want to “place a patent on Canadian culture,” and “we cannot compare Canada to France, England or the Netherlands.” As the Charter of Rights and Freedoms states, the freedoms we enjoy come from the recognition that we are a nation that recognizes the supremacy of God and the rule of law. In much of the world, the intersection of cultures results in conflict. But in Canada such clashes are avoided precisely to the extent that all of us embrace and uphold these values for ourselves and our community. That said, it is naive to think that all cultures are compatible with Canadian values. Consider the freedom guaranteed in the Charter to practise, or not practise, any religion

as dictated by their conscience. It is not lawful for any individual or group of individuals to abridge that freedom, yet Sharia Law requires, for instance, that all apostate Muslims renounce their apostasy or be put to death. These two approaches to faith

are fundamentally antithetical and cannot be reconciled. It is only because of a rigorous adherence to political correctness by politicians in Canada which has silenced much-needed honest discussion on Western values and in

accused of killing North Delta’s Laura Szendrei is splashed throughout the Internet, despite laws prohibiting the identification of the individual. Last Monday, police announced they arrested an 18-year-old male in the September 2010 brutal daytime killing of 15-year-old Szendrei. He has been charged with first-degree murder. The Burnsview Secondary student was

attacked at 1:30 p.m. on a Saturday in Mackie Park, located in the 8200 block of 110 Street. She died later in hospital. Because the young man was 17 at the time of the offense he is accused of committing, under the Youth Criminal Justice Act, he cannot be publicly identified. The act states that “no person shall publish the name of a young person, or any other information related to a young person, if it would identify the young person as a

young person dealt with under this Act.” It’s believed those posting his name on social networking sites may not understand either the law or the fact that their posts are accessible throughout the Internet. Delta Police Sgt. Sharlene Brooks said police will attempt to educate the public about the issue rather than pursue charges. “It is very conceivable that the general public would be unaware that

it would be an offense to share this information in and among themselves,” Brooks said. “But it is, in fact, actually an offence.” The Szendrei investigation is still continuing, and the Delta Police do not want to detract from that effort by seeking out people violating the Act. Making it more difficult, Brooks said, is that some of the sites are hosted out of the country, making it difficult to obtain information from

game away from advancing to the second round of B.C. Hockey League playoffs, after winning three straight against the Coquitlam Express. Surrey opened the series with a 4-2 win at South Surrey Arena Friday, and followed that with a 4-1 victory the next night, also at home. On Monday, the Surrey squad stretched their lead in the best-ofseven showdown to 3-0 with a convincing 7-1 thrashing of the Express at the Coquitlam Sports Centre. The Eagles had the chance to clinch the series in game four Tuesday night in Coquitlam. Results were not available by press deadline. If a fifth game is necessary, it will be played Thursday at South Surrey Arena. Through the first three games of the series, special teams has keyed the Eagles’ victories. The Eagles are five-for-13 on the power play in the series – a 38 per cent success rate – while the Express have yet to score with a Surrey player in the penalty box, at zerofor-19. Surrey’s penalty killers were especially strong Monday – Coquitlam was zero-for-nine. In front of their home fans Friday night, the Eagles came out clearly energized, outshooting the Express 13-8 in the first period. In fact, they were unlucky to only be tied 1-1 after 20 minutes. Richard Vanderhoek scored the game’s first goal, but Coquitlam captain Riley McIntosh tied the game at the 14:56 mark, beating Eagles’ netminder Karel St. Laurent with a shot off the rush. Surrey regained the lead early in

the middle frame, however, when Brad McGowan – who finished four points off the league scoring lead during the regular season – scored from down near the goal line, powering toward the net before deftly lifting a shot over Express netminder Khaleed Devji’s shoulder from in close. Surrey captain Tyler Morley made it 3-1 with a power-play marker just over a minute later, and McGowan – who also assisted on Vanderhoek’s tally – added his second of the game midway through the third period. The next night, it was again Vanderhoek and McGowan – both Langley natives and former minor hockey teammates – who led the Eagles’ charge. Vanderhoek had two goals while McGowan added one goal and two helpers. Jeff Vanderlugt rounded out the scoring for Surrey. Monday in Coquitlam, McGowan – who leads the league in playoff scoring with eight points – had another goal and assist, as did Vanderlugt. Robert Lindores – who had just nine goals and 21 points in the regular season – paced the attacked with two goals and one helper. Morley and Scott Holm added singles to round out Surrey’s scoring barrage. And while the Eagles have had little trouble scoring so far in the series, St. Laurent has also been a difference-maker in net for the Birds. He was solid in both efforts on home ice, stopping 33 shots Friday and 25 of 26 in game two, and was named the first star of the third win after stopping 23 of 24 Express shots.

Crime prevention: Volunteers needed From page 1 And she thrives on the rush of adrenaline that comes with searching for criminal activity. “It’s fun to find them (stolen cars),” Lisa says. “Last year I found 72 vehicles, which is way down. In past years we have found as many as 200.” Lisa believes the highly successful police-run Bait Car program may be contributing to the drop in thefts. Nonetheless, for the past 30 years, members of SCPS have been patrolling Surrey streets on foot and by car looking to rid the city of crime. Since 1981, the society has been instrumental in locating hundreds of stolen vehicles, being an extra set of eyes for the RCMP, offering tips to residents on how to minimize theft, and operating car, bike and foot patrols throughout the city. “We prevent crime so that Surrey and crime does not get linked in the same name,’’ says SCPS Executive Mary-Lou Director Mary-Lou McCausland. McCausland There is a role for citizens to play when it comes to being proactive against crime, McCausland says. With SCPS staff and volunteers out in the community and partnering with local law enforcement, RCMP members are then free to respond more quickly to emergency calls. “We also found we had a calming effect,” she says. “Often just our presence tends to prevent criminal activity before it starts.” The volunteers are trained before heading out on the street. They always work in pairs and are taught never to engage with suspects. The society currently has more than 200 volunteers patrolling the city on a regular basis performing over 28,000 hours of volunteer service last year in high-traffic

areas such as Guildford Town Centre, Newton Community Centre, and the Central City SkyTrain station. Starting out as a volunteer, Lisa has worked with the organization for 10 years. Sitting quietly in the passenger seat next to her is a new recruit – volunteer Josh, 30, who is efficiently typing licence plate numbers into his laptop computer. Using a downloaded list of nearly 2,400 stolen B.C. plate numbers, the new volunteer is spending his first day on the job searching for a match. After tours of duty in Iraq, Kuwait, Qatar and Germany and a master’s degree in criminal justice and criminal behaviour, the U.S. Airforce veteran moved to Canada with his wife to pursue a career in policing and needs volunteer time as part of the application process. With a minimum age requirement of 18, many of the SCPS volunteers are university students looking to log volunteer hours. In fact, 90 per cent of the volunteers have some sort of criminal education background and are looking to either give back to their community or gain valuable volunteer experience for a career in law enforcement. The society recommends a minimum of four hours per month and a minimum of two hours per shift for their mobile patrols. But despite their perceived free time, the patrol has very few senior volunteers, although the society does have a Seniors’ Safety Patrol working around Sunrise Pavilion in Newton and the Fleetwood Recreation Centre. Newton volunteer patrol manager Kam is always looking for new people. Running both the Newton and Guildford Town Centre patrols can be challenging. Using hand-held palm pilots, his groups look for stolen cars as well as offering drivers information on how to protect their belongings by posting “lock out auto crime” notices on the windshields of cars with high theft items left in open view – a definite magnet for would be thieves.

was easier than usual this year. Orcas (killer whales) spent much of the summer in Active Pass and along local shores, delighting ferry travelers and boaters. Humpbacks were regularly observed in B.C. waters, Pacific whitesided dolphins cruised through Howe Sound, and gray whales thrilled Vancouverites and tourists, from Granville Anne Island to Kits Beach. Marine mammals are doing better than a few decades ago, when hunting, aquarium capture and ocean pollutants had brought many to the brink of extinction. We also know much more about them. Only in the 1970s did biologist Michael Biggs discover that there are completely separate orca populations, with different morphology, diet, and sounds. Near the Fraser estuary, we have resident and transient orcas.

Pods becoming easier to see The southern residents, grouped in J, K and L pods, feed on chinook, other salmon, and squid; they are most commonly seen here between June and October. They travel in large family groups, led by a matriarch, and stay together their whole lives. These orcas are on the endangered species list. Transient orca pods normally consist of the Murray matriarch, the eldest male offspring and, at most, one or two other offspring. They move fast and erratically along the coast, chasing down their prey of harbour seals, seal lions, and other marine mammals. Their numbers may have increased in recent years, as more are being seen. They churn up amphipod crustaceans by rolling on the mud bottom of the bay, sifting the tiny creatures through great baleen plates in their mouths. A few spend each summer feeding in Boundary Bay and are visible from Crescent Beach in Surrey. They are part of a slowly increasing population of “seasonally resident” gray whales, maternally guided from Baja California to their feeding grounds and showing site fidelity in subsequent years. The rest of the eastern

Pacific population, about 26,000 animals, travels up the coast from Baja to spend the summer off Alaska; they leave northern waters in mid-October and arrive back in Mexico in December. This tremendous migration, over 8,000 km one way, is one of the longest of all the mammals, challenged only by the humpback whale, a species which is also slowly returning to the Georgia Strait. Like the gray whale, humpbacks were hunted out and took decades to return. The northern Pacific population, fewer than 1,400 in 1966, is now about 20,000. This success in restoring whales to the Strait

is heart warming and shows what can be done with good legislation. To ensure whales and dolphins survive into the future, sustained effort is needed to maintain food sources, eliminate pollution, and prevent boat-mammal collisions. For more information and to report observations, visit the
