Unconventional school program boosts youth job prospects

by Kevin Diakiw by Sheila Reynolds YOU WOULDN’T know it by his easygoing manner and wide grin,

but it wasn’t that long ago that Saiyaz Abdul was a frustrated, angry student. He didn’t like school and rarely did well in his subjects, and he often demonstrated his exasperation by acting out – both in and out of class. The Abdul of today, however, is far different than that of a couple of years ago, primarily due to his year-long participation in the Foundations Program offered through the Surrey School District. Foundations is for youth with learning and behaviour challenges which make it extremely difficult for them to excel in mainstream school. Abdul attended the specialized program, offered in a store-front-type locale in Newton, for a year before heading to Cloverdale for work experience at E.B. Horsman & Son. But when the work experience officially ended, Abdul’s job did not. In June, E.B. Horsman & Son, an electrical distributor, hired him Saiyaz Abdul full time. He now works Monday to Friday as a warehouse worker doing everything from handling materials and driving a pallet jack to cleaning up. The impact the job has had on his life isn’t lost on Abdul. “Now, since working, I’m staying out of trouble, the 19-yearold admits. As a bonus, he now earns a steady paycheque and is able to help his family financially. Roy Bragg, vice-president of operations at E.B. Horsman, said as an employee, Abdul has proven energetic and “willing to do whatever it takes to get things done. Bragg said when approached by Foundations instructors to

LACK OF adequate enforcement is at the heart of Surrey’s secondary suite problem, according to one city councillor. “We do not, in my opinion, do an adequate job of bylaw enforcement, Bose said Monday. “The first step in all of this is to enforce your own zoning bylaws. Surrey is currently developing a strategy to deal with secondary suites and is proposing to allow one per home in this city. Multiple suites, under the city’s proposed Housing Action Plan, would be forbidden. Bob Bose As reported last week, The Leader has learned there are at least 4,000 homes with multiple suites in Surrey. A Cloverdale man said that figure is likely short of the real number of multiple suites. Speaking on the condition of anonymity, the man said he purchased a home four months ago, near 188 Street and Highway 10. He has one suite rented, but another area of the home has electrical and plumbing in place for another suite. He received a letter from the city’s See SUITES / Page 5

An original passes away Surrey officer presented first RCMP horse to the Queen by Dan Ferguson ONE OF the 18 officers who formed the very first Surrey RCMP detachment has passed away. Staff Sgt. Ralph Cave began his policing career in 1947 with the British Columbia Provincial Police (BCPP) in Surrey. He became a Mountie in 1951 when the Liberal-Conservative coalition government of the day shut down the provincial force and gave the regional policing contract to the RCMP. At the time, officers were paid $3.25 a day to patrol the gravel roads of what was then a sleepy farming community. After a year with the RCMP in Surrey, Cave, a talented horseman, was transferred to the training centre in Regina where he taught rookies how to ride as a full-time riding instructor. Many people, including Cave, suspected the image of a Mountie of horseback seen on a special 25-cent piece produced for the RCMP 100th anniversary was based on a widely distributed postcard of the ramrodstraight officer viewed in profile holding his lance at a precise angle with a pennant fluttering. He became the Riding Master with the RCMP Musical Ride, which was when he convinced his superiors that the Queen should have an RCMP-trained horse to ride. In 1969, Cave rode “Burmese” a black mare, at Windsor Castle in England for the official presentation. The Queen rode her Canadian steed for 18 years during the annual trooping of the colours ceremony that commemorates her official birthday. Cave, who retired to live in Surrey, passed away Oct. 12. He is survived by Peggy, his wife of 57 years; children Roxanne and Gordon – who currently serves as an RCMP officer in Edmonton; grandchildren Spencer, Amelia, Kendra and Myriah; great-grandchild Isla; honourary grandchild Amalia; and in-laws Chris, Lisa and James. Surrey RCMP Chief Supt. Fraser MacRae praised Cave’s “unique and special career” in a memorial message to all local detachment members. RCMP officers in red serge attended a service for Cave at Northwood United Church in Surrey held on Oct. 18. dferguson@surreyleader.com

Chickens won’t come Metro urged to recant rapid transit priority for Surrey home to roost in Surrey UBC extension can’t be pushed back: Students City council declines to examine the issue

by Kevin Diakiw THE ISSUE of allowing chickens in an urban

environment came home to roost briefly at Surrey council last week. But this city decided there are sufficient opportunities for people to raise chickens. After hearing from a couple regarding the issue in July, Surrey’s Agricultural Advisory Committee recommended that planning staff should look into the issue. Emre Giffin and Karsen Gradidige told the committee they wanted to keep six bantam hens, currently in Langley, in their backyard in Surrey. Surrey’s bylaws currently prohibit backyard hens. The pair asked the committee to support a bylaw change that would allow six hens per home, as it is in many other municipalities. The committee mentioned several concerns, including Avian flu outbreaks, problems arising from high-density urban areas, and what happens when people become tired of raising chickens.

Despite the concerns, the committee recommended council ask planning staff to look into the issue for potential opportunities for people wanting backyard hens. Last Monday, council decided that because one-third of the city is agricultural land reserve (which allows chickens) and one-acre properties in Surrey are allowed up to 12 hens, the idea of allowing them in a more urban environment will not be pursued. kdiakiw@surreyleader. com

by Jeff Nagel UBC STUDENTS are pressing

Metro Vancouver to back down on its plan to give top priority to a Surrey rapid transit extension ahead of one heading west on the Broadway corridor to their university. The campaign is evidence of a growing tussle over what new transit line gets built next after the Evergreen Line to Coquitlam. UBC Alma Mater Society president Bijan Ahmadian said the line to UBC should be rated an “equally urgent priority” to the Surrey-area expansion. “UBC is the secondlargest transit destination in the region,” he said, adding the 100,000 daily riders pack 99 B-Line buses that serve the Broadway corridor, more than the ridership of

both the Canada Line and the Millennium Line. “Metro Vancouver staff have gone above and beyond their jurisdiction to undermine a project that is about the sustainability of the region by pushing it back 30 or 40 years.” Metro’s draft regional growth strategy says the next top priorities should be expansion in the Surrey area and a Broadway line west only as far as central Broadway, perhaps Arbutus Street. A further extension all the way to UBC would wait and would instead be considered on equal footing with enhanced transit in Maple Ridge, Langley, White Rock and the North Shore. Metro’s chief administrator has said Surrey is the pressing priority because of expected rapid growth south

of the Fraser and the need to connect major regional centres there. Some Metro directors say UBC’s position at the end of a peninsula makes it less optimal for rapid transit than other areas that can act as new hubs for large populated areas. Ahmadian accused Metro directors of “playing politics” with the issue and plans to appear before the Metro regional planning committee Nov. 5. UBC’s 46,000 students already heavily use transit, he said, but added the gains are at risk because 4,000 riders a day are passed by full buses on Broadway. TransLink is studying both a Broadway corridor line serving UBC and potential rapid transit extensions in Surrey. jnagel@surreyleader.com

Suites: Staff working on new bylaw From page 1 bylaw department this month telling him to remove the stove and electrical breaker controlling it. The letter states if he doesn’t remove it, legal action will be taken. He says no other homes on his street have received similar letters. This is not surprising, according to Bose. “We’re enforcing our bylaws by complaint and complaint only,” he said. “And I think that’s inadequate.” Surrey Mayor Dianne Watts could not be reached for comment. Bose became concerned about the issue some time ago, and asked staff for an accounting of how many bylaw officers Surrey has and how the number compares to other cities. A corporate report to council in March showed that Surrey has 40 full-time-equivalent bylaw officers, or one for every 11,600 residents in the city. Deputy City Manager Dan Bottrill said at the time

that the number is on par with other cities such as Burnaby, Richmond, Delta and Abbotsford. Bottrill gave some examples of what kept Surrey bylaw officers busy in 2009. They include: parking infractions (files opened: 33,593; closed: 25,938); graffiti (files opened: 2,209; closed: 1,878); commercial vehicle inspections (files opened: 2,173; closed: 2,173); taxi inspections (files opened: 1,249; closed: 1,249); unsightly premises (files opened: 1,016; closed: 971); signage infractions (files opened: 425; closed: 420); drug houses identified (files opened: 228; closed: 194); soil removal/replacement (files opened: 168; closed: 163); and parking lot inspections (files opened: 97; closed: 97). When The Leader requested the number of secondary suite files handled by bylaw inspectors, Bottrill said the figures were not immediately available. Surrey, the only city in the region without a secondary suite control bylaw, is attempting to draft workable legislation. City staff are currently working with focus groups to determine the best approach.

TRANSIT EXPANSION

RAESIDE

UBC: Wait your turn

U

BC’s Alma Mater Society deserves top grades for communication but an “incomplete,” at best, in land use planning and economics for suggesting that rapid transit to the university deserves the same priority as SkyTrain expansion in Surrey. The students get an A for publicizing their plea to get rapid transit service to the Point Grey campus before or at the same time as the province’s fastest growing municipality but older and wiser folks would caution them to be wary of what they wish for. Sure, it’s frustrating to watch an over-crowded bus pass you by when you’re late for physics class but, really, should students whose university career is short-lived get priority over property owners south of the Fraser who have been short-changed on transit for years? Most of these students weren’t even born when rapid transit was first proposed for the Tri-Cities and Surrey, and if these regions are to curb sprawl and develop sustainable, livable cities, they need rapid transit — and sooner rather than later. Rapid transit to UBC, although certainly desirable, won’t pull nearly as many cars off roads as rapid transit to Surrey, Langley and the Tri-Cities. Transit is also crucial for the region’s economy — and the airshed. It will get people out of their cars and free up road space for goods-moving vehicles. The only thing rapid transit to UBC will do is give students and faculty a more convenient ride. And when many of these students move out to Coquitlam or Surrey or Port Moody after they finish their degrees, what do you think they will want to see within walking distance of their homes? A transit station, of course. No one is saying TransLink shouldn’t improve transit to UBC; what Metro Vancouver is saying is, wait your turn. Property owners and drivers are going to foot the bill, so let’s make sure transportation meets their needs. Students, we feel your pain. We stood in line in the rain with a knapsack full of books while a bus passed us by and we think you have the fortitude to wait a few more years for the gravy train. And when you’re living in the ’burbs with a mortgage and a minivan, you’ll be glad someone had the foresight — and the cash — to build rapid transit where it’s really needed.

he B.C. government is expecting recommendations any day now from its task force set up to examine local taxation of industry. Here’s a tax issue that could use some of the public attention that’s been lavished on the anti-HST circus. It has smouldered for years with mill closures and flared up recently with a forest industry tax revolt against selected (mostly coastal) municipalities. Rich Coleman set the tone during his tour as forests minister, when he said local governments are “dining out” on their industrial base, overtaxing mills while giving a free ride to the residential voters who keep them in office. In some cases the mill is paying 20 times the tax rate of a homeowner, without regard to the local services actually consumed by each one. Finance Minister Colin Hansen got a verbal draft of the task force’s recommendations at the end of September. He didn’t wait for the written version, giving his response to the key recommendation to mayors and

local taxpayers won’t pay more to keep the mill going, the workers will have to, under this owner or the one that picks up the pieces after bankruptcy. Is the B.C. government going to ride to the rescue of these communities, many of which are growing on the residential side as the baby boom retires? No. And it shouldn’t, either. Municipal leaders came away from their convention with a faint hope that cabinet will consider some kind of aid in the spring budget. But Hansen said that would send a poor message to communities with more reasonable tax rates. The province would be using their tax money to subsidize communities that have been gouging industry. It’s a low-profile version of the Harmonized Sales Tax debate. Consumers, in this case consumers of roads and sewers, are being asked to pay their way. Surrey/North Delta Leader

Looking for a political alternative JUDGING BY news reports, both the Liberals and NDP are very unpopular as parties. The reasons are numerous, and have been reported at length. What concerns me is that the reporting, in written media and on TV, only refers to these two parties. We have other parties, admittedly with no representation in the legislature, whose views should be considered. The Green Party of B.C. is a feasible choice for many in this tumultuous world in which we

live. Their policies are sound, their ideas carefully considered and viable, their Leader, Jane Sterk, of stellar background. Why are the Greens ignored? Has anyone asked, recently, any questions of Ms. Sterk? The Green movement is worldwide; surely there is time for some interest in their position on the contentious issues of the day. And what of the B.C. Conservatives. I’m not a Conservative, however their leader no doubt

would appreciate having his views heard on the important problems and his party’s solutions to them. There may be few who support the Conservatives, but I’m sure those who are members need media support as well. What about adding a regular section in your paper devoted to timely quotes and different viewpoints from the lesser-known, but valuable contributors to our democracy. Gordi Moore, West Vancouver

Honest homeowners made to pay AFTER READING the recent article

about secondary suites and the inaction of Surrey council I can only say I am not surprised. They seem to delay and delay by holding meeting after meeting with no resolution on the horizon. As the article says, Surrey is the last city to develop a solution although we have the biggest problem. I hope that when we do get a plan that it does not have large enough loopholes in it to drive a truck through or in this case a mega house with multiple suites. If our neighbour Delta can develop a plan and fine illegal suites then why can’t Surrey? What about all the lost taxes from these 20,000-plus illegal suites? I find it a bit ironic that we hear that Surrey council must raise our taxes yet again. Why must honest homeowners keep paying for the illegal activities of others? Michael Wheeler

Not paying their fair share WHAT IS the matter with city hall?

The time is now to go after the illegal suites. If there are an estimated 4,000 homes in Surrey that have multiple suites and 19,000 homes have single suites, how many of these have children going to school? I am a pensioner on a fixed income raising a child in the home. I pay all my taxes, property, hospital, police, street, sewer, water and many more. How many of these people living in suites are paying their fair share? They can check the school registry for addresses and find illegal suites that way. I am sure that the city knows where they all are. This is the same city where we are being taxed for transit and not receiving any. Politicians only

Shut down suites RE: HOMES with multiple suites.

Shut them down. I am not cruel. The owners and builders all knew the law, yet even today they are still building them and people and still buying them for the sole purpose of operating what

amounts to a mini apartment. Consequences on neighbourhoods are well known. The most honest answer I ever got from Surrey government was “it’s too political to do anything about” – obviously too political for 20 years or more. People who don’t obey the law usually get into trouble, and if and when anything is done to stop this law breaking, they will have no one to blame but themselves.

BRUNO FENGER WROTE in a recent Leader of his

shock at being charged 21 per cent “parking sales tax” at YVR, in addition to 12 per cent HST. Actually, this 21 per cent is a TransLink levy (not an airport tax) and it’s charged on all paid parking in our region. That’s in addition to the eight-cent TransLink levy on every litre of gasoline and the $1.90-per-month TransLink levy added to your BC Hydro bill. What’s more, 21 per cent parking tax plus 12 per cent HST adds up to more than 33 per cent. TransLink is considered to be a service, so the 12 per cent HST is charged on the 21 per cent parking tax.

T. Fisher Newton

Enforce the rules I DON’T KNOW why it is so hard to

enforce the rules. Do you let your kids break your rules in the home? I came from a developing country, and very disappointed to see how you run the city. In my previous country, people can bribe to break the rules (they built without permit, and bribed later). But at least they are hit. Here, they are free, and can even have more incomes. Amazing. Bonifacius Halim, Surrey

This “tax on tax” makes the combined rate more than 35.5 per cent. The TransLink levy added to electricity bills is also subject to HST. But apparently those taxes are not high enough, because now TransLink is proposing to charge up to $75 a year on every car in our region. Someone who drives a humble Yaris and uses paid parking just a couple of times a week could end up paying around $300 a year in TransLink taxes. Alan Chattaway Surrey

Working with the police RE: “WHERE are the transit police?”

Letters, Oct. 15. The South Coast British Columbia Transportation Authority Police Service is committed to preventing and reducing crime on the transit system in Metro Vancouver. The safety and security for transit riders and staff across Metro Vancouver’s multi-modal transit system depends not on the visible activity of dealing with crime but on the absence of crime and disorder. Every day, transit police officers are on the front lines, making sure there is an absence of crime and disorder through intelligence-led policing. Transit Police work on SkyTrain, on the Sea Bus, the Westcoast Express, on buses and at transit stations and bus loops across a transit system that spans 21 municipalities. Transit Police is a supplemental policing agency. The jurisdictional police agencies, with whom we work closely, retain primary responsibility for policing in each jurisdiction. Frequently we will assist local police in responding to incidents, just as they assist us. Often, we work jointly on specific operations, targeting criminal activity or community problems. Recently, we launched a joint pilot project with the Surrey RCMP to target crime reduction in the Surrey City Centre area. A team consisting of one Surrey RCMP member and one Transit Police member are implementing various strategies, including high-visibility foot patrols, in the areas around Surrey Central such as the bus loops and the SkyTrain stations. They are establishing relationships and building contracts within the community in order to acquire information regarding problem areas. They are already achieving results by identifying illegal activities in this area and acting upon them. Violent crimes, like the recent assaults that Cindy Sutherland referred to in her letter, are a concern for everyone in the community. Transit Police will continue to work hard, engaging with the public and partnering with the local police agencies across the expanse of Metro Vancouver’s transit system to ensure that our communities remain safe. by Dan Ferguson A SURREY Mountie has been charged with assault with a weapon for using a Taser on a 73-year-old man. A member of the Transit Police has also been charged in connection with the same incident. The elderly man was armed with a knife when he was arrested at a residence on April 22 for causing a disturbance. The RCMP released a statement Monday that said the man was arrested under the Mental Health Act and transported to hospital for assessment and treatment. It was there, the written statement said, that “an application of force was made by the RCMP officer which included the single deployment of a Conducted Energy Weapon.” The weapon was used in “push stun” mode, where it is pressed against a person to apply a localized shock. The 73-year-old suffered a cut to his face that required stitches. Charged with one count of assault and one count of assault with a weapon is Surrey RCMP Const. Mitchell Spears, a 23-year-old who has been a member of the Surrey detachment since January of 2008. Also charged is Const. Ken Jansen, a 25-year-old member of the South Coast of British Columbia Transportation Authority Police Service, who faces trial on one count of assault. The charges were sworn out Oct. 20. Both officers have been suspended. They are scheduled to make their first court appearance on Dec. 7.

the investigation into the Sept. 25 fatal attack is slowing down, Delta Police Sgt. Sharlene Brooks said. More than 400 tips have come in, and 40 to 50 Delta officers are working on the case, Brooks said.

Of the drivers sanctioned for driving with a blood-alcohol content of 0.05 or above, 1,239 had their vehicles impounded but in most cases those drivers had blown readings higher than 0.08. In the Lower Mainland, 254 drivers got immediate three-day roadside prohibitions and 363 got 90-day prohibitions between Sept. 20 and Oct. 10. 24-hour roadside suspensions a year to drivers in the “warn range” of 0.05 to 0.08. According to the public safety ministry, drivers in the warn range are seven times more likely on average to be in a fatal crash than if they have no alcohol in their body. Three impoundments within five years now also force a driver to take a responsible driving course and use an ignition interlock device for a year after their ban is lifted. The rules have been a new blow to restaurants because many patrons now are unsure whether the drink or two they previously enjoyed dining out now puts them at risk. “The public doesn’t understand what 0.05 means now,” said Ian Tostenson, president and CEO of the B.C. Restaurants and Foodservices

Association. He estimated restaurants have seen sales drop 10 to 20 per cent in recent months, but attributed that to the combined impact of the economy, the HST and the impaired driving crackdown. It’s been easier for downtown Vancouver restaurants, which have more clientele who don’t need to drive, but Tostenson said it’s significantly worse in more suburban areas of the Lower Mainland and rural parts of B.C. Many restaurants are working, in some cases together, to find new ways to get patrons home safely without driving, he said, and some establishments are starting to offer more low-alcohol drinks. “We’re slowly making the adjustment,” Tostenson said. jnagel@surreyleader.com

a prime example of urban recycling, as the Bing Thom Central City tower made use of an old mall as part of a new project, an author of an urban design book says. The tower was the only Canadian example used in Retrofitting Suburbia: Urban Solutions for Redesigning Suburbs. Co-author Ellen Dunham-Jones (June Williamson is the other author) said it was one of the most unique examples of innovative urban design she has seen. “You had the existing mall, that wasn’t doing well, it wasn’t dead, but it certainly wasn’t thriving,” Dunham-Jones said in a telephone interview Monday. “What really interested us about it was the strategy of building on top of the mall,” Dunham-Jones said. “We didn’t find any other examples of that. They

punched in eight new columns and extruded the atrium up five more stories for classrooms for SFU.” She found the choice of the mall completely appropriate for the new use. “I thought that was so interesting that someone would do that with a mall,” she said. “And the synergy then between the food court of the mall becomes the de facto student centre for the students, they help to regenerate interest and use in the mall.” Her book details how to use existing buildings as part of new design, rather than the usual knock down and rebuild approach. She said for many reasons, it may be entirely appropriate to use the existing building in the design, not the least of which is keeping the building affordable to the new tenants. Without a closer look at the city, she can’t offer a lot of planning recommendations, but

Starving dogs rescued FEATURED in our LATEST FLYER!

Criminal charges pending, SPCA says Black Press ONE ADULT dog was emaciated, the other had a large open wound and the puppies were dehydrated and underweight. The older dogs were being kept in a yard with no adequate shelter, no access to drinkable water and surrounded by junk while the puppies lived inside a Surrey house in a dark room with no ventilation, the SPCA says. “(There was) an overwhelming smell of urine and feces,” says Eileen Drever, senior

“The dogs were living in substandard conditions.” Eileen Drever animal protection officer for the BC SPCA. On Friday, the SPCA reported the seizure of two adult pit bullcross dogs, a six-month-old pit bull-cross and 10 two-week-old

pit bull-cross puppies in Surrey. The female was starving, with her spine and ribs protruding while the adult male dog was suffering from a large open wound on his front paw. “The dogs were living in substandard conditions,” Drever said. The adult dogs and puppies are currently receiving veterinary treatment and care in SPCA custody. The investigation continues and charges of animal cruelty are pending, the agency said. newsroom@surreyleader.com

Newton Cultural Centre’s Arts Council of Surrey president Carol Girardi is excited to welcome the public to Surrey’s newest arts centre. BOAZ JOSEPH / THE LEADER

The old fire hall on 72 Avenue west of King George Boulevard has been under renovation for the past year and a half and is now open as the temporarily named Newton Cultural Centre, complete with a 100-person rehearsal hall/theatre, a visual art gallery and conference room. The two-storey building was vacant for two years before the city approved $1.5 million in funding to retrofit the hall to make it suitable as an arts facility. At 6,000 square feet, the building will provide various dance, theatre and visual arts groups in the city with much-needed space for

rehearsals, meetings, exhibits and performances. The arts council, currently occupying a small office in Whalley, will also move its offices to the Newton locale. Adorning the grounds of the centre will be a large and colourful piece of public art to usher in visitors and performers. Standing 16 feet tall and resting on a curved sidewalk outside the building, Dancing Tower is comprised of panels of laminated tempered coloured glass panels, held up by a stand of raw aluminum pipe. The sculpture, by Sechelt artists Claudia Cuesta and Bill Baker, was chosen from 35 proposals.

The new arts centre is currently seeking sponsorship – and a corresponding new name.

What’s in a name? Although the centre is currently being referred to as the Newton Cultural Centre, the moniker will not stick. The arts council is seeking a corporate sponsor to purchase naming rights for the building. “Ten million cars drive by there (per year),” said Girardi, pointing to the prominent advertising a sponsor would receive having signage on the building. As well, sponsors are also being sought for the theatre space, gallery and conference room at the centre. Those interested can call the arts council at 604-575-2787.

One gun, three crimes Weapons linked to multiple Surrey shootings by Dan Ferguson THE SAME GUN that wounded a 25-year-old Surrey man in 2008 was used in two other shooting incidents within the last three years, police say. The unregistered .40-calibre Glock Model 23 semi-automatic handgun was recently seized by the new firearms enforcement team of the provincial Gang Task Force. It is one of 55 firearms confiscated by the firearms team since it began operating in January of this year. Information provided to The Leader shows the first Surrey shooting incident involving the Glock occurred on March 22, 2008 in South Surrey near 140 Street and 22 Avenue. A report of shots fired led to the discovery of several

shell casings, but no property damage or injuries were reported. The second, most serious incident, happened in the Newton area of Surrey the evening of Dec. 7, 2008. A 25-year-old man was rushed to hospital with multiple gunshot wounds after someone fired at a black SUV in the 6200 block of 129A Street. Police found numerous bullet casings on the road and at least two homes were struck by rounds. The bullet-riddled SUV with several holes on the driver’s side was stopped while it was heading northbound on what is now known as King George Boulevard near 68 Avenue. The driver and sole occupant of the vehicle had suffered at least three gunshot wounds to his cheek and arm.

The victim survived. The third incident involving the Glock occurred on Jan. 26 of this year in Surrey. People living near the area of 95A Avenue and 156 Street heard a number of shots being fired. Police found shell casings near a residence. No injuries were reported. So far, charges have not been laid in any of the three incidents. The Gang Task Force did not reveal how the handgun was linked to the different incidents, but it was likely the result of ballistic matching of the shell casings found at the three crime scenes. The gun from the Surrey shootings was one of several seized weapons and ammunition that were displayed during a gang task force press conference in Delta on

Wood Heat

Oct. 13. Of the 55 weapons seized by the new firearms team since January, 40 of them (including the Glock) were not registered. Three were smuggled in from the U.S. The investigators are recommending various charges against 15 people in connection with the different weapons seizures, which also saw officers confiscate more than $55,000 in cash and illegal drugs. dferguson@surreyleader.com

Temporary Night-time Detours Highway 1 at the 160th Street Interchange Beginning November 1, for approximately one week, there will be night-time detours on Highway 1 eastbound and westbound in the vicinity of the 160th Street Interchange. The existing overpass will remain open during this period. Traffic pattern changes will be well-signed, and drivers are requested to watch for traffic control personnel, detour signs and electronic message boards. Motorists are reminded to exercise caution at all times and to obey posted speed limits in construction zones. IT’S BEEN 10 years since the

body of 27-year-old Vancouver resident Shayne Murray Preece was discovered slumped in the back seat of a Jeep Cherokee in a Surrey restaurant parking lot. It happened shortly before midnight on June 12, 2000 near J.D’s all-night restaurant at 10194 152 St. Some customers had just stepped outside to smoke on the restaurant’s outdoor patio when they heard several shots coming from the alley, near a garbage container. No arrests were made. Then the Surrey RCMP Unsolved Homicide Unit reopened the case. On Friday, Oct. 8, police arrested 37-year-old Langley resident David Lawrence Robert Langlet. He has been charged with first-degree murder in the Preece killing. RCMP said the case remains under active investigation. Anyone

with information about the matter is asked to contact Cpl. Kirk Duncan of the Unsolved Homicide Unit by calling 604-599-0502. The unit is assigned to review and investigate the Surrey detachment’s murders that occurred before June 2003, when the regional Integrated Homicide Investigation team took over murder investigations in several Lower Mainland communities. The Preece slaying is one of 72 unsolved murders, some as far back as 1967, under investigation. Since the unit was created in 2006, the Surrey team has been responsible for a number of convictions. The first was the 1991 death of six-year-old Candice Walters. When Candice died, her mother’s common-law husband Robert O’Sullivan was arrested and charged with her murder. But there were problems with the evidence and the Crown

prosecutor’s office entered a stay of proceedings. One of the original investigators brought the case with him when he joined the newly created unsolved homicide unit. As a result of evidence obtained by the team, O’Sullivan pleaded guilty to one count of criminal negligence causing death and was sentenced to eight years. Another case involved the drowning of a four-month-old boy in a swimming pool in May of 2002. Mother Jasvinder Kang claimed a panhandler had stolen her child from her basement suite and dumped him in the pool. After the team conducted nearly 250 interviews, Kang was charged. She eventually pleaded guilty to infanticide and received the maximum sentence possible – a conditional term of two years less a day under house arrest plus three years probation.

There’s a growing list of admiring harness racing fans watching the incredible winning streak of Mystic Maiden at Fraser Downs. Despite having drawn the number 8 post, she made it 10 victories in a row Sunday in the first leg, second division of the $12,500 Mary Murphy BC Breeders Stakes eliminations for 3-year-old fillies. That’s 17 wins in 18 career starts, prompting railbirds to wonder what’s next for owners Barry Macfarlane and the Crimson Racing Stable. With driver Dave Hudon at the controls for trainer Justin Currie, Mystic Maiden finished in a final time of 1:57. It was vintage driving by a determined Serge Masse that led to Fast Lane Delila’s victory in the first leg, first division of the Mary Murphy BC Breeders Stakes eliminations. Masse has been quite a story this year. He suffered a fractured ankle that required major surgery following a spill on June 5. He returned to the driving ranks earlier this month wearing a walking boot. Kootenay Mike (Dave Hudon) and Nobody Can (Ed Hensley) won the first and second divisions of the $12,500 Robert Murphy BC Breeders Stakes eliminations for 3-year-old colts and geldings. While Kootenay Mike pulled away in deep stretch to beat the even-money favourite Dontmakemebeg, there was nothing so dramatic in the win by Nobody Can. Hensley had him take a commanding lead shortly past the quarter pole and the 1-5 favourite went zoom-zoom, winning by a healthy four lengths in a final time of 1:56.2.

OPEN HOUSE

SOUTHRIDGE SCHOOL INVITES APPLICATIONS TO ALL GRADES FOR 2011-12

Surrey youth charged in jewelry story robbery case Black Press TWO MORE youths

have been arrested in connection with a Sept. 30 jewelry store robbery that resulted in charges against a Surrey teenager. Both suspects are Vancouver residents. One is 16. The other is 17. The Vancouver Police Department (VPD) said it’s believed the teens were “directed by others and the investigation is continuing. The robbery of Montecristo Jewellers at Oakridge Mall happened around 8:30 p.m. when one man entered the jewelry store posing as a customer and asked to see merchandise. Two other men were lurking outside the store. When the suspect inside the store produced a gun and demanded staff open the cases, the two outside assaulted a security guard while dis-

charging pepper spray. A number of shots were fired inside the store before all three men fled with merchandise. The robbery was caught on video by a store security camera. Two of the suspects were seen getting into a waiting older model red van outside the mall, which was driven by a fourth suspect. One person was arrested by police outside the mall after firing a shot from his gun. A firearm and quantity of merchandise were recovered at the scene, police said. The Surrey youth, who recently turned 16, is charged with assault with a weapon, possession of stolen property over $5,000, and a number of firearms offences including possession of a restricted firearm, pointing a firearm and use of a firearm in commission

of an offence. The 17-year-old Vancouver youth was arrested Oct. 15 and charged with armed robbery with a firearm and disguise with intent to commit a crime. The 16-year-old from Vancouver was arrested Oct. 20 and has been charged with armed robbery, using a restricted or prohibited firearm in the commission of an

offence, assault with a weapon and a number of firearms-related offences. “Make no mistake, getting involved in something like this for the promise of compensation or other reward is at the least foolhardy, but at the most, could result in deadly consequences for those involved, said Sgt. Dale Weidman of the VPD Robbery Squad.

Junior A team sweeps three games against Coastal Conference opponents

Eagles play perfect in pink by Nick Greenizan THE SURREY EAGLES looked

awfully pretty in pink last weekend, winning three games against divisional rivals, including a pair while wearing pink-and-white sweaters in support of breast cancer awareness month. On Friday, the Eagles opened the weekend with a 5-1 win over the Coquitlam Express – who had beaten the Birds in four of five previous meetings – and on Saturday, travelled to Langley, where they outscored the Chiefs in the third period en route to a 5-3 victory. The following afternoon, back in South Surrey, the Eagles completed the sweep, edging the Chiefs 6-4. “We had a nice eight, nine day break, and we were able to get healthy and mentally refreshed. We also were able to get a full week of practice in, which we hadn’t had all season because we’ve played so many games,” said Eagles head coach Matt Erhart. “And it’s always nice to get wins against teams like Langley and Coquitlam, because we play them more than anybody, and every game is a like a four-point (swing).” Originally, the Eagles planned to wear the pink-trimmed jerseys on Friday only, but after the win, donned them Sunday, too. Now, to keep the streak alive, they are scheduled to wear them a third time before October is over, likely at the team’s final home game of the month, this Saturday against the Westside Warriors. “We’re 2-0 with them on, so we’re going to keep going with it,” said Erhart, who laughed when it was suggested pink and white should perhaps become the team’s new permanent colour scheme. On the weekend, the Eagles offence was led – again – by its top line of Brad McGowan, Jeff Vanderlugt and Richard Vanderhoek. McGowan finished with nine points in three games – and currently sits first among B.C. Hockey League

scoring leaders – and Vanderlugt potted a hat trick Saturday in Langley. Not to be outdone, Vanderhoek tallied three assists in Sunday’s win. “Brad’s been on fire the whole year, and he really stepped it up again,” said Erhart. “He had a great start to the season, and he hasn’t let his foot off the gas.” Top three scorers aside, Surrey also had strong secondary scoring from the likes of Daniel Gentzler, who potted two goals Sunday, and captain Tyler Morley, who returned to the lineup after missing the last five games due to injury. “It’s really nice to get our captain

back. He’s our captain for a reason, so him coming back really gave the team a boost,” Erhart said.

“...every game is like a four-point (swing).” Matt Erhart Though the Eagles’ offence was again solid – they’ve got more goals this season than every team but the Chiefs – Erhart said a renewed commitment to defence was the key to

the weekend sweep. “We just made some adjustments, especially against Coquitlam, and we paid a lot more attention to the defensive side of things,” he said. With the Eagles having just five healthy blue-liners heading into the weekend – a sixth, new arrival Kyle Madsen, was dealt to the Alberta Junior A League’s Spruce Grove Saints last week – affiliate player Tim Coish was called up from the Junior B Port Moody Black Panthers. Coish, an 18-year-old Surrey native, was paired on the blue line with Doug Wedel. “Tim did a real nice job for us back there. He was solid,” Erhart said.

After a tough October schedule that sees the Eagles play 12 games, including seven on the road – with three left, beginning today (Wednesday) in Coquitlam – Erhart is looking forward to a quieter, less travel-intense November. The team plays just eight times next month, and all but two are home games. And the two road contests aren’t far away either – both are in Langley. “We’ve played a lot of road games so far, so it’ll be nice to see it settle down a bit,” Erhart said. “We don’t leave the Lower Mainland for an entire month, so that’s going to be good for us.”

PIJHL team defeats a pair of conference leaders by Rick Kupchuk IT WASN’T another perfect week for the North Delta Devils that was most impressive. It was the quality of opposition they defeated to extend their current Pacific International Junior Hockey League win streak to four games. The Devils stopped a pair of first place teams last week, edging the Richmond Sockeyes of the Tom Shaw Conference 4-3 in a shootout Thursday night in Richmond, then trouncing the Abbotsford Pilots Saturday night at the Sungod Arena. North Delta jumped to a 3-0 lead after just four minutes of play against the Pilots, the first place team in the Harold Brittain Conference. Abbotsford pulled to within one, striking for two goals in four minutes, only to allow the Devils to make it 4-2 after 20 minutes on a goal from Taylan Kornelsen. Devils goalie Alex Wind shut the door on the Pilots over the final 40 minutes, stopping 13 shots while Marco Finucci of North Delta closed out the game’s scoring, netting his second of the game on the powerplay in the second period and completing hit hat trick two minutes into the third.

Alex Wind allowed just two goals in a North Delta Devils win over the Abbotsford Pilots. Finucci had a four-point game, also assisting on Kornelsen’s game winner. Dean Brunato and Julius Ho also tallied for North Delta, with Kornelsen and defenceman Manuveer Mahil adding two assists each. Looking for the first win over the Devils in three games Thursday, Richmond had a significant edge in play, outshooting their guests 35-23 and leading for 45

of 60 minutes in regulation time. Falling behind just seven minutes into the game, the Devils erased a two-goal deficit midway through the third period on Michael Nardi’s 13th of the season. Richmond needed just 18 seconds to regain the lead, but the Devils forced overtime when Dean Brunato knotted the score 3-3 with seven minutes remaining. Richmond got the only two shots in the five-minute overtime period, but Devils snipers Nardi, Ho and Coltyn Hansen were all successful in the shootout, while Alex Ahnert stopped three Sockeye shooters to lift North Delta to the win. The Devils are now 11-5 (won-lost) on the season, tied on points with the Sockeyes and the Delta Ice Hawks atop the Shaw conference, having played two more games than Richmond and one more than the Hawks. North Delta plays three times this week, facing off against the Aldergrove Kodiaks tonight (Wednesday) in Aldergrove, then playing away from home again Saturday in Port Moody against the Black Panthers. Sunday, they host the Squamish Wolf Pack at 6:45 p.m. in the Sungod Arena. sports@surreyleader.com

occasion he drew the ire of former Chilliwack Huskers’ head coach Howie Zaron after suggesting Rams’ linebacker John Tietzmann was more deserving of BCFC defensive playerthe-year honours than Huskers’ lineman David Bosch, who won the award. Butschler said Bosch won the award because Zaron “kissed everybody’s ass.” Zaron responded the following week, telling Peace Arch News, “Chris has been part of this league for 20-something years If he wants to whine and snivel and cry like a little baby, maybe he should go and coach something else.”

with the Surrey Big Kahuna Rams, head coach Chris Butschler has stepped down – and the search is already on for someone to fill his shoes. Rams president Gord Querin could not be reached for comment, but on the team’s website he thanked Butschler for his years of service, adding that the team was already accepting applications for the vacant post. Butschler and his brother, Andrew, are largely credited with resurrecting the Rams’ program which, according to a Rams’ press

before he was fired along with offensive co-ordinator Gary Etcheverry. Butschler took over as head coach at that point. He leaves with an overall coaching record of 64-42-4. Under his watch, the Rams also never missed the playoffs. He could not be reached for comment. Though his work and personal commitments kept him from speaking to the media much this season, Butschler was always one of the more outspoken coaches on the junior circuit. Once, after a particularly tough loss last season, he said his team “played like timid little girls,” while on another

After Andrew left the team to join the UBC Thunderbirds in 2002, Chris coached the Rams’ alone for three seasons, before stepping back for a few years, at which time Tyler McLaren – currently the team’s defensive co-ordinator – took over the top job. McLaren eventually gave way to Jeff Lochbaum in 2006, but Lochbaum’s tenure lasted just two games
