Dear 2013 Lieutenant Governor Candidate, Congratulations on deciding to run for the position of Lieutenant Governor! Key Club offers many opportunities for high school students to further their involvement in leadership, character building, and service, and build incredible friendships at the same time. By running for the office of Lieutenant Governor you will be offered an opportunity to experience Key Club at a whole new level. While there are many District Officer positions available, Lieutenant Governor is definitely one of the most rigorous and time consuming. There are many responsibilities that you are required to fulfill, including attending the MANDATORY Pacific Northwest District Winter Board Meeting (February 22nd-24th, 2013), and the Pacific Northwest District Convention (March 21st- 24th, 2013). You will be filling a very important position as part of the Pacific Northwest District Board and will be expected to serve the district and the position to the best of your ability. If elected as part of the District Board, I promise it will be an experience of a lifetime. You will meet new friends across the Pacific Northwest, build strong relationships, make lasting memories, and have an unforgettable year! Please read through all the contents of the Candidate Packet because it contains very important and specific election and candidate procedures that you must follow in order to run for office. PACIFIC NORTHWEST DISTRICT December 2, 2012 Dear Division 65 Lt. Governor Candidate, I am excited to hear of your decision to run for the office of Lt. Governor for the 2013-2014 year. Your willingness to serve your division is commendable. Please read over the enclosed materials regarding the election. The Lt. Governor Service Agreement must be signed and returned to me prior to the rally by December 16, 2012 or you will not be permitted to run for the office. It details the responsibilities you must fulfill during your year as Lt. Governor. You will find an explanation of caucus procedures and sample questions enclosed with this letter for use in preparing for the election rally. You will also find the Key Dates for the upcoming year. Please keep in mind that you are required to attend all board meetings, no exceptions. You will also need to prepare a five minute speech outlining your platform. Following your speech, be prepared to answer several questions from the Key Club attendees at the rally as well as from me, the Lieutenant Governor moderator. Please come prepared. LIEUTENANT GOVERNOR ELECTION RALLY Portland – December 2, 2012 – The Division 65 Lieutenant Governor Election Rally will take place on December 16, 2012 from 2:00PM – 3:30PM at Cedar Mill Library (Meeting Room). All clubs are advised to endorse one candidate for the office of Lieutenant Governor and all clubs are required to send two voting delegates. There are no requirements for candidates running for the office of Lieutenant Governor besides being an active member of Key Club International. All candidates for the office of Lieutenant Governor MUST be able to attend the Pacific Northwest District Winter Board Meeting (February 22-24, 2013) and the 2013 District Convention (March 21-24, 2013). Transportation to and from these events will be provided for you. NOTE: The Lt. Governor Service Agreement must be signed and returned to your Lieutenant Governor prior to the Lt. Governor Elections Rally by December 16, 2012 or you will not be permitted to run for the office.
2013 LT. GOVERNOR ELECTIONS RALLY CAUCUS PROCEDURES 1. Candidates will be required to show up a minimum of 20 minutes before the start of the Divisional Rally to meet the other candidates running for office and the current Lt. Governor. At this time, if all paperwork (Service Agreement and Dues Paid) is not in order, the candidate will not be permitted to run. This will also be a good opportunity to answer any last minute questions about the election process that the candidates have. 2. The election process will start with a roll call of clubs in attendance and an explanation of the procedure for the election. 3. Voting delegates (two from each club) should be seated in the front row. 4. The current Lieutenant Governor should then introduce each candidate, stating their home club. Candidates will draw numbers for the order in which the delegates will hear the speeches and ask questions. 5. All candidates, except for the individual going first, must be instructed to leave the room. 6. Each candidate will then deliver their speech, not to exceed 5 minutes. The rally attendees will then have a chance to ask questions of the candidate. (Note: Anyone except adults can ask questions at this time.) 7. The Lt. Governor who is moderating will simply call on any Key Clubber who wishes to ask the candidate a question. Key Clubbers wishing to ask questions simply need to raise their hand and wait to be acknowledged by the moderator. 8. The Lt. Governor will strike any question deemed inappropriate or irrelevant to the selection process. The Lt. Governor also reserves the right to limit the length of the answers and amount of questions asked (consider time constraints). 9. The candidate has the right to refuse to answer any question or perform any act that he/she does not feel comfortable with. 10. The Lieutenant Governor will close the period for open questioning by attendees. At this point, the Lieutenant Governor will ask each candidate the same set of five questions. The Lieutenant Governor will not tell any of the candidates which questions he/she has selected, but the two lists of questions on pages seven and eight are suggested for preparation. 11. This process will be repeated with the remaining candidates. After each candidate has caucused, he/she must remain in the room. 12. When all candidates are finished, the two voting delegates from each club will consult with their other club members present and cast their clubs two votes via written ballot. The Lt. Governor will collect the ballots and tabulate them with the supervision of the area administrator (or Kiwanis Lieutenant Governor). 13. The winner may be announced or announced at the end of the rally if other activities are planned.
