Planning Applications - SDNP/22/03516/HOUS: Tumbleweed Bury Common Bury RH20 1NS - Installation of 1 no. shepherd hut on drive and 1 no. shed/studio with covered storage area in garden. Councillors resolved to object to this application as the Shepherd’s Hut’s proposed use for B&B purposes would generate a level of vehicular and general activity that would result in an unacceptable level of noise and disturbance to occupiers of surrounding properties. Location of the hut would also result in a serious loss of privacy for neighbouring property which, until now, has been secluded and not overlooked. Furthermore, the resulting increased demand for parking on a plot that already does not provide sufficient space for its residents’ vehicles would result in an increased demand for kerbside parking along a narrow street where there would be interference with the free flow of traffic and increased competition for street parking thereby detracting from residential amenities of the area. SDNP/22/03566/HOUS: Newoods Farm Bignor Park Road RH20 1HQ - Alterations and extensions to include single storey link extension to existing dairy barn and conversion to ancillary accommodation, new garden room extension, new outside swimming pool and pool house and replace existing redundant stables with new oak framed cart barn. Council resolved to support scheme subject to amendments to design being made to incorporate the following: • Consider installing more windows on ancillary barn to reduce of rooflights to comply with South Downs

30-pitch campsite planning application

Planning Application - SDNP/22/03837/FUL Land North of Waltham Park Road Coldwaltham: Change of use of agricultural land to form a campsite for 30 pitches, erection of a reception/ office and facilities structures and the siting of a shepherd’s hut for wardens accommodation. Plans presented to meeting, Members discussed application and considered the following: No mention of caravans, many campers drive larger vehicles SUV and 4x4 often with trailers, this will churn up the track especially in wet conditions. Ecology Report made no mention of active badger setts. Too much wildlife in area to be dismissed expecting it to recover. Applicants’ assertion of minimal impact on wildlife needs to be challenged. Campsite won’t keep quietness of area, with disturbance from voices, music, car movements etc. Traffic claims in application, horse riders use lane regularly, and can already be busy. Wonders about validity of claim that users will walk from station. Application expects users to arrive by cycles, with cycle shed provided. Waltham Park Road not very suitable for cyclists, as it’s not well maintained. Brochure shows images of fires, but Council has a designation relating to Dark Sky Reserve, how can the warden ensure this will be maintained? Users good for local facilities/attractions, however, attractions accessed via road, increasing traffic. Access track after rain would be difficult with mud. Discrepancies when referring to light installation, mentions solar, battery powered and no lights. Ecology Report made no mention of number of deer within woods and wider area, the danger posed to walkers, cars and animals. With spring and autumn being vulnerable times, protective females with young and aggressive stags during the rut. Application is water positive, however, no mention made regarding a drinking water supply. Cars need to give 1m distance passing pedestrians, cycles and horses. Unsure road is wide enough. Public questions - Wyncombe Close resident asked if Council would follow up proposal that anomaly of missing link in bridleway should be corrected. It requires finding a few residents who can confirm they have used this bridleway for 20 years and filling in the form. Resident requested Council to ask this question on his behalf as he feels it would be a tragedy for the area if bridleway was closed. Council offered to speak to resident about this. Parish Clerk Report - Pavers – invoice £200 over estimate. 1 or 2 pavers that weren’t cracked but needed reseating not done. Invoice will be held while Council finds out why over estimate. Reported no provision for Sports pavilion fire alarm system was made in previous budget as everything on hold during pandemic, however there are EMRs that could be reallocated to pay for KBO Fire system. Resolution to move EMR from Playground/Rec Ground and Asset replacement proposed, seconded and agreed by meeting. Save The Swan Working Group – Pub ongoing renovation work, clearing out rooms and plans for garden. Research on Paintings Room. Meeting with historic England and Margaret Welfare to establish what’s missing. 4 or 5 paintings unaccounted for. Some paintings have Tovey’s auctioneer’s sticker, suggesting they were entered to auction in 2010/11. Auctioneer’s records destroyed after 7 years - unable to tell what was auctioned. One of 3 visitors’ books missing which was paid for by village donations but sold in 1990’s. A reward was put up for it. Highways & Traffic Working Group – Finalise locations for Speed Indicator Device (SID), produce new map and storage for portable post and SID when not in use, then get a quote for posts and maintenance. Movements schedule to be produced and funding discussed. Reassured Roundels will be painted at key locations. Speedwatch to patrol. Upper Street hedge being dealt with, land agent contacted. Should you become unable to look after your dog, this free service ensures their future. By simply providing details of your dog and who you would like as your Dog Guardian, Dogs Trust can offer peace of mind, reassuring you that your faithful friend will be well cared for by the charity. Should your card ever need to be activated, Dogs Trust will then arrange with your Dog Guardian for your dog to come into the rehoming centre or into foster care. Your dog will then be welcomed and well cared for by the charity.
