Sarah Hutchings lives in Lincoln Street. She runs City Reads, Brighton & Hove’s annual “big read” for the city, from 10th October to 1st November.
How long have you lived in Lincoln Street? I’m hardcore Hanover - we bought the house in 1999. What do you like about living in Hanover? Just about everything: its location and proximity to central Brighton, the neighbours and the general like-minded energy of most Hanover inhabitants. Plus we have some fabulous pubs, Queen’s Park and The Level in easy access….all you need really. Tell us more about City Reads... City Reads is an annual citywide reading festival which aims to spread a love of books and ideas to the widest possible audience throughout Brighton & Hove, through a series of special events, activities and performances. Think GIANT book group and that should give you the general idea! It all started in 2005, with Alice in Wonderland. I was working at Brighton Festival as a literature programmer and was approached by Penguin Books who were celebrating their 70th anniversary. They asked me if I thought a ‘big read’ would work in Brighton. I said ‘yes’ without hesitation and City Reads was born… We are now the longest running big read in the UK. Why did you choose The Humans? As soon as I read the book, I knew we’d found our 2015 title. It made me laugh, it made me cry, it was a book I wanted to share with family, friends and acquaintances, so choosing it for Brighton & Hove’s annual big read seemed like the perfect way to do
that. Matt has described the book as ‘a kind of advert for the human race’, a book he wanted as many people as possible to enjoy. That sentiment sums up the whole ethos of City Reads. Some of the people I’ve recommended it to have interpreted it very differently to me and isn’t that what a good book should do? Make us question, discuss and debate its meaning? I’d urge everyone to read THE HUMANS and be part of City Reads 2015. I hope you love it as much as I do. The Humans by Matt Haig is published in paperback by Canongate Books and is available to borrow from your local library. Here is another great community project for Hanover...
Welcome people to Hanover...Hello Hubs! Brighton and Sussex Students’ Unions have come together to plan ‘Hello Hubs’, an attempt to welcome new people to the area, show them what our community has to offer, and what they have to offer the community. It is all too easy in 21st century society to find days, weeks and even months pass by without having a chat with the bloke next door. As neighbours come and go, it can sometimes feel as if the community as a whole comes and goes too. It can seem at times as if the sense of social engagement is thin on the ground. These concerns can be exacerbated in studenty towns, where residents don’t always hang around for long enough to build meaningful relationships. So let’s do something about it. These Hello Hubs are a chance for locals to connect with one another, get to know each other as well as find information about the local services provided, and start the relationship off on a good note. The Hubs are an informal meet-up for all local residents to attend, and it would be great to see you there, hear how you think the event should look, and offer us your views over a cuppa and a bourbon biscuit.

Cutting food waste by 25% could feed the world If the amount of food waste around the world was reduced by just 25%, there would be enough to feed all the people on the planet according to UN research. Each year a third of all the food produced (1.3 billion tonnes) is wasted, whilst at the same time 795 million people suffer severe hunger and malnutrition. The worst food waste offenders are the US, Canada, Australia and New Zealand. A North American wastes on average 95-115 kg of otherwise edible food compared to 6-15 kg in Sub Saharan Africa/ South East Asia. In the UK, food waste costs us £60 a month on average BUT it has reduced by 21% over the last 5 years, thanks in part to “Love food, hate waste” campaigns. Measures like the law forcing supermarkets to provide unsold food to charities in France is a step forwards and is being explored here in the UK. Brighton is one of the worst offenders in relation to food waste with over 50,000 tonnes of food wasted in Brighton and Hove annually. But we are also a city where people want to do something about that. Brighton and Hove Food Partnership,

the Food Waste Collective, FareShare and the Real Junk Food Project, among others, are challenging the issues of food left by farmers in fields, food rejected by supermarkets, unsold food in restaurants and cafés being thrown away and food being thrown away in our homes because we overbuy and don’t follow our own common sense about when food has gone off rather than looking at often arbitrary ‘use by’ dates. The above groups and others are coming together for ‘Feeding the 5,000’ at the Level on 29th October 2015 from 11 till 3pm. 5,000 lunches made entirely out of food that would otherwise have been wasted will be served on the day free of charge alongside cookery demos and talks from food campaigners. The event plans to shine a light on global and regional food waste issues.

On Friday 9th October the Leto Ensemble (flute, clarinet and piano) will present well-known works by Debussy, Bizet and Ravel combined with the lyrical Australian composer J Carmichael, the energetic character of Villa-Lobos and Schulhoff’s haunting beauty. Leto Ensemble is a distinguished and versatile group incorporating flute, clarinet and piano in various combinations. The programme has been chosen for its variety in both musical expression and instrumentation, presenting composers from different continents and cultures as well as bringing together music from past and present. Concerned about your home being sold to fund your future care fees? The Issue
You probably own your home as joint tenants if you are a couple and solely if you are single. For couples this means you own it wholly, jointly and severally. Ultimately therefore you do not own it 50:50 as you might have assumed. You actually own all of it together and when one partner dies the surviving partner owns it solely and absolutely. It is sole and absolute ownership that enables a whole property to be taken into consideration as an asset by the local authority and puts the property in danger of needing to be sold to fund care.
The Reality Today
The care Act 2014 introduced in April 2015 allows local authorities to assess your assets to determine if you need to pay for your own care under the new charges and assessment of resources regulations. Currently if you have assets above £23,250, you are on your own and require care, you will probably have to pay for it all - currently averaging around £1,000 per week. Savings, cash and income would be used first and then your property would need to be taken into consideration. You would be expected to pay for all of your care until such time as your assets were depleted to below the £23,250 threshold. You would then pay for a proportion of your care until your assets were below £14,250 - at which point all your future care would be paid for after any relevant income was taken into account.
The Solution
For couples, simply by changing the way you own your property well in advance of any care considerations i.e. from joint tenants to tenants in common and by setting up two property Trusts either immediately or within a properly structured Will at the same time will in most cases, protect the integrity of your home should you ever require care in the future, so long as avoiding care fees was not a primary motivating reason behind the implementation fo the strategy - i.e. you should be looking to protect your half of your property should your spouse remarry after your death, or you should be looking to ensure that your children would not lose 50% of their inheritance should they be made bankrupt or divorce or for example you should be looking to prevent a generational inheritance tax burden in the future. These are all sound reasons for implementing this strategy which in themselves are not deliberate deprivation of assets, but the implemantation of which protects the integrity of the property.

15 For sole owners the process is simply to set up a Trust now and convey your property into it which will produce the same result again this must be well in advance of any care considerations and the motivation must not solely be for the purpose of preventing your home being used to fund your care.
The Reasoning
When you own your home as tenants in common you actually own half each. With our Post death Property Protection Package when the first partner dies, they leave their half into their Trust. The surviving partner is the Trustee of that Trust and also the Primary Beneficiary which means that as they own half and are Trustee of the other half they have complete control over the property and what happens to it. The children and/or whoever else is also nominated as ultimate Trust Beneficiaries will have access to that half of the property when the surviving partner dies. The first half of the property then is 100% securely in Trust for the beneficiaries and will not be at risk. As a result of this simple strategy and because it is not possible to sell just the survivor’s half of the property, the integrity of the property is protected. While the ‘’market value” of half a property is negligible, The Care Act 2014 guidelines do allow for this half to have a charge placed on it under a deferred payment arrangement for care fees which is why this package includes a Lasting Power of Attorney grant for Property and Financial affairs which will enable a pre-appointed Attorney to act on behalf of the survivor should they be unable to themselves and negotiate with the Local Authority for the property to be rented out and a percentage of the income given to the Local Authority instead of a charge being placed. The second half of the property would then ultimately go into the Trust for access by the nominated beneficiaries when the surviving partner eventually dies. With our Whole of Life and Post Death Complete Property and Family Protection Package both halves of the property are conveyed into Trust IMMEDIATELY. This means the whole property is protected straight away and not just after the first party dies. The benefits of this package are that it then protects the property even if both parties go into care before the death of either. It also means that if the survivor goes into care the property does not have to be rented but if it is 100% of the income goes directly into the Trusts for the benefit of the survivor or any of the other Trust Beneficiaries and does not have to be given to the Local Authority. The most important benefit of this package though is the property can be sold at any time and the resulting proceeds be fully protected for the whole family within the Trusts and no negotiation with the Local Authority is required. Sole owners and couples who have immediately conveyed their properties into Trust well in advance of any care consideration and not solely for the purpose of preventing their home being used to fund their care (deliberate deprivation of assets) secures the integrity of the property (so long as entry into care is not within 6 months of setting up the strategy) as the property is not absolutely owned by an individual anymore and it is not legal to force a Trustee to do something that is not in the ultimate best interest of the Trust Beneficiaries. The success of this year’s 28th annual Hanover Beer Festival will be due in no small measure to the support of Barrie Alderton. Barrie is wellknown locally as the proprietor of Barrie Alderton Estate Agents, but behind the scenes he is a strong supporter of the community association.
He was one of the early trustees who signed our original lease on the Hanover Centre with Brighton Council in the 1970s, and even after he ceased to be a trustee was one of the people who legally held the building in trust for the charity. But for those of you who come to our beer festivals, he deserves most fame for sponsoring the souvenir glass that everyone gets to take home, and he has been doing that for almost as long as the beer festival has been going! SpacePlace is a community drop-in session for people to share skills and resources, bring unfinished or shelved projects for support and advice, and enjoy others’ company over a cuppa.
It was founded by Remade In Brighton who have run it voluntarily for 3½ years. However, although Jackie, Sarah and Fiona support the project, they are no longer able to bring their brilliantness on Thursdays. We can’t overemphasise how much they put in to every session and we surely will miss them. We need enthusiasm for SpacePlace to continue as a welcoming, beneficial project for the community,

Report on the Scotland Street Party Sunday 16th August 2015
Scotland Street is a lovely friendly street with many young families, long-term and elderly residents and no HMOs. Like many Hanover streets it is compact and intimate, and we had come to know quite a few residents so, when one early summer day a few of us were out in the street chatting and lamenting the demise of Hanover Day, the idea of having our own ‘mini Hanover Day’ was born. We were aware that some other local streets had organised their own street parties and so at the behest of the initial small group of ‘street friends’ we made enquiries to find out how to organise our own. First we went to every house to ask people to sign a petition to obtain the required 65% of non-objectors. To our delight we found 100% to be very much in favour and so began the process to obtain the street closure licence and, as we have several musicians living in the street, a temporary event notice to allow us to have live music! Once we had those licences the idea really took flight, more and more residents got involved, we opened a Facebook group and held a series of planning meetings in our local pub which were great fun in themselves. With a lot of individual contributions from residents and friends plus financial support from local businesses – The Sir Charles Napier, Southover Wines and Guyatri News – and help from the Hanover Community Centre, over the next few weeks plans took shape. Luckily Sunday 16th August dawned clear and fine! Everyone got into their cheerful teams and the street was transformed with bunting, a large stage, and straw bales with sails streaming overhead. By lunchtime a long series of trestle tables had also been laid out and decorated with flowers and Scottish flags. The amplified skirling of bagpipes brought out the people, bearing the most amazing series of

dishes, and we all sat together to feast. After an hour or so the live music began - five live bands plus DJs which lasted until the evening, and there was dancing in the street until it was time for the big clear-up. Everyone helped out so it was soon finished. A fantastic time was had by all and the refrain afterwards from the many new friends was: ”We must do this again next year.” Andy Currie

Council Seeks Landlords for Syrian Refugees Brighton & Hove City Council is seeking landlords with properties to rent and is co-ordinating offers of help for refugees from Syria.
Earlier this year, the council agreed to accept a small number of households under the Syrian Vulnerable Persons Relocation Scheme – a Government scheme which brings vulnerable Syrians straight to the UK from the countries bordering Syria. The Home Office provides funding to help the refugees to integrate for the first year. No families have as yet arrived and the council is currently working on plans to receive and support those refugees with partners in the NHS and the voluntary sector. This scheme operates on the basis that affordable and sustainable accommodation is found for the refugees in the private rented sector. They will be entitled to seek work and claim benefits when they arrive. A range of support services will be available for the households to help with their integration. Landlords who are interested in offering properties
for rent, that are within benefit levels, are encouraged to contact the council on: refugeehelp@brighton-hove.gov.uk. The council is also collating responses from residents who are making offers of practical support to refugees and asylum seekers that might come to the city as well as those who are already here. Offers of help can be emailed to the same address.

With news of an interesting project taking place in St. Luke’s parish…
Faith, Flint & Footstep in Queen’s Park
An exciting community arts and heritage project in St Luke’s parish celebrates the voices of local people past and present. The Revd Julie Newson, deacon in charge of St Luke’s, reflects on the project that culminates in the publication of an inspirational CD-book. Working with St Luke’s poet in residence Evlynn Sharp, we have been running creative writing workshops for people in the church and the community to explore aspects of everyday life that extend from past generations to the present. The project captured the imagination of local people when Evlynn and I ran the first ever prayer and poetry workshops by the Pepper Pot bus stop and in Brighton General Hospital – where one man we met had delivered newspapers in the 1940s and saw homeless people queuing there for a bed for the night. Some tantalising material has been discovered in the church archives such as an original parlour press, a parish magazine of 1883, and music books that date back to the earliest beginnings of the church. There is also a report from the nineteenth century of how the vicar brought work to the area by employing local out-ofwork builders to make the flint walls around the parish.

The new CD-book, “Faith, Flint & Footstep – St Luke’s Church,Queen’sPark:communityartsandheritage”,isbeing launched at Waterstones. A heritage exhibition takes place in the church from 16 October and a guided walk in the local area by historian Louise Peskett. Louise’s chapter in the book gives insight into the parish spanning the local Workhouse and the first health provision for women and children by women of the medical profession. The book also features beautiful images and articles about the musical tradition of St Luke’s, the ordination of women, The Forgiveness Project, plus on poetry, prayer and the potential of our ‘parabolic’ lives. Poems on themes ranging from time, place and bereavement mirror people’s thoughts and feelings.
St Luke’s music director Chris Whitley-Jones offers a selection of music on the CD including pieces by a quartet of St Luke’s choir and a soprano solo. As part of the project, children of year six at St Luke’s Primary School receive a visit to The Keep, and links with St John’s College and local businesses deepen community engagement.
Funding for the project comes from the Diocese of Chichester, Westhill Endowment, funeral directors Christopher Stringer, Allchurches Trust, Brighton & Hove Bus & Coach Company, The Independent, and support from Waterstones, Sussex Community NHS Trust, The Forgiveness Project, Chris Lowe and Lisa Holdcroft.

Hanover Dad…dedicated follower of fashion Victoria Beckham once stated that “fashion is important”. It wasn’t a statement I paid too much heed to. I have many priorities in my life, but ‘fashion’ is not up there with, say, ‘eating’. In fact it’s not even up there with ‘mowing the lawn’. My lovely wife on the other hand regards fashion as ‘important’ and takes an avid interest in it. For example, three days ago she bought a bikini online. In September! She said, “I’m going to wear it when we go to America next month.” I was shocked to see that not only was this (very small) bikini roughly the same price as my first car, but that there was an exorbitant shipping cost from America. Yes, that’s right. The bikini is travelling across the Atlantic, to go in a suitcase and be taken back across the Atlantic three weeks later. “Couldn’t you have bought it when we got there?” I asked. This got me the standard ‘look’ that I’ve come to dread, but

worse than that, it got me a lecture which went like this, “You should consider yourself lucky that you’ve got a wife who takes pride in her appearance.You‘ve owned that t-shirt for about seven years now, and in fact all your clothes have turned the same colour as you haven’t bought any new ones for ages.”
I thought about this and realised she was right, so in order to keep the peace I went shopping. First I went to Topman. When I walked in, the staff gave me a look which said, “Clearly you must be some sort of workman and have entered our shop to fix something.” I walked out. I then found myself in an extremely expensive shop in Churchill Square. I only ventured in there because it was very dark and had armchairs at the front. I thought it might be some sort of bar. It wasn’t. I ended up buying a few new items and showed them to my wife. She looked and said, “You’ve just bought new versions of all the stuff you already have, that’s really unimaginative.”This made me cross.“Well, you’re unimaginative,” I replied, then kicked myself at the unimaginativeness of my response. Anyway we’ve decided that I’ll get some new clothes in America. We’re going to Texas, and hopefully my wife will choose me some things. If it was left to me I’d buy the first things I saw, and you’d see me strutting round Hanover in full cowboy hat, boots and spurs!
