Welcome to Hanover!!

Wow!! What an amazing August we have had! Some great weather and lots of excitement in the Olympics with Team GB doing great! Time to calm down and get back into normal routines with the academic year starting and Summer holidays coming to an end. We hope you had a great Summer and you managed to step off the daily grind for a while to refresh yourself and recharge the batteries.

hanover Richmond Street

The Duke of Cambridge Public House at the corner of Richmond Street and Cambridge Street, in 1933. The first mention of this inn was in 1864. In 1934 the premises were completely rebuilt and No 2 Cambridge Street was absorbed into the extended building. Cambridge Street ran between Albion Hill and Richmond Street, and was demolished around 1959. Thanks to the Regency Society for this image from their photographic archives, The James Gray Collection. Beryl Tucknott shares her local memories with David Gibson...

Brighton Memories - Beryl Tucknott

Beryl, aged 81, grew up in Ashton Street before demolition made way for Albion Hill flats, went to Finsbury Road School before its conversion to “loft apartments”, and lived around Brighton, returning to the Sidney Tidy flats at the top of Islingword Road in retirement.

As a child Beryl remembers playing skipping and hopscotch in the street to the annoyance of some neighbours, her great-grandmother in Grove Street, “who looked like Queen Victoria”, with the homely smell of freshly baked tea-cakes and the pop, pop, pop of gaslights. She loved Sunday school; the annual outing to the wooded Hassocks countryside, so different to Brighton, was a highpoint. Once the hymn singing, next door, was so powerful that dozing Beryl’s mother dreamt she had died and gone to heaven, transported by singing angels!! Children in the war were told to “knock on any door” in the air raids. An eventful time - the windows were machine-gunned along the street making “such mess in the sacred front room” and the Ashton Street butcher was bombed and killed. She “doesn’t remember being frightened” and there were exciting bomb sites to play in! An enduring highlight was Saturday morning children’s 6d picture shows at the Astoria. Beryl remembers “usually westerns”, with “noisy boys sat astride back seats riding galloping horses, the live organ filling the cinema - “it took us to another world” . Back in the real world, married with a baby girl and expecting, Beryl shared a two-up two-down fisherman’s cottage with a single cold water tap, no bathroom, and outside loo shared with another family. One day she was brought back with bronchitis in a Red Cross ambulance; the doctor told Beryl she was “more dead than alive” and ordered total bed rest. Mercifully a council house came up in Woodingdean and, though Beryl was too ill to view it in advance, the day she moved in “it felt like heaven”.

She had two more children and moved to Moulsecoomb, where her house was notorious for abundant cakes and popular with teenagers from afar - “a home not a shrine”. Children gone, Beryl moved to Whitehawk, spending 27 happy years with lovely friendly neighbours before returning to Hanover. She used to organise residents’ outings and social events; now with less energy she says, “I brought up my kids to never say “can’t” and at least say “I’ll try”. I hate it now when I have to say “I can’t”.” But Beryl can still, as she puts it, “talk for England”, and she has so much of interest to share, I found talking with her fascinating. This month’s report is from Dick Page, Green Party councillor for Hanover & Elm Grove...

Councillor Report - Dick Page Dear residents, I hope I don’t look too jolly in this photo … it was at one of this summer’s street parties, which show how sociable our neighbourhood can be when roads aren’t full of vehicles. You can suggest street improvements (trees, benches, bike parking, etc) via me or HEGLAT’s Working Group before the detailed parking zone (CPZ) consultation in December. I have been busy problem-solving as well: Chasing up Cityclean following an increasing number of complaints. Street and communal bins seem to be overflowing a lot, and I’ve had complaints about mess left after collections, inconsistent rules as to what some crews will take, etc. I spoke against the proposed Apple Cart (Lewes Road) off-licence at a Licensing hearing. Unfortunately the Panel added it to the many already along that road. While Morrisons has now closed further along, another business could move in and continue alcohol sales. Messages about alcohol harm to health and antisocial noise/behaviour are slowly being taken more seriously…

Monitoring planning applications for oversized house developments or suspected unauthorised “HMOs”. Please report conversions from normal houses, or where a To Let sign says 7 bedrooms, etc. Rules restricting over-studentification can be enforced, but take time. Anyway let’s welcome new students at this time of year, so they can meet their neighbours, look after their bins and put them out on the correct day, etc. The Casserole Club are looking for isolated older people who would enjoy a regular home cooked meal from a local volunteer. Snowdogs by the Sea, an extraordinary public art trail, will hit the city streets for nine weeks in September (24 September - 27 November). The magical sculpture trail will feature around 46 giant Snowdogs, inspired by the much-loved animated short film, The Snowman™ and The Snowdog, based on the book by Raymond Briggs. Each Snowdog will be individually decorated by different artists and generously sponsored by local businesses. The giant Snowdogs will be joined by a pack of Snowdog puppy sculptures designed by local schoolchildren. Locations are likely to include The Level, St Peter’s Church and Queen’s Park.

The trail is being organised by the Martlets Hospice in conjunction with Wild in Art, following in the footsteps of similar projects run by Wild in Art in other cities, such as Gromit Unleashed in Bristol. At the end of the event each Snowdog will be auctioned to raise funds for the hospice. Snowdogs by the Sea is expected to attract tens of thousands of visitors to

Many artists have drawn inspiration for their designs from Brighton & Hove’s history, seafront location and iconic architecture. DJ Norman Cook has commissioned well known street artist Ryca to create his Snowdog at the Big Beach Café, whilst crime author Peter James is likely to have a police-themed Snowdog. Schoolchildren have been busy coming up with their own designs for their snow puppies, which will join the trail and be on show at Brighton Museum, Hove Museum and the Jubilee Library throughout the

Hanover Queen’s WI hopes you all had a lovely summer. Our next meeting is Thursday 15th September at 7.30pm in the Islingword Inn, 175 Queen’s Park Road. I am speaking about my daughter becoming an army officer. Visitors are always welcome. Hint of the Month On a sunny day put your pillows outside for 2-3 hours. Afterwards they ‘puff up’ and smell lovely. Recipe of the Month - New Zealand Scones My aunt made these for sheep shearers. Pre-heat oven to 220C. Mix 3 cups flour, 6 teaspoons baking powder and ¼ teaspoon salt. Using your fingers mix in 75g butter till it resembles bread crumbs. If you want, add ¾ cup grated cheese and a pinch of cayenne and mustard or ¾ cup chopped dates, 1 tablespoon sugar and ½ teaspoon cinnamon. Quickly mix in a cup of ½ milk and ½ water. Dust an oven tray with flour. Shape on tray into a rough square and cut into 12 even-sized pieces. Brush with milk. Bake about 20 minutes.

The inaugural Brighton & Hove Triathlon takes place on Sunday 11th September on Hove Lawns. It will be the biggest closed road triathlon on the south coast. Professional triathletes and first-timers alike will commence their race with an open water sea-swim from the beach, before a flat cycle leg held entirely on closed roads takes them along the coast, followed by a return to Hove Lawns and a run that will head out towards the West Pier and the i360 before crossing the finish line. There are three race distances available, including the standard “Olympic” distance - 1500m swim followed by a 40km cycle and ending with a 10km run; the Sprint - swim 750m / bike 20km / run 5km; and the smallest distance, the Super Sprint 400m swim, 5km cycle and 2.5km run.

On Saturday 10th September there will be a Scootathlon (run – scoot – run) for children aged 4 to 8.

Alongside the triathlon will be the biggest outdoor Sport and Fitness Show in the South East which is free and runs over both days of the triathlon weekend.

those aiming for pre-Brexit prices and sitting on the market for a long time, and competitively priced homes that are selling relatively quickly. And of course, it is the owners of those competitively priced homes who are able to get moving sooner. There are two recurring conversation pieces when we meet with potential clients on valuations; we are told by those considering selling that they are in no great hurry and happy to wait for a higher price, and we are often asked what we would do if we were selling. The answer to the second is indisputably tied up with the first. If you’re in no great hurry then don’t put your home on the market. The detrimental effect of sitting on the market for months on end is huge. The property starts to look stale in the marketplace, if offers do come in they are invariably low (possibly less than if you had initially marketed at a lower price), and there is a drain on you, the seller, constantly keeping the house tidy. So what would we do? Price against the competition is the simple answer. Take a look at what is on the market in the area. Critically compare your home to something similar and price yours at the same level, or, even better, cheaper. Buyers love a deal; you’ll be sold in no time, have bought your dream home and be sunning yourself in a new garden while the people down the road will be tidying up once again for yet another viewing.

Hanover Declutter and Insulate Project These are times of opportunity in our local community. The tilt towards a Controlled Parking Zone in areas of Hanover & Elm Grove (subject to further detailed consultation), and the reporting of the City’s Fairness Commission, have both highlighted the diverse pressures on our community and the demands for change. Loft insulation is one of the simplest and cheapest ways of saving energy in your home. Around 25% of a household’s total heat is lost through uninsulated roofs and a properly installed insulation can reduce this to around 8%. Despite the wide availability of grants for loft insulation for some, (see www.downsenergy.co.uk/insulation-loft.php), it is estimated that there are still around 35% of homes with a loft in Britain that are uninsulated (www.theguardian.com/news/datablog/2012/sep/26/ homes-energy-loft-insulation). One of the reasons people find it hard to do is that they have a lot of items stored in their lofts which would need to be moved. Community group Hanover Action were keen to see how much of a problem this is for Hanover residents and in April 2015 leafleted a number of streets asking residents to fill out an online questionnaire. Of the 24 people who responded, 16 said that clutter in their lofts was preventing them from insulating and so it is clearly an issue. The survey offered a prize draw of a free ‘declutter and insulate service’, co-ordinated by BHESCo (www.bhesco.co.uk ), who offer an energy advice and assessment service. The winner of this was Helen Burrows of Islingword Road. Helen lives in a one-bedroom top floor flat with a large loft area and she was struggling to heat the flat to a comfortable temperature in winter. She had insulation and loft boarding installed in April 2016. Helen was helped to get stuff out of her loft by Hanover Action and BHESCo volunteers and managed to sell a great

deal of it from a stall outside her house! Helen says it took a lot of work to deal with the contents of her loft but that she could not have moved the heavy boxes without help. She says it was well worth the effort and is looking forward to a warmer home this winter. Hanover Action would love to carry out a wider ‘declutter and insulate’ programme to help crack the problem of uninsulated lofts and save people energy and money and will be applying for grants to support this work. www.hasl.org.uk

With babies we sing, there is no better thing!

In the first three years of life, brain development is faster than at any other time in our lives. New connections are made at a fast rate; things learnt and frequently reinforced at this time will be retained. So babies need repetition – where better to enjoy endless repetition than in a song! Babies need human interaction. They need to see us smiling, frowning, laughing, empathising. This is how babies learn about their world. Attending a baby music class is a great way to learn new songs and games to play with your child. Even if you don’t think you can sing, all your little one wants is interaction with you. A parent’s voice really is “music to their baby’s ears”. Learning is more memorable when we’re having fun. The fun had at classes really encourages participation! Children attending music classes will, most likely, have been exposed to hundreds of words, and have enjoyed playing with those words and sounds within songs. These children will begin school more

confident to use their voice, with a wider vocabulary, and better able to retain information. So why start from new born? Most babies who attend music classes have good early communication skills. Socially, these babies also smile plenty, are easily comforted and cope well with new situations. As they grow they already know the songs and games, so participation comes sooner and self-confidence is high! Attending a music class is a great way to share special times together. So remember, you don’t need gadgets, gizmos or apps. Your baby needs you. And the best games you can play when they are tiny are ones that involve singing! News from the Hanover and Elm Grove Local Action Team...

Hanover & Elm Grove Local Action Team As the summer progresses we are all now very aware of the coming “Detailed Consultation” on the probability of a Controlled Parking Zone in some or even all parts of our neighbourhood. Whilst everyone agrees that a large portion of the ward is very much in favour of a CPZ we must also consider the implications of displacement of vehicles into any parts of the ward who still are against controlled parking. Over the coming months we in HEGLAT – which is you as well as the working group – will all be working hard to get the best possible outcomes for as many people as possible. Some people might be happy with taking a risk that there will be no detrimental effects on their streets if they still vote against a CPZ but as we all know from past experience it is extremely likely that this will happen – there will almost certainly be a knock-on effect. We must also stress that the consultation is not just about car or other vehicle owners and parking, it’s about pavements and dropped kerbs, street design, cycle facilities, trees and planters, traffic calming etc. Nearly half of the residents in our area do not own a car and this process is as much about YOU as anyone else. With fewer cars coming into the area our streets will be safer for all – adults, children, senior residents and, let’s not forget – our pets! Your opinions, ideas and input are as valuable to us as of those with vehicles. So we say – GET INVOLVED! Over the coming months there will be various ways of doing this, from exhibitions of plans to public meetings and websites and social media. Watch out for details. Concerned about your home being sold to fund your future care fees? The Issue

You probably own your home as joint tenants if you are a couple and solely if you are single. For couples this means you own it wholly, jointly and severally. Ultimately therefore you do not own it 50:50 as you might have assumed. You actually own all of it together and when one partner dies the surviving partner owns it solely and absolutely. It is sole and absolute ownership that enables a whole property to be taken into consideration as an asset by the local authority and puts the property in danger of needing to be sold to fund care.

The Reality Today

The care Act 2014 introduced in April 2015 allows local authorities to assess your assets to determine if you need to pay for your own care under the new charges and assessment of resources regulations. Currently if you have assets above £23,250, you are on your own and require care, you will probably have to pay for it all currently averaging around £1,000 per week. Savings, cash and income would be used first and then your property would need to be taken into consideration. You would be expected to pay for all of your care until such time as your assets were depleted to below the £23,250 threshold. You would then pay for a proportion of your care until your assets were below £14,250 - at which point all your future care would be paid for after any relevant income was taken into account.

The Solution

For couples, simply by changing the way you own your property well in advance of any care considerations i.e. from joint tenants to tenants in common and by setting up two property Trusts either immediately or within a properly structured Will at the same time in most cases, protect the integrity of your home should you ever require care in the future, so long as avoiding care fees was not a primary motivating reason behind the implementation of the strategy - i.e. you should be looking to protect your half of your property should your spouse remarry after your death, or you should be looking to ensure that your children would not lose 50% of their inheritance should they be made bankrupt or divorce or for example you should be looking to prevent a generational inheritance tax burden in the future. These are all sound reasons for implementing this strategy which in themselves are not deliberate deprivation of assets, but the implementation of which protects the integrity of the property. For sole owners the process is simply to set up a Trust now and convey your property into it which will produce the same result and again this must be well in advance of any care considerations and the motivation must not solely be for the purpose of preventing your home being used to fund your care.

The Reasoning

When you own your home as tenants in common you actually own half each. With our Post Death Property Protection Package when the first partner dies, they leave their half into their Trust. The surviving partner is the Trustee of that Trust and also the Primary Beneficiary which means that as they own half and are Trustee of the other half they have complete control over the property and what happens to it. The children and/or whoever else is also nominated as ultimate Trust Beneficiaries will have access to that half of the property when the surviving partner dies. The first half of the property then is 100% securely in Trust for the beneficiaries and will not be at risk. As a result of this simple strategy and because it is not possible to sell just the survivor’s half of the property, the integrity of the property is protected. While the ‘’market value” of half a property is negligible, The Care Act 2014 guidelines do allow for this half to have a charge placed on it under a deferred payment arrangement for care fees which is why this package includes a Lasting Power of Attorney grant for Property and Financial affairs which will enable a preappointed Attorney to act on behalf of the survivor should they be unable to themselves and negotiate with the Local Authority for the property to be rented out and a percentage of the income given to the Local Authority instead of a charge being placed. The second half of the property would then ultimately go into the Trust for access by the nominated beneficiaries when the surviving partner eventually dies. With our Whole of Life and Post Death Complete Property and Family Protection Package both halves of the property are conveyed into Trust IMMEDIATELY. This means the whole property is protected straight away and not just after the first party dies. The benefits of this package are that it then protects the property even if both parties go into care before the death of either. It also means that if the survivor goes into care the property does not have to be rented out but if it is, 100% of the income goes directly into the Trusts for the benefit of the survivor or any of the other Trust Beneficiaries and does not have to be given to the Local Authority. The most important benefit of this package though is the property can be sold at any time and the resulting proceeds be fully protected for the whole family within the Trusts and no negotiation with the Local Authority is required. Sole owners and couples who have immediately conveyed their properties into Trust well in advance of any care consideration and not solely for the purpose of preventing their home being used to fund their care (deliberate deprivation of assets) secures the integrity of the property (so long as entry into care is not within 6 months of setting up the strategy) as the property is not absolutely owned by an individual anymore and it is not legal to force a Trustee to do something that is not in the ultimate best interest of the Trust Beneficiaries. Hanover Dad...Do you speak English?

I wrote last month that I was off Inter-railing for my summer holiday; well I’m back and it was a great adventure. We travelled through France, Spain and Portugal and the thing about travelling everywhere by public transport is that you really meet the locals.

I have to admit though, I’m not good at languages, but I can get by in French. Well, by get by, I mean I can hold a short and very basic conversation. However, it seemed the further south we went, the worse my language skills became. By the time we’d reached Spain, I was speaking some sort of weird Franco-Spanish hybrid, but strangely it still worked and I don’t think I upset any locals. However, when we arrived in Portugal, I really came unstuck. I realised that I genuinely only knew three words in Portuguese. So, what was I to do? Should I buy a phrase book? Should I download a translation app onto my phone? No! I should revert to type and be a complete English buffoon in a foreign country and speak loudly in English, but put on some sort of embarrassing mock Portuguese accent. Let me give you an example. My family and I really enjoyed the Portuguese custard tarts - Pastéis de Nata that they sold in the local bakeries. So, if I were to re-enact the way I communicated in Portugal in this country it would go something like this. The equivalent would be me walking into Greggs the Bakers on London Road in my swimming trunks, pointing at the sausage rolls, and in a loud voice (but with a strangely high-pitched continental accent), shouting “Two!” Then smile inanely whilst they are put in bags and nod at every other person in the shop. Then to make it worse, ask “how much?”, but have no idea what the amount is they’ve told me, so just pay with a £50 note. I feel bad about behaving like this, and I told my lovely wife that next year wherever we go I’m going to make an effort to learn the language. My wife

laughed at this and said, “You’ll never do that. In fact if you do, I’ll pay for the holiday.” This has put me under pressure somewhat, but I have a plan. Seeing as the wife is paying, I’m getting brochures for Australia as I’m halfway there already with the lingo – “G’day, mate”! Steve Rust
