HOVE PARK News from the Friends of Hove Park...

ELMS PAST, PRESENT AND FUTURE In front of the climbing boulders in Hove Park you can see something of the past, present and future of elms locally. The larger elm on your left is a Wheatley elm. These used to be extremely common in Brighton and Hove (the iconic Preston Twins are Wheatley elms) but are rarely planted now due to their susceptibility to Dutch elm disease. The smaller, younger elm on your right is a Plantyn elm, one of the four varieties which are mainly planted now as they are more resistant to the dreaded disease. Uniquely in Britain a large number and variety of elms in the city survived the epidemic of the 1970s. This was largely due to the barrier of the South Downs and the vigilance of the local community in watching out for and reporting diseased elms together with effective action by the Council. The success of the city’s internationally recognised control campaign led to it becoming the holder of the National Elm Collection in 1998; several unusual varieties in Hove Recreation Ground are part of this collection. The number of local elms (estimated over 17,000 survivors and new ones) can give a false sense of security but the threat of disease is still very real, trees are still having to be felled and the elms’ future requires the community’s

vigilant support. Outbreaks are often caused by elm logs carrying the beetle that are brought into the city. How quickly problems can escalate was unfortunately demonstrated four years ago when offcuts from a healthy tree left piled in school grounds in Hove proved a fertile breeding ground for the disease-carrying beetles leading to the loss of at least 14 elm trees in the neighbourhood. Since the above was written has come the sad news that one of the ancient Preston Twins (the oldest English elms in the world) has contracted the deadly disease and has to be felled. It is hoped that severing the connecting root system will enable the other Twin to remain disease free and delight people for years to come. The Council is urging people to report any sick looking trees (patches of brown, yellow or wilting leaves in Spring and Summer) immediately to the arboricultural department (arboriculture@brighton-hove.gov.uk). To help ensure local elms’ survival don’t buy logs for fuel unless guaranteed not elm or bring elm timber into the city for garden use. The Council will inspect any logs you’re uncertain about and replace any elm with a similar quantity without charge. Report unhealthy or dead trees in your garden; if elm the Council will carry out any necessary work without charge. Friends of Hove Park

REDEVELOPMENT OF DAIRY CREST SITE GIVEN GO-AHEAD... Brighton & Hove City Council’s Planning Committee approved on 10th July an application to convert the former Dairy Crest depot on the northern side of The Droveway to provide offices, retail space and 14 family homes, four of which will be at low cost for local people. The application was a resubmission of a previous proposal for a similar development which is currently subject to an appeal as it hadn’t been determined within the prescribed timescale. That application was considered by the Planning Committee in January 2019 where it was agreed that the committee would have approved it if an appeal had not been lodged. The site is a locally listed heritage asset comprising single-storey, early 19th century farm buildings. The application proposes the demolition of the northern wing of the buildings, which will be replaced with a terrace of homes. The covered courtyard, which is a modern addition, will be removed. The western wing will be partially rebuilt to facilitate a residential conversion and a new central wing will be added. The only alterations from the previous application relate to the layout of the terrace of dwellings to the rear of the site, including the removal of the garages to create additional living space at ground floor level. The planning officer’s report said that the scheme would ensure an appropriate redevelopment of a locally listed heritage asset. The site has not been used as a dairy since it was put up for sale in 2016. Planning Committee members thought the application was an improvement on the

previous scheme, with greater space and protection of amenity. They voted unanimously in favour of the application. Councillor Tracey Hill, chair of the city council’s planning committee, said: “This development shows how you can keep historic features in a modern development. It’s great to see that this site will be brought back into long-term use and create homes and jobs for the residents of today. Even though the housing part of the development is small, there will still be four low cost homes included in the scheme.” In addition the scheme will provide nearly £60,000 for open space and recreation facilities in the local area, including £1,700 for improvements to Weald allotments and a further £52,000 for education.

WE’RE ALL UNIQUE IN A FAST-CHANGING WORLD General dietary guidelines are the same – we all need to eat more vegetables and wholegrains and need a variety of food to meet our nutritional requirements. However, evidence for the claim that not one diet fits all was provided by initial findings from King’s College and Massachusetts General Hospital PREDICT study. It’s the world’s largest study into personal responses to different foods involving over 1,000 people. They measured post-meal blood glucose, insulin and fat levels, which are important metabolic markers in the development of chronic diseases such as heart disease and diabetes. They are responsible in part for someone’s daily energy levels and different health behaviours such as eating and physical activity. They also explain why some people find it easier to lose weight on low-carb diets compared to low-fat. This variation is explained by our unique combination of factors such as age, gender, ethnicity, sleep, activity, genetics, diet and environment and microbiome. Genes were responsible for only 30% and in twins only up to 37%. It is puzzling that a species who have lived together could vary so much but this could be explained by the changes in our environment and lifestyle. The race to develop technologies to predict a person’s individual food response is on but hopefully good health won’t carry a price tag. The other inbuilt tool we all have is our senses and there’s also ongoing research into how to be ‘in tune’ with our bodies. For now, I’ll say move more, stress less, sleep, minimise time online and engage in the offline ‘real’ world. Mary Henderson

This photo from 1933 shows the Sackville Garage, built in 1926 on the south side of the Old Shoreham Road. It also shows the original faรงade of the Sackville Hotel (now the Hove Park Tavern), which was altered soon afterwards. Since the sale of the Brighton & Hove Albion Goldstone Ground less than 200 yards from this junction the area has changed markedly. The Goldstone Ground became a retail park and this spread along the Old Shoreham Road to this junction. The garage site has become a large furniture outlet, Furniture Village. SACKVILLE TRADING ESTATE REDEVELOPMENT PLANS REJECTED On 10th July, Brighton & Hove City Council’s Planning Committee rejected plans by Moda Living to redevelop the former retail park and coal yard on the east side of Sackville Road, to the north of the railway line. Moda proposed to build 581 homes for private rent, 10 live/work units, and a care community of 260 homes for the elderly on the Sackville Trading Estate and goods yard site, as well as office accommodation, retail floorspace and community facilities including a health and wellbeing centre. The buildings would range from 2 to 15 storeys. The council’s planning officer recommended that permission for the scheme should be granted, although his report said that daylight and sunlight provision in the retirement village was expected to be poor. The report also acknowledged concerns about the heritage impact, but said: “..Considering the significant public benefits of the scheme that will accrue with the redevelopment of the site, the overall design, scale and appearance of the scheme and its impact on the character of the surrounding area is considered acceptable and any concern is not considered so significant as to warrant refusal.” 185 objections were received by the council, as well as 16 letters of support. Concerns raised included height, density, design, overshadowing and overlooking, noise, traffic congestion and parking pressure, as well as pressure on public transport and local infrastructure. Hove Park Neighbourhood Forum were supportive of the principle of development but objected on the basis that it was an overdevelopment of the site, there were insufficient car parking spaces and it would increase traffic problems, as well as comprising views to the sea from Hove Park, which are a locally listed Heritage asset. Goldsmid ward councillor Jackie O’Quinn spoke against the application. She said that the height of some of the

blocks was overwhelming. She thought the development was far too dense and would create traffic problems leading to gridlock. In response to questioning from councillors, a spokesman for the applicants said that all new homes would first be offered to tenants on the local housing list. A one-bedroom flat would cost £1,250 per month to rent. Councillors on the committee were concerned about the amount of affordable housing and about access from Sackville Road, as well as the height and density of the scheme. Cllr Phelim Mac Cafferty was particularly concerned about the lack of daylight some of the retirement homes would receive and asked the developers to come back with a better scheme. The councillors voted eight to two against the proposal.

250TH ANNIVERSARY OF THE BIRTH OF NAPOLEON BONAPARTE... “The triumph, and the vanity, The rapture of the strife— The earthquake-voice of Victory, To thee the breath of life;” (from Ode to Napoleon Buonaparte by Lord Byron) 15th August 2019 marks 250 years since the birth of the great French military and political leader, Napoleon Bonaparte - a man who made a deep mark on the area in which we live. Between 1793 and 1815 war raged across Europe and beyond, with only the briefest of pauses in the battles between France and Britain. It was during this tumultuous period that Byron, Shelley, Coleridge, Wordsworth and Keats began a literary movement known as Romanticism. What is often forgotten is that they were the war poets of their era: their work as much a response to war as a reaction against industrialisation.

Wordsworth’s “With such vast hoards of hidden carnage near, /And horror breathing from the silent ground!” is a far cry from “I wandered lonely as a cloud.” And whilst fear of invasion was downplayed by the satirical mocking of Napoleon, inhabitants of old Hove village lived with the truly petrifying possibility that his troops might land here at any moment. A not unfounded fear, resulting in the area we inhabit becoming the destination for thousands of militia soldiers and cavalry; the location of a huge military encampment of 15,000 soldiers at Goldstone Bottom (Hove Park) every summer for 10 years; the venue for military manoeuvres and sham battles; the witness to blood-curdling punishments and executions; the inspiration for some of the greatest literature in the English language; and the home and final resting place of men who fought on both sides of the most brutal and pivotal battles. NEW WATER FOUNTAINS FOR THE CITY

The photo of the fountain by the entrance to Hove Park is not a real fountain, but a drinking fountain. These were quite common around the country in the late Victorian era. © The Regency Society’s James Gray Collection

You will see four chains hanging from the top section. Attached to these were drinking cups which resided in the four “balcony” areas around the bowl below. You pressed the button taps seen around the top section and filled your cup. These were not very hygienic as birds tended to drink from any water remaining in the bottom of the “balcony” areas especially if leaves blocked the drains. Health and Safety ensured that few remained after the 1980s. It was safer to angle your head under the taps than use the battered cups. Few had their full complement of chains and cups by the 1950s. On 11th July Brighton & Hove City Council’s Policy, Resources and Growth Committee approved plans to install drinking-water fountains and bottle-filling points in six high-footfall areas of the city as a threeyear trial. No fountains are planned for the Hove Park area at present, but there will be one in front of Hove Town Hall and another at the midway point of Hove Lawns. If the trial is a success, more fountains may be introduced in other areas. The council says the benefits of fountains would include: to help prevent plastic pollution; encourage healthy hydration; provide an alternative to sugary drinks; decrease litter; support low income people; reduce carbon footprint; and provide access to water for homeless people.

Martlets are calling for local people to join in the fun at their KAPOW! event – a superhero-themed 5k inflatable obstacle course - taking place at 11am in Preston Park on Saturday 14 September. HOVE PARK News from the Friends of Three Cornered Copse...

THE CONSERVATION AREA AND THREE CORNERED COPSE... It will come as no surprise to residents of Woodland Drive that they are living in a designated conservation area. 3 Shirley Drive Well, at least some of them are, which brings the planning and development complexities to any proposed modifications to these impressive buildings. However, what may come as a surprise to others is that Three Cornered Copse is also included in the same Woodland Drive Conservation Area. The area was designated in 1996, and included the copse, because it “provides an important green space” to the buildings, and is an impressive backdrop to enhance the houses. The character definition and the map of the area is online and clearly shows the boundaries pushing right to the northern edge, where it meets the Dyke Road Avenue/King George VI junction. The objective of a conservation area is to prevent any alterations which do not “preserve or enhance” its contents. This does of course provide a defence of considerable weight against the proposed annexation of our public space by the proposed Toad’s Hole

Many objections mentioning this have already been registered, but there is still time to add more, so please add your comments if you support the preservation of this vital strip of the copse. Another way of destroying the copse is lighting a fire under the trees, and unfortunately we have had two recent incidents where this has occurred, one involving the Fire Service. The vegetation is tinder dry at this part of the season; it would take very little to catch fire across the forest floor, with the dry wood lying there. It’s also against bye-laws to light fires in public parks, for this reason. A recent study in the journal Science was widely reported in the press, where it documented the calculations that prove by planting enough trees we can eliminate most of the excess CO2 causing the global warming. “Enough” being actually many many billions of trees, and it showed where the more productive areas of the world would be. Unfortunately Three Cornered Copse wasn’t mention by name, but it’s gratifying to learn that our recent planting of several hundred trees in the past 18 months has not only been improving the habitat for dormice, but also saving the planet. Another way is using a search engine called ecosia.org, which donates its profits to tree planting. Search the web and save the planet at the same time. What could be easier? Simon Baxendale

Why did you decide to take on the Dyke pub? I always used to drive past the pub and think what a fantastic location it was. When I drove past one day and realised it had shut down I was surprised and couldn’t understand why it had happened. A couple of years later (October 2018 to be precise) I came across a post on Facebook which led me to the Save the Dyke group. I sent a message and met with a member of the group who gave me the details to contact the estate agents. I’ve always wanted to have my own pub, the opportunity was there and I felt it was too good to pass up. What part of the building will you be using? I have a 15-year lease on the corner unit and kitchen which is on the Highcroft Villas side. What sort of pub will it be? The pub will serve all your standard household brands but will also concentrate on real ale and craft beers. I

have a small craft brewery called Veterans Brewing; the beer will always be on tap along with other guest beers. The pub will have an old-fashioned look but will also be warm and quirky. I think residents will really love the new look when we open. When are you hoping to open the pub? I am aiming to open in the middle of August; however there is still a lot of work to be done so this may be pushed back.

PLANS FOR 5G MAST IN GOLDSTONE CRESCENT A planning application has been submitted to Brighton & Hove City Council to install a new 20-metre mobile phone mast and associated equipment in Goldstone Crescent, opposite The Droveway, replacing an existing 14.7m mast. The application by MBNL (Mobile Broadband Network Ltd), H3G Ltd and EE Ltd will enable them to incorporate 5G technology. 5G, or Fifth-generation wireless, is the next generation of mobile telephony, which will greatly increase data speeds. Its advantages will range from near-instant downloading of high-definition films to connected cars, smart medical devices and smart cities. An application has also been received to install a mast near Brighton Marina. The application for the mast in Goldstone Crescent says: “While the site is located on the edge of a residential area, existing vertical features will help the site blend into the immediate environment.” “The proposed increase in height is the minimum capable of providing the technological improvements sought. This will enable places to remain competitive in and will support the Government’s ambition for the UK to become a world leader in 5G technology.” The applicant says that all EE and H3G installations are designed to be fully compliant with the public exposure guidelines established by the International Commission on Non-Ionizing Radiation Protection (ICNIRP). These guidelines have the support of the UK Government, the European Union and the World Health Organisation. Numerous objections have already been received, including one from Hove Park ward councillor Samer Bagaeen, who said he had tried in vain a number of times to contact the applicant: “That’s not great when the local councillor is trying to understand why there is so much street clutter associated with this proposal. I count 5 cabinets in addition to the mast and if every station in the city has that we are looking at a large amount of street clutter. Hence my objection on the grounds of poor design.” Other neighbours are very concerned about adverse health effects from using 5G technology in a residential area, as well as the height of the mast. One said: “Hundreds of scientists around the world are giving strong warnings of the dangers of this technology.
