News from the Friends of Stoneham Park…
Spring is around the corner... Now it’s March and spring is just around the corner, expect to see a little more happening in the park. Much of that will be down to nature. Our daffodils and crocuses will be coming into bloom and the park will have more ‘life’, generally. You will also notice, I’m sure, the flowering shrubs growing in the planter by the Snug and the little fenced-off garden by the flagpole and the pigs’ sculpture. And you will notice our exciting new timber planter by the gate on Stoneham Road, which is starting to take shape. Away from horticulture, not much is happening, I’m afraid, with the basketball hoops. We are on the case, but this simple project is taking a surprisingly long time. We were able to spring into action, however,

when the gorgeous chimp mural was wrecked by an untalented vandal a few weeks back. Very quickly, a fabulous painting of a turtle (pictured, in progress) appeared in its stead. With an owl, a giant seagull, a cat in a monocle and a trio of pigs, the turtle joins a veritable menagerie of creatures keeping the park looking cheerful. Our open meeting, which was to have been last month, has been moved to 4 March at 19.30. Please do come along. We will be discussing the forthcoming Midsummer Fair which will be held on Saturday 20 June. A lot of effort went into producing the last two summer fairs and we want this one to be even better than previous events. That’s where you come in. We will need people prepared to give up a few hours on the day to keep things running smoothly and ensure visitors are kept safe. Remember what I said last month about repairing societal cohesion in these trying days? If you can spare just a little bit of your time, to meet and help others, we’d all benefit greatly. Meet a local music tutor…
Poets Person…Philip Milburn Philip Milburn lives in Ruskin Road and teaches music and singing 1 to 1 to adults and children. How long have you lived in Poets Corner? About 18 years. I’ve seen some changes. Stoneham Bakehouse was previously a Thai restaurant and before that, Nature’s Way organic grocers. What sort of tuition do you offer? I’m a multi-instrumental musician and I teach guitar, piano, singing, percussion, ukulele, musicianship, songwriting and recording. I’ve been teaching for over 25 years and love inspiring people to be creative with instruments and build confidence with their voice. I aim for a balance between technique, repertoire, musical knowledge, discipline and improvisation and composition. I teach popular music for fun and creativity rather than grades and I’m very flexible in how I meet students’ individual learning needs and interests. What kind of students do you get? Children start from 6 years old and we just muck about and have fun while learning the fundamentals of music. Older children want to learn pop songs of course. Adults are generally beginners, or they used to play and are now rediscovering their instrument or voice. More experienced musicians come to fill in gaps in their musical knowledge. Mostly, I encourage all students to try new things, learn, explore, be positive and patient, get creative and develop a routine. You are also a Community Musician. Tell us about that… Community music makes music accessible to everyone. I sing and play in local care homes and in the Royal
Sussex Hospital elderly wards. Old-time songs bring joy and fond memories and we sing anything from the White Cliffs of Dover to Rock around the Clock to The Hippopotamus Song or jazz standards. I trained at the University of London Goldsmiths College and spent years running music workshops and choirs in Brighton and London. It’s a joy to get a mixed ability group singing, vocalising, drumming and connecting in a raucous creative community. I also run voice meditation groups which use the voice to clear the mind and relax the body; I do singing lessons with an autistic woman; and songwriting sessions with an older man who is exploring his creativity. Music is a powerful tool... What do you like to do when you’re not working? I keep fit with yoga, gym and jogging and I love travel and the arts. Sackville Road Railway Bridge This photo was taken by Tom Wiles in March 1927. It shows the new steel bridge over Sackville Road installed in just a few hours one Sunday morning, with the remains of the old archway underneath. Soon after the old bridge was removed the level of the road was dropped about 18 inches so that buses could pass below the new steel bridge. News from the council…
Council explore ‘car-free’ city centre Brighton & Hove city councillors have agreed to explore the possibility of the city becoming ‘car-free’ by 2023. Members of the Environment, Transport and Sustainability Committee, meeting at the end of January, requested a report that explores the feasibility and costs of developing a car-free city. The report will be presented to them in October 2020. It will also look at costs and practicalities of any project or any possible exemptions. The committee’s chair Anne Pissaridou said: “We were elected on a manifesto pledge to make our city carbon neutral by 2030. We have declared a climate emergency and are making progress on decarbonisation. But we must take major steps to reach our ambitious target, so we are proud to work cross-party and champion a car-free city centre. Crucially though, this will be for the climate assembly to decide, as our residents must lead on how we combat the climate crisis.” Councillors also noted that the joint notice of motion should be considered by the city’s Climate Assembly, which is due to meet this spring.

A most remarkable woman... In the late Victorian age, Hove was renowned for its exclusive residencies, but hand-in-hand with great wealth came the poverty of those who served. Women from Poets’ Corner earned meagre wages waiting at their tables, polishing their silver and washing their dirty linen in the backbreaking laundries of Arthur Street. They lived a repeated cycle of pregnancy and childbirth whilst coping with the distressingly high rates of infant mortality. Into this environment in 1897 came a most remarkable woman – a medical pioneer in the field of women’s mental health – Dr Helen Boyle (1869–1957). Cutting her teeth in the East End of London, Dr Boyle had observed the detrimental effects of deprivation on the mental health of women and their deterioration due to lack of Aldrington House in 1921, when it was the Lady Chichester treatment. News from the West Hove Forum Knoll House update Knoll House in the Ingram Estate is to be switched to a supported living service for people with disabilities. Brighton & Hove’s Health and Wellbeing Board decided that, as it is accessible and has ready-made disabled access, it would be wasted on any other use. There will be 18 supported living flats providing medium to high support, rehabilitation, assessment and respite for people with physical disabilities or acquired brain injury. Designated PCSOs The system for PCSOs (Police Community Support Officers) is reverting to how it used to be, with designated PCSOs for each ward in the city. This follows an investment in 100 extra PCSOs in Sussex. The PCSO designated to Westbourne is Aidan Goodwin and the Wish PCSO is Jessica Lee. Wish Park Surgery The overall management of Wish Park Surgery, the only surgery in West Hove, has been transferred to Sussex Primary Care, so it’s no longer a partnership run by the GPs. This means that the surgery will be able to rely on the support of a larger NHS organisation, with access to specialist help and advice. It will also be able to provide a wider range of community services. Metallic Odours There has been a problem from time to time, including recently, with unpleasant odours from the ArcelorMittal steelworks in Shoreham Port. This results from their use of pile sealant material. Their “enclosed” machine, which is meant to reduce the odours, hasn’t been working, but the Kingsway and West Hove Residents’ Association (KAWHRA) have been assured by Shoreham

Port Authority that the odours are not harmful. KAWHRA and the port authority are continuing to monitor the situation. Residents experiencing similar odours are recommended to report them to Shoreham Port Authority and copy in KAWHRA (kawhra@gmail. com). News from Westbourne councillors Carmen Appich and Chris Henry…
Councillor News... We’ve been working hard over the winter – especially on plans to get the Cityclean recycling and refuse service up-to-scratch. We hope to see new trucks purchased so that Westbourne Ward can get back to regular services! We’ve also been busy working with the West Hove Seafront Action Group to try and get our western seafront upgraded. There are some excellent ideas out there and we’re very excited about working up a detailed plan with residents over the next few months. Things got extra busy over February when the Coronavirus arrived in our city. In order to give people as much information as possible we went around our local businesses to talk to owners and staff about what they can do to stop the spread; we also distributed safety posters around the ward – we hope you saw them. We made a promise during the local election in 2019 to work on measures to tackle the climate crisis, so January was also the month when Cllr Henry put forward a request to council to request money from central government to help support measures in the city to reduce our carbon footprint. As part of this motion he also made a plea for government to strengthen building regulations to make all new homes energy efficient and environmentally friendly, a measure which would save home owners money and reduce carbon outputs. The council backed the move and we are pleased that it was voted through. Cllr Appich spoke about the plight of child refugees, and also pursued her interest in tackling food and fuel poverty in Hove by calling for better energy efficiency in council and housing association stock, as well as asking for measures to fight child hunger during school holidays. Trussell Trust research shows that nationally three million children go hungry over a school break.

Together we also had success in various anti-social behaviour issues in the ward, and have been able to work with residents, the council, the police and housing agencies to resolve some major problems. If you’re concerned about anti-social behaviour in your street you can report it at brighton-hove.gov.uk and get the council’s community safety team involved to help. Finally, Cllr Appich got some of our streetlights switched back on – thanks to all who reported faulty ones! We hope to see you soon – contact and surgery details are on the council website. Have your say on a Neighbourhood Plan…
Preventing overspill parking in Poets Corner? The policies of the emerging Hove Station Neighbourhood Plan (NP) aim to help shape the large-scale redevelopment of the Hove Station area, as set out in the Council’s government-approved City Plan, in ways which help to create a new, mixed use, high density but sustainable Hove Station Quarter. Why high density? Because it is the city’s only major ‘brownfield’ (i.e. previously developed) site that can still make a major contribution to meeting the city’s housing and employment needs which would otherwise have to be met by more ‘greenfield’ development. But, crucially, the NP seeks to minimise the negative impacts and maximize the benefits of redevelopment for adjacent neighbourhoods. The key issue for Poets Corner is the threat of overspill parking from the impending high density redevelopment of former railway land east of Sackville Road. So NP policies support development which is as close as possible to being ‘car-free’. This requires a low level of on-site parking spaces, coupled with the provision of car clubs, to encourage incomers for whom car ownership is not essential - thus minimizing car trips which add to congestion. Moreover, prospective
occupants of the new, mainly rented, accommodation will not be allowed parking permits for nearby streets. Furthermore, we are pressing the Council to consult on the need to extend parking restrictions from 8pm to 10pm at night and to include this in an updated parking management scheme to deal with the growth of the Hove Station Quarter. Will this approach prevent overspill parking in Poets Corner? We can’t be sure. But the best chance of success will be if Poets Corner residents support the Neighbourhood Plan.
