Interview with local person Louise Peskett...

Local Person - Louise Peskett

Louise Peskett runs the Notorious Women of Brighton walking tours and she has also developed a heritage walk around St Luke’s Parish which she will be doing on Saturday 10th September. What do you most like about living in Brighton?

The sea! I’ve lived here for years but still feel a thrill when I see it at the end of the street! I also like the fact that, although we have all the advantages of living in a city, we have the countryside on hand too. I’m indecisive so love it that when I have a day off I don’t have to choose between going for a cycle ride, to the beach or doing city things, I can do them all! I also love the fact that we have an incredibly interesting history here. The twists and turns of Brighton’s past and the cast of larger than life characters who’ve played a role in it rivals the most nail-biting Hollywood block-buster. Tell us more about your tour of St Luke’s Parish...

Last year Deacon Julie Newson of St Luke’s Church and poet Evelynn Sharp spearheaded a community arts and heritage project, ‘Faith, Flint and Footstep’, which brought together the history of the parish and the community’s creative responses to it. Asked to provide the research, I found out some incredible things about the area and devised a community walk. The parish is a great example of a self-contained Victorian working-class district with lots of traces still remaining – the General Hospital, for example, which used to be the work-house, tram stops, old shops, a bath-house, the church itself, which with its penny-banks, Mothers’ Guilds and Young Man’s Clubs, was the heart of the area’s welfare and social life. The tour looked at these traces and explored what it must have been like to live in a poor neighbourhood of the burgeoning town of Brighton just before the twentieth century.

Have you come across any “notorious women” in the Queen’s Park area? Freshfield Road was the birthplace in 1900 of champion swimmer Mercedes Gleitze. In 1927 Mercedes became the first British woman to swim the Channel (taking just over 15 hours in water whose temperature never climbed beyond 15 degrees). In 1928 she was the first person to swim the Strait of Gibraltar. In 1933 she managed the amazing feat of swimming for 46 hours in Worthing swimming baths! She achieved this at a time when a woman’s place was still considered to be the home and many people still believed that excessive physical activity could be injurious to a woman’s health! I think Mercedes’ steely single mindedness would have made her a very notorious woman in many people’s eyes! What do you do in your spare time?

I like to swim in the sea. Although Mercedes Gleitze is my role model, sadly I don’t have her skill and am pleased if I manage 20 minutes. I love music and make the most of the opportunities in the city to push the boundaries of what I listen to. How can we find out more details of your walking tours?

Jean has lived in Brighton for 16 years with her husband and two daughters. She has developed a strong network within the local community, as both her daughters attended the Royal Spa Nursery and Queen’s Park Primary School. She teaches the recorder and piano in the area and maintained strong links with the Royal Spa Nursery for many years in her role as a governor. “Learning at the Spa is always a joy for the children who attend and I really wanted to continue my involvement with the school,” Jean added. “Now, with

the new Little Notes classes on a Saturday morning, parents and carers who work during the week can bring their child and enjoy the fun of singing, playing and moving to music.”

Inspiring People, Changing Communities... the Power of Volunteering As part of Older People’s fortnight, which runs from Monday 26th September to Friday 7th October, Volunteering Matters’ LifeLines project is holding an event celebrating the contribution made by volunteers of all ages to the lives of older people across the city, with a particular focus on the contribution made by volunteers aged 50 and over. The event will be held at Patching Lodge on Eastern Road on Wednesday 5th October from 10am to 2pm, and will be an opportunity for local residents to come and find out what LifeLines volunteers, and volunteers with other organisations working in the East of the City, including the Neighbourhood Care Scheme, do to help older people stay active and get out and about. All of LifeLines’ volunteers are aged 50 plus, and they all have a story to tell. There will be an opportunity to read about the difference they make to people’s lives, and to talk to some of the volunteers personally. Concerned about your home being sold to fund your future care fees? The Issue

You probably own your home as joint tenants if you are a couple and solely if you are single. For couples this means you own it wholly, jointly and severally. Ultimately therefore you do not own it 50:50 as you might have assumed. You actually own all of it together and when one partner dies the surviving partner owns it solely and absolutely. It is sole and absolute ownership that enables a whole property to be taken into consideration as an asset by the local authority and puts the property in danger of needing to be sold to fund care.

The Reality Today

The care Act 2014 introduced in April 2015 allows local authorities to assess your assets to determine if you need to pay for your own care under the new charges and assessment of resources regulations. Currently if you have assets above £23,250, you are on your own and require care, you will probably have to pay for it all currently averaging around £1,000 per week. Savings, cash and income would be used first and then your property would need to be taken into consideration. You would be expected to pay for all of your care until such time as your assets were depleted to below the £23,250 threshold. You would then pay for a proportion of your care until your assets were below £14,250 - at which point all your future care would be paid for after any relevant income was taken into account.

The Solution

For couples, simply by changing the way you own your property well in advance of any care considerations i.e. from joint tenants to tenants in common and by setting up two property Trusts either immediately or within a properly structured Will at the same time in most cases, protect the integrity of your home should you ever require care in the future, so long as avoiding care fees was not a primary motivating reason behind the implementation of the strategy - i.e. you should be looking to protect your half of your property should your spouse remarry after your death, or you should be looking to ensure that your children would not lose 50% of their inheritance should they be made bankrupt or divorce or for example you should be looking to prevent a generational inheritance tax burden in the future. These are all sound reasons for implementing this strategy which in themselves are not deliberate deprivation of assets, but the implementation of which protects the integrity of the property. For sole owners the process is simply to set up a Trust now and convey your property into it which will produce the same result and again this must be well in advance of any care considerations and the motivation must not solely be for the purpose of preventing your home being used to fund your care.

The Reasoning

When you own your home as tenants in common you actually own half each. With our Post Death Property Protection Package when the first partner dies, they leave their half into their Trust. The surviving partner is the Trustee of that Trust and also the Primary Beneficiary which means that as they own half and are Trustee of the other half they have complete control over the property and what happens to it. The children and/or whoever else is also nominated as ultimate Trust Beneficiaries will have access to that half of the property when the surviving partner dies. The first half of the property then is 100% securely in Trust for the beneficiaries and will not be at risk. As a result of this simple strategy and because it is not possible to sell just the survivor’s half of the property, the integrity of the property is protected. While the ‘’market value” of half a property is negligible, The Care Act 2014 guidelines do allow for this half to have a charge placed on it under a deferred payment arrangement for care fees which is why this package includes a Lasting Power of Attorney grant for Property and Financial affairs which will enable a preappointed Attorney to act on behalf of the survivor should they be unable to themselves and negotiate with the Local Authority for the property to be rented out and a percentage of the income given to the Local Authority instead of a charge being placed. The second half of the property would then ultimately go into the Trust for access by the nominated beneficiaries when the surviving partner eventually dies. With our Whole of Life and Post Death Complete Property and Family Protection Package both halves of the property are conveyed into Trust IMMEDIATELY. This means the whole property is protected straight away and not just after the first party dies. The benefits of this package are that it then protects the property even if both parties go into care before the death of either. It also means that if the survivor goes into care the property does not have to be rented out but if it is, 100% of the income goes directly into the Trusts for the benefit of the survivor or any of the other Trust Beneficiaries and does not have to be given to the Local Authority. The most important benefit of this package though is the property can be sold at any time and the resulting proceeds be fully protected for the whole family within the Trusts and no negotiation with the Local Authority is required. Sole owners and couples who have immediately conveyed their properties into Trust well in advance of any care consideration and not solely for the purpose of preventing their home being used to fund their care (deliberate deprivation of assets) secures the integrity of the property (so long as entry into care is not within 6 months of setting up the strategy) as the property is not absolutely owned by an individual anymore and it is not legal to force a Trustee to do something that is not in the ultimate best interest of the Trust Beneficiaries. Look out for a Snowdog near you...

Snowdogs by the Sea hit the streets of Brighton & Hove Snowdogs by the Sea, an extraordinary public art trail, will hit the city streets for nine weeks in September (24 September - 27 November).

The magical sculpture trail will feature around 46 giant Snowdogs, inspired by the much-loved animated short film, The Snowman™ and The Snowdog, based on the book by Raymond Briggs. Each Snowdog will be individually decorated by different artists and generously sponsored by local businesses. The giant Snowdogs will be joined by a pack of Snowdog puppy sculptures designed by local schoolchildren. Locations are likely to include Queen’s Park and the New Steine Gardens. The trail is being organised by the Martlets Hospice in conjunction with Wild in Art, following in the footsteps of similar projects run by Wild in Art in other cities, such as Gromit Unleashed in Bristol. At the end of the event each Snowdog will be auctioned to raise funds for the hospice. Snowdogs by the Sea is expected to attract tens of thousands of visitors to Brighton and Hove in the autumn.

Imelda Glackin, Martlets Hospice CEO, said: “We have been overwhelmed by the support of local businesses, artists, community groups and schools who have all come together to enable us to create this unique trail. What is wonderful about this project is that, as well as being a brilliant, free event, which everyone can enjoy, it will also raise vital funds for Martlets so that we can support and care for more people who need hospice care.” Many artists have drawn inspiration for their designs from Brighton & Hove’s history, seafront location and iconic architecture. to create his Snowdog at the Big Beach Café, whilst crime author Peter James is likely to have a policethemed Snowdog.

Schoolchildren have been busy coming up with their own designs for their snow puppies, which will join the trail and be on show at Brighton Museum, Hove Museum and the Jubilee Library throughout the event. Organisers also hope to run a farewell event in December, bringing all the Snowdogs together for a final extravaganza.

There will be a trail map on the website and an app to download. The map will also be available at outlets such as libraries across the city.
