4 News of the annual Hanover Advent Calendar…

The countdown to Christmas starts in Hanover If you’re not feeling Christmassy yet, maybe a trip to hilly Hanover is what you need. This month, a record 53 streets in and around the area will take part in a massive neighbourhood advent calendar. Now in its sixth year, this is a chance for residents to show off their decorating flair, Yuletide spirit and sometimes their sense of humour.

Once again, local resident Gareth Dee kindly allocated the dates to the streets taking part. Meanwhile local artist and illustrator Lisa Holdcroft used her magic to create the amazing map, which residents can use to find out the day that their street ‘goes live’. Visitors will find it useful too, when taking an evening stroll across the area to browse the displays. Father Anthony Murley from the Annunciation is coordinating collections for the Clock Tower Sanctuary, which helps young, homeless people in the city. Street reps will be collecting donations and details of how to donate will also be on the Hanover Advent Calendar Facebook page. A big thanks to all who’ve worked together to make this happen and to those who’ve volunteered as street co-ordinators. It’s their job to encourage as many of their neighbours to get decorating as possible, with some organising street get-togethers.

From 1-23 December, different streets in the area will bling up their front windows and light them up after dark. There have been some pretty special displays in the past. We’ve seen Santas, snowmen, Christmas trees, idyllic winter wonderlands, nativity scenes and some more topically themed creations. As home to many creative folk, many of Hanover’s window displays have a twist. Last year, Grove Street resident Graeme Browning reimagined his street as ‘Groove Street’, decorating his window with Christmas baubles that perfectly summed up 2020 and lockdown.

Hanover & Elm Grove Councillor News While the final Cop26 agreement fell short of a global commitment to phase out fossil fuels, world leaders accepted the need to decrease our reliance on oil, coal and gas. The pace of the transition from these carbon-intense fuels is key if we want to avoid the most devastating effects of climate breakdown. The way we travel can massively reduce our carbon footprint. Walking or cycling instead of driving cuts your travel emissions by 75%, while improving your health and reducing air pollution. The Hanover and Tarner Liveable Neighbourhood scheme should make it easier and safer for those living within the area to travel more actively. But we want residents’ ideas to be at the heart of these changes. I recently took an online course entitled “Reclaiming the street for liveable urban spaces”. It explored ways in which mobility is changing in cities around the world, how public spaces can be used more equitably. It was heartening to learn how many communities worldwide – from New York to New Zealand – are exploring ways to reduce car use and improve the spaces for all who live in them. Engagement between communities, elected individuals and local authorities is key to bringing about change that is fair to everyone. The idea for a liveable neighbourhood in our area came from community group Hanover Action and a pilot was agreed by a committee of councillors. Since then, I’ve worked with local groups and residents on a website and two webinars. We’ve held numerous meetings with street reps and other interested parties. We created and distributed a four-page leaflet, contributed pages in the Tarner community newsletter, put up posters across the area. And the Brightonian has

helped me to get the message out. Throughout October and November, I worked with the council on a number of Liveable Hanover and Tarner events across the area. We asked people what changes they wanted to see in the area and encouraged them to take part in our survey. All residents were sent postcards inviting them to share ideas on a digital map about the changes they’d like to see. We hope that this engagement will lead to a scheme that works for people, with safer and more pleasant streets and less traffic. The consultants will use the ideas from residents to draw up plans, which will be put to the community through a consultation, next year. By the way, I passed the course with flying colours! Hanover Community Association Hanover Community Association (HCA) is the small charity that manages the Hanover Centre on Southover Street. The charity is run by a committee of voluntary trustees who live locally. We decided to use part of the donation to replace the very ancient fridge in the centre kitchen which was on its last legs. Bentham Road flats refused planning permission... Landlord and developer Mike Stimpson has been refused planning permission to convert the former Bentham Road Mission Hall into eight studio flats and one two-bedroom flat. The mission hall was founded as a Congregational church in 1881 and closed in 1990, but is not a listed building. Brighton & Hove City Council’s Planning Committee, meeting on 3rd November, voted unanimously to refuse the proposals on the grounds of overdevelopment due to the number and cramped size of the studio flats. A council officer’s report to the committee said that the design was acceptable but would result in a poor standard of accommodation, unsuitable unit mix and sizes, and harm to neighbouring amenity. Annie Hammond, speaking on behalf of neighbours, said that 35 objections had been submitted and they couldn’t support such an unneighbourly development: “Ours is a quiet street in a community that needs affordable family homes, not studios.” Ward councillor Steph Powell spoke against the proposals. She said she was very concerned about the cramped size of the studio units and residents wanted to see the building used realistically for accommodation, but not as proposed. However, her fellow ward councillor, Cllr David Gibson, who is Chair of the Housing Committee, spoke in favour of the application. He said that the building had been empty for about 40 years. It would provide 100% affordable housing and he asked the Planning Committee to take the opportunity to bring it back into use for the benefit of people in urgent housing need.

In the debate, Cllr Clare Moonan commented: “Even if it is affordable accommodation, people still need a decent home and a decent space with decent light etc. We don’t want a race to the bottom.” Cllr Dawn Barnett said: “I’m sorry, it’s got to be refused. It’s just unacceptable. People have got to have a quality of life, not to sit in a square box,” and Cllr Daniel Yates thought too many pokey little studio flats were being stuffed into one property: “We’re not into shoebox living in this city, I hope.” Committee chair Leo Littman agreed that the developer was trying to fit too much in. He asked him to come back with something that provided a better standard of living for the residents, and the councillors voted unanimously to refuse the plans.

17 News from Green councillor Clare Rainey…

Councillor News for Queen’s Park A wide range of people attended the protest including families, environmental groups, health professionals, students and Green councillors to name just a few. Climate change is clearly something that residents from all walks of life in Brighton and Hove feel passionately about. Industrial action by GMB union members, which resulted in the city’s rubbish not being collected, has been resolved at the time of writing. Cityclean have been very effective in clearing the backlog of rubbish, and negotiations resulted in better communication between managers and operatives, and issues around low pay being addressed. I was very happy to attend the first meeting of the Sports Facilities Investment Plan working group. This is a cross-party group with an ambitious programme to improve and invest in sports facilities across the city over the next 10 years. I am pleased to report that St Luke’s pool in Queens Park ward is recognised as a valued local resource and is part of the city’s sports facilities provision moving forward.

Alliance took place in November which I was pleased to attend. The group has achieved a lot in a short space of time in terms of improving the St James area and promoting it as a visitor destination, and it’s great to be involved. If you have a business in the St James area and are interested in joining the group, or would like more information please email: info@ stjamesalliance.co.uk We are continuing to gather information and ideas from residents, on-line and through live events, as to how the Hanover and Tarner Liveable Neighbourhood can improve the area for residents and make streets safer and walking and cycling easier. 19 News from the Friends of Queen’s Park…

Funding secured for new trees

QUEENS PARK

Global warming and the climate emergency were firmly centre stage last month, writes Geoffrey Bowden, chair of the Friends of Queen’s Park.

While the final agreement wording shied away from agreeing a form of words that would see the end of burning of coal, getting more than 100 countries, including Brazil, to sign up to reverse deforestation was a far more positive outcome – provided those countries see through their commitment. By now everyone knows, or should know, the importance that trees can play in the drive towards achieving a carbon neutral world. Which is why the Friends of Queen’s Park were so keen to bid for a slice of the Urban Tree Challenge Fund cake when the Forestry Commission invited bids. The Commission is aiming to plant 44,000 trees over the next two years, which will make a significant contribution to meeting our climate change targets. Leading the charge for both the Friends of Queen’s Park and our Craven Vale Community Association pals was our hardworking secretary Caroline Burnard. She toiled over a complicated application form with the support of Cityparks Projects Officer Mark Syrett and got our bid in on time around two months ago. Since then everyone has been holding their collective breath to learn whether we had been successful or not.

The great news is that, with Craven Vale, an award of more than £14,200 has been secured and this will result in the planting of 24 trees in Queen’s Park and a further ten destined for Craven Vale. Cityparks is setting about using its buying power to acquire the best deals it can from the nurseries with the aim of, hopefully, coming away with even more trees than specified in the bid. On their shopping list are beech, birch, cherry, elm, hazel, mulberry and redwood – all destined for Queen’s Park, while ten walnut trees will be heading for Craven Vale. Planting will be phased over two years with maintenance being delivered by Queen’s Park volunteers and local schools that were written into the bid. The first volunteer day in support of the Cityparks planting team will take place on Saturday, 5th February. On-going maintenance will form the backbone of our volunteer programme for the foreseeable future. Carols in the Park: The traditional Friends of Queen’s Park carol service will take place in the grounds of the Royal Spa Nursery on Friday, 3rd December from 6 till 7:45pm. Mince pies, mulled wine and hearty communal singing will be the order of the day. All proceeds will be going towards the park maintenance fund.

Kemptown’s Boots in St George’s Road Our local Boots pharmacy in St George’s Road has been a community focal point for decades, a role heightened now in times of Covid. How has it coped with the demands of a pandemic as well as following the closure of the little Rock Street pharmacy in 2017, with a presumed surge in customers? The shop staff first struck me as being too busy to speak, but we did manage some little chats. They rotate a lot between stores, being present in St George’s Road for perhaps only two days per week. And they’ve not been here long, so couldn’t comment on the Rock Street closure.

This is ultra sad because Boots has always been seen as a “well-loved” local shop, essential, helpful and within walking distance. Online research shows that Boots have cut staff since 2015, which is when US company Walgreens took over Alliance-Boots. A number of pharmacies – not only Boots – were also lost when our government cut their local pharmacy funding in 2017/8, with then Chancellor Philip Hammond saying the funding cuts were a good first step towards reforming the inefficient and over-subsidised community pharmacy sector. In 2018, Boots’ profits plunged. Maybe because of online competition, maybe because its stores need a makeover as they’ve become dowdy if not actually disintegrating, (see photo). The stores also face rising business rates. As we know, online competition often benefits from a lower corporation tax bill, which would put Boots at a further disadvantage if it

The assistant said they still have busy times, but with only three staff there - the same as in the little St George’s Road store – it seems custom has really dropped off.

We can appreciate that the staff in our local Boots may be under more pressure when serving in various stores, and have less time for conversation. They are also providing flu vaccinations, so if you wish to support their output quota, and protect yourself and the community from another virus go get vaxxed! Brighton Community Gospel Choir “Heart + Soul” The signature of “Heart + Soul” is just come and make a joyful sound! No auditions and no pressures put on you! Luana and her company of Soul Sisters are delighted to be launching a new community gospel choir, which is starting on Sunday 28th November, to run for an hour. Sunday afternoons, from 4 to 5pm.

Through “Heart + Soul” you will find your voice in an environment of acceptance and friendliness, and there will be solo opportunities no doubt. There’s a lot said these days about the holistic and therapeutic aspect of music. People are impacted by how uplifting this sort of music is - it’s a very freeing and releasing energy.

Upgrade for Preston Park play area Brighton & Hove City Council have started a £100,000 refurbishment of

Preston Park play area which is sure to delight children. The work will include the installation of a new fully connected adventure climbing trail that leads to two long slides down a hilly embankment. There will also be new steps up and down the embankment to a ‘snakes and ladders’ castle, plus 30 challenges to get there.

“Friends of Preston Park are very grateful that we were consulted by the officers of CityParks regarding the proposals for the new play equipment in Preston Park. It has enabled us in turn to consult our 600 members about what they would like to see for their children in the future.”

Chairperson of the Friends of Preston Park Carol Cole said:

Consultations which took place at the park last year showed playground users wanted to see equipment for older children that allowed them to climb the hill as an adventure trail.

Parking Zone J Review Parking Zone J in the London Road station area is to remain unchanged, following a survey of residents. Residents were asked for their views in the summer on proposed changes to the parking scheme which could have seen Zone J split into two separate schemes, as some residents felt that it had become too large following extensions. 1138 responses were received to the survey (a response rate of 14.6%) and the results showed that 79.3% of respondents

were satisfied or very satisfied with the current scheme and a majority did not want a change to the boundary. The results were presented to the council’s Environment, Transport and Sustainability Committee on 16 November, and councillors approved the recommendation of council officers that there should be no changes to the scheme.

Preston Park Councillor News The council have started a fantastic £100,000 refurbishment of Preston Park play area, which follows on from the completion of the £100,000 Blakers Park area refurbishment. The work is to repair and replace equipment that was past its end of life and in need of replacement. Consultations which took place at the park last year showed playground users wanted to see equipment for older children that allowed them to climb the hill as an adventure trail. We also consulted with Friends of Preston Park and shared the images and plans with them. The refurbishment will be completed before the Christmas school holidays.

A total of 5,463 items have been refurbed and redistributed for reuse, including more than 2,000 household electricals going to new homes, and 294 laptops being given to schools, charities and families that previously didn’t have access to digital technology. Thank you to everyone who responded to the council’s consultation on whether to split parking zone J or to leave it as it is. Christmas turkeys 1940 With one leg up on his shop window frame for support, a butcher proudly displays two turkeys – feet held up - for the delectation of his customers. He’s not straight out of the back of the shop, as under his traditional white apron he’s wearing smart trousers and a shirt and tie. The birds have been plucked but are otherwise whole. They would be delivered or carried home with the neck and giblets, essential for Christmas gravy.

Those familiar with Brighton can easily identify this street as being in the North Laine area, but the continuity ends there. Today’s bijou outlets would leave the residents of 1940s bewildered at best. Eighty years ago, the shops of Kensing-

GENERAL

In 1940 there were two butchers in Kensington Gardens, Sidney Hall and Charles Colbourne, and a third around the corner in Gardner Street. A local resident, Jean Blythe, who grew up near New England Hill, remembers the sale of turkeys at reduced prices which took place in these streets in the afternoon of Christmas Eve. There was much excitement – and some apprehension! – as people queued for their bargain bird. We can see the line of people waiting behind our well-dressed ladies, one of whom is wearing almost a full-length fur coat. A delivery boy – maybe the butcher’s boy himself – is walking past, perhaps ready to carry a turkey home for them. One can’t imagine it fitting into that compact wicker basket!

Although this photograph is part of the Argus collection (ARG/3/2476/7/2) specific details don’t appear in the register kept by the Argus photographer so we have to guess the context. We do know it’s 1940, however, and it looks like Kensington Gardens. And, almost certainly, it’s Christmas Eve.

Cigarettes and newsagents, greengrocers, button and polish shops, bootmakers, cooked meats and three house furnishers. The Kensington Press at number 5 was a general printers and made paper bags (The Keep holds an example of these!). The Kensington pub at 13 and 14 was run by Robert Walter Tizzard. There were various milliners and outfitters, a café, two undertakers and a baker’s, one of the shops owned by Clark’s Bread Co. Quite a cross-section for a small street! This wonderfully nostalgic image captures Kensington Gardens at its busiest, at perhaps the most exciting time of the year. In the New Year, the stock was moved to the Bon Marché premises at the other end of Spring Street, and in May 1927 the old premises came down. There are many people who just can’t keep warm in winter. People who receive the annual Winter Fuel Payment and feel they do not need it are invited to donate the amount to Brighton Lions and every penny will go towards helping people in the city to alleviate their fuel poverty. By working with agencies like Citizens Advice and BHESCo they can target that need. People in difficulty will be referred to Brighton Lions and direct applications will not be accepted.

The council have launched a new Engagement Fund for BME communities in the city.

Volunteer Rangers celebrate 10 years In 2011, a small group of volunteers started meeting every Friday morning to help with conservation tasks around the city.

Neil explained how it all began: “After years of working in our parks with various ‘friends of’ groups, residents’ associations and external conservation organisations, I began to think about setting up our own group. I started collecting email addresses and the CityParks Ranger Volunteers were born!” The volunteers work in parks and nature reserves all over the city. “We go wherever we are needed, making visual improvements, creating and maintaining wildlife habitats and doing all those jobs that wouldn’t get done without the help of volunteers,” added Neil.

59 Local charity Sussex Bake Down on baking for people in need…

Sussex Bake Down: made with love There is nothing like homemade cake. It looks, smells and tastes magnificent and provides a warm, fuzzy feeling that’s hard to beat. Everyone at the Sussex Bake Down believes this is because each cake is made with love. We endeavour to show our support for local people in need by baking delicious homemade treats for them. In Brighton and Hove, around 5,500 families receive support from food banks or other emergency food organisations. We are on a mission to ensure every single one of them receives a goodie bag of baked delights each week.

GENERAL

We aim to achieve this with a very simple system whereby bakers bake something of their choice, in their own home, and donate it by dropping it off at one of our eight cake hubs dotted around the city. The most desirable bakes are simple bakes: flapjacks, brownies, cookies, fairy cakes, scones or loaf cakes, which means anyone who enjoys baking can be involved. We also have a fabulous batch of birthday cake bakers who lovingly create cakes for people referred to us by the food banks and projects we support. Often, this is the first birthday cake the recipient has received in a very long time and, sometimes, the first one ever. A fantastic and very compassionate lady, Amal Kandalaft-Cashin, founded Sussex Bake Down during the first lockdown. She inspired people to bake tasty treats for NHS staff to enjoy during their tea breaks at the Royal Sussex Hospital. When lockdown eased, Amal kept the enthusiasm and momentum of the group going by baking for clients of the Hangleton Food Bank. We’d deliver 20-30 joyful packages each week. We now provide well over 200 goodie bags to four food banks and many other local projects that support

young care leavers, women fleeing abuse, asylum seekers, refugees and homeless people. There are still so many other people we’d like to support. We are always looking for more bakers. Whether you’re an amateur, a professional, a student completing your Duke of Edinburgh Award, a group of keen bakers who are neighbours or work colleagues, pick up your whisks, grab your mixing bowls and join us. There is no obligation to bake every week, only when you can. Every bake makes a difference and is hugely appreciated. The World Reimagined Brighton & Hove will be one of the host cities for The World Reimagined – a ground-breaking national art education project that works to transform people’s understanding about the Transatlantic Slave Trade, its impact on all of us and to help us work together to make racial justice a reality.

Each host city will present a set of 10 globes creating a 60-90 minute walking trail. Each globe will be decorated by commissioned artists who will express one of nine themes from the Journey of Discovery of the Transatlantic slave trade. Principal artists designing globes for the national project include Lakwena Maciver, Zak Ové, Nicola Green, Maxim (Prodigy), Kimathi Donkor and Lina Viktor. Funding for Safer Streets Streetlighting in the Old Steine area of the city is to be improved thanks to a successful bid to a fund designed to make our streets safer. The council’s Transport and Community Safety teams worked with the Sussex Police and Crime Commissioner’s office to secure funding through the third round of the Safer Streets Fund, focused on making public spaces safer for women and girls.

Funding will also be used to deliver healthy relationships, consent and misogyny, and toxic masculinity education sessions at 15 Brighton & Hove schools. It will also support running costs to the beach patrol which provides a roving beach safety service and provides support to those experiencing harassment.

Explore the city’s history by cycle There’s a new way to explore Brighton & Hove’s history and culture thanks to a new addition to a city cycle map. An ‘excursions’ layer has been added to the Brighton & Hove cycle map which shows the locations of more than 150 commemorative plaques. They have even been split into five different categories: Arts & Culture; Civic, Political and Military; Foundation and Development of the Resort; Science and Industry; and Sport. They stretch as far east as the Rudyard Kipling plaque in Rottingdean, as far west as the Margaret Powell (writer) plaque on Old Shoreham Road and as far north as the Havergal Brian (composer) plaque in Moulsecoomb.

The new map layer coincides with the recent unveiling of a plaque in honour of Rabindranath Tag ore, Indian Polymath author and Nobel Laureate from Bengal, at Hotel du Vin in Ship Street. The map allows you to filter each category and plan your route. Its Wayfinder can be used to find the quietest or quickest route and will even tell you how many calories you’ve burnt and how much CO2 you’ve saved. Marina planning appeal dismissed

Burning the Clocks

The council has successfully fought off an appeal made by the Outer Harbour Development Partnership for a proposed development at the Brighton Marina outer harbour area.

Burning the Clocks is back on Tuesday 21st December at 6.30pm.

In a decision released on 11 November, the Secretary of State for Levelling Up, Housing & Communities dismissed the appeal and upheld the council’s decision to refuse the scheme. Developers originally lodged an appeal against the council’s failure to decide the application within the government’s target period and a public inquiry took place earlier this year. The plans included nearly 1,000 homes in nine tall buildings (three up to 28 storeys, and six up to 19 storeys) and more than 1,500 sqm of flexible commercial floor space. Council planning officers raised many concerns about the proposed scheme, and the Planning Committee refused it on the grounds of overdevelopment, poor design, layout and public space. In particular, the council was concerned about the living conditions that would be offered to residents, with lack of light, communal space and play areas. Commenting on this aspect, the planning inspector said: “The fact that there may be people willing to live in substandard accommodation clearly cannot be used as an excuse to build housing with poor living conditions – this is not the aim of the planning system.”

Held on the shortest day of the year, Burning the Clocks sees around 2,000 local residents parading paper and willow lanterns through the city, before passing them into a huge bonfire on the beach. The lanterns are filled symbolically with their hopes and dreams. The coming year is then ushered in with a dazzling fire show. The parade begins at 6.30pm and the fire show begins on the beach by Madeira Drive at approximately 7.15pm. Consultation on school pupil numbers Parents and residents in Brighton and Hove can give their views on proposals to reduce future pupil numbers at seven local primary schools during a public consultation running until Sunday 2 January 2022. The public consultation sessions will look at proposals to reduce the number of reception places - known as the published admission number (PAN) – in a number of schools as follows: • Bevendean Primary School from 60 to 45 pupils • Carden Primary School from 60 to 30 pupils • Coldean Primary School from 60 to 45 pupils • Queen’s Park Primary School from 60 to 30 pupils • Rudyard Kipling Primary School from 60 to 45 pupils • Saltdean Primary School from 90 to 60 pupils • Woodingdean Primary School from 60 to 45 pupils.

The numbers of pupils entering primary school has been reducing over the past few years and is set to shrink further. Not having full classes can put schools in financial difficulties. The seven schools in question are currently attracting fewer pupils than they have spaces for. Reducing a school’s PAN by less than 30 can lead to schools operating some mixed-age classes. The council’s education team will be holding a number of information events. Consultation on single-use barbecues Brighton & Hove City Council want your views on the use of cheap, single-use barbecues on the beach. They have launched a consultation on whether people should be allowed to use single-use, throw-away barbecues on our beaches or in parks and open spaces.

Proper portable barbecues will still be allowed on certain beaches, parks and open spaces, as they are now. The consultation also asks for views on whether people should be allowed to let off balloons and so-called ‘sky lanterns’ into the atmosphere, which can harm animals, the environment and, in the case of lanterns, cause fires. The questionnaire comes after complaints from residents about people leaving single-use, often still hot, barbecues on our beaches, parks and open spaces. A fire was caused in the Cityclean depot from a barbecue in 2019. Residents also want action against balloons and sky lanterns Other residents have asked for action against balloons and sky lanterns, after reports of people letting them off in public spaces. The council believe single-use barbecues are problematic for reasons including: • • • •

posing a fire risk when in use and if not disposed of correctly presenting a risk of injury to people and animals if not set up correctly, they can scorch and damage the environment when not disposed of it means the taxpayer has to pay for the tidy-up.

Lanterns and balloons are also problematic because: •

both return to the ground as litter and can be ingested by wildlife, causing risk of death, injury and entrapment

they’re impossible to dispose of in a safe way as the owner has no way of finding them, once released

for lanterns, there is no way of ensuring they are extinguished before reaching the ground and they can therefore cause a fire.

The RSPCA has already called for sky lanterns to be completely banned. It says when sky lanterns are ingested by an animal, sharp parts can cause internal bleeding. Animals can also become entangled in fallen lantern frames and marine life is endangered by lanterns falling into the sea. The consultation is open until Sunday 2 January 2022.
