We are delighted to feature a local TV scriptwriter...
Local Person - James payne Writing EastEnders in West Hove! James Payne lives with his family in Marine Avenue and is a TV scriptwriter currently working on EastEnders and Mr Selfridge. He has just written the recent live EastEnders episode in which the murderer of Lucy Beale was revealed! He told us more… Do you work from home? I used to until the kids came along. Since then I’ve had offices at The Werks on Portland Road and at Maritime House on Aldrington Basin but now I work in a little place by Hove lawns. It’s quiet and the views are gorgeous. Was it difficult to keep the secret of who killed Lucy for so long? Not at all. If I’d spilled the beans it would have meant rewriting the script I’d shed blood, sweat and tears over. It was much easier to keep my mouth shut. Who is your favourite character on EastEnders? They’re all brilliant to write for. Ian Beale, Kat Slater, Phil Mitchell, Linda Carter, Sharon… They all have such definite voices and attitudes to the world. Having said that, it’s always a bit of a thrill writing for Dot Branning.
What other series have you worked on? Loads. Ashes to Ashes, The Musketeers, Death in Paradise, Hustle... I even wrote for Ant and Dec many, many years ago. I tend to juggle jobs with creating my own stuff. I co-created By Any Means (starring Luther’s Warren Brown) for BBC1 last year. A few years ago I developed a drama set in Beirut called Shankaboot which went on to win an Emmy. How long have you lived in West Hove? I grew up in East London. I came to Brighton in the early nineties to go to art school where I met my wife Emma. We spent a few years back in London before returning to the coast in 2002. What do you like about the area? The sea, our neighbours, Wish Park and the BP garage! Is there anything you would like to change? I’m a trustee of a charity working to bring an old friend’s dying wish of an open air theatre to Dyke Road Park. Concerned about your home being sold to fund your future care fees? The Issue
You probably own your home as joint tenants if you are a couple and solely if you are single. For couples this means you own it wholly, jointly and severally. Ultimately therefore you do not own it 50:50 as you might have assumed. You actually own all of it together and when one partner dies the surviving partner owns it solely and absolutely. It is sole and absolute ownership that enables a property to be taken into consideration as an asset by the local authority and puts the property in danger of needing to be sold to fund care.
The Reality
The Law (C.R.A.G - charging for residential accommodation guide) allows local authorities to assess your assets to determine if you need to pay for your own care. Currently if you have assets above £23,250, you are on your own and require care, you will probably have to pay for it all - currently averaging around £800 per week. Savings, cash and income would be used first and then your property would need to be taken into consideration. You would be expected to pay for all of your care until such time as your assets were depleted to below the £23,250 threshold. You would then pay for a proportion of your care until your assets were below £14,000 - at which point all your future care would be paid for.
The Solution
For couples, simply by changing the way you own your property well in advance of any care considerations i.e from joint tenants to tenants in common and by setting up two Trusts within a properly structured Will at the same time will in most cases, prevent your home from being taken into account by the local authority altogether should you ever require care in the future.
The children and/or whoever else is also nominated as Trust beneficiaries for that particular Trust will subsequently have access to that half of the property when the surviving partner dies. The first half of the property then is 100% securely in Trust for the beneficiaries and will not be at risk. As a result of this simple strategy the survivor is protected from having to sell the property to pay for their care should they need it because it is not possible to sell just their half of the property and the Crag guidelines clearly state that the market value of half a property is £0. The second half of the property will then ultimately go into Trust for access by the nominated beneficiaries when the surviving partner eventually dies. The beneficiaries will at that stage have both halves safe and secure in Trust and will be able to share and dispose of the property according to the wishes of the settlors (the original owners of both halves). By leaving 1/2 the property into Trust on first death, the surviving partner can still sell the property to downsize if they wish and are not restricted in any way with regards to what they wish to do to or with the property - it simply means that it is safeguarded and therefore will definitely be able to be appointed to the chosen beneficiaries when the time comes. For sole owners immediately conveying at least half of your property into Trust well in advance of any care consideration and becoming a Trustee and primary beneficiary of the Trust with others nominated to become beneficiaries after your death is usually enough to take away the risk of the property being considered as an asset to be sold if care is required as the property is not absolutely owned by yourself anymore and again it is not possible to sell half a house or force a Trustee to do something that is not in the ultimate best interest of the Trust beneficiaries. For sole owners the process is simply to set up a Trust now and convey at least 1/2 of your property into it which will produce the same result.
The Reasoning
When you own your home as tenants in common you actually own half each. When the first partner dies, they leave their half into their trust. The surviving partner is the Trustee of that Trust and also the primary beneficiary which means that they have complete control over the property and what happens to it.

Update from the West Hove Forum...
NEWs FROM THE WEST HOVE FORUM At our last meeting in Muriel House, Ingram Crescent, the police reported an increase throughout Hove in vehicle crime, as well as an increase in anti-social behaviour in Boundary Road. This is mainly due to street drinkers and the police need more people to report it.
Sue Bowes from the council’s Community Safety Team said that anyone witnessing anti-social behaviour by street drinkers should email Equinox, an alcohol outreach service, with details of exactly where and when it is happening. The Wish Park GP Surgery and a pharmacy are moving into the new development at the former Gala bingo hall site on Portland Road early this year. The Wish Park Surgery Patient Participation Group are concerned that a zebra crossing will not be adequate for the increased numbers of pedestrians anticipated to use the crossing. They proposed to the council that they investigate replacing it with a light-controlled crossing. Cllr Anne Pissaridou put this to a council committee in January. They rejected it. Members of the West Hove Forum were overwhelmingly in favour of a light-controlled crossing and requested that the PCSOs get an idea of how many people are using the zebra crossing near School Road, especially during the school run.

School run 3. Kingsway vans/parking. Mike Dennis of the Bolsover Road Residents’ Association was pleased to announce that the council had started widening Bolsover Road, which, it is anticipated, will be part of Controlled Parking Zone R from the beginning of March. He thanked the two Wish ward councillors, Garry Peltzer Dunn and Anne Pissaridou, for all their efforts in getting this to go ahead. The next West Hove Forum meeting will be on Wednesday 25th March 2015 (venue and time to be confirmed). Kingsway & West Hove Residents’ Association SHOREHAM PORT Several subjects discussed at KAWHRA’s February meeting are of wider interest to people in West Hove. Peter Davies, the port’s Development Director, gave a very informative outline of its current work. HGVs on Kingsway He said that one issue concerning residents has been the general level of HGV traffic on the A259. The port has just started transporting aggregates from one part of the port to the other by ship to tackle this issue. They have also asked companies who don’t need to be on the port to move at the end of their lease. Sea defences Peter also mentioned the work that is being done to replace groynes. Three metres of shingle was lost last March, enabling waves to attack the walls, and there were a couple of breaches last year. Shoreham Port are taking this threat from the sea very seriously - if they lose the road even for a few days it will have a bad financial effect. The two groynes outside Carats café saved it. There are more freak storms these days and sea levels are predicted to rise more sharply.

WEST HOVE Proposed new parking standards The council is proposing new standards for the provision of off-street parking for new developments. The area of West Hove to the south of New Church Road would be classified as being in a “key public transport corridor” and would have lower standards applied than the area to the north of New Church Road, meaning fewer onsite parking spaces would be needed. This would lead to a worsening of the already difficult parking situation. There is to be a public consultation and you can contact your local ward councillors for further information. St Leonard’s Church There has been a consultation by a diocesan committee on the possible closure of St Leonard’s Church as a place of worship. The results of this consultation will be considered at a meeting in March. The Saving St Leonard’s group is working to try and save the building to serve the community. In the garden... MARCH 2015 After so many cold days in February, it’s lovely to be out in the warm spring sunshine. The daffodils really lift the spirits and I find that there are a few things that need attention... Cut back any perennials that you left in autumn for interest through the winter, such as sedums and grasses. These should be cut down to almost ground level. Use a hand fork to lightly weed through the beds, taking care not to disturb the spring flowers, and adding a generalpurpose fertiliser as you work your way through. Fertiliser will add nutrients to the soil and help late spring and early summer flowering plants. Deadhead spring flowers as they fade but do not cut back the leaves; once flowering is over, spring plants harness energy through the leaves which is then stored as food in the bulbs, ie leaving the leaves on will lead to better flowers next spring! If you can bear it, the RHS recommends allowing six weeks before cutting leaves back. Spring is traditionally a time for pruning roses. Rules for when and how to prune roses vary depending on the type of rose but there are some general rules that apply. Before starting, ensure that your tools are sharp and clean to avoid damaging stems or introducing infection.
Anemone blanda
First, remove any dead, damaged, diseased or deficient (weak) stems, DDDD as my teacher used to say! Make clean diagonal cuts that slope away from the bud, cutting back to just above a healthy bud. If the rose plant has many stems and appears crowded at the base, open up the centre of the plant by removing one third of stems, cutting them back to the base. If the plant has become completely overgrown or no longer produces many flowers, renovation pruning is probably needed; guidance on how to do this can be found online, eg www.rhs.org.uk. Anemone blanda The purple/blue flowers of Anemone blanda create a striking contrast to the yellows of the daffodils. This spring flower is inexpensive and continues to flower for several weeks so a great addition to any garden. White and pink varieties are also available. Great places to visit You will have to wait until the end of the month to visit High Beeches Gardens in Handcross, which reopens on 29th March, but there you will encounter hosts of golden daffodils amid the camellias and magnolias, well worth the wait! www.highbeeches.com Happy gardening! This local resident is taking on an amazing challenge…
Running the Brighton Marathon for Speak Out Roger Brownlow is a local man with a learning disability and a visual impairment. This year he will be taking on a massive personal challenge and running the Brighton Marathon to raise money for Brighton and Hove Speak Out who are celebrating their 21st anniversary year in 2015. Brighton and Hove Speak Out is a local charity based in Portland Road providing advocacy services, which means listening to people with learning disabilities and working with them to express their views, have control over their lives and take an active part in the community. Roger has used services at Speak Out and is now a volunteer and a member of a training group who run disability awareness training for council staff. Roger is a seasoned runner already; he trains daily and takes part in the Hove Park Run every Saturday morning. Roger’s weekends are often taken up with the odd 10K race or half marathon and, although he’s no stranger to longer distances, the Brighton Marathon is a new challenge. Roger started running aged 17 when he was living in his home town of Durban, South Africa. Roger says he likes running because “it makes you feel good afterwards”. He competed in many races, starting with short distances and building up to run an ultra-marathon in South Africa which was 52 miles long. An illness forced Roger to give up running for two years, but when he moved to Hove he picked it up again. Roger says, “I am running the marathon this year because I want to raise money for Speak Out.” When asked how his disabilities affect his running, he tells us, “It doesn’t; I just get on with it. I just need to run on even surfaces, so I stick to road running.”

A H Dilley, opened the green by bowling the first wood and accepted an invitation to become the club’s first president. Every year since 1955 the Mayor has visited the club at the beginning of each season to open the green by bowling the first wood and this year the Mayor will be coming to the club on the morning of 24th April to formally open the bowling season and cut a special cake to celebrate the 60th anniversary. Hangleton Bowling Club has a mixed membership (i.e. having both men and women members) and during the season plays friendly matches against other clubs on Wednesday and Saturday afternoons. The club also plays competitive matches in the Brighton, Hove and District Bowling League on a Tuesday evening. Bowling can be a relaxing social pastime or very competitive, but either way it is fun. It is an ideal game for those in their late 30s onwards, who have possibly retired from other sports. Why not come along and try the game? Hangleton Bowling Club can provide shoes and woods (bowls) for anyone wishing to have a go and can also offer tuition. The club will be open on the morning of Friday 24th April to welcome the Mayor and anyone thinking of joining the club will be warmly welcomed to attend. The club is hosting ‘Open Mornings’ on Saturday and Sunday the 2nd and 3rd, 9th and 10th, and 23rd and 24th May, and new bowlers, or experienced players looking for a new club, will be very welcome. A further ‘Open Morning‘ will be held on Sunday 28th June when the club will play a match in the afternoon against Sussex County Under 25s Team. If the whole crop’s dug up by the end of July, why not use the space to grow a range of gorgeous late summer flowers – Rudbeckias, verbenas, asters, grasses etc, that will keep you smiling through the rest of summer and well into autumn. I was at a meeting recently with the council Parks department in Preston Park and I’m chuffed to report that there’s a strong commitment to planting some banks of wild flowers in the park and some native shrubs and trees. Both of these measures are great news for us and local wildlife.

FOSTER HOMES NEEDED FOR DOGS The Sussex Pet Rescue Charitable Trust Sussex Pet Rescue is your local registered charity which re-homes and helps sick and unwanted dogs across the county. The charity is run by volunteers and raises its running costs by donations, sponsored walks, table-top sales, raffles etc. Although several veterinary practices help us by discounting fees, our vet bills exceed £25,000 per annum - a vast sum to raise. Dogs come into care for varying reasons, eg owner’s death, illness, divorce etc. Unlike most other animal charities, we place the dogs in our “foster homes” until loving homes can be found for them. This can take a few days, weeks or even months but it gives us a chance to have the dogs neutered/spayed, vaccinated and chipped where relevant. It also means we have an accurate picture of what each dog needs in its forever home, eg does it get on with cats, children, etc. We are always seeking new fosterers so if you have experience of looking after a dog, have someone at home for most of the day, own a secure garden and have a real love of dogs, please consider helping us by fostering. Obviously we pay all the necessary vet and food bills and any out-of-pocket expenses incurred. A dog currently in a “foster home” gives his story below, but we anticipate that by the time you read this, Jimmy will have found his “forever home”. What is your name and how old are you? My name is Jimmy and I am nine years old. I am neutered, micro-chipped and vaccinated. What breed of dog are you? I am a small/medium terrier mix. Why do you need re-homing? One of my owners died last year and my other owner now wants to travel and visit family members in Australia and the UK. No home for me now!

What’s in a street name?
st keYna avenue Don’t get confused! This name has nothing to do with with Kenya, the country. Rather, it is about Saint Keyna. She was a beautiful young British princess born in the 5th century and one of many daughters of a Welsh Brecon king called Brychan of Brycheiniog. Her Welsh name was Ceinwen; she had many male admirers and suitors but rejected them all and remained a pious virgin until her death. She was said to have been a dragon slayer on a par with St George. She was also called St Kayne, St Keyne or St Keyna. Tales tell that she may have lived in Keynsham and discovered serpents there which she turned to stone. These were probably ammonites, fossilised shelled molluscs like squid and cuttlefish from the dinosaur age. In 490 she founded a church in a small village in Cornwall, St Keyne, on the river Looe, with a wishing well for newly-weds. (See illustration.) She is said to have planted four trees around the well: an oak, elm, willow and ash. A plaque on the well describes a spell cast on it by Saint Keyne and suggests that if a married couple drinks from the well, the first to drink will gain mastery in the marriage and relationship. Poet Robert Southey (1774-1843), Poet Laureate, wrote a poem about the well: ‘A well there is in the west country, and a clearer one never was seen; There is not a wife in the west country but has heard of the Well of St Keyne. An oak and an elm tree stand beside, and behind doth an ash tree grow, And a willow from the bank above droops to the water below. If the husband of this gifted well shall drink before his wife, A happy man thenceforth is he, for he shall be master for life.’ Mike Sharman
