Venturing outside now seems a much more welcome prospect. We have two great local history articles for you this month. WEST HOVE

A MOST REMARKABLE WOMAN In the late Victorian age, Hove was renowned for its exclusive residencies, but handin-hand with great wealth came the poverty of those who served. Women from Poets’ Corner earned meagre wages waiting at their tables, polishing their silver and washing their dirty linen in the backbreaking laundries of Arthur Street. They lived a repeated cycle of pregnancy and childbirth whilst coping with the distressingly high rates of infant mortality. Into this environment in 1897 came a most remarkable woman – a medical pioneer in the field of women’s mental health – Dr Helen Boyle (1869–1957). Cutting 5 her teeth in the East End of London, Dr Boyle had observed the detrimental effects of deprivation on the mental health of women and their deterioration due to lack of treatment. Appalled that they were given no help before reaching crisis point (when the lunacy laws for paupers incarcerated them in asylums along with the chronic cases), she promoted early intervention, believing patients could recover and return home. “I saw mental patients ... neglected and maltreated until after days, months or years ... they were turned into the

finished product – lunatics – and were certified.” On establishing her General Practice in Hove, she became the first woman doctor in Brighton and Hove. Forthwith, she worked tirelessly to provide free and low-cost services for the towns’ poor women: setting up the Lewes Road Dispensary for Women & Children and the revolutionary Lewes Road Hospital (the first in Britain for early intervention for mental illnesses). In 1911, the hospital relocated to Brunswick Place and in 1920 to New Church Road as the “Lady Chichester Hospital for the Treatment of Early Mental Disorders”. Today, as the Aldrington Centre, it provides children's mental health community services, early intervention & learning disability services. Dr Boyle was the first woman consultant psychiatrist at the Royal Sussex County Hospital; co-founded the National Council for Mental Hygiene (now MIND); and was decorated twice for active service as a doctor in Serbia during the First World War.

News from Westbourne councillors Carmen Appich and Chris Henry…

COUNCILLOR NEWS... We’ve been working hard over the winter – especially on plans to get the Cityclean recycling and refuse service upto-scratch. We hope to see new trucks purchased so that Westbourne Ward can get back to regular services! We’ve also been busy working with the West Hove Seafront Action Group to try and get our western seafront upgraded. There are some excellent ideas out there and we’re very excited about working up a detailed plan with residents over the next few months. Things got extra busy over February when the Coronavirus arrived in our city. In order to give people as much information as possible we went around our local 9 businesses to talk to owners and staff about what they can do to stop the spread; we also distributed safety posters around the ward – we hope you saw them. We made a promise during the local election in 2019 to work on measures to tackle the climate crisis, so January was also the month when Cllr Henry put forward a request to council to request money from central government to help support measures in the city to reduce our carbon footprint. As part of this motion he also made a plea for government to strengthen building regulations to make all new homes energy efficient and environmentally friendly, a measure which would save home owners money and reduce carbon outputs. The council backed the move and we are pleased that it was voted through. Cllr Appich spoke about the plight of child refugees, and also pursued her interest in tackling food and fuel poverty in Hove by calling for better energy efficiency in council and housing association stock, as well as asking for measures to fight child hunger during school holidays. Trussell Trust research shows that nationally three million children go hungry over a school break. Together we also had success in various anti-social behaviour issues in the ward, and have been able to

work with residents, the council, the police and housing agencies to resolve some major problems. If you’re concerned about anti-social behaviour in your street you can report it at brighton-hove.gov.uk and get the council’s community safety team involved to help. An update from your Local Action Team…

NEWS FROM THE WEST HOVE FORUM Knoll House update Knoll House in the Ingram Estate is to be switched to a supported living service for people with disabilities. Brighton & Hove’s Health and Wellbeing Board decided that, as it is accessible and has ready-made disabled access, it would be wasted on any other use. There will be 18 supported living flats providing medium to high support, rehabilitation, assessment and respite for people with physical disabilities or acquired brain injury. Designated PCSOs 11OfThe system for PCSOs (Police Community Support ficers) is reverting to how it used to be, with designated PCSOs for each ward in the city. This follows an investment in 100 extra PCSOs in Sussex.

The PCSO designated to Westbourne is Aidan Goodwin and the Wish PCSO is Jessica Lee. Wish Park Surgery The overall management of Wish Park Surgery, the only surgery in West Hove, has been transferred to Sussex Primary Care, so it’s no longer a partnership run by the GPs. This means that the surgery will be able to rely on the support of a larger NHS organisation, with access to specialist help and advice. It will also be able to provide a wider range of community services. Metallic Odours There has been a problem from time to time, including recently, with unpleasant odours from the ArcelorMittal steelworks in Shoreham Port. This results from their use of pile sealant material. Their “enclosed” machine, which is meant to reduce the odours, hasn’t been working, but the Kingsway and West Hove Residents’ Association (KAWHRA) have been assured by Shoreham Port Authority that the odours are not harmful. KAWHRA and the port authority are continuing to monitor the situation.

Residents experiencing similar odours are recommended to report them to Shoreham Port Authority and copy in KAWHRA (kawhra@gmail.com). West Hove Forum meetings are attended by ward councillors and a wide range of community representatives. LOCAL PERSON…MIKE WOODWARD Mike Woodward lives in Hove and is the Managing Director of Finewood Marketing, based in Basin Road North. Their sister company, Green Tree Doors, sell an exclusive range of doors. How long have you lived in Hove? Almost all my life, on and off. My mother died when I was 18 months old and my mother’s eldest sister who lived in Hove took me on and raised me. I went to school here, got married here and, apart from a few years in London, lived here. Where in Hove do you like to go to relax? I love the seaside, the beach and the seafront. I 13 also enjoy walking in Hove Park and playing with our grandchildren in the playground there. Tell us more about Green Tree Doors… We had a great relationship with some high-class door makers in the Far East and we had a warehouse in Sheffield. It seemed logical that the next step was to build a website to bring their doors to the marketplace. Two of my daughters now help to manage this side of the business from our office in Hove. What is the current trend in doors? We are seeing a distinct move towards white painted doors where we have a great range available for immediate dispatch. Glazed doors are also very popular as they enable as much light as possible into people’s homes. Internal bi-folds sales continue to grow as they provide a great way of creating stylish and efficient new spaces in people’s homes. We have recently added pocket doors to our range too which is a great space saving option. What do you like to do when you’re not working? Spend time with my family, daughters, grandchildren and old friends that I have known for between 50–60

News from the council…

COUNCIL EXPLORE ‘CAR-FREE’ CITY CENTRE Brighton & Hove city councillors have agreed to explore the possibility of the city becoming ‘car-free’ by 2023. Members of the Environment, Transport and Sustainability Committee, meeting at the end of January, requested a report that explores the feasibility of developing a car-free city. The report will be presented to them in October 2020. It will also look at costs, practicalities and any possible exemptions. The committee’s chair Anne Pissaridou said: “We were elected on a manifesto pledge to make our city carbon neutral by 2030. We have declared a climate emergency and are making progress on decarbonisation. But we must take major steps to reach our ambitious target, so we are proud to work cross-party and champion a car-free city centre. Crucially though, this will be for the climate assembly to decide, as our residents must lead on how we combat the climate crisis.” Councillors also noted that the joint notice of motion should be considered by the city’s Climate Assembly, which is due to meet this spring. HMO RESTRICTIONS EXTENDED... Property owners in the city wishing to convert a family house into a shared house or HMO for up to six people will need planning permission from this summer. An HMO (House in Multiple Occupation) is a property occupied by at least three people who are not from one ‘household’ (eg a family) but share facilities such as a bathroom and kitchen. Currently such conversions only need planning permission in the following five wards: Hanover & Elm Grove, Hollingdean & Stanmer, Moulsecoomb & Bevendean, Queen’s Park, St Peter’s & North Laine. In January 2020 the Tourism, Equalities, Communities and Culture Committee agreed to extend the planning controls to the rest of the city. This extension will come into force on 3 June 2020. Larger HMOs of seven or more occupants already need planning permission across the city. In a public consultation last summer 92% of responses were in favour of the extension. The new rules are designed to give the council an opportunity to ensure HMOs are of a decent standard and create a more even spread to achieve a greater balance of housing within communities.  WHD March 2020 21

FROM THE KEEP… ROYAL NAVAL RESERVE Spending your free time in the evenings and at weekends as a volunteer in the Royal Naval Reserve was an appealing option for men and boys in 1962, judging by this large complement of officers and crew of HMS Sussex. They are photographed outside the ‘Old Battery’ – ‘old’ because by the time the scrapbook was compiled they were in their new headquarters on Maxwell Wharf in nearby Aldrington Basin.

Just out of view on the right of the picture are the buildings of the King Alfred. It began life as ‘Hove Marina’, a state-of-the-art baths and leisure facility, but on its completion in 1939 it was immediately requisitioned by the government as a shore-based ship for the training of volunteer naval reserve officers. The space next door became a depot and parade ground with a flagpole, regimental cannon and some wooden huts – it’s where the car park is now. Behind the huts on the left you can see Viceroy Lodge (the block of flats at the bottom of Hove Street) while Lancaster Court dominates the photograph. Viceroy Lodge was ‘the last word in modernity’, according to the Brighton and Hove Herald of 1935. It had service kitchens, servants’ quarters and a penthouse flat. Driving along the Kingsway today, one might think that the car hire outlet in the forecourt of Lancaster Court looks rather out of place but it isn’t. The petrol station which predated the car hire business was positioned there at the same time as the flats were built in 1957. The photograph itself is from a scrapbook (ref AMS6878) meticulously compiled by a member of the Electrical Division of the RNR, full of detail of the events of the 1960s, 70s and 80s. Hove volunteers attended a visit by HM the Queen, Prince Philip and Princess Anne to the Ships of the Western Fleet at Torbay in July 1969; the RNR Rifle Team won the Cock of the Fleet trophy at Bisley in 1972, there were regular socials and dances and visits from the Canadian navy. Tragically, one

member of HMS Sussex, Charlie Newell, died when the training ship HMS Fittleton sank after a collision with the frigate HMS Mermaid during a NATO training exercise in the North Sea in September 1976 with the loss of 12 crew. Memorial services were held at St Martin-in-theFields, Trafalgar Square, and St Joseph’s Church, Elm Grove, Brighton. Another item in the HMS Sussex archive is a ‘growl’ book. This was the complaints book for the volunteers and was in use from 1910 to 1989 – no wonder it’s now looking very worn and tatty! Common complaints concerned the whereabouts of the shoe cleaning kit, the mess clock which always needed repairing, and, in the 1970s, an antipathy to the music of James Last accompanying the wardroom dinner. A common request through the whole 80-year period was that the bar stayed open for longer! The inset pic, part of the same collection, is interesting as it shows the whole site in 1950. You can clearly see the RNR parade ground, depot and huts beside the King Alfred, and the cleared building site between Hove Street and Vallance Gardens where Lancaster Court would be built. The stairs leading down to the RNR headquarters (now the car park) are still there – the only structure in the whole space which hasn’t changed in the last 75 years! Having worked for many years within the field of food intolerances and allergies, I have seen people with such food phobias that they were surviving on one or two single foods for decades – with dire repercussions on their health. It has become overwhelmingly clear in my practice that fear of food is doing far more damage than the foods themselves. So why do you react to certain foods? Imagine being told that you are intolerant to wheat and still craving bread. Your fear of eating the bread will trigger a fight or flight response, increasing your stress hormones, which will ‘order’ your gut to stop digesting foods right now. But you eat it anyway, with all the inner conflicts of “I know it’s bad for me”, “gluten makes me fat”, “I’m going to bloat” etc. The likelihood is that you will bloat, feel fat and be in pain. But far less because of the bread than the fact that you ignored that your fear caused your gut to not to want to digest anything at that moment.

So my advice? Stop fearing food and change your attitude to it. Food is not the enemy. Anxiety and stress are. Re-discover what food is all about: a life- and energy-boosting gift to be savoured. NEW LAW TO PROTECT ANIMALS A new law covering the sale of puppies and kittens is due to come into effect from April. ‘Lucy’s Law’ will mean that puppies and kittens can no longer be sold by a pet shop or commercial dealer unless they have bred the animal themselves. Instead, anyone looking to buy or adopt a puppy or kitten under six months must either deal directly with the breeder or an animal rehoming centre. The council’s chair of licensing, Councillor Jackie O’Quinn, said: “We do a lot of work to make sure businesses working with animals in the city treat them correctly, so please do always follow the guidance if you’re thinking of getting a pet. We come across awful stories of animals kept in horrendous conditions from unscrupulous people dealing illegally in dogs and cats. Sometimes the puppies and kittens never recover. So please never buy a pet without checking the trader’s licence and the conditions they’ve been kept in.” If you’re thinking of buying a cat or dog, follow these guidelines to help combat the illegal trade in pet animals:

The law is named after Lucy, a Cavalier King Charles Spaniel, who died after being subjected to terrible conditions on a puppy farm. Dogs like Lucy are often kept by breeders to produce multiple litters of puppies, which are taken from their mothers at just a few weeks old and advertised online or sold in pet shops. Brighton & Hove City Council plays a key part in the fight to protect animal welfare. Many activities involving animals such as selling pets, breeding dogs for sale, boarding cats or dogs or day care for dogs require a licence from the council. Each licence holder is inspected.

People challenge themselves to spend a night outside to raise money for this local youth charity which tackles the root causes of youth homelessness. This year’s event is on Friday 20 March. Sleep Easy doesn’t seek to replicate the experience of homelessness but gives an insight into the challenges young people face. The Zumbathon® will take place on 27th March 2020 at the King Alfred Ballroom. Doors open at 6.30pm, the dancing starts at 7.30pm and will be glowing on until 10.30pm! Fundraisers are encouraged to wear their brightest outfits and there will be UV face painting and UV accessories available on the night with a unique laser and light show to help keep everyone motivated to move. The dancing is led by inspirational Zumba teacher Sherryn Watkin and her super-fit team of instructors. Over the years Sherryn has danced her way to raising £100,000 for the charity. She commented: “I have had direct experience of the care and support that hospices give people with terminal illness and it made me determined to give something back and do what I could to help. Dancing is what I do - and thousands of wonderful people have supported me to party my way to this incredible total!” Martlets is hoping to fill the venue to its capacity of 200 dancers - entry is £18 and participants are encouraged to raise additional sponsorship in support of their efforts.
