Window Rock, AZ – The Navajo Housing Authority and SWABACK are working together on of the largest Tribal Master Planning Initiative in the United States. They are working closely with the Navajo members and 110 chapter communities, to create a dynamic road map for future development at the local and regional levels. The Navajo Nation comprises of 26,000 square miles, over 19 million acres and is comparable to the state of West Virginia. The initiative started a few years ago when NHA conducted a housing survey among the Navajo people identifying an immediate need for 34,000+ homes across the Navajo Nation. Based off the housing need, NHA began working with SWABACK to create a long-term Regional Sustainable Community Master Planning Initiative that uses best planning practices to identify future potential housing development sites as well as strategically plan for community development that compliments the Navajo communities, people, culture and way of life for the future growth and development of Tribal communities.

The conceptual Master Site Plan incorporates a range of land uses throughout the Bluestone property development. The existing terrain and landscaping is to be preserved as much as possible. Natural drainage ways through the site are preserved. Density of the site is to be as open and spacious as possible. The development is interconnected with convenient access to trail systems connecting parks, market, farm, community center and all other parts of the neighborhoods. The neighborhood housing is mixed with several different housing types and each varies with different number of bedrooms and site orientation. The intent is to create a good balance of variety of homes and appearance unlike the cookie-cutter prototypes as seen in many housing developments today. HOMES Within the development are several interconnected neighborhoods. Base Camp neighborhood contains rental single family detached homes along with Apartment homes. Crossroads, Hillcrest and Northgate contain single family detached homes for sale. Pinon Point neighborhood contains Apartment homes only. Wisdom Way contains veteran & senior housing as independent living homes.

BUILDING ON THE PAST AND HAVING A SOLID VISION OF THE FUTURE
Fort Apache is set to emerge as the focal point for community interaction for the White Mountain Apache Tribe. It acts as the center or “heart” of the Tribal Community - a Community Town Center. Buildings are repurposed all to serve the needs of the greater Tribal community first. A place to work, celebrate, dine, relax, learn, play, reunite, grow, share, live… Visitors would be welcome to not only understand the past through the historic preservation and interpretive exhibit programs, but more importantly to observe and be part of the future.

The 70-acre site is directly adjacent to the new Twin Arrows Casino Resort. Convenient walkways directly from the resort are planned along the east end of the property for easy access to and from the property. The gently sloping site will be accessed from the main spine road at three strategic locations to maximize exposure and functional automobile circulation. The planned residential development will be located along the north border of the property nearest to Padre Canyon and State lands. Commercial and retail development will be oriented along the south property, closest to circulation routes and the adjacent interstate highway. Site access from Exit 291 provides a direct entry to the overall planned development as well as the Outlook property. The exhibit on the following page highlights in yellow the lands owned by the Navajo Nation Shopping Center Corporation and the planned Glittering Mountain project.
